글로벌 경제의 불확실성 확대와 저성장 지속에 따른 해외건설시장의 성장 정체에도 불구하고 국내기업은 높은 기술 및 가격경쟁력을 바탕으로 견조한 시장점유율을 유지하고 있다. 그러나 해외건설시장에서 투자개발형사업의 비중이 확대되고 있음에도 불구하고 국내기업의 수주는 일반 도급형 사업에만 지나치게 편중되어 있는 실정이다. 사업발굴, 금융조달, 시공 및 운영까지 종합적인 역량을 요구하는 투자개발형사업에 있어서 안정적인 재원조달과 수익성 확보는 무엇보다 중요한 요인이다. 이러한 관점에서 개발도상국을 중심으로 재원투자를 확대하고 있는 다자간개발은행에 대한 관심 제고는 어느 때보다 절실한 상황이다. 그러나 다자간개발은행에 대한 국내기업의 전략적인 접근은 이뤄지지 않고 있으며 정부의 지원정책도 효율성도 낮은 수준이다. 본 연구는 이러한 필요성와 시급성을 바탕으로 국내기업의 다자간개발 은행에 대한 인식과 진출 실적을 분석하고 다자간개발은행의 투자시장 진출을 위한 민간 및 정부차원의 역량과 정책적 지원 방안을 제시하였다. 연구결과에 따르면 다자간개발은행 투자사업은 입찰의 공정성과 재원조달 안정성이 장점으로 평가되었으며 국내기업의 진출 확대를 위해서는 시장에 대한 체계적인 정보제공, 전담조직의 구성과 운영, 기업 간 과당경쟁 방지, 공적자금과의 연계성 확보 등이 중요한 요인으로 제시되었다.
As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.
다자개발은행들은 기후변화 대응에 적극적으로 동참하고 있으며, 기존 환경·사회 영향평가에서 한발자국 더 나아가 저탄소 기후금융(Climate Finance) 제공을 위한 공동의 기후금융 평가방안(Common Principles for Climate Finance Tracking)을 마련하여 운용하고 있다. 이들은 보수적인 시각에서 전체 사업 중 기후변화 적응 또는 저감으로 인정할 수 있는 부분을 단위화하여 평가하고 있으며, 그 결과를 취합하여 2012년부터 2021년도까지 총 10회에 걸쳐 기후금융 보고서를 발간하였다. 기후금융으로 판단하는 방법은 저감인지 적응인지에 따라서 다소 상이하다. 기후변화 적응 금융의 경우에는 사업의 맥락, 전후사정을 살펴 적응 금융으로 산정하며, 저감 금융의 경우에는 적용이 가능한 사업에 대한 포괄적인 리스트가 마련되어 이에 해당하는 경우 저감 금융으로 인정한다. 다자개발은행은 기후금융 평가 내용을 환경·사회 영향평가 결과와 함께 사업 심사의 주요 항목으로 활용하고 있다. 세계 각국이 사업 수준에서 기후변화를 다루기 위한 다양한 노력을 기울이고 있는 상황에서, 다자개발은행이 사업 승인 시 기후변화를 어떻게 고려하고 있는지 살펴보고 그 시사점에 대해서 고찰해 보는 것은 향후 기후변화 대응 방법론 마련 및 관련한 환경·사회 영향평가의 역할 확대에 도움이 될 것이라고 생각한다.

Global construction and engineering consulting (E&C) firms are actively seeking entry into overseas markets based on loan projects from multilateral development banks to provide a basis for entry into overseas markets and sustainable growth. Bids on these projects are competitive between global top firms in terms of the technical level and price due to the limited number of projects; thus, developing a successful partnership to complement competence has become an essential element to win bids. In this regard, many studies have analyzed enterprises through characteristic analyses or the derivation of influential factors from the past social networks based on social network analysis (SNA). However, few studies have been conducted to reflect the process of changes to analyze collaborative relationships. Thus, this study aims to identify dynamic changes in past social networks and develop a model that can predict changes in the relationships between E&C firms based on similarities or differences between firms, presenting a methodology to target firms for appropriate collaboration. The analysis results demonstrate that the sensitivity of the developed prediction model was 70.26%, which could accurately predict 163 out of 232 actual cooperative cases.

Electronic payment is essential for the smooth progress of the electronic commerce as electronic payment plays the important role in the electronic commerce, that is, the value transfer restyling from the electronic commerce. Traditionally international settlement systems such as letters of credits, remittance and documentary collections operated as important and poplar method of payment, Now, information technology has made it possible to pay for the sale of goods and services over the internet. In international trade, there are service providers (bolero, TradeCard, BeXcom) to settle payment electronically through the Internet. The purpose of this study is to Conduct comparative analysis with approach manner functional respect systematic respect, role. It is shown which the Electronic payment system is better. In this study, the author attempts to find the problems is (bolero, TradeCard, BeXcom) and solutions in switching from the documentary payment system to the electronic one. This conclusion of this study can be summarized as followings. In resoect of the law, bolero should seek to prevert the users from being treated unfairly due to multilateral agreement on Rulebook. TradeCard, BeXcom do not have the proper law that users are governed. so far as the practice problems concerned, stability of computer's operation and security of message interchange should be warranted and improved continuously. Through the standardization of the electronic document and the development of software, the examination of the shipping occuments must be done automatically. Bolero should induce more banks to take part in Bolero, and make the carrier the cost and time in managing the traditional document which will be used for the time being. In respect of information technology and security, to deduce the risk in the electronic settlement system and positively uses the global authentication guideline(Identrus).
Before the Conference of Parties (COP) 21 of the United Nations Framework Convention on Climate Change (UNFCCC) in 2015, most parties of UNFCCC had submitted their intended nationally determined contributions (INDCs) and to achieve their voluntary targets, some parties consider using international market mechanisms. As one of such mechanisms, Japan promoted its own bilateral mechanism called Joint Crediting Mechanism (JCM). In this study, feasibility studies and projects under JCM have been analyzed by project type, sector, country and region, which could provide some implications in designing Korea's future climate policy to achieve Korea's targets of 11.7% using international market mechanism in INDC. Since 2010, JCM has promoted 542 projects and feasibility studies in 44 countries according to the Institute for Global Environmental Strategies (IGES) database. Among 542 projects, about 80% were feasibility studies implying that JCM was more focused on project identification. However, current trends of JCM show that more projects will be soon implemented based on these feasibility studies. For sectoral categorization, projects were categorized into seven sectors-energy technology, energy efficiency, renewable energy, waste management, city, strategic planning and projects related to the country's efforts to reduce emissions from deforestation and forest degradation (REDD+). JCM projects were mitigation focused with more than 70% of projects were related to energy efficiency, renewable energy and energy technology. At the regional and country level, JCM is highly focused on Asia and especially, more than 100 projects were developed in Indonesia. Based on the analysis of JCM, in order to develop bilateral international mechanism for Korea, it is worthwhile to emphasize that Korea considers Asian countries as her partner. In addition, Korea may consider the collaboration with Multilateral Development Banks (MDBs) to implement projects identified by Korea and Asian partner countries. Furthermore, strategically, it is recommendable to develop jointly with Japan who has already capacity and networks with other Asian countries to mitigate GHG emissions. Such financial resources from MDBs and Japan may contribute to meet the 11.3% of GHG reduction target from abroad according to INDC of Korea.
