Comparative Analysis of Historical National Image Advertising in Korea - Video Advertisements Produced between 1998-2017

  • Since national image video advertisements are a means of public relations with wide delivery and major repercussions at home and abroad, this study performs a comparative analysis of video advertisements aired by previous governments as reported by Daejung Kim, Moohyun Roh, Myungbak Lee, and Geunhye Park. The characteristics of the previous governments, whether or not social trends were reflected, and the importance of traditional and modern elements were examined. As we describe, there are clear differences in video advertisements by government regime, and while messages expressing traditional values of Eastern culture have gradually decreased, reflecting the trends of the times, the messages emphasizing the modern values of the West have gradually increased. Our research confirmed that traditional elements such as 'Samulnori' and 'Taekwondo' are gradually disappearing. In addition, it was confirmed that the collective values, traditional values, and humanism represented by the 'large crowd' and 'traditional elements' in the Kim Dae-jung and Roh Moo-hyun administration changed in the Lee Myung-bak and Park Geun-hye administrations to more individualistic, materialistic, Western values. This study is meaningful in that it analyzed the components and characteristics of national image advertisements by governments in the past, how social trends were reflected, and the weight difference between traditional and modern elements. Based on this research, the significance of the current Moon Jae-in government's groundwork for follow-up research should not be understated.

Association Between Local Government Social Expenditures and Mortality Levels in Korea

  • Objectives: We examined the association between social expenditures of the local government and the mortality level in Korea, 2004 to 2010. Methods: We used social expenditure data of 230 local governments during 2004 to 2010 from the Social Expenditure Database prepared by the Korean Institute for Health and Social Affairs. Fixed effect panel data regression analysis was adopted to look for associations between social expenditures and age-standardized mortality and the premature death index. Results: Social expenditures of local governments per capita was not significantly associated with standardized mortality but was associated with the premature death index (decline of 1.0 [for males] and 0.5 [for females] for each expenditure of 100 000 Korean won, i.e., approximately 100 US dollar). As an index of the voluntary effort of local governments, the self-managed project ratio was associated with a decline in the standardized mortality in females (decline of 0.4 for each increase of 1%). The share of health care was not significant. Conclusions: There were associations between social expenditures of the local government and the mortality level in Korea. In particular, social expenditures per capita were significantly associated with a decline in premature death. However, the voluntary efforts of local governments were not significantly related to the decline in premature death.

A Study on Policy Making Process of the National Basic Livelihood Institution : Focused on Enactment of National Basic Livelihood Act (국민기초생활보장법 제정과정에 관한 연구)

  • This study aims to identify the enactment factors of the National Basic Livelihood Institution in context of policy making process by using Kingdon's policy Stream Model. The findings of this study can be summarized as follows. First, an economic crisis has worsened social problems, and the president Kim Dae-jung recognized these problems as serious and worried about social confusion and polarization. Second, NGOs as like People's Solidarity for Participatory Democracy put efforts into enacting the Act. Also, the president Kim's government faced a series of political crisis and needed political solution including foundation of a new party, which considered social welfare most important. Third, the PSPD designed the Act. But the alternatives of related government ministries were not selected. In conclusion, the National Basic Livelihood Institution was enacted by the combination of these three factors stream. Especially the political stream was strongest.

System Dynamics Modeling of Korean Lease Contract Chonsei

  • Since the sub-prime mortgage crisis from the US in 2008, the Korean housing market has plummeted. However, the deposit prices of the Korean local lease contract, Chonsei, had been increasing. This increase of Chonsei prices can be a threat to low-income people, most of whom prefer to live in houses with a Chonsei contract. In the housing and Chonsei market, there are many stakeholders with their own interest, hence, simple thoughts about housing and Chonsei market, such as more house supply, will decrease house price, would not work in a real complex housing market. In this research, we suggests system dynamics conceptual model which consists of causal-loop-diagrams for the Chonsei market as well as the housing market. In conclusion, the Chonsei price has its own homeostasis characteristics and different price behavior with housing price in the short and long term period. We found that unless government does not have a structural causation mind in implementing policies in the real estate market, the government may not attain their intended effectiveness on both markets.

  • Dynamic development of the Information Communications and Technology is changing countries around the world to establish the e-government to enhance their national administrative system efficiently. This paper proposes the method to implement the e-government efficiently in the developing countries. To reach the goal, the e-government development indices evaluated by United Nations are analyzed to catch the clues to take-off the e-government development stage. In addition, we scrutinize the e-Government Master Plans of Mongolia, Kyrgyzstan and Nepal supported by Korea in order to elicit the priority projects which are the indispensible components on the way of building e-government. We cross-check and standardize the projects which the investigation target countries define respectively. We also analyze the projects which are evaluated by their priorities in compliance with the portfolio method to elicit the road map of the optimum which is able to implement the e-government efficiently with reducing trials and errors.

  • Recently, as the importance of user-oriented archives management is becoming increasingly, government archives try to serve interactive services using social network service (SNS) beyond one-way approaches. This study aims to analyze usage of government archives service in social media and examine users' interestedness. We especially select "National Archives of Korea" and "Presidential Archives" as target government archives and collect tweets from 2010 to 15th April 2016. Our study adopts informetric approaches and social media analysis including buzz analysis, time series analysis. We differentiate between the tweet collection posted by government archives themselves and the other collection generated by general users. Furthermore we conduct correlation analysis of tweet and social issues and propose application plan for government archives services in social media environment.

Who are the Beneficiaries and Stakeholders of Blockchain Commercialization in the Shipping Industry?

  • In the field of logistics, the maritime shipping industry plays a critical role as the backbone of global trade activities. Nevertheless, previous studies on the commercialization and benefits of blockchain technology are limited in the field of marine logistics. Thus, the purpose of this study was to predict the benefit for each group involved in marine logistics when blockchain technology is applied. As such, 21 factors of benefits were selected for seven major logistics groups (financial institutions, freight forwarders, inland transportation, ocean carriers, port operators, port-related government authorities, and shippers) to study the benefit expected for each through the commercialization of blockchain technology. Based on the results, a different benefit level is expected for each group when blockchain technology is used. In order, ocean carriers (0.155), inland transportation (0.150), financial institutions (0.153), port operators (0.145), freight forwarders (0.142), port-related government authorities (0.129), and shippers (0.126) were found to benefit most from the use of blockchain technology. This study has industrial implications in that it presents the benefits expected when blockchain technology is realized and used in marine logistics by groups involved in logistics transactions.

Fisheries Countermeasures Against Rising Oil Prices (수산업의 고유가 대응 정책 방향)

  • The purpose of this study is to analyze the impacts of the rapid rise in oil prices on fisheries economy. Even though fishery oils are tax exemption items, such increase in oil prices put a great amount of pressure on Korean fishing operations. Because basically the recent oil shock is externally given, Korean fisheries themselves have little capacity to cope with the disruption of economic environments. The research results turned out that Korean fisheries are extremely vulnerable(or fragile) to external shocks. In this regard, government support issues of oil costs are in the center of debate. It is widely recognized that direct/indirect government financial supports or subsidies would result in economic inefficiency in expense of equity. However, there are second best theories which may justify government intervention into the markets. This second best theory is translated into the constitutional law that instructs the government to protect and promote the primary industries including fisheries, agriculture, and midium/small-scale enterprises. It is apparent that the constitutional law would provide the government with a variety of policy instruments such as more active buy-back programs, tax exemptions and technological development to deal with fisheries economic hardship due to the external pressure such as high oil prices and international fishery orders.

Production Strategy of Rice under WTO System -Farming Size Expansion Policy- (WTO 체제하의 쌀 생산전략 -영농규모화사업을 중심으로-)

  • In recent years, domestic market environment of rice production is confronted with the problems of excessive production and decrease in per capita consumption, resulting in steady decline of domestic rice price. Moreover, as new trade negotiations of WTO or FTA are being forwarded, cheap price of imported rice will also make the rice production environment being worse off. One of the possible production strategies to relieve this situation could be expanding farm size, which increases market competitiveness in terms of cost-saving. Since 1990's, one of the main agricultural policies for rice production in Korea has been expanding farm size. This study aims at 1)exploring brief history of Korean government's agricultural policy for expanding farm size, 2)examining economic effect of farming size expansion, and 3)discussing major role of government to promote appropriate programs for rice-farming and producers. Main conclusion suggests that appropriate farming size should be expanded upto at least five hectares per farm, with producers' effort to reduce farming costs and continuous investments on agricultural infrastructures including irrigation systems, etc. Continuous government's investment on operation and maintenance on water facility is also one of the important factors in expanding farm size.

Health Risk Assessment of Cryptosporidium in Tap Water in Korea (우리나라 먹는물의 크립토스포리디움에 의한 건강위해도 평가 연구)

  • Objectives: Cryptosporidium, a protozoan parasite, has been recognized as a frequent cause of waterborne disease due to its extremely strong resistance against chlorine disinfection. Although there has as yet been no report of a Cryptosporidium outbreak through drinking water in Korea, it is important to estimate the health risk of Cryptosporidium in water supply systems because of the various infection cases in human and domestic animals and frequent detection reports on their oocysts in water environments. Methods: This study evaluated the annual infection risk of Cryptosporidium in tap water using the quantitative microbial risk assessment technique. Exposure assessment was performed upon the results of a national survey on Cryptosporidium on the water sources of 97 large-scale water purification plants in Korea, water treatment efficacy, and daily unboiled tap water consumption. The estimates of the US Environmental Protection Agency on the mean likelihood of infection from ingesting one oocyst were applied for effect assessment. Results: Using probabilistic methods, mean annual infection risk of Cryptosporidiosis by the intake of tap water was estimated to fall within the range of $2.3{\times}10^{-4}$ to $1.0{\times}10^{-3}$ (median $5.7{\times}10^{-4}$). The risk in using river sources was predicted to be four times higher than with lake sources. With 0.5-log higher removal efficacy, the risk was estimated to be $1.8{\times}10^{-4}$, and could then be lowered by one-third. Conclusions: These estimations can be compared with acceptable risk and then used to determine the adequacy and priority of various drinking water quality strategies such as the establishment of new treatment technology.
