After the efficiency of H.264 video compression has been announced, it replaced MPEG-2 standard in several applications. So transcoding methods of MPEG-2 to H.264 have been studying because there are variety devices and contents followed by MPEG-2. Although H.264 supported various service such as IPTV, DMB, digital broadcasting etc, but users using MPEG-2 devices cannot accessible to them. This paper propose H.264 to MPEG-2 transcoding for users of MPEG-2 devices without displacement H.264. The proposed method predicted a motion vector for MPEG-2 encoder after it extracted from motion vectors of variable blocks in H.264 to improve processing time. Also it predicted a optimal motion vector using modified boundary matching algorithm after grasped a special character for boundary and background of object. The experimental results from proposed method show a considerable reduction in processing time, as much as 68% averagely, with a small objective quality reduction in PSNR.
This paper presents a new fast motion estimation algorithm for multi-reference frames. We first analyze the experimental results of the successive elimination algorithm, which is a fast version of full search algorithm, being applied to Multi-reference frames. Based on the analysis, a new scheme for alleviating its computational burden is introduced. In the proposed method, the motion vector for the immediately previous reference frame is found by applying the successive elimination algorithm, while the motion vector for other reference frames is estimated by extrapolation of the already obtained motion vector. Adaptively restricting the motion search area to the local area centered on the estimated motion vector, the proposed method provides dramatic computational complexity reduction but slight quality degradation. The proposed method is evaluated by experiments for some image sequences.
Purpose: Pilon fracture has several serious complications such as joint stiffness, arthrosis and delayed angular deformity. We report short-term results of new treatment modality using distracted dynamic external fixators and early controlled ankle motion. Materials and Methods: Eight cases of severe pilon fractures for which we tried small plate fixation and additional distracted dynamic external fixators from July 2007 to June 2009 were included. Half passive continuous ankle joint motion was allowed under free hinged ring fixators after the operation. The external fixators were removed after two or three months from the surgery. We investigated joint space by radiograph, joint pain, range of motion, patient's satisfaction of treatment protocol. Results: Joints were distracted when external fixators were applied and mean 28% of space loss developed after removal of external fixators. In most of cases, satisfactory alignments were maintained. Regarding range of joint motion, mean dorsiflexion angle was 15 degrees and mean plantarflexion angle was 32 degree in the condition of wearing external fixators. There was mean 8% reduction of range of motion but no further progression of ankle stiffness after removal of external fixators. Dorsiflexion was not improved after that, but plantarflexion angle was improved 10% even after removal of external fixators. Patients were generally in compliance with the treatment protocols with high level of satisfaction. Conclusion: We got good results with distracted dynamic external fixators and early continuous half-passive joint motion for pilon fractures in terms of joint pain and range of motion. Therefore we suggest this new protocol as an alternative modality for severe pilon fractures.
This study aims at developing ergonomics patterns for the sleeve of structural firefighting protective clothing through 3D motion analysis in order to ensure efficiency and safety of firefighters who are exposed to harmful environment at work. A new research pattern was developed by applying the total results of 3D motion analysis, changes of body surface length measurements, and 2D data on 3D body shape analysis on the size 3 patterns of the existing coat sleeve. For the sleeves, we used the body surface length of the range of shoulder's flexion and the joint angle of the range of wrist's ulnar deviation. And for the production of structural firefighting protective clothing using the research pattern, we recruited a recognized producer of structural firefighting protective clothing designated by KFI. Unlike everyday clothes, structural firefighting protective clothing should be able to fully protect the wearers from the harmful environment that threatens their lives and should not cause any restrictions on their movement. Therefore, the focus of research and development of such protective clothing should be placed on consistent development of new technologies and production methods that will provide protection and comfort for the wearer rather than production cost reduction or operational efficiency. This study is meaningful as it applied 3D motion analysis instead of the existing methods to develop the patterns. In particular, since 3D motion analysis enables the measurement of the range of motion, there should be continuous research on the development of ergonomics patterns that consider workers' range of motion.

A New concept for the LNG-FPSO ship, with moonpool and bilge step in bottom, is proposed. This concept is investigated with regard to motion reduction and sloshing phenomena of the cargo and operation tanks. The principal dimensions of the ship are $L\timesb B\times D\times t(design)=270.0\times51.0\times32.32\times13.7(m)$, with a total cargo capacity of 161KT; a 98% loading condition is considered for this study. The moonpools and rectangular step at the bilge have been designed for the purpose of decreasing the motion within the tank. For the motion analysis, linearized three-dimensional diffraction theory, with the simplified boundary condition was used. The six-degree of freedom coupled motion responses were calculated for the LNG-FPSO ship. Viscous effects on the roll motion responses of a vessel were taken into account in this calculation program, using an empirical formula suggested by Himeno(1981). The case study for the moonpool size has been conducted using theoretical estimation and the experimental method. For the optimization of the moonpool size and effect of the bilge step, 9 cases of its size, both with and without bilge step, were involved in the study. no motion responses, especially roll motion, for the designed LNG-FPSO ships are much lower than those of other drill ships and shuttle tankers. The limit criterions are satisfied. To check the cargo tank and operation tank sizes, we performed a sloshing analysis in the irregular waves which focuses on the pressure distribution on the tank wall and the time history of pressure and free surface for No.2 and 5 tanks of LNG-FPSO with chamfers. Finally, optimum tank sire was estimated.

This paper presents a novel cylindrical capacitive sensor (CCS) for both radial and axial motion measurements. Although the new CCS has almost the same geometric configuration as the conventional CCS, the unused axial area of the CCS is utilized to measure the axial motion of the rotor, which can affords more compact design and reduction of the system complexity. First, a theoretical model of the proposed CCS is derived. Based on the derived theoretical model, compensation methods to decouple the radial and axial motion measurements are proposed. In addition, error analysis is performed and a design rule is proposed to guarantee the same accuracy in measuring both radial and axial motions. Finally, a test rig and electronics for the proposed CCS are built and the effectiveness of the proposed CCS is verified with experiments and simulations.
The main focus of this paper is the analysis of the different components of the variability for strong ground motions recorded from earthquakes produced by the Vrancea subcrustal seismic source. The analysis is performed for two ground motion prediction equations: Youngs et al. (1997) and Zhao et al. (2006), recommended within the SHARE project for the Vrancea subcrustal seismic source and which are proposed in the work of Delavaud et al. (2012) and graded best in Vacareanu et al. (2013c). The first phase of the analysis procedure consists of a grading procedure. In the second phase, the single station sigma procedure is applied for both attenuation models in order to reduce some parts of ground motion models' variability produced by the ergodic assumption. The strong ground motion database which is used throughout the study consists of over 400 accelerograms recorded from 9 Vrancea intermediate-depth seismic events. The results of the single station sigma analysis show significant reduction of the standard deviations, especially in the case of the Youngs et al. (1997) attenuation model, which is also graded better than the other selected GMPE.
In order to fedice the computational complexity of the motion estimation for the spatio-temporal prediction of the higher layer, two estimation method are proposed. In the first one, the motion vector of the higher layer is estimated within the small search range by using the previously estimated motion vector in the lower layer as an innitial vector. Inthe second one, the notion vector is estimated by the spatio-temporally weighted search, which is combined with the previously estimated motion vector of the lower layer and the weight for spatial prediction. Simulation results show that the proposed methods give the smaller computational complexity without the degradation of the coding efficiency than the conventinal one.
This paper presents a new fast motion estimation method where search ranges are determined by the probabilities of motion vector differences (MVDs), which is an adaptive/dynamic search range (ASR) method. The MVDs' distribution is investigated and its parameter is estimated by the maximum likelihood estimator. With the estimated distribution, we show that the search ranges can be efficiently restricted by a prefixed probability for MVDs. Experimental results showed that the performance of the proposed method is very similar to that of the full search algorithm in PSNR but it enables significant reduction in the computational complexity. In addition, they revealed that the proposed method determine the search ranges much more efficiently than the conventional ASR methods.
Purpose: To evaluate and compare the results of children with displaced supracondylar fractures of humerus treated with open reduction and pinning with closed reduction and pinning. Materials and Methods: From March 2002, we treated 17 patients with completely displaced supracondylar fractures under the age of 7 with a minimal follow up period of 6 months. 9 patients were treated with closed reduction and pinning and 8 patients were treated with open reduction and pinning. The clinical results were evaluated with Flynn's criteria. Time to bone union was also analyzed for these two set of patients. Results: The group treated with open reduction had 6 excellent and 2 good results for change in carrying angles, 5 excellent, 2 good and 1 fair results for motion loss evaluated by Flynn's criteria. The average time to bony union for this group was 5.8 weeks. The group treated with closed reduction had 6 excellent, 2 good, and 1 fair results for change in carrying angles and 7 excellent, 1 good and 1 fair results for motion loss. The average time to bony uinon for this group was 3.7 weeks. Conclusion: In treating completely displaced supracondylar fractures of humerus in children, the closed reduction method and open reduction method all showed good results. But the operation time, duration of hospital stay and time to union was somewhat shorter for the patients treated with closed redution and pinning.
