Statistical Approach for the Prediction of Improper Businessman in Defense Procurement

  • The contractor management for the effective defense project is essential factor in the modern defense acquisition project. The occurrence of Improper Businessman causes the reason in which defense acquisition project is unable to be reasonably fulfilled and setback to the deployment of defense weapon system. In this paper, we develop a prediction model for the effective defense project by using the Discriminant Analysis, the Logistic Regression & Artificial Neural Network and analyse the core variables that determine the Improper Businessman in many variables. It is expected that our model can be used to improve the project management capability of defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable domestic manufacturer.

  • This study studied the working relationship between national crisis management and national defense elements from a comprehensive security perspective. The elements of national defense are presented in the Integrated Defense Act. Therefore, by presenting the principles, problems, and alternatives of integrated defense, the study was conducted with the aim of protecting the lives and property of the people in the event of a national crisis and strengthen national security. As a theoretical background, an analysis frame was envisioned based on the four stages of crisis management in the 'Comprehensive Crisis Management Model' and the 'Basic Guidelines for National Crisis Management'. Through this, four domestic and foreign case studies were conducted. As a result of the study, it can be confirmed that related laws, organizations, and public awareness must be provided in order for the national defense elements at each stage of national crisis management to work well. For the completeness of national crisis management, it was suggested that the enactment of the Framework Act on National Crisis Management, the establishment of an integrated defense plan, linked training, C4I for communication, strengthening the capabilities of local government heads, and national defense elements of firefighters.

The Global Distribution Direction of Defense Industry in Eastern Europe under the New Cooperation Strengthened (신 협력 강화에 따른 동유럽 방위산업의 국제유통방향)

  • Purpose - After the transition, the development of defense industry in Eastern Europe has been regressed. Recently, they have internationally recognized that new products have been exported and contributed to the Innovation-Based Manufacturing of national economy such as unmanned reconnaissance aircraft, water purification technology, and mobile chemical laboratory, etc. The military forces in Eastern Europe are re-armed by the localization of self-produced munitions in their own defense industry, and then emphasize fostering their own defense industry. Thus, if they make a collaboration with other nations as a industrial cluster, it will gain a competitive edge on the defense industry. Research design, data, and methodology - The study was designed with the data of each national defense department. The research of the subject was reviewed before and after the transition. Thousands of workers have worked in defense industries before the transition, however, the defense industry and experts left after the transition. The Hungarian defense spending on GDP also dropped sharply from 1.72% in 2000 to 0.85% in 2013. But, due to the crisis in Ukraine and the crisis of Syrian refugees, the Viségrad Group (V4) member countries have also increased their interest in a defense and industries as well as the confidence in the EU and NATO. Results - On the whole, the joint of military training and purchase of defense materials were found in order to form the EU cooperative combat troops in CEE. There are the implementation of a joint manual plan for strengthening V4 security policy and the joint military exercises for V4 every year, and the others are electronic warfare and innovation of V4 national forces. Through such a performance analysis methodology, we found that the defense industry is developed through the national cluster cooperation among CEEs and spreading global distribution. Conclusions - Eastern Europe and Balkan countries have been looking forward to cooperating with the non-EU countries such as Korea and other defense industries. There are a lot of potential development into a new civilian cooperation defense industry for global-distribution. Thus, Korea should develop electronic commercial applications, not just as a weapon exporting region.

  • Information technologies are changing rapidly in recent years because of the latest IT development and technology convergence. Therefore, government tries to choose technologies required to achieve mid and long-term strategic technical development target and present technology road map. We established national defense scientific technology plan process for weapon systems. However, national defense IT plan process has not been established yet. Accordingly, in this paper, we suggested outlook of future national defense informationization through national defense Information Technology environment analysis, and discovered future potential Information Technology for national defense through methodology of investigation and analysis and suggested Defense IT Planning development.

National Defense Decision-Making : Prospects and New Directions (국방의사결정 : 전망과 대비방향)

  • In light of the recent developments of transitory nature, it is likely that national defense decision-making will be more difficult to make for years to come. In other words, sudden changes in security environment would call into question the basic assumptions on which we have built our national defense planning and increase the number of the uncertain factors in the decision-making process; the subdivision and ramification of national defense management would increase the factors for decision-making and complicate even further the mutual interactions among these factors; the accelerated pace of sophistication and diversification of weapon systems and military technology would increase the risk of failure and system costs geometrically; and the reduced level of acceptance among the people on the sanctification of national defense in proportion to the rapid progress toward a more democratic and industrial society would engender an increased criticism or checking role by the National Assembly or by the mass media. As the changes in national defense environment and conditions create an innumerable number of new tasks, this paper intends to suggest a few core policy measures to improve the quality of national defense decision-making. More specifically, it proposes to 1) eradicate entirely the bureaucratic behavior and tendencies; 2) utilize actively the brain staff for quality assurance of decision-making; 3) and introduce and apply as a whole set, a total system, or an incorporated pack age the PPBEES(Planning-Programming-Budgeting-Executing-Evaluating-System)/LCMM (Life-Cycle Management Model for System Acquision), the OR/SA(Operations Research/Systems Analysis), and DMIS (Defense Management Information System).

Salicylic Acid and Wounding Induce Defense-Related Proteins in Chinese Cabbage

  • The response of plants to pathogens and wounding is dependent upon very sensitive perception mechanisms. Although genetic approaches have revealed a variety of resistance genes that activate common defense responses, defense-related proteins are not well characterized in plants. Therefore, we used a proteomic approach to determine which defense-related proteins are induced by salicylic acid (SA) and wounding in Chinese cabbage. We found that SA and wounding induce pathogenesis-related protein 1a (PR1a) at both protein and mRNA levels using proteomics and Northern blot analysis, respectively. This indicates that our proteomic approach is useful for identifying defense-related proteins. We also identified several other proteins that are induced by SA or wounding. Among the seven SA-induced proteins identified, four may be defense-related, including defense-related protein, phospholipase D (PLD), resistance protein RPS2 homolog, and L-ascorbate peroxidase. Out of the six wounding-induced proteins identified, three may be defense-related: heat shock cognate protein 70 (HSC70), polygalacturonase, and peroxidase P7. The precise functions of these proteins in plant defense responses await further study. However, identification of the defense-related proteins described in this study should allow us to better understand the mechanisms and signal transduction pathways involved in defense responses in Chinese cabbage.

  • Under the fast technology changes and budget constraints, the organizations related to national defense face increased demands to develop innovative strategy and methodology to maximize performance with drastically reduced cost. In this context, the management of innovation and change in the defense acquisition area is vital to the Ministry of National Defense, related organizations and industries. In this paper, we discuss three comprehensive innovation strategies and methodologies for the defense acquisition area preparing for next-generation warfare; EVMS (earned value management system), PBL (performance based logistics) and SBA (simulation based acquisition). These collaborating innovative efforts enable us to tackle defense challenges for government and industries with a flexible and optimistic approach that maximizes productivity and performance with minimum cost.
