Multi-Cultural Family Support Act means that to lead a stable family life in Korea by improves the quality of life for members of multi-cultural families through the extensive support and ultimately it refers to a law designed to contribute to the integration between society and them. This Law was newly enacted as Law No. 8937 in March 21, 2008. And through the six times amendments it improve the part of the lack also now in February 18, 2015, some amendments are submitted by Jasmine Lee with 12 lawmakers. Now in 2015, the number of foreigners who living in Korea are beyond 150 million and it can see that has entered into a full-fledged multi-cultural society. And it can place a greater significance that had laid the foundation of the various support policies to lead a stable family life for members of multi-cultural families. However, the problem that much current law which associated with the Multi-cultural Family Support Act cannot accept the social changes has emerged. Thus, in this paper try to present a legislative plan that can respond appropriately to the real world through the analysis of it.

This study reviews and analyzes the current status and conditions of child-rearing issues related to single-parent families and pinpoints related problems. It undertakes for single-parent families with children in elementary and middle schools to determine limitations that prevent single-parent families from obtaining in existing policies and legislation. The study introduces policy guidelines to ensure childcare for single-parent families. The results are follows. First, the basic policies supporting single-parent families should be broadened to include not only low-income, single-parent families but also higher-income, single-parent families, which would allow all such families to be given first priority at childcare centers. Second, to resolve discrimination and prejudice toward single-parent families, articles about education and single-parent families should be included in the Single-Parent Support Act. Third, substantial and customized support policies tailored to the growth-stages of children are needed. Fourth, programs to improve the relationship between children and single parents should be developed and promoted. Finally, various family types, such as single-father or multi-cultural single-parent families, must be considered.

This study examined with a view to legal system how to get over the adaptation problem as well as protection of human right about the cases of marriage immigration have sharply increased in Korea through Globalization and this brought about serious matters to multi-cultural families : disguise marriage, contract marriage, frequent divorces, especially conflict, violence, maltreatment of couple is guaranteed efficiently include against mankind universal value regardless of race, class, region undergoing farm village female marriage immigrants by cultural difference. This study is when the families of the marriage immigrants are left unattended in the state of the crisis, it definitely seems to be a serious obstacle for social integration and cost vast social expense. Therefore, I suggest the problems of multi-culture family support law and improvement plans for Marriage bureau agency management law and nationality Act through a comparative method about legislation of each country which has dealt with a phenomenon called 'multi-cultural Society' and fact-finding of female marriage immigrants in Gwang-ju Metropolitan City, professing "the city of human right".

The phenomenon of international migration since the 1980s comes to be born 'multi-cultural families support law' due to the foreign workers' inflow into labor market and to a rise in married female immigrants caused by globalization and diversification. Accordingly, the purpose of this study is to examine who are participants? given being led to the enactment of 'multi-cultural families support law' by which the social issue called multi-cultural family is highlighted as the public agenda. Also, the mobilization will be selected and explained among three types in mobilization model, outside initiative model, and inside access model in the process of driving by confirming it as the government's formal agenda out of social issues. With having the case characteristics in mind, the aim is to research by choosing a case analysis method that uses research theses & books, newspaper, daily newspaper, election pledges, civic group, internet, and seminar data based on the existing theory and model. The temporal scope is limited to the one from the time as saying "revise the Overseas Korean Act of opposing the banishment of migrant workers" in November 2003 to February 2008 when 'multi-cultural families support bill(alternative plan)' is legislated with agreement by the 7th plenary session for the 271th provisional session of the National Assembly.
