Serological Investigation of Virus Diseases of Tobacco Plant (Nicotiana tabaccum L.) In Korea (혈청학적 방법에 의한 잎담배 바이러스병의 감염상 조사)

  • A total of 40 virus infected tobacco plants (Nicotiana tabaccum L.) with various symptom types Were collected from Bucheon and Jeonju area by its symptoms were investigated on the incidence of tobacco mosaic virus (TMV), cucumber mosaic virus (CMV), alfalfa mosaic virus (AMV), potato virus X (PVX) and potato virus Y (PVY) by serological methods. van Slogteren's microprecipitin test was applied for the testing of PVX and PVY from infected plants and Ouchterlony agar double diffusion test was used for CMV, TMV and AMV. Results obtained are as follows: 1. TMV, CMV, AMV, PVX and PVY wcre found to occur on the tobacco plants growing in Korea. 2. The prevalence of each of these viruses among the 40 tobacco plants investigated was in the order of AMV: $(67.5\%)>CMV:(60.0\%)>TMY:(47.5\%)>PVY:(17.5\%)>PVX: (10.0\%).$ 3. In Burley variety, the percentage of infection by TMV was $15\%$, whereas it was as high as $80\%$ in Hicks variety. 4. Among the 40 tobacco plants investigated, $37.5\%$ showed infection with one kind of virus whereas the remaining $62.5\%$, revealed mixed infection with more than two different viruses.

  • Issues have arisen over the monopoly of housing sales guarantees by the Housing and Urban Guarantee Corporation. If the Ministry of Land, Infrastructure and Transport appoints an additional guarantee institution, there is concern that the property protection between the two parties is insufficient due to excessive competition and the weakening of urban regeneration resources. It argues that housing supply policies for stabilization of the housing market can be smoothly implemented through monopoly projects. This is judged to be an abuse of market dominant position under the Fair Trade Act, and excessive restrictions on pre-sale guarantee requirements may cause delays in business and infringement of property rights of members. First, the establishment of a designation system for market dominant operators of the Fair Trade Commission enables new entry of private guarantee institutions. Second, it is necessary to improve regulations under Article 63 of the Fair Trade Act (consultation on the establishment of laws restricting competition, etc.). Third, through the establishment of the 「Rules on Housing Supply」 under Article 15 (2), the Minister of Land, Infrastructure and Transport can additionally designate a guarantee institution, thereby guaranteeing the right to select a pre-sale guarantee for the business entity. In addition, it is expected that at least one of a number of guarantee insurance companies can be designated to improve the efficiency of the distribution of social benefits, thereby lowering the volatility of housing prices.   • In this study, we estimate the multi-service cost function of Korea Telecom in order to characterize the cost structure of the telecommunication industry in Korea. By examining the cost function of Korea Telecom, we show that telecommunication costs of Korea Telecom are subadditive. Therefore, we conclude that a natural monopoly exists in the telecommunication industry in Korea.

  • Examining the relation between market structure and the value of innovation is important for competition and STI policy. If the value is large in a specific industry structure, government may lead the industry to take that form to enhance innovation. Our simple calibration in the case of linear demand and constant MC results in the conclusion that the incentive for R&D in the case of major and minor innovation in Cournot competition is less than that of merger and cooperative R&D. This emphasizes again "necessary evil" as a monopoly for innovation.

  • The patent right is that creators are received the right of monopoly for supporting their creation work perseveringly but sometimes it causes infringement of freedom of creation. In this study, we examine the patent of music game in arcade game field and also examine Konami's, which is a main producer in this field, institutes many lawsuits repeatedly. It brought on diversion of rivals and depression of game market. We examine the abuse of music game patent through the case of Konami. We examine the negative influence through all music game market that creativity blocked by repetitive patent lawsuit institutes from little change of operation device and music game hardware even though it is reasonable for guarantee of new technology patent in game field which is a idea industry. We examine the lawsuit cases of abuse of music game patent in Korea, China and Japan and we analyze market change through the cases. We recommend policy for this industry development.

The Impact of Competition on Universal Service in Korea (경쟁도입이 한국의 보편적 서비스에 미친 영향)

  • A substantial body of theoretical and case study literature exists about the relationship between competition and universal service in developing countries. On the one hand, many scholars have argued that state-owned monopolies in developing countries are not able to mobilize the capital needed for network expansion: the resulting unmet demand for services becomes a motivator for liberalization. On the other hand, the introduction of competition jeopardizes the internal and external subsidies through which the state-owned monopoly kept subscription rates low: the heightened concern about loss of subscribership incentivizes the creation of explicit universal service statutes and funding mechanisms concurrently with or soon after competition is introduced. This paper shows that universal service in Korea had a unique evolutionary path, which did not conform to either of these expectations. From this finding, it reaches the conclusion that the outcomes predicted by theory and observed in the case study literature are not intrinsic to the monopoly condition per se, but derive from the strategic choices made by telecommunications managers, regulators and lawmakers in developing countries.

  • Korea has had problems with the price and supply of essential drugs such as Gleevec for leukemia, Fuzeon for HIV/AIDS, and Tamiflu for both avian flu and swine flu. The shortage or refusal of patented drugs supply is imposing a heavy burden in not only developing countries but also developed countries. Thinking over the serious results, we need to concern about the limited access to patented drugs by multinational drug companies' patent monopoly especially for pandemic and life threatening diseases. The effective response regarding to pandemic and life threatening diseases. The effective response regarding to pandemic situation requests collaborative and unbiased provisions of all countries in the world, however, sometimes patent monopoly may hinder the efforts. Compulsory licensing has been considered to be a useful alternative to the abuse of patent rights. However, the Korean experiences of compulsory licensing have left some controversial issues in connection with the availability of it in Korea. 'Flexibility' allowed in TRIPS and Doha Declaration has not come into effect in Korea for several reasons. Although the situation shows the limitations of compulsory licensing as a pharmaceutical supply policy, it is clear that compulsory licensing still has the possibilities of enhancing the access to medicines of all countries in need. Through searching the institutionalization process and experiments of compulsory licensing in Korea, this article explores the possibilities and the limits.

  • The megatrends of the Korean distribution industry market in 2014 reflect opportunities in parallel import & overseas direct purchase. Korean government addressed that "Monopoly & Oligopoly consumer goods import improvement plan" to stabilizing importing goods prices and domestic consumers' burden relief through accelerating market competition. and moreover it is to improving distribution channel and promoting parallel import market business. The Korean market is very unique in that consumers' real sensory index of open up importation effect level is low, but nominal open up importation effect level is high. This is due to difficulties in creating a proper importing goods distribution market and alternative importing routes are very rare. Thus, the purpose of this study is to analyze the market situation and parallel import to improve Korean government's "Monopoly & Oligopoly consumer goods import improvement plan" policy for the revitalization of the domestic market economy and to boost up a new growth engine industry.

  • We will be establish the new k stores of identical product firm $F_B$ to gain competitive advantage over rival firm $F_A$ that has already monopolize a market with k stores. In this situation, how we can decide the location of k stores? For this problem, Serra and Revelle proposes k-Median and MAXCAP integer programming using LP+BB to decide the k stores of firm $F_B$. Then they exchange the k stores to another location that cover more customers. This paper suggests non-neighborhood search method that finds the ${\upsilon}{\not\in}N_G(u)$nodes for u of firm $F_A$ without most outer loop nodes using just MS-Excel. As a result of experiment, the proposed algorithm can be get the optimal solution easier and faster than integer programming.
