중국의 부패상과 정부의 대응에 관한 연구 (A Research for China's Corruption Problem and the Government's Counter Measures)

  • 중국에서의 부패문제는 사회체제 전환기 동안 심각한 문제로 대두되었다. 이는 상당한 경제적 손실과 더불어 체제 자체에 대한 거대한 도전으로 인식되고 있는 것이 사실이다. 더욱 심각한 것은 이러한 부패의 현상이 점차 사회전반에 만연하고 있다는 점이다. 개혁개방(1978년)이후, 계획경제에서 시장경제로 향하는 체제전환의 과정이 초래한 국가통제력의 약화와 이를 대신할 수 있는 법제화의 미비는 권력부패의 중요한 구조적 원인이다. 이와 함께 시장의 미성숙과 정부의 경제에 대한 개입 및 영향력의 유지 역시 권력부패의 구조적 원인 중 하나이다. 결국 이렇게 해서 형성된 체제전환기 중국의 부패는 구조적으로 제도화된 부패의 성격을 보이고 있다. 그리고 이를 부패의 범위와 수준, 규모 등에 대한 양적 분석을 통해 확인하였다. 그리고 정치권력의 일반적 특성에 주목하여 중국의 정치제도인 일당독재체제에서 그 원인을 찾았다. 분석의 결과 이 거시적 요인들이 부패의 동기를 부여하는데 있어 현대화하는 경제 환경이 결정적인 역할을 하고 있음을 확인했고, 더욱이 권력구조의 성격으로 드러난 중국의 정치적 문제가 혁명의 열정과 이념적 해이, 과거 전통적인 규범과 도덕에 기초를 둔 문화적 배경이 중국의 현대화 과정에서 부패를 심화시키는 역할을 하고 있는 것으로 파악되었다.

플랫폼 사업자의 보편적 서비스 기여금 분담 효과 분석 (Analysis of Contributions to Broadband Universal Service of Platform Operator)

  • 본 연구는 콘텐츠 제공자를 포함한 플랫폼 사업자가 광대역 인터넷 접속을 통해 고품질의 콘텐츠를 제공하는 경우 보편적 서비스 기여금을 분담할 때 이것의 경제적 효과를 분석한다. 주요 결과는 다음과 같다. 첫째, 플랫폼 사업자가 독점적 위치에 있다면 트래픽 이용량은 사회적 최적 수준보다 적으며, ISP가 결정하는 가격들은 콘텐츠 수요의 가격민감도에 영향을 받는다. 둘째, 플랫폼 사업자가 경쟁적인 경우 ISP가 책정하는 요금은 사회적 최적 수준과 동일하다. 셋째, 플랫폼 사업자가 콘텐츠 요금을 부과하지 않는 경우는 ISP는 요금을 사회적 최적 수준으로 결정하고 광고 수입이 많을수록 소비자에게 부과하는 망 이용대가는 줄어든다. 이는 플랫폼 사업자에게 고품질 콘텐츠 서비스를 제공할 수 있는 네트워크 서비스를 이용하는 대신, 보편적 서비스 기여분 분담을 의무화한다면 사회후생은 증가될 수 있기 때문에 플랫폼 사업자에게 보편적 서비스 기여분을 분담하는 것이 사회적으로 바람직하다는 것을 시사해 준다.

Why do Sovereign Wealth Funds Invest in Asia?

  • Purpose - This paper aims to examine the determinants of SWFs' investment in Asian countries and to identify consistent investment patterns of SWFs in specific target firms from Asia, particularly China and South Korea. Design/methodology - This study extends the Tobin's Q model to examine the relationship between SWF investments in target firms and their returns with other firm-level control variables. We collect consistent data on SWF investments and the matched firm-level data on target firms, which of observation is 1,512 firms (333 in South Korea and 1,179 in China) targeted by 20 SWF sources during 1997-2017. The panel random effect model is used to estimate the extended Tobin's Q model. The robustness of the estimations is tested by the simultaneous equation models and the panel GEE model. Findings - The evidence shows that sovereign wealth funds are more inclined to invest in the financial sector with a monopoly position and in large firms with higher growth opportunity and superior cash asset ratios in China. In contrast to their investments in China, sovereign wealth funds in South Korea prefer to invest in strategic sectors, such as energy and information technology, and in large firms with high performance and low leverage. Sovereign wealth funds' investments tend to significantly improve the target firm's performance measured by sales growth and returns in both Korea and China. Originality/value - The existing literature focuses on examining the determination of SWFs investment in the developed countries, such as Europe and the United States. Our paper contributes to the literature in three ways; first, we analyzes case studies of SWF investments in Asian markets, which are less developed and riskier. Second, we examine whether the determination of SWF investment in Asian target firms depends on the different time periods, on types of sources of SWFs, and on acquiring countries. Third, our research uses vast sample data on target firms in longer time periods (1997-2017) than other previous studies on the SWFs for Asian markets.

The Role of Small and Medium Enterprises in Achieving Economic Goals of the Vision of Saudi Arabia 2030

  • This research aims to identify the role that small and medium enterprises (SMEs) can play in achieving the economic goals of the vision of Saudi Arabia 2030. The study relied on descriptive analysis, designing a standard model, and analyzing it using the Eviews9 program. The study also adopted the questionnaire as a tool for data collection. The study area covered Alkharj and Hawtat Bani Tamim governorates. The sample size of the study was 142 participants. The study's results confirmed the existence of a significant impact of changes in independent variables (X1, X2, X3, X4), which are (GDP, non-oil exports, number of employees, and public revenues), respectively. The dependent variable (Y) represents the number of small and medium-sized businesses in the Kingdom of Saudi Arabia. Additionally, it was found that 61.3% of small and medium-sized enterprises in the governorates of Al-Kharj and Hawtat Bani Tamim operate in the commercial sector. Most study participants concur that SMEs significantly lowered the unemployment rate and helped boost the GDP rate in the Kingdom of Saudi Arabia. The obstacles and difficulties facing the establishment of these enterprises were financial problems, marketing problems, and corporate monopoly. Furthermore, most of the small and medium l enterprises faced financing problems.

제도와 정책이 기업 수익성에 미치는 영향에 관한 연구: 한·일간 농산물 유통정책의 차이에 따른 도매시장법인 수익성을 중심으로 (An Study on Effects of Strategy and Policies on the Corporate Profitability: Focusing on the Profitability of Wholesale Market Corporation for the Different Agricultural Marketing Policy in Korea and Japan)

  • Purpose - This study intended to identify the effects of varied institutional systems and policies that regulate or define operations of enterprises upon the profitability of private enterprises through case analysis. Design/methodology/approach - The systems and differences in the institution and commodity distribution in Korea and Japan, which define the operation of the "Garak Wholesale Market" and "Ota Wholesale Market". We were examined in the presentthis study, and the statistical data pertinent to the trade volume and profitability of wholesale market corporations that substantially run both markets, were analyzed. Findings - The competition among the corporations that run the "Garak Wholesale Market" substantially is limited due to regulations over the mode of transaction and monopoly of trust thereby significantly higher level of profitability and safety are guaranteed. However, the institutional autonomy that enabled each distributor in the "Ota Wholesale Market" to compete with each other freely caused the distributors therein face difficulties in securing stable profits due to the relatively poor level of profitability resulted from the autonomy. Research implications or Originality - It seems the autonomy in commercial transaction in the "Garak Wholesale Market" in Korea needs to be secured to promote the competition of distributors therein through an amelioration of institutional systems and amendment of relevant laws that prescribe current management of various distributors/operators in the market.

Has Container Shipping Industry been Fixing Prices in Collusion?: A Korean Market Case

  • Purpose - The purpose of this study is to analyze the market power of the Korea Container Shipping Market (Intra Asia, Korea-Europe, and Korea-U.S.) to verify the existence of collusion empirically, and to answer whether the joint actions of liner market participants in Korea have formed market dominance for each route. Precisely, it will be verified through the Lerner index as to whether the regional market of Asia is a monopoly, oligopoly, or perfect competition. Design/methodology - This study used a Lerner index adjusted with elasticity presented in the New Imperial Organization (NEIO) studies. NEIO refers to a series of empirical studies that estimate parameters to judge market power from industrial data. This study uses B-L empirical models by Bresnahan (1982) and Lau (1982). In addition, NEIO research data statistically contain self-regression and stability problems as price and time series data. A dynamic model following Steen and Salvanes' Error Correction Model was used to solve this problem. Findings - The empirical results are as follows. First, λ, representing market power, is nearly zero in all three markets. Second, the Korean shipping market shows low demand elasticity on average. Nevertheless, the markup is low, a characteristic that is difficult to see in other industries. Third, the Korean shipping market generally remains close to perfect competition from 2014 to 2022, but extreme market power appears in a specific period, such as COVID-19. Fourth, there was no market power in the Intra Asia market from 2008 to 2014. Originality/value - Doubts about perfect competition in the liner market continued, but there were few empirical cases. This paper confirmed that the Korea liner market is a perfect competition market. This paper is the first to implement dynamics using ECM and recursive regression to demonstrate market power in the Korean liner market by dividing the shipping market into Deep Sea and Intra Asia separately. It is also the first to prove the most controversial problems in the current shipping industry numerically and academically.

Democratization and Politics of Trasformismo : Explaining the 1990 Three-Party Merger in South Korea

  • Research on democratic transitions has relatively ignored the question of why some countries experience a regressive form of political pacts, while others do not. This paper develops a simple game-theoretic model to explain the phenomenon of collusive pacts in the process of democratization. Trasformismo is a term that refers to a system of political exchange based on informal clientelistic politics. The existing studies of the politics of trasformismo have emphasized the timing of industrialization and the tradition of strong state as conditions of the politics of trasformismo. However, not every late industrializers and not every strong states experienced some variants of collusive political pacts in their trajectories of democratization. In this paper, I contend that the politics of trasformismo is rather a generalizable pattern of political elites' behavior under particular circumstances. By developing a simple game theoretic model, this paper suggests the conditions under which political actors are likely to collude to a regressive form of political pacts. The model shows that the likelihood of collusion to a regressive form of political pacts is a function of a set of parameters. First, a higher level of incumbency advantage in electoral competition is likely to be associated with a higher probability of collusive political pacts. Second, a higher degree of the monopoly of political representation of political parties without a close link with a variety of societal forces is likely to induce collusive behavior among politicians. Third, the ruling party leader's expectations about the likelihood of a safe extrication are related to collusive political pacts. This paper then engages in a case study of the 1990 three-party merger in South Korea. The 1990 Korean case is interesting in that the ruling party created a new party after having merged with two opposition parties. This case can be considered a result of political maneuver in a context of democratization. The case study suggests the empirical relevance of the game-theoretic model. As the game of trasformismo and the case study of the 1990 three-party merger in South Korea have shown, the collusive political pact was neither determined by a certain stage of economic development nor by a particular cultural systems. Rather, it was a product of the art of trasformismo based on party leaders' rational calculations of the expected likelihood of taking governing power.

독과점적 온라인 플랫폼 기업의 지대추구 행위 규제에 관한 전략적 무역정책론적 시사점 연구 (A Study on the Policy Implications of Strategic Trade Policy Theory for the Regulation of Rent Seeking Behavior of Monopolistic Online Platform Enterprises)

  • 독과점적 지위의 온라인플랫폼 기업이 컨텐츠 공급업체들에 대해 지대추구행위를 행하는 것은 수입국 정부가 불완전 경쟁시장의 수출기업들이 취득하는 독점지대를 최적관세를 통해 가로채는 과정과 매우 유사하다. 소위 전략적 무역정책이라고 일컬어지는 이와 같은 수입국의 최적관세 부과 메커니즘을 온라인플랫폼 기업의 지대추구행동에 적용할 경우, 이를 방지하기 위한 규제개혁 논의에 있어 중요한 통찰을 제공받을 수 있을 것이다. 즉 온라인플랫폼 기업이 R&D투자를 통해 컨텐츠 차별화를 추구하는 독점적 경쟁시장의 컨텐츠 공급업체들에 대해 차별적인 수수료를 부과할 경우, 컨텐츠 공급업체들의 R&D투자를 억제시킴으로써 기업들의 혁신투자를 감소시키게 될 것이다. 그럼에도 불구하고 이윤극대화를 추구하는 온라인플랫폼 기업들은 결코 자발적으로 차별적인 수수료 부과체계를 포기하지는 않을 것이다. 따라서 본 연구에서는 컨텐츠기업들에 대한 동등한 수수료 부과 체계의 도입을 강제할 수 있는 규정의 개정을 제안하고자 한다.

아시아 기부 문화에 필요한 창조적 파괴 (Creative Destruction in the Culture of Charity is Needed in Asia)

  • 세계가 점점 더 통합됨에 따라 자선단체는 국내 문제 뿐만 아니라 빈곤, 기근, 자연 재해 등 세계 전역에서 일어나는 문제들을 다루게 되었다. 국제적으로 많은 조직들이 도움을 제공하고 이러한 문제들을 완화시키기 위해 노력하고 있지만, Jusoor, Karam Foundation, Save the Children, 그리고 Oxfam 등 대부분의 자선단체들이 서구사회에 기초하고 있다. 이 논문은 동양과 서양 두 지역 사이에 기부 문화 불균형이 존재하는 이유를 분석한다. 이 논문은 지역적 차이를 설명하면서 자선 재단에 대한 아시아인들의 뿌리 깊은 불신과 아시아에서의 자선 기부를 장려하는 정부 정책의 부재, 그리고 추세를 형성하는 다른 여러 사회적, 경제적, 정치적 요인에 특히 초점을 맞추고 있다. 아시아가 세계의 다른 지역에 비해 자선 문화에서 왜, 그리고 얼마나 크게 뒤처지는지를 분석한 결과, 이 논문은 아시아 자선 시장에 "창조적 파괴"가 필요하다는 것을 증명한다. 더 나아가 이 논문은 혁신적인 신생 기업이 새로운 형태의 기술, 즉 등록 파트너쉽 기반을 갖춘 접근하기 쉬운 애플리케이션을 도입하여 정기적으로 앱 사용자들의 기부금 사용처와 금액을 업데이트함으로써 아시아 자선 사업의 신뢰도를 높일 수 있다고 제안한다. 이러한 새로운 형태의 기술은 아시아의 자선 문화를 둘러싼 다른 문제들을 다루는 데 또한 도움이 될 것이다.

Eye safety 라이다 센서용 황화납 양자점 기반 SWIR photodetector 개발 (Shortwave Infrared Photodetector based on PbS Quantum Dots for Eye-Safety Lidar Sensors)

  • Recently, the demand for lidar systems for autonomous driving is increasing, and research on Shortwave Infrared(SWIR) photodetectors for this purpose is being actively conducted. Most SWIR photodetectors currently being developed are based on InGaAs, and have the disadvantages of complex processes, high prices, and limitations in research due to monopoly. In addition, current SWIR photodetectors use lasers in the 905 nm wavelength band, which can pass through the pupil and cause damage to the retina. Therefore, it is required to develop a SWIR photodetector using a wavelength band of 1400 nm or more to be safe for human eyes, and to develop a material that can replace the proprietary InGaAs. PbS QDs are group 4-6 compound semiconductors whose absorption wavelength band can be adjusted from 1000 to 2700 nm, and have the advantage of being simple to process. Therefore, in this study, PbS QDs having an absorption wavelength peak of 1415 nm were synthesized, and a SWIR photodetector was fabricated using this. In addition, the photodetector's responsivity was improved by applying P3HT and ZnO NPs to improve electron hole mobility. As a result of the experiment, it was confirmed that the synthesized PbS QDs had excellent FWHM characteristics compared to commercial PbS QDs, and it was confirmed that the photodetector had a maximum current change of about 1.6 times.
