교통연계성을 고려한 지역낙후도 지수 산정방안 연구 (Evaluation of the Less Development Indicator Based on Transportation Connectivity)

  • 도로, 철도 등 대규모 교통시설 투자사업의 예비타당성 조사에서 경제성 분석 결과만을 기준으로 사업의 타당성을 평가할 경우, 사회경제지표가 열악한 지역이 투자에서 소외될 수 있어 지역낙후도 지수를 정책적으로 반영하고 있다. 하지만 기존의 지역낙후도 산정 지표는 사람과 물자의 수송에 얼마나 유리한 교통 시설을 갖추고 있는가를 나타내는 교통연계성을 반영하지 못하고 있다. 따라서 본 연구에서는 지역낙후도 결정 시 교통연계성을 반영하기 위해 등시간선도, 지역 간 이동거리 및 소요시간, 우회도 등을 적용해 보았다. 새로운 지표 활용 시 기존의 낙후도 순위가 변경되는 결과를 확인할 수 있는데, 이는 현재의 낙후도 지수에 교통연계성을 반영하는 지표를 추가하는 것이 정책적 결정에 영향을 미칠 수 있음을 의미한다고 볼 수 있다. 본 연구에서는 지역낙후도 산정 시 교통연계성을 고려해야 할 당위성을 제시하였고, 기존의 연구들과는 달리 지역 간 교통연계성을 나타내는 지표를 개발하여 기존의 지역낙후도 지수에 반영하는 절차를 수행하였다는데 연구의 의의를 둘 수 있다.

대안적 지역발전론으로서 지역차이발전론 (Regional Differential Development as an Alternative Regional Development Theory)

  • 세계화 시대에도 대부분의 세계인들은 각 지역이나 지방이 정체성을 지니고 공생관계 속에서 평화롭게 살기를 원한다. 이러한 관점에서, 세계의 도시 또는 산업지역 간의 글로벌 경쟁력 강화에 초점을 둔 신산업지구, 산업클러스터, 지역혁신체제, 세계도시지역과 같은 신지역주의 발전론은 세계의 몇몇 선진 산업지역에서 유도된 것으로 보편적 지역발전론이 될 수 없다. 본 연구는 대안적 지역발전론으로서 지역차이발전론의 개발을 시도했다. 지역차이발전론은 현실세계에 존재하는 지역 간의 차이 또는 상이한 산업발전이 세계인의 공생과 지역 정체성과 같은 두 가지 핵심적인 발전 가치를 내포하고 있음을 중시한다. 지역차이발전론은 지역의 지리적 요소 중에서 차이우위를 지닌 요소를 기반으로 이에 적합한 지역의 차별적 산업발전을 추구하는 것으로서, 지역의 지리적 요소 중 지역 간에 현저한 차이를 보이고 있는 위치, 자연환경(지형, 토양, 기후 등), 천연자원, 인구, 교통, 문화, 경관의 차이우위를 중요시 한다. 그리고 지역차이발전이 성공적으로 이루어지기 위해서는 정부, 기업, 관련 기관, 지역주민과 같은 네 주체가 발전목표를 공유하고 협력과 갈등 관계 속에서 상보적 역할을 적극적으로 수행하는 것이 관건이다. 이 이론은 많은 경험적인 연구를 통해 이론의 보편적 타당성을 확보하는 것이 향후 과제이다.

The Regional Economic Impacts of Taiwan High Speed Rail

  • Starting her business operation on January 5 2007, Taiwan High Speed Rail(THSR) shapes a new time-space frame for Taiwan western corridor, where more than 90% of national population lives around and more than 95% gross domestic product created from. Comparing with the four-hour traveling time by highway before 2007, THSR reduces the time required to one and half hours from Taipei to Kaohsiung. It will not only benefit the communication along the island from north to south, but also change the location advantages/disadvantages for all cities in these regions. Therefore, this paper establishes a spatial computable general equilibrium model(SCGE Model) to simulate the economic effect of High Speed Rail(HSR). This SCGE model divides Taiwan economy into fifteen geographic regions and thirteen industries. Each region has three sectors: household sector, transportation sector, and industries sector. Following the behavior function of economic theories, the general equilibrium can be achieved simultaneously. Thus, gross regional product (GRP), capital formation, employment income and welfare/utility level can be all observed by calculating the different economic result between cases with-/ without-HSR. Besides, this model presents the social welfare benefit from HSR operation, the polarization phenomenon among regions and within certain region, unbalance distribution of welfare along the HSR line, and industries development divergence among regions etc. These major findings should be useful for regional development policy making.

A Study on the Distribution of Information and High Technology Clusters : Kazakhstan's Experience

  • Purpose - This study aims to identify of prospective areas for the formation of information and high technology clusters, and propose the new distribution of Kazakhstan's regions according to the innovative development and the ability to perceive IT products. Research design, data, and methodology - The application of scientific methods in this research will allow to systematize the available data, from both a theoretical and empirical perspective. In addition, the authors proposed methodological approaches, which have a three-tiered gradation: macro-level, meso-level and micro-level. Results - This study confirms the importance of using of proposed methods and its application for real data in order to the formation of IT and high technology clusters. Further, the obtained results allowed identifying of the distribution of Kazakhstan's regions by innovative development and specialization with using of HHI indexes. Conclusions - According to the results of this theoretical and empirical study proved that distribution of the regions of Kazakhstan and results of HHI indexes shows the power of the agglomeration effect. In addition, according to the conducted survey, we conclude that in Kazakhstan there are sufficient organizational and economic opportunities, trends and conditions for the formation of IT and high technology clusters.

이공계 정부출연연구기관의 지방이전방안 (Regional Distribution of Government-sponsored Research Institutes in Science & Technology)

  • Korea's government-sponsored research institutes (GRIs) have contributed a lot to the economic development of Korea. They have become major components of the Korean national innovation system. However, in these days, they have been blamed for low productivity and inefficiency, as well as insufficient contribution to national development. This paper argues that the major problem of Korea's GRIs lies in their concentration in a few regions, e. g. Seoul, Gyeonggi, and Daedeok. It argues that they should be fairly distributed among regions in order to contribute to the development of Korea effectively. In this regard, this paper explores the relevant policy options to effectively distribute Korean GRIs among regions. It suggests two categories of distribution scenarios. The first category is based on the types of GRIs to be distributed. This category has three scenarios: existing GRIs, branch institutes of existing GRIs, and new GRIs. The second category is based on the jurisdiction of GRIs. It has also three scenarios: GRI system as an independent sector, GRI-university cooperation system, and integration of GRIs to regional universities. These scenarios have advantages and disadvantages, respectively. Therefore, we must find a rather satisfactory scenario based on the mixture of scenarios of both categories.

프랑스 스트라스부르그(Strasbourg) 지역의 참여주택 프로젝트 과정 연구 - 에코로지스(Ecologis)의 초기 개발 단계를 중심으로 - (A Study on the Participatory Housing Project Process in Strasbourg, France - Focusing on the Early Development Process of Ecologis -)

  • In France, the popularization of social rental housing development for regional balanced growth has encountered difficulties due to the increasing costs of housing development in the regions. As a new solution, since 2010, efforts have been made to promote participatory housing in the regions. As of 2023, Strasbourg has 284 households participating in the participatory housing projects. The Strasbourg area has many abandoned houses, and the land is owned by local governments. The local authorities are providing such lands for participatory housing and have established the "Eco-quartier" support association to efficiently support the project and assist in resident-led participatory housing development. This study analyzes the development characteristics of 26 completed participatory housing projects in the Strasbourg area and examines the initial development stages of the representative case, the "Ecologis" project. The success factors of the "Ecologis" project were the active administrative support of the local government, promotion for member recruitment, and the role of "Eco-quartier" in providing expert support teams. In the initial development stage, it identifies the distinctions from a similar concept in Korea, "community housing," and presents implications for the revitalization of participatory housing.

  • The new urbanization is one of prestige growth engines to lead the next generation of China economy, it promotes new sustainable urban development models guided by various planning polices to improve urban livability and sustainability in accommodation with economy, social, and environmental consideration. The expanding urban periphery to rural area should leverages existing assets, infrastructure, local context and plans as a showcase of environmental and economic balance in a responsibly high-density, green community designed to human development and ecological settlement. The Beijing Chaoyang District and Tianjin Binhai area are a strategic advancement in the policy of building one of the most powerful economic regions, the Bohai Rim. Recently released 'Jingjinji development plan' supports various urbanization policies and encourages sustainable developments including 2 significant city center projects which are under way in global attention. The study compared on the characters of development policies and the cutting-edge smart design strategies by which they are applied, the master plan of the Beijing Chaoyang District expansion plan and Tianjin Yujiapu CBD project embrace innovative sustainable technologies.

육상풍력 발전시설 지자체 규제 공간범위 산정 연구 (Estimating Spatial Scope of Local Government Ordinance for Onshore Wind Energy Generation Facilities)

  • T Recently, the government has been promoting the expansion and supply of renewable energy as an alternative for achieving carbon neutrality and the nationally determined contributions by 2030. In 2020, the Ministries of Industry and Environment and the Korea Forest Service collaborated to build a nationwide onshore wind energy siting atlas considering wind resources and forestry and environmental regulations focused on central regulations. In this study, the ordinances of the local governments were analyzed to examine the effects of regional location regulations on the expansion of onshore wind power energy generation facilities, in addition to those of central regulations. A development permit standard survey of 226 urban plan ordinances of the local governments nationwide showed that presently in 2022, 52 municipalities are applying regulations on wind energy generation facilities by ordinances. This is twice more than that in 2018, when renewable energy power generation facility development was difficult. Additionally, the location regulations applied by these ordinances were organized by items and regions, and regulatory characteristics, such as the number and scope, were analyzed by regions. To analyze the spatial distribution characteristics, JeollaNamdo was selected as the case area. A spatial DB was established for regulated areas based on the regional and central regulations, and the spatial distribution characteristics and the regulatory scope were compared and analyzed.

중국 강소성 신도시화의 질적향상과 녹색경제효율성의 연계 발전에 관한 연구 (The Coordinated Development of New Urbanization Quality and Green Economy Efficiency in Jiangsu Province)

  • 본 논문은 2007년부터 2021 년까지 강소성 13개 현급 도시의 패널 데이터를 사용하여 엔트로피 방법, SBM 모델 및 결합조정정도 모델을 채택하여 강소성의 신도시화의 질적향상과 녹색경제효율성의 연계발전관계를 실증분석하였다. 연구결과 연계발전관계는 2008년과 2009년에는 낮은 수준으로 나타났으나, 2010년 이후에는 꾸준히 개선되었으며, 2018년부터 2021년까지는 큰 폭으로 증가하였다. 이후 2021년에 높은 발전을 보여 강소성의 도시화와 녹색경제효율성 간의 연계발전수준이 꾸준히 개선되고 있는 것으로 나타났다. 강소지역의 발전은 전반적으로 건전하고, 상당한 속도로 조정되고 있지만, 지역 간에는 여전히 차이가 있었다.
