  • Even though the distance education via web has a great advantage to overcome time and space, its problem is that the management of trainees is not efficient compared with classroom and group education. This problem is a great obstacle to the objects and achievement standards of distance education, giving controversial arguments to the advocators of distance education. Distance educators need to monitor the trainees'participation and responses continuously and offer appropriate feedback to the trainees. However, the existing distance education system only focuses on teaching and learning activities, and as a result, the efficient management function of distance education is not available. Accordingly, the study attempts to find out the appropriate managing elements of distance teacher training in order to effectively achieve the goals of teacher training and the efficient management of distance education. Also, it proposes distance teacher training management system that offers appropriate feedback to trainees, applying the derived elements of distance teacher training to the training processes. To verify the efficiency of the system, hypotheses on related items of distance teacher education and learning types are suggested, and the achievement degree of learning and its relations are investigated through questionnaire of learning types. In addition, a system using UML which is the standard of object-oriented modeling language is devised, so. that mutual management, language independence and convenient development environment as well as reusability can be offered, and so the design standardization and efficient system realization could be achieved, while flexible change of system according to education process and computing environment is possible.

  • Recently, amount of cargoes from main ports in Northeast Asia have rapidly increased and as well surplus port development in same region corresponded with the boom in external trade that resulted from successful export-oriented economics strategy by China, Japan and South Korea. To cope with this business circumstances, a certain form of port alliance is desperately needed to provide a suitable service to customer and establish their countervailing power against the shipping alliance. Nevertheless, Incheon seaport has not made a definite port alliance system with main ports in Northern China yet. Thus, the purpose of this study is to identify the key success factors to form a port alliance through examining previous studies. We have benchmarked previous studies which are related to main ports in global region and the questionnaire on customers of ports. By studying this, we are able to suggest a few strategies for forming successful port alliance to enhance Incheon port's capabilities in the long term plan. As a policy proposal, this study suggests Incheon port and main ports in Northern China should construct a logistics infrastructure through mutual investment and provide an incentive system when the ocean carrier makes port call to both ports.

  • Home networks consist of two or more home appliances or communication devices enabling the mutual data communication between appliances such as personal computers, refrigerators, phones, television sets, personal digital assistants(PDA), etc. There are three factors that create demand for the home network services. The first factor is development of technology. Second, on the demand side, consumer demand for the home appliances having access to the Internet is in the increase. Finally, producers need a strategy to deal with the problem of market saturation. Home networks are emerging markets. They are unique in that they unite information technologies with home appliances that provide new services. in this paper we study the main attributes of home network services and analyze consumers' preferences for them. However, it is not quite possible to use the revealed preference approach since the home network market is still at an incipient stage. We therefore use the conjoint analysis method using stated preference data. conjoint analysis has been widely use in the area of marketing for evaluating consumer preferences for new products and services. it presents a hypothetical product to the respondents along with the product's attributes and their levels. The respondents are asked to either rank each alternative or choose between several hypothetical products. By estimating consumers' willingness to pay for the attributes of the home network services and analyzing consumers' preferences, we predict the pattern of the development of the home network services and related technologies along various quality dimensions. Based on the estimation results, we draw policy implications for the national- and company-level strategy.

  • China will replace the global governance of the 21st century in 2050. The rise of China provide the Chinese development model to other developing countries. There are positive element and disability element in China's 'peaceful rise' strategy at the same time. Success of the reform and opening up, market liberalization, economic interdependency, economic globalization, stability of ruling power, consolidation of one-party rule and soft power increase are the promotions of peaceful rise. China's rise as a power nation begins by regaining the superpower status in East Asia. East Asia is a lebensraum assuring a continuing growth to China. For this lebensraum, China shows an interest in institutionalization of regional economic cooperation. The core values of ASEAN, namely the mutual respect, harmonious coexistence, co-prosperity, egalitarianism and pluralism are in conform to China's policy of harmonious world and peaceful coexistence. Through this common value the tension in East Asia will be alleviated. By the regional hegemony strategy based on soft power and economic success, China will try to regain the past glorious position. Attaining status as a coordinator of the world rule will be based on the success of the East Asian strategy. Korea and other neighboring countries will be the best beneficiary countries of the China's rise strategy. China's rising strategy will have a profound effect on neighboring countries especially, Korea. The scale of the movement of goods, labor, and capital between the two countries will become much larger than present. Through regional trade agreements, economic interdependency between Korea and China will increase.

The intra-industry trade between China and Japan were the lowest. Second, The mutual complementarity of agricultural products trade between Korea, China and Japan is mostly high. Among them, Korea and Japan are the highest, while Japan and China have the lowest complementarity. Third, it was found that in tariff elimination, imports of rice and meat products increased the most, while the import growth rate of green tea, meat products and ginseng increased the most. • The most important bases of maritime laws in China are laws enacted by Constitution, a legislative institution of National People's Congress and Legislation of NPC Standing Committee. However, in reality, the institution, which become the basis of Chinese marine policy and leads overall maritime affairs, is a State Council of the Chinese central government and many objects of our researches on Chinese marine policy and laws are composed centering on this administration law. Therefore, in understanding Chinese maritime laws, it becomes an important prerequisite to understand relevant laws (statutes), administration law, statutes of local province, mutual authority relationships of these legislative institutions, and interpretation authority regarding laws (statutes). In May 2003, Chinese State Council ratified and declared ${\ll}$Guideline of the national maritime economic development plan${\gg}$ and this is the first macroinstructive document enacted by the Chinese government for promoting maritime economy in integration development. This plan guideline shows very well a new policy and deployment direction of maritime policy in China. China is already striving to lead its maintenance stage of domestic legislation into a new stage under the UN maritime laws agreement system and this is an expression of intention to take national policy regarding the ocean as a new milestone for the national economy through concurrent developments in various fields such as national territory, economy, science technology, national defense, and maritime biology. In this point, Chinese maritime policy and maritime legislation provide lots of indexes of lessons in many parts. In particular, regarding Korea, which has to solve many issues with China in Yellow Sea, East China Sea, and Balhae, we have to realize that we can maximize national interest only with a systematic approach to research on changes of domestic policies and maritime legislation within China. In addition, in understanding Chinese maritime related laws, we have to realize it is an important task to not only understand legislative subjects for mutual creation of order within the entire frame of law orders of China but also to predict and react to direction of policy of Chinese domestic legislation through dynamics of these subjects.
