The purpose of this study is to propose the direction of developing a new information portal for the disabled by examining the general characteristics, services, resources, and external links of five domestic and foreign information portals for the disabled, and 104 websites of organizations and institutions for the disabled in Korea. Information portals for the disabled examined in this study include the 'Bokjiro' portal and Dibrary Disability portal in Korea, the NARIC portal in the U.S.A., the National Accessibility Portal of the Republic of South Africa, and the National Interactive Portal of India. The following were proposed: (1) Consider both the disabled and the general public as potential users, (2) Identify the specific subject categories appropriate for their needs, (3) Secure information from high quality information sources, (4) Provide the communication and participation channel for the disabled, and (5) Observe Web Accessibility Standards.

The article describes the concept of a Web-portal of an educational institution; the technical conditions for the creation of the Web-portal of the educational institution were determined; the features of the use of the Web-portal in the educational process and its organization are revealed. The scientific and practical value of the article lies in the fact that the use of portals in education will improve the management of an educational institution, activate and bring the educational process to the level of modern technologies at all its stages, as well as enhance the interaction of parents and students with employees of the educational institution.

Representation of various types of information in an interactive virtual reality environment on mobile devices had been an attractive and valuable research in this new era. Our main focus is presenting spatial indoor location sensing information in 3D perception in mind to replace the traditional 2D floor map using handheld PDA. Designation of 3D virtual reality by Virtual Reality Modeling Language (VRML) demonstrates its powerful ability in providing lots of useful positioning information for PDA user in real-time situation. Furthermore, by interpolating portal culling algorithm would reduce the 3D graphics rendering time on low power processing PDA significantly. By fully utilizing the CC2420 chipbased sensor nodes, wireless sensor network was established to locate user position based on Received Signal Strength Indication (RSSI) signals. Implementation of RSSI-based indoor tracking method is low-cost solution. However, due to signal diffraction, shadowing and multipath fading, high accuracy of sensing information is unable to obtain even though with sophisticated indoor estimation methods. Therefore, low complexity and flexible accuracy refinement algorithm was proposed to obtain high precision indoor sensing information. User indoor position is updated synchronously in virtual reality to real physical world. Moreover, assignment of magnetic compass could provide dynamic orientation information of user current viewpoint in real-time.

Five cultural websites are evaluated on their content, interface, design. system, and service elements. The Culture Portal of Korea, Korea Culture Content, Culture Arts, Korea National Heritage Online, and Culture Heritage Information Center are chosen for this study. Most websites do not have a purpose or target audience. Their focuses are not on the content they provide but on the function of interfaces and interface design. However, interfaces do not function well for users to quickly access information they want. Suggestions are made to facilitate a system's search function and interactive users' feedback.
