북극의 재발견: 국제 자원경쟁의 새로운 각축장? (Rediscovery of the Arctic: A New Arena of Competition for Natural Resources in the 21st Century?)

  • Over the past few years, due to the climate change of the earth, the Arctic's sea ice cover is undergoing a historic transformation - thinning, extent reduction in all seasons, and mitigation in the area of multi-year ice in the central Arctic Ocean. These changes allow for increases in maritime access throughout the Arctic Ocean and for potential longer seasons of navigation and possibly transarctic voyage in the summer. These changes also allow more exploration for oil, gas, and other minerals. The Arctic is now an archetype of the complex, multi-dimensional global problems of the twenty-first century. Military security, environmental security, and economic security interact. The potentially enormous economic stakes, sufficient to change the strategic balance among the states of the region, set off competitive pressures for national advantage. Korea, which is heavily dependent upon the sea lane in terms of transportation of its exports and imports, is very much interested in the Arctic sea routes. Korea believes that the Artic sea route, particularly the Northern Sea Route (NSR), could serve as a new useful sea lane, which will enable shorter times between East Asia and Europe, thus resulting in substantial cost saving for ship operators. In addition to shipping, Korea is interested in other Arctic-related maritime industries. Korea, as a leading shipbuilder in the global market, is interested in building ice breakers, drill ships, and other vessels which can contribute to safe operation in Arctic resource development and exploration. Korea, as one of the future stakeholders in Arctic maritime activities, should be ready to foster international cooperation in the region.

한국의 다지역 임상시험 가이드라인 적용에 대한 인식: 다중 이해관계자 설문조사 (Perspectives on Adopting the Guideline for Multi-regional Clinical Trials in Korea: A Multi-stakeholder Survey)

  • Backgrounds: With the globalization of drug development, multi-regional clinical trials (MRCTs) have emerged to facilitate rapid availability of medicines to patients worldwide. The present study aimed to has explored attitudes and perceptions towards adopting the Korean MRCT guideline. Methods: An online survey, consisting of 16 questions, classified into two subjects, was administered to stakeholders in Korea. Most quantitative components were measured using the Likert scales. A content analysis of the qualitative components was carried out to identify the keywords in open-ended responses. Results: A total of 94 survey responses were analyzed: 51 participants from pharmaceutical companies, 11 from clinical research organizations, and 21 from clinical trial centers. The content of the guideline was rated as appropriate for clarity, acceptability, and applicability (96.8, 96.8, and 93.6%, respectively). The local environmental impact of the systemic/political, academic/technical, and industrial/economical aspects of the guideline was rated as appropriate at 95.7, 97.9, and 91.5%, respectively. The suggested adoption period was 1~2 years (40, 42.6%). The concept and individuals' domestic circumstances were the key problems affecting the clarity, applicability, and local environmental impact of the guideline. Conclusion: The Korean MRCT guideline was well-developed. Their overall impact on the local environmental impact of MRCTs in Korea was expected to be beneficial, but methods are needed to minimize the negative impacts. The findings of this study can inform the priorities for the future adoption of the guideline in Korea.

보호지역 경계조정을 위한 공간의사결정지원모델 연구 - 지리산 국립공원을 사례로 - (A Study on the Spatial Decision Making Support Model for Protected Areas Boundary (re)Design -A Case of Jirisan National Park-)

  • The purpose of this study are to develop a SDSS (Spatial Decision Support System) that can incorporate diverse opinions of stakeholders related the designation of protected areas (PA), and to employ the model for the readjustment of the boundary line of the Jirisan National Park of Korea. The SDSS would lead to more rational and less controversial decision-making during the expansion or removal of PA in Korea. Research methods are as follows. Firstly, to select evaluation criteria for SDSS for PA designation by using expert interview and literature survey. Secondly, to measure their preferences on the designation of additional PA or the removal of a part of PA based on the opinions of various stakeholders such as local residents, environmental groups, or public officials. Thirdly, to produce conservation priority maps based on a multi-criteria decision making technique. The SDSS would be used to rational decision making for the expansion of PA or the release of a certain part of PA by reflecting diverse preferences on biodiversity conservation and economic interest of residents. The visualization of conservation priority maps would also increase the efficiency of such decision making processes. The evaluation criteria for the expansion of PA for biodiversity conservation includes vegetation conservation value, wildlife conservation value, and the habitats of key species. The evaluation criteria for the removal of PA includes the proximity to roads and the boundary of PA, land use types, and conservation zoning of the PA. Preference weights are based on data collected from the Jirisan National Park. Both the conservation priority and removal priority maps are based on land parcels so that property rights of all parcels would be correctly represented.

READINESS OF NIGERIAN BUILDING DESIGN FIRMS TO ADOPT BUILDING INFORMATION MODELLING (BIM) TECHNOLOGIES

  • Building Information Modelling (BIM) has become the new international benchmark for efficiency in design, construction and maintenance of buildings. It is the platform that brings about collaboration between project stakeholders and improvement of project outcomes. With all its potentials, not much of the impact of BIM technologies has been felt in the Nigerian construction industry. This research aimed at assessing the readiness of the Nigerian building design firms to adopt BIM technologies. The research was exploratory in nature. A field survey was conducted with the use of structured questionnaire, self administered to a sample of building design consultancy firms (architectural, structural, M&E, quantity surveying, and multi-disciplinary design firms) within Abuja and Kaduna. The questionnaire sought the perception of the responding firms on the factors affecting BIM adoption in the Nigerian construction industry, and their level of readiness to adopt BIM technologies in their practices based on the four categories of readiness-management, people, process and technology. 42.26% response rate was achieved and used for analysis. ANOVA and DUNCAN post-hoc tests were used to establish the differences between the responses of the groups of firms, while means and standard deviations were obtained to establish the important factors affecting BIM adoption in Nigeria. The survey revealed that all the groups of Nigerian design firms are appreciably ready for the adoption of BIM technologies in their practice, with slight variations in their respective levels of readiness. 'Lack of awareness of BIM technology among professionals' and clients and 'lack of knowledgeable and experienced partners' were identified as the most important barriers of BIM adoption in Nigeria; while the most significant drivers are 'availability of well trained professionals' and 'cooperation and commitment of professional bodies to the adoption'. Education and training of building design professionals and cooperation of all stakeholders in the design and construction supply chain were recommended as part of measures to ensure successful adoption of BIM in the Nigerian construction industry.

  • 도시재생사업은 수평적으로 분산된 기능을 수직적으로 통합하고 입체적으로 재구성하는 것으로 하나의 사업안에 수많은 프로젝트들이 포함되어 있어 기존과 프로젝트 매니지먼트와는 많은 차이가 있다. 본 연구는 이러한 도시재생사업의 특성을 고려하여 성공적인 도시재생사업의 수행을 위한 방안의 제시에 목적이 있으며 이를 위하여 도시재생사업의 특성, 문제점, 해결방안을 모색하였다. 변화하는 도시재생 패러다임에 부합하지 못하는 현재의 도시재생사업의 문제점을 분석하였다.

  • IT governance implies a system in which all stakeholders with a given organization, including the board, internal customers, and related areas such as finance provide the necessary input into their decision-making process. However, the concepts of IT governance are broad and ambiguous, so IT governance is eventually needed multi-criteria decision making. This paper presents a hierarchical structure to better understand the relationship between control structure and the complexity of collective behavior with respect to IT governance and proposes a corresponding fuzzy model for analyzing IT governance complexity based on an extensive literature review. The results of this study are expected to provide a clearer understanding of how the concerns of IT governance behave and how they interact and form the collective behavior of the entire system.

Empirical Evaluation of Indian Tourism Websites

  • Given the competition between different tourist destinations to attract domestic and international tourists it is absolutely vital to examine their website efficacy on specific attributes. This study employs one of the recently developed multi-criteria decision-making method the Best-Worst Method to assess the state government official tourism website across four Indian states known for their tourism potential- Himachal Pradesh, Uttrakhand, Uttar Pradesh and Rajasthan on specific attributes provided by the widely acknowledged WebQual instrument. Information Fit-to-Task and Trust emerged as the most important criterion. Relative advantage and Innovation the least important. The results of the study are easily interpretable and visual. They offer both an individual and comparative analysis of the perceived website efficacy on specific attributes to facilitate tourism stakeholders and website administrators to strategize and make their digital presence effective and competitive.

  • Large-scale Multi-disciplinary Systems(LMS) such as transportation, aerospace, defense etc. are complex systems in which there are many subsystems, interfaces, functions and demanding performance requirements. Because many contractors participate in the development, it is necessary to apply methods of sharing common objectives and communicating design status effectively among all of the stakeholders. The processes and methods of systems engineering which includes system requirement analysis; functional analysis; architecting; system analysis; interface control; and system specification development provide a success-oriented disciplined approach to the project. This paper shows not only the methodology and the results of model-based systems engineering to Automated Guided Transit(AGT) system as one of LMS systems, but also propose the extension of the model-based tool to help manage a project by linking WBS (Work Breakdown Structure), work organization, and PBS (Product Breakdown Structure). In performing the model-based functional analysis, the focus was on the operation concept of an example rail system at the top-level and the propulsion/braking function, a key function of the modern automated rail system. The model-based behavior analysis approach that applies a discrete-event simulation method facilitates the system functional definition and the test and verification activities. The first application of computer-aided tool, RDD-100, in the railway industry demonstrates the capability to model product design knowledge and decisions concerning key issues such as the rationale for architecting the top-level system. The model-based product design knowledge will be essential in integrating the follow-on life-cycle phase activities. production through operation and support, over the life of the AGT system. Additionally, when a new generation train system is required, the reuse of the model-based database can increase the system design productivity and effectiveness significantly.

Multi-dimensional Analysis and Prediction Model for Tourist Satisfaction

  • This work assesses the degree of satisfaction tourists receive as final recipients in a tourism destination based on the fact that satisfied tourists can make a significant contribution to the growth and continuous improvement of a tourism business. The work considers Pokhara, the tourism capital of Nepal as a prefecture of study. A stratified sampling methodology with open-ended survey questions is used as a primary source of data for a sample size of 1019 for both international and domestic tourists. The data collected through a survey is processed using a data mining tool to perform multi-dimensional analysis to discover information patterns and visualize clusters. Further, supervised machine learning algorithms, kNN, Decision tree, Support vector machine, Random forest, Neural network, Naive Bayes, and Gradient boost are used to develop models for training and prediction purposes for the survey data. To find the best model for prediction purposes, different performance matrices are used to evaluate a model for performance, accuracy, and robustness. The best model is used in constructing a learning-enabled model for predicting tourists as satisfied, neutral, and unsatisfied visitors. This work is very important for tourism business personnel, government agencies, and tourism stakeholders to find information on tourist satisfaction and factors that influence it. Though this work was carried out for Pokhara city of Nepal, the study is equally relevant to any other tourism destination of similar nature.

도시기상서비스 기술 개발에 관한 연구 (On the Study of Developement for Urban Meteorological Service Technology)

  • Urbanization of the world's population has given rise to more than 450 cities around the world with populations in excess of 1 million (megacity) and more than 25 so-called metacities with populations over 10 million (Brinkhoff, 2010). The United States today has a total resident population of more than 308,500,000 people, with 81 percent residing in cities and suburbs as of mid - 2005 (UN, 2008). Urban meteorology is the study of the physics, dynamics, and chemistry of the interactions of Earth's atmosphere and the urban built environment, and the provision of meteorological services to the populations and institutions of metropolitan areas. While the details of such services are dependent on the location and the synoptic climatology of each city, there are common themes, such as enhancing quality of life and responding to emergencies. Experience elsewhere (e.g., Shanghai, Helsinki, Tokyo, Seoul, etc.) shows urban meteorological support is a key part of an integrated or multi-hazard warning system that considers the full range of environmental challenges and provides a unified response from municipal leaders. Urban meteorology has come to require much more than observing and forecasting the weather of our cities and metropolitan areas. Forecast improvement as a function of more and better observations of various kinds and as a function of model resolution, larger ensembles, predicted probability distributions; Responses of emergency managers, government officials, and users to improved and probabilistic forecasts; Benefits of improved forecasts in reduction of loss of life, property damage, and other adverse effects. A national initiative to enhance urban meteorological services is a high-priority need for a wide variety of stakeholders, including the general, commerce and industry, and all levels of government. Some of the activities of such an initiative include: conducting basic research and development; prototyping and other activities to enable very--short and short range predictions; supporting and improving productivity and efficiency in commercial and industrial sectors; and urban planning for long term sustainability. In addition urban test-beds are an effective means for developing, testing, and fostering the necessary basic and applied meteorological and socioeconomic research, and transitioning research findings to operations. An extended, multi-year period of continuous effort, punctuated with intensive observing and forecasting periods, is envisioned.
