In this paper, we propose a method to detect Iris Round wipe transitions with circular moving borders in digital video data. The suggested method robustly extracts circular moving borders from the input image using improved Hough transform, and finally detects Iris Round wipes by effectively analyzing their moving directions and shapes. In order to evaluate the performance of the suggested algorithm, the experimental results show that the proposed method can effectively detect Iris Rounds with circular moving borders in various video data.

In this paper, we propose a robust real-time myocardial border tracking algorithm for echocardiography. Commonly, after an initial contour of LV border is traced at one or two frame from the entire cardiac cycle, LV contour tracking is performed over the remaining frames. Among a variety of tracking techniques, optical flow method is the most widely used for motion estimation of moving objects. However, when echocardiography data is heavily corrupted in some local regions, the errors bring the tracking point out of the endocardial border, resulting in distorted LV contours. This shape distortion often occurs in practice since the data acquisition is affected by ultrasound artifacts, dropout or shadowing phenomena of cardiac walls. The proposed method deals with this shape distortion problem and reflects the motion realistic LV shape by applying global deformation modeled as affine transform partitively to the contour. We partition the tracking points on the contour into a few groups and determine each affine transform governing the motion of the partitioned contour points. To compute the coefficients of each affine transform, we use the least squares method with equality constraints that are given by the relationship between the coefficients and a few contour points showing good tracking results. Many real experiments show that the proposed method supports better performance than existing methods.
The heterogeneity and complexity of malaria involves political and natural environments, socioeconomic development, cross-border movement, and vector biology; factors that cannot be changed in a short time. This study aimed to assess the impact of economic growth and cross-border movement, toward elimination of malaria in Yunnan Province during its pre-elimination phase. Malaria data during 2011-2016 were extracted from 18 counties of Yunnan and from 7 villages, 11 displaced person camps of the Kachin Special Region II of Myanmar. Data of per-capita gross domestic product (GDP) were obtained from Yunnan Bureau of Statistics. Data were analyzed and mapped to determine spatiotemporal heterogeneity at county and village levels. There were a total 2,117 malaria cases with 85.2% imported cases; most imported cases came from Myanmar (78.5%). Along the demarcation line, malaria incidence rates in villages/camps in Myanmar were significantly higher than those of the neighboring villages in China. The spatial and temporal trends suggested that increasing per-capita GDP may have an indirect effect on the reduction of malaria cases when observed at macro level; however, malaria persists owing to complex, multi-faceted factors including poverty at individual level and cross-border movement of the workforce. In moving toward malaria elimination, despite economic growth, cooperative efforts with neighboring countries are critical to interrupt local transmission and prevent reintroduction of malaria via imported cases. Cross-border workers should be educated in preventive measures through effective behavior change communication, and investment is needed in active surveillance systems and novel diagnostic and treatment services during the elimination phase.
This informative piece delves into the intriguing and crucial history of third-party funding in Nigeria and its application in the Arbitration and Mediation Act of 2023. The article analyses the impact of this funding on cross-border transactions while addressing concerns about mandatory disclosure. The absence of remedies or sanctions for non-disclosure is also a matter of concern that warrants thoughtful examination. The article looks closer at the role of courts, tribunals, and arbitral institutions in addressing gaps in the Act. Ultimately, it presents a well-considered set of recommendations for moving forward. Overall, this piece provides a comprehensive and insightful look into the intricate world of third-party funding and its significance within the Nigerian legal system.

This paper proposes a detection method of wipes including horizontal wipes with linear moving borders, such as horizontal or vertical wipes, Barn Doors, and Iris Rounds with circular moving borders. The suggested method first obtains a difference image between two adjacent frames, and extracts lines and circles by applying Hough transformation to the extracted difference image. Then, we detect wipe transitions by employing an evaluation function that analyzes the number of moving trajectories of lines or circles, their moving direction and magnitude. To evaluate the performance of the suggested algorithm, experimental results show that the proposed method can effectively detect wipe transitions with linear and circular moving borders rather than some existing methods.
The conventional methods using color signal for tracking the movement of the object require a lot of calculation and the performance is not accurate. In this paper, we propose a method to effectively track the moving objects using the depth information from a depth camera. First, it separates the background and the objects based on the depth difference in the depth of the screen. When an object is moved, the depth value of the object becomes blurred because of the phenomenon of Motion Blur. In order to solve the Motion Blur, we observe the changes in the characteristics of the object (the area of the object, the border length, the roundness, the actual size) by its velocity. The proposed algorithm was implemented in the simulation that was applied directly to the tracking of a golf ball. We can see that the estimated value of the proposed method is accurate enough to be very close to the actual measurement.
In this paper, an enhanced Violation-based Sensitivity analysis and Border-Line Adaptive Sliding Technique (ViS-BLAST) will be utilized for optimization of some well-known structural and mechanical engineering problems. ViS-BLAST has already been introduced by the authors for solving truss optimization problems. For those problems, this method showed a satisfactory enactment both in speed and efficiency. The Enriched ViS-BLAST or EVB is introduced to be vastly applicable to any solvable constrained optimization problem without any specific initialization. It uses one-directional step-wise searching technique and mostly limits exploration to the vicinity of FNF border and does not explore the entire design space. It first enters the feasible region very quickly and keeps the feasibility of solutions. For doing this important, EVB groups variables for specifying the desired searching directions in order to moving toward best solutions out or inside feasible domains. EVB was employed for solving seven numerical engineering design problems. Results show that for problems with tiny or even complex feasible regions with a larger number of highly non-linear constraints, EVB has a better performance compared to some records in the literature. This dominance was evaluated in terms of the feasibility of solutions, the quality of optimum objective values found and the total number of function evaluations performed.

Recently, due to the advanced technologies of mobile devices and wireless communication, there are many studies on telematics and LBS(location-based service) applications. because moving objects usually move on spatial networks, their locations are updated frequently, leading to the degradation of retrieval performance. To manage the frequent updates of moving objects' locations in an efficient way, a new distributed grid scheme, called DS-GRID (distributed S-GRID), and k-NN(k-nearest neighbor) query processing algorithm was proposed[1]. However, the result of k-NN query processing technique may be invalidated as the location of query and moving objects are changed. Therefore, it is necessary to study on continuous k-NN query processing algorithm. In this paper, we propose both MCE-CKNN and MBP(Monitoring in Border Point)-CKNN algorithmss are S-GRID. The MCE-CKNN algorithm splits a query route into sub-routes based on cell and seproves retrieval performance by processing query in parallel way by. In addition, the MBP-CKNN algorithm stores POIs from the border points of each grid cells and seproves retrieval performance by decreasing the number of accesses to the adjacent cells. Finally, it is shown from the performance analysis that our CKNN algorithms achieves 15-53% better retrieval performance than the Kolahdouzan's algorithm.
We propose a method to compose a foreground object into a background image, where the foreground object is a part (or a region) of an image taken by a front-facing camera and the background image is a whole image taken by a back-facing camera in a smart phone at the same time. Recent high-end cell-phones have two cameras and provide users with preview video before taking photos. We extract the foreground object that is moving along with the front-facing camera using the optical flow during the preview. We compose the extracted foreground object into a background image using a simple image composition technique. For better-looking result in the composed image, we apply a border smoothing technique using a weighted-border mask to blend transparency from background to foreground. Since constructing and grouping pixel-level dense optical flow are quite slow even in high-end cell-phones, we compute a mask to extract the foreground object in low-resolution image, which reduces the computational cost greatly. Experimental result shows the effectiveness of our extraction and composition techniques, with much less computational time in extracting the foreground object and better composition quality compared with Poisson image editing technique which is widely used in image composition. The proposed method can improve limitedly the color bleeding artifacts observed in Poisson image editing using weighted-border blending.
A handover for DVB-H(Digital Video Broadcasting for Handheld) is the action of switching a receiver from receiving one signal to receiving another, when moving between the border of their coverage areas. This paper proposes new approaches for improving loss-free handover performance in the DVB-H networks. The proposed handover schemes are targeted to two different DVB-H receivers: One is for the receivers equipped with GPS devices. The other is for ones without GPS support. The first handover approach modifies the cell description table(CDT) proposed in the literature[1]. The second proposes a novel handover region estimation technique based on a new handover map table(HMT). This new handover approach estimates a predefined hand over region described in the HMT using measured RSSIs signal patterns. The estimation success rate is simulated and the benefits of the proposed method are discussed considering time and power consumption.
