본 연구는 4차 산업혁명과 관련하여 각광을 받고 있는 가상현실 기술을 화재재난 대비를 위한 훈련과정에 도입하기 위한 연구이다. 최근에 발생한 제천화재와 밀양화재 사례가 보여주는 것처럼 화재재난을 대비하기 위한 화재재난훈련의 필요성은 계속적으로 커지고 있다. 재난발생시 사람들은 정신적 혼란 상태에 빠지게 되며 이를 재난인격이라 한다. 재난에서 생존하기 위해서는 재난상황을 미리 경험하여 자신의 재난인격을 극복할 수 있는 힘을 길러야 한다. 따라서 재난인격을 극복하기 위한 훈련이 필요하며 가상현실은 물리적 공간이 없이도 체험이 가능하다는 점에서 훌륭한 훈련수단이 될 수 있다. 또한 가상현실의 단점을 보완하기 위해 주기적인 실제 재난대피훈련을 병행해야 한다. 가상현실을 이용한 화재재난훈련을 도입하여 국민에게 보급하기 위해서 과거 정보화사업 중에 성공한 국민 PC 사업을 벤치마킹한 국민 VR 사업을 도입해야 한다. 또한 안전대비 훈련 전체를 포괄할 수 있는 국민안전포인트 제도를 도입하여 재난대비훈련과 건축물 보강 등을 통합적으로 관리해야 한다. 국민 VR 사업과 국민안전포인트제도가 성공적으로 도입된다면 한국이 '재난공화국'이라는 치욕적인 별명을 벗어날 수 있는 기반이 될 것이다.

최근 심각한 기후변화, 기상이상 현상 등으로 인해 자연재난의 발생빈도 및 규모가 증가하고 있다. 대형화 재난 발생 시 시간·경제적 제약으로 인해 인공위성, 드론 등 원격탐사 기반의 재난관리의 필요성이 대두되고 있다. 본 연구에서는 재난 발생 시 활용가능한 국내·외 위성들과 최근 우주산업 활성화에 따라 운용 중 및 개발 중인 차세대중형위성, 초소형위성의 현황과 대량의 위성영상들의 활용 기술 동향에 대해 정리하였다. 분석 기술로는 딥러닝의 근간인 인공지능 기술을 접목한 연구들이 있으며, 사용자 중심의 분석 준비 데이터(analysis ready data)를 활용할 수 있는 주요 플랫폼을 소개하였다. 또한 최근 발생된 대형재난인 홍수, 산사태, 가뭄, 산불을 중심으로 위성영상을 활용하여 피해분석을 함으로써 재난관리에 어떻게 활용될 수 있는지에 대해 확인하였다. 마지막으로 개발될 위성을 고려하여 재난 관리 단계별 활용방안에 대해 제시하였다. 본 연구를 통해 위성개발 및 운영현황, 최신 위성영상 분석기술 동향과 다종 위성영상을 활용한 재난대응 방안에 대해 제시되었다. 재난 진행단계에서는 예방과 대비 보다는 대응과 복구에 대한 위성영상의 활용도가 높은 것을 확인할 수 있었다. 향후 다종의 영상이 수급되었을 때 효과적인 재난관리를 위해 인공지능, 딥러닝 등 최신기술 융합 방안과 적용 가능성에 대한 연구를 수행할 예정이다.

The objective of this study is to suggest the templates for the terminology standardization cases of safety standard on integrated management system, so that integrated management of safety standards is introduced to replace redundant, or conflicting functions and performance of these standards. And to carry out the terminology standardization enables management efficiently. Therefore this study suggests and analyzes cases of terminology standardization of domestic and international research trends. In addition to proposes a architectural schema for disaster safety standard and writing disaster safety standardizations of the International Organization for Standardization. For the objectives, the guidelines on standard terminology policy, terminology publication and guide development proposed by the International Organization for Standardization. Disaster safety standards were applied in order to build and utilize integrated management system of disaster safety standards through domestic and foreign cases. Throughout the result of this study, this study will contribute to the analysis and application of semantic knowledge based analysis throughout the ontology information linked the vocabulary to vocabulary by making the template of the disaster safety standards for easy to use and simple etc. This study is to expect traceability for the principle national disaster safety standards resource elements.

본 연구에서는 국제표준화기구에서 제정 관리하고 있는 국제표준 중 재난관리 관련 국제표준, 특히 ISO/TC 292(Security-안전) 분과의 국제표준을 조사하여 재난관리 관련 국제표준 동향을 살펴보고, 각 국제표준과 관련된 국내 법 제도를 살펴보았다. 재난관리기관으로서 국민안전처(구 소방방재청)은 재난관리 관련 국제표준 제정 시 국내 적용하기 위한 방안을 지속적으로 마련하고 있다. 재난관리 관련 국제표준이 지속적으로 제정됨에 따라 재난관리기관은 국제표준을 도입하기 위한 방안을 모색하여 국제사회에 발맞춰 나갈 필요가 있다.

The purpose of this study is to diagnose the level of disaster safety perception (disaster safety importance, accident possibility, personal safety, and regional safety) of local residents, and to analyze the impact of individual and accident cause characteristics. The analysis method used multiple regression analysis, and the main analysis results are as follows. First, disaster safety importance and accident possibility were higher as residents who had experience in safety education and were willing to visit the safety experience center in the province. Second, disaster safety importance was higher as the cause of the accident was the lack of response 119 and police. And accident possibility was higher as the cause of the accident was the lack of prior treatment by the state and local governments. Third, personal safety and regional safety were higher for men, and especially personal safety was lower as residents with children. The results of this study can be used as basic data for establishing regional customized disaster safety policies based on the perception of local residents, who are policy consumers.

지진, 태풍, 산사태, 건물 붕괴와 같은 대규모 재난 사고 발생시 신속한 현장 상황 파악과 실시간 재난 정보 공유는 현장 통제나 주민 대피 등 재난 대응과 재난 관리 의사결정 단계에서 핵심적인 역할을 수행한다. 본 논문에서는 긴박한 재난 사고 상황에서 효과적인 현장 대응과 재난 사고 현장에서 취득된 관측 데이터와 분석정보를 실시간적으로 연계하고 공유하기 위하여 기존의 국립재난안전연구원에서 운용 중인 재난 사고 현장조사 시스템을 LTE-VPN 기반의 개선된 무선 통신 시스템 환경으로 구축하고, 통신 트래픽 데이터 전송 실험을 통해 현장 조사 시스템의 무선 통신 전송 요구 성능을 분석, 평가하였다. 개선된 무선통신 시스템의 현장 데이터 전송 성능 실험을 수행한 결과, 재난 현장과 끊김 없는 영상 회의 시스템을 보장하기 위해서 최소 4.1 Mbps 이상의 UDP(User Datagram Protocol) 대역 폭이, 현재 조사 차량에 탑재된 조사 장비간 통신과 현장 데이터를 원활하게 공유하기 위해서 약 10 Mbps의 무선 통신 대역폭이 확보되어야 할 것으로 사료된다.

본 연구는 경기도와 강원도지역 시·군에서 현재 재난안전특별사법경찰로 활동하고 있는 일반직 공무원을 대상으로 현 운영상의 문제점에 대한 실태조사 및 개선방안을 도출하기 위해 설문조사 방식으로 이루어졌다. 재난안전특별 사법경찰의 전문성, 수사 환경 및 인적요인 등 현 운영 실태를 분석하여 제도의 운영상 문제점과 개선방안 및 활성화 방안을 도출하였다. 나날이 복잡하고 다양해지는 전문 업무영역 범죄예방에 대처하기 위해서는 재난안전특별사법경찰상을 재정립하는 방향을 제시하였다.

Recently, the concepts of community adaptation and ability to restore have been emphasized in order to evaluate disaster vulnerability and risk exposure level. In particular, the concept of disaster management that voluntarily takes measures prior to disaster situations has been introduced based on participatory disaster management that the community should take responsibility for one's own safety. This study diagnosed the community response capability on four model areas such as Goseong-gun and Gimhae-si, Gyeongsangnam-do and Gimcheon-si and Bonghwa-gun, Gyeongsangbuk-do and represented the Community Preparedness Indicator(CPI) for each region as a result.

The construction industry in Korea after the Korean-war has evolved until these days. But the construction industry accident severity rate and frequency is over then the All industry rate. This study analyzed the 'Disaster Statistical Yearbook' of the Korea Occupational Safety and Health Agency, based on the factors that affect construction accidents that is selected and fined the some factors the construction Disaster Prevention Factors. This study will develop the methodology for analyzes that the national qualification is effected to the construction industrial machine disaster prevention status. It suggest two ways to the establishment of disaster trends. First way is the disaster quantitative analysis and second way is comparing the statistical data and the analysis of expert opinion.

Recently the increase of natural disaster and man-made disaster, newly emerging infectious diseases and bioterrorism attack changed the world in many aspects. So the Ministry of Health and Welfare and other related agencies are trying to solve the problems with disasters. We discussed these problems in the following eleven categories. (1) emergency medicine (2) communicable disease control, (3) food safety control, (4) public facilities safety, (5) social welfare facilities safety, (6) bioterrorism control, (7) geriatric health care, (8) insurance support, (9) overseas disaster victim support, (10) national organization protection, (11) fire fighter safety in forest fire. Through the reviews on the various kinds of disaster, we proposed the disaster control measure for the near future.
