In this paper, we propose an object-oriented coding method in low bit-rate channels using block-based motion vectors and residual image compensation. First, we use a 2-stage algorithm for estimating motion parameters. In the first stage, coarse motion parameters are estimated by fitting block-based motion vectors and in the second stage, the estimated motion parametes are refined by the gradient method using an image reconstructed by motion vectors detected in the first stage. Local error of a 6-parameter model is compensted by blockwise motion parameter correction using residual image. Finally, model failure (MF) region is reconstructed by a fractal mapping method. Computer simulation resutls show that the proposed method gives better performance than the conventional ones in terms of th epeak signal to noise ratio (PSNR) and compression ratio (CR).
In this paper, frame rate up conversion (FRUC) algorithm considering the direction and magnitude of identical motion vectors is proposed. extended bilateral motion estimation (EBME) has higher complexity than bilateral motion estimation (BME). By using average magnitude of motion vector with x and y direction respectively, dynamic frame and static frame are decided. We reduce complexity to decide EBME. also, After we compare the direction and magnitude of identical motion vectors, We reduce complexity to decide motion vector smoothing(MVS). Experimental results show that this proposed algorithm has fast computation and better peak singnal to noise ratio(PSNR) results compared with EBME.
The lift and drag forces produced by a wing of a given cross-sectional profile are dependent on the wing planform and the angle of attack. Aspect ratio is the ratio of the wing span to the average chord. For conventional fixed wing aircrafts, high aspect ratio wings produce a higher lift to drag ratio than low ones for flight at subsonic speeds. Therefore, high aspect ratio wings are used on aircraft intended for long endurance. However, birds and insects flap their wings to fly in the air and they can change their wing motions. Their wing motions are made up of translation and rotation. Therefore, we tested flapping motions with parameters which affect rotational motion such as the angle of attack and the wing beat frequency. The half elliptic shaped wings were designed with the variation of aspect ratio from 4 to 11. The flapping device was operated in the water to reduce the wing beat frequency according to Reynolds similarity. In this study, the aerodynamic forces, the time-averaged force coefficients and the lift to drag ratio were measured at Reynolds number 15,000 to explore the aerodynamic characteristics with the variation of aspect ratio. The maximum lift coefficient was turned up at AR=8. The mean drag coefficients were almost same values at angle of attack from $10^{\circ}$ to $40^{\circ}$ regardless of aspect ratio, and the mean drag coefficients above angle of attack $50^{\circ}$ were decreased according to the increase of aspect ratio. For flapping motion the maximum mean lift to drag ratio appeared at AR=8.
This study proposes an intelligent semi-active isolation system combining a variable-stiffness control device and ground motion characteristic prediction. To determine the optimal control parameter in real-time, a genetic algorithm (GA)-fuzzy control law was developed in this study. Data on various types of ground motions were collected, and the ground motion characteristics were quantified to derive a near-fault (NF) characteristic ratio by employing an on-site earthquake early warning system. On the basis of the peak ground acceleration (PGA) and the derived NF ratio, a fuzzy inference system (FIS) was developed. The control parameters were optimized using a GA. To support continuity under near-fault and far-field ground motions, the optimal control parameter was linked with the predicted PGA and NF ratio through the FIS. The GA-fuzzy law was then compared with other control laws to verify its effectiveness. The results revealed that the GA-fuzzy control law could reliably predict different ground motion characteristics for real-time control because of the high sensitivity of its control parameter to the ground motion characteristics. Even under near-fault and far-field ground motions, the GA-fuzzy control law outperformed the FPEEA control law in terms of controlling the isolation layer displacement and the superstructure acceleration.

Although a harbor may be constructed with calmness in harbor in mind, which satisfies the design standard, it is frequently reported that the motion of moored ships disrupt the cargo handling. This is because of current design standard, which only deals with the wave height in the decision making process of cargo handling, and, now, a new kind of estimation method of operating ratio for calmness based on the motion of moored ship is in need. In this research, a computational method that analyses the harbor operation rate in harbor was put forward by considering the relation of allowable quantity of motion for cargo handling and the computation of the motion of moored ship at wharf by using moored ship motion analysis model. Here, a new estimetion method was applied at Onsan harbor, and it was compared with the current estimation method, and, then, the difference between the two methods was showed. The harbor operating ratio gained by a new method was dropped by 2~11% at ENE and NE directions when it was compared with the operating ratio based on the current design standard. However, when a harbor structure layout is to be designed, a harbor operating ratio test according to the wave height and a harbor operation rate test, which considers the motion of moored ship, are to be run side by side at a harbor designing process.

This paper treats the DIS (Digital Image Stabilization) problem subject to base motions such as translation, rotation and zoom. For the local motion estimation from a raw image, the Harris corner detection algorithm is exploited to extract feature points, and comparing those of consecutive images, the zoom ratio (scale factor) is computed. For the global motion estimation, an equivalent model is derived to account for a 3-dimensional composite motion from which the center point and Euler angle can be determined. Finally, the motion compensation follows. To show the effectiveness of the present DIS scheme, experimental results for synthetic images are illustrated.
Investigations has shown that the correct estimation of the effective amplification period is as important as the amplification value itself. It gets more important in 2D basins. This study presents a quantitative coefficient for consideration of the nonlinearity effect in terms of amplification value and the shift in its period which is missing or ineffectively considered in the previous studies. To attain this goal, by the application of a time domain fully nonlinear method, the deviation of the more common equivalent linear results from the basin nonlinear behavior under strong ground motions is investigated quantitatively. Also, despite the increase in the damping ratio, the possibility of the increase in the amplification due to the increase in motion strength is shown. To make the results useful in engineering practice, by introducing nonlinearity ratio, the effect of the nonlinearity is quantitatively estimated for two soft and stiff clayey basins with three different depths under a set of motions scaled to two target spectrum. Results show that at the 100 m depth soft clayey basin, while the nonlinearity ratio shows a 35% deviation at the basin edge part under DD1 motion level, its effect moves to the central part with 20% effect under DD3 motion level. By the increase in depth to 150 m, the results show a decrease in the overall effect of the nonlinear behavior for both clay types. At this depth, the nonlinearity ratio gives a 30% and 17% difference on a limited distance from outcrop at the soft clayey basin under DD1 and DD3 motion levels, respectively. At the 30 m depth basins, the nonlinearity ratio shows up to 25% difference for different cases. The presented ratio would be introduced as nonlinearity coefficients for consideration of the nonlinearity effects in the codes. The presented quantitative margins will help the designer to have a better understanding of the amplification period change because of nonlinearity over 2D basin surface.
Magnetic Resonance Image represents three-dimensional diagnostic imaging technique using both nuclear magnetic resonance phenomenon and computer. Compared with computed tomography (CT), MRI have advantages harmless to patient's body, three-dimensional image with high resolution and disadvantages long data acquisition time because of long T1 relaxation time, relatively low signal to noise ratio, high cost of setting, also. As physiologic motion of tissue results in motion ghost in MRI, high 2.0Tesla make improve low signal to noise ratio. This study have aim to improve image quality with controling motion ghost of tissue. Supposing a moving pixel in constant frequency, one pixel make two ghosts which are same size and different anti-phase. So, this study will show adjust parameter on locational control of motion ghost. Author made moving phantom replaced by respiratory movement of human, researched change of motion frequency, FOV by location shift, and them decided optimal FOV (field of view). The results are as follows: 1. The frequency content of the motion determines how far the image always appear in phase-encoding direction, the morphology of the ghost image is characteristic of the direction of the motion and its amplitude. 2. Double FOV of fixed signal object for locational control of motion ghost is recommended. Decreasement of spatial resolution by increasing FOV can compensate on increasing of matrix in spite of scan time increasement.
This study examines damping modification factors (DMFs) of elastic input energy spectra corresponding to a set of 116 earthquake ground motions. Mean input energy per mass spectra and mean DMFs are presented for both considered ground motion components. Damping ratios of 3%, 5%, 10%, 20%, and 30% are used and the 5% damping ratio is considered the benchmark for DMF computations. The geometric mean DMFs of the two horizontal components of each ground motion are computed and coefficients of variation are presented graphically. The results show that the input energy spectra-based DMFs exhibit a dependence on the damping ratio at very short periods and they tend to be nearly constant for larger periods. In addition, mean DMF variation is obtained graphically for also the damping ratio, and mathematical functions are fitted as a result of statistical analyses. A strong correlation between the computed DMFs and the ones from predicted equations is observed.

The duration and H/V ratio(the amplitude ratio of the horizontal to vertical components) of ground motions caused by earthquakes in southern Korea are analyzed. Total 329 seismograms of horizontal component recorded at hypocentral distances of 10 to 350 km from 27 earthquakes with local magnitude 2 to 4 are used for the analysis. Simplified relation between the duration of ground motion( $T_{d}$) and the ratio($\chi$) of Arias intensity( $I_{A}$) and squared maximum acceleration($\alpha$$_{max}$$^{2}$) is determined to be $T_{d}$ = 3.423$\chi$$^2$+ 8.200$\chi$ + 0.029, which is useful for the estimation of the duration in southern Korea. There are three distinct distance ranges with different linear variations of the duration in hypocentral distance. They are distance intervals of 10~80km, 80~140km, and the distance greater than 140km. The duration in southern Korea shows clear proportionality to the local magnitude at magnitudes greater than 3.1. The value 1.37 of the H/V ratio obtained in southern Korea is similar to the value 1.4 of ENA(Eastern North America). The H/V ratio in southern Korea increases in the frequency range from 0.3 to 10Hz. The duration and H/V ratio of ground motions derived in this study could be used in the stochastic simulation of strong ground motion.ion.n.n.
