Damage and attack size of cyber terror is growing to the national size. Not only targeting at a certain companies or individuals but number of cyber terror targeting government bodies or unspecific people is increasing. This is because compared to traditional weapon, input cost is very cheap but ripple effect and shock are much stronger, affecting not only certain groups but also each individuals. 'Anti-terror measurement for protection of nation and public safety' passed last month is one of the renowned measurement passed regardless of objection from opposition party. The opposition party went against this through filibuster for 192 hours but this finally passed National Congress due to lack of oppositions. Korean government is taking post actions after passage of anti-terror measurement. Legislation of enforcement ordinance and regulations is due by 6th of next month. This regulation will be executed from June 4th after legislation. Whenever there is any security issues such as hacking of Korea Hydro and Nuclear Power and National Intelligence Service happens, lot of attention is made to those hackers. However, social recognition or management of those hackers need lot more improvement. Especially, as market of internet of things is increasing, there is an increased anxiety on information security. But as we only rely on security solutions, this problems are keep happening. Therefore, active investment on nurturing hackers who play the role of 'spear and shield' shall be made. Government should put more efforts to allow white hackers to show their abilities. We should have a policy for supporting high-quality programs such as BoB. To make information protection industry into future growth engine, it is necessary to nurture professionals for information protection and white hackers through special programs. Politicians should make related regulations as soon as possible to remove factors that prevent swift management of cyber attack due to lack of legislation. Government should pay lot more financial investment to nurturing professional manpower than now. Protecting life and asset of nation is responsibility and duty of our government. We all should recognize that controlling cyber attack is a part of national defense.

The gross domestic product(GDP) measures the welfare of a nation's economy through the aggregation of products and services produced in a nation. Although GDP is a proficient measure of the magnitude of the economy, many economists, environmentalists, and citizens have recently criticized the gross domestic product. The criticism stems from the fact that this measurement of domestic product does not account for environmental degradation and resource depletion. We need to estimate the environmentally adjusted net domestic product. The gross domestic product was 913 trillion won while environmental protection expenditure was 32.9 trillion won by monetary accounts of Korea, 2010. Loss of natural assets was 76.6 trillion emwon by emergy analysis of Korea, 2010. The Green GDP was accounted for 88.0% of the GDP to 803.5 trillion won.

Through the case study, this thesis suggests several methods to prevent the assassination attempt on V.I.P. by examining what makes assassin assassinate V.I.P. and analyzing various kinds of motive and type. The paper, aiming to prevent assassination on V.I.P. consists of four chapters. Chapter I, the introductory chapter of this thesis, describes regarding the V.I.P. protection environment surrounding our nation. Chapter II concerns various kinds of motive and type of assassination. Under the title 'Point and Provision of Assassination' , chapter III shows several example case studies on assassinations occurred in our nation and foreign countries and suggests it's points and the lesson these case studies give us. The fourth chapter concludes with a bibliography. The conclusion of this study can be summarized in a word as following proverb; 'Providing is Preventing'.

우리나라 헌법에는 "국가는 재해를 예방하고 그 위험으로부터 국민을 보호하기 위하여 노력하여야 한다"고 규정하고 있다. 즉 국가는 국민의 생명과 재산을 잠재적 위험으로 부터 보호할 보호의무 수행자인 것이다. 재난재해는 가장 중요한 범세계적 이슈이며 재난 범위가 기존 지진, 산사태, 수해, 화재 등의 자연재해에 국한되지 않고, 사이버 테러, 질병 등 세계화에 따른 재난 범위 확장이 이루어지고 있다. 사물 인터넷 등장과 인공지능을 통한 빅데이터 분석 능력이 높아지는 현대사회에서 이를 활용한 재난재해 방재 서비스 시스템 구축은 국가 우선 책무이다. 본 연구에서는 IoT 기술을 활용한 각 나라의 재난재해 방지 서비스에 대해 살펴보고자 한다. 이를 통해 IoT 기술을 활용한 재난재해 서비스에 대한 전략 수립을 세우는데 기반이 될 수 있을 것으로 판단된다.

현대사회에서 끊임없이 지속되고 있는 크고 작은 국가요인 테러리즘은 사회와 국가의 안전에 심각한 영향을 미치고 있으며, 사회질서와 국가통치 질서에 큰 혼란을 초래하고 있다. 국가요인의 절대적 신변안전을 도모하기 위해 국가요인의 테러 위협환경과 그 경로를 차단해야하며, 이에 대한 효율적인 대응방안으로, 첫째, 최근 국가요인 테러사건은 주로 암살 및 폭탄공격, 자폭테러로 인해 한순간에 상황이 종료되는 경우가 대부분인 점을 감안할 때, 예방이 최선책임을 명심하고 사전적 대(對)테러 활동에 정부의 대(對)테러 관련기관들은 새로운 패러다임으로 방향설정과 정책개발을 추진해야 한다. 둘째, 경호 정보활동 강화 및 국내${\cdot}$외 유관기관과의 협조체제를 구축하고, 지속적인 대(對)테러 예방활동 시스템을 강구하며, 인적${\cdot}$물적 취약요소의 안전대책 활동을 강화하는 등 국가요인 테러리즘의 사전 예방대책 활동을 강화하여야 한다. 셋째, 테러단체를 직접 혹은 간접적으로 지원하는 국가들에 대한 정치${\cdot}$경제적ㄱ인 제재 및 테러리스트에 대한 처벌을 강화하는 등 국제공조체제를 구축하여야 한다. 넷째, 국가요인 경호시스템의 보완${\cdot}$발전과 테러리즘 대응을 위한 프로그램의 개발 및 합법적인 절차에 의해 테러방지법을 제정${\cdot}$보완하며, 대(對)테러 관련 임무를 수행하는 요원들에 대한 교육훈련 강화 및 경호기법${\cdot}$장비를 과학화하는 등 국가요인 테러리즘에 대한 대응능력을 강화해 나가야 한다.

In Korea, the protection systems against the instability of the nation's power system are insufficient in contrast with many other countries. In addition, there have just been studies carried out on detecting power system instability, while only a few studies pertaining to protection plans against instability exist. This paper focuses on systems to protect against the instability phenomena in the Korean power system. In this paper, we survey possible contingencies in the Korean power system and suggest outline and specs of the SPS (System Protection Scheme) against faults on the 765 kV line, based on simulations. It is concluded that event-based SPS for transient stability is appropriate for the Korean power system. In the simulations, the most severe contingency on the Korean power system is the fault on 765 kV transmission lines. If one of these lines is tripped by a fault, synchronism may be lost on the power plants near this line because of heavy power flow carried by them. In addition, undervoltage in the Metropolitan region is a serious problem in this case since this region receives about half its total power flow through these lines. In order to prevent a synchronism loss, some power plants have to be rejected according to the situations in the simulations.

우리나라의 정보화 수준과 비교하여 정보보호 수준은 상대적으로 낮다. 정보보호 예산 수준 역시 전체 정보화 예산대비 5%대로 미미하며 기업들의 사후대응 중심의 정보보호 조치는 반복적인 피해비용을 야기한다. 정보보호 침해사고에 대한 대응은 사후대응 체계에서 예방과 사전탐지 중심으로 바뀌어야한다. 정보사회에서의 침해사고 대응은 개인의 책임보다는 국가와 기업이 공동으로 대처해야할 영역이라는 인식 전환이 필요하다. 2004년 정보보호조치 및 안전진단 관련 지침이 고시되면서 우리나라도 침해사고 예방을 위한 제도적 기반을 마련하였다. 하지만 제도적으로 시행되고 있는 관리적, 기술적, 물리적 보호조치가 실제 침해사고 대응에 완벽한 예방책이 되지는 못한다. 본 연구에서는 현행 제도적 보호조치의 예방 효과에 대해 살펴보고 제도적 한계와 개선점을 도출하여 기업들이 실질적인 목표 보안수준을 유지하기 위해 필요한 효과적인 침해 예방 대응책으로써의 선행위협 관리 모델을 제안한다.

One of the most significant parts in the international major meetings is to stand attendants over various danger and keep the safe of the nation. The International major meetings such as the summit, the athletic meeting are often held around the world while the activity of the terrorists unseen increases at the high speed. The goal of this thesis is to present some effective ways for successful opening of the international event. Some of the proposals that I come up with the research can be summarized as follows: the smooth cooperation between countries, the control for NGO's demonstration, the training and the best use of security personnel, finally the understanding of peoples and forming sympathy from them.

We are, now in the 21st century, that environmental preservation and the campaign for bio-diversity protection are very important issues the government must deal with as nation's main policy. To make road and building construction, housing land service, construction of golf fields, and various development works, we have made artificial topographical alterations and as a result, the cut-slop has been increased. However, without the proper study and clear planning, revegetation for the stability of the cut-slop has worked out. These efforts now are causing derangement of an ecosystem and spoiling the nature without considering for ecological adaptation. Therefore, we are going to find out the Revegetation Method to Cut-Slopes considering both the ecological adaptation and harmony with the nature.
