장기개발계획상의 방재제도 개선 (Improvement of Flood Disaster Mitigation on Long-term Development Plan)

  • Disaster mitigation, especially as a concept similar to damage mitigation caused by heavy rainfalls and flood is closely related to long-term development plan. This plan of an harbor area where is located in lower region is established and carried under consideration of disaster mitigation concept such as internal drainage and so on. Flood damage is somewhat predictable in accordance with height, stream and rainfall characteristics of the region. Therefore it is necessary to establish national and urban plan under consideration of this fact. But this consideration of existing regulation and institution is insufficient and improvement of regulation and institution is needed. This consideration of disaster mitigation fields is regulated declaratively and inclusively in national plan which is established in broad region, and specifically and detailedly in urban plan which is established in narrow region. The program to improve regulation and institution is proposed in order to consider disaster mitigation fields as a level of this plan.

  • The scope of this paper is to show a risk management plan including how to perform risk assessment and to make a mitigation plan aspects of the communication payload system development. According to system engineering management guide of DoD of USA and risk management plan of satellite communication system, risk assessment and mitigation plan of communication payload system were performed. In this paper, it is indicated the process of risk management and risk assessment procedures as well as mathematical model for risk assessment of DoD guide. It is shown how risk assessment and mitigation plan have implemented in communication payload system development through case study.

산업체재난 조기 대응체계 구축을 위한 최적 재해경감활동 방안 연구 (A Study on the Optimum Disaster Mitigation Activity to Establish the Early Counter System on the Industrial Accidents)

  • 본 연구는 아직 초보수준인 국내기업의 업무연속성 유지를 위한 재해경감 활동계획 수립 및 실행에 대한 방향을 제시하였으며, 조기대응체계 구축을 통하여 어떠한 재난에도 안전을 기할 수 있는 기업 연속성 유지 방안을 모색하였다. 이를 실현하기 위하여 국내 재난관리 표준으로 채택된 사고대비 및 업무연속성 관리의 가이드라인을 분석하였고, 국내기업에 쉽게 적용할 수 있는 실행지침을 제시하였으며, A기업을 대상으로 재해경감활동계획 수립 및 정보기술을 활용하는 방안을 연구하였다. 특히 사고대비 및 업무연속성 관리의 가이드라인 5단계 주요 절차 중 계획수립단계의 위험 평가, 영향분석, 예방경감계획 및 대응관리계획 수립에 대한 모델을 제시하였고, 국내 재해경감활동이 활성화되기 위한 방안을 도출하였으며, 재난대응 수준을 향상시키기 위하여 필요한 정보기술 부분도 제시하였다.

계층화분석기법을 통한 구조물적 홍수방어 최적대안 선정 방안 연구 (A Method for Selecting a Structural Optimal Flood Mitigation Plan Using Analytic Hierarchy Process)

  • 유역종합치수계획 수립 시 유역 내 적용이 가능한 구조물적 비구조물적 치수계획은 매우 광범위하고, 특히 그 중에서도 구조물적 홍수방어 시설들의 특성은 매우 다양하다. 이들을 조합하여 유역의 홍수 저감능력을 최대화 하는 최적대안을 선정하는 것은 쉬운 일이 아니며, 현재 구조물적 홍수방어 후보대안에 대한 적절한 평가 기준이나 다양한 홍수방어 후보대안들 중 최적대안의 선정에 관한 지침 또한 미흡한 실정이다. 본 연구에서는 유역종합치수계획의 구조물적 홍수방어 후보대안들에 대한 치수경제성 및 정책성 평가 결과를 바탕으로 최적대안을 선정하는 과정에서, 의사결정기법 중의 하나인 계층화분석기법을 도입하여 적용함으로써 평가항목들 간의 가중치 결정 및 최적대안을 도출하는 과정을 예시하였다. 후보대안들 각각의 하위 세부 평가항목들의 가중치 결정에는 계층화분석기법 전용 프로그램인 Expert Choice 11.5를 활용하였으며, 연구 결과를 바탕으로 유역종합치수계획의 구조물적 홍수방어 최적대안 선정에 있어 보다 표준화된 절차를 제시하였다.

토사재해 저감 도시설계 사례검토 및 국내 적용방안 연구 (Urban Design Case Review for Mitigation of Sediment Disaster and its Application in Korea)

  • Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

지자체 도시기본계획의 홍수예방정책 평가: 미국 플로리다 사례를 중심으로 (An Assessment of Flood Mitigation Policies Integrated in Local Comprehensive Plans: The Case of Florida in the United States)

  • 계획가들은 지자체가 기후변화로 심화되고 있는 홍수에 대해 더욱 관심을 가지고 적절한 홍수예방정책을 도시계획에 통합하고 반영한다면 홍수피해를 줄이는데 기여할 수 있을 것이라고 믿고 있다. 이러한 계획가들의 생각을 검증하기 위한 첫 번째 단계로 지자체 도시기본계획에 채택된 홍수예방정책들의 종류와 수준을 계획평가 방법론을 활용하여 평가하였다. 주요 홍수예방정책들로 구성된 프로토콜을 바탕으로 플로리다 53개 지자체 도시기본계획이 분석되었다. 본 연구의 분석결과 도시별로 도시기본계획에서 채택한 수해예방정책의 종류와 수준이 상당히 다양함을 보였다. 플로리다에서는 홍수터의 토지이용 규제, 습지개발허가제 등 토지이용규제를 활용한 홍수예방정책들이 폭넓은 동의를 얻어 활용되고 있는데 반해, 취약지에 대한 토지수용, 인센티브를 활용한 홍수예방정책들은 자주 채택되고 있지 않았다. 또한 해안가 도시들이 내륙도시보다는 도시계획을 통한 홍수예방에 훨씬 더 높은 관심을 보였다. 연구대상인 53개 계획의 평가점수는 평균 38.55로, 획득가능한 점수의 약 35.69%에 해당하여 여전히 지자체 차원에서 다양한 홍수예방정책이 수립되고 활용되고 있지 않으며 이러한 결과는 앞으로 더 많은 관심과 개선이 필요함을 의미한다. 본 연구에서 활용된 계획평가의 개념과 방법론은 기존계획의 수준을 평가하거나, 새로운 정책이나 계획을 준비하는데 유용한 틀을 제공하므로 우리나라에서도 다양한 환경, 재해 이슈에 적용할 수 있다.

군수품 정부품질보증 위험성 평가제도 개선을 위한 제언 (Proposal for Government Quality Assurance Risk Assessment System for Military Supplies)

  • Purpose: Nowadays, the risk assessment system is widely used in many industrial and public areas to reduce the possible risks. The system is used to determine the priorities of the government quality assurance works in Defense Agency for Technology and Quality. However, as the risk assessment system is used for other purposes, there are some items that need improvement, and in this study, we propose improvement plans by benchmarking the risk assessment systems of other institutions. Methods: In this paper, first, the procedures of risk assessment system used in many industrial sites were reviewed, and how each institution specialized and applied the system. Afterwards, by benchmarking various risk assessment systems, an improvement plan on how to operate the risk assessment system in the case of government quality assurance for centrally procured military supplies was presented, and practical application cases were presented to prove the usefulness of the improvement plan. Results: The proposed risk assessment system differs from the existing system in five major aspects. First, inputs, outputs, and key performance indicators were specified from the systematic point of view. Second, risk analysis was analyzed in four dimensions: probability of occurrence, impact, detection difficulty. Third, risk mitigation measures were classified, control, transfer, and sharing. Fourth, the risk mitigation measures were realized through document verification, product verification, process verification, and quality system evaluation. Finally, risk mitigation measures were implemented and the effectiveness of the risk mitigation measures was evaluated through effectiveness evaluation. Conclusions: In order for the risk assessment procedure proposed in this study to be applied to actual work, it is necessary to obtain the consent of the person involved in the work due to the increased time for risk identification and preparation of the government quality assurance log, and a change in the information system that performs the actual work is required. Therefore, the authors of this study plan to actively perform internal seminar presentations and work improvement suggestions to apply these research outputs to actual work.

김해시 수자원관리를 위한 자연재해 현황과 피해특성분석 (On the Characteristics of Damage and States of Natural Disasters for Water Resources Control at Gimhae, Gyeongsangnam-do)

  • This study aims to find the characteristics of damage and states of natural disasters at Gimhae, Gyeongsangnam-do from 1985 to 2004. Using the data of Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration. we have analyzed the cause, elements, and vulnerable regions for natural disasters. Major causes of natural disaster at Gimhae are four, such as a heavy rain, heavy rain typhoon, typhoon, storm snow, and storm. The cause of disaster recorded the most amount of damage is typhoon. The areas of Hallim-myeon, Sangdong-myeon, and Saengnim-myeon are classified the vulnerable region for the natural disasters in Gimhae. Therefore, it seems necessary to build natural disaster mitigation plan each cause of disaster to control water resources and to reduce damage for these areas.

건설공사장 이동식 방음시설물의 음향특성 (Site Mitigation Plan for Noise Sources from Construction Sites by Developing Movable Noise Barriers)

  • There are a lot of different types of noise from construction site and it depends on construction stage, equipment type and number of operating equipments. The problem is that the almost noise from construction site is high level and some kinds of noise levels are over 100 dB. In addition, if construction site is located in downtown, there are a few options to reduce noise level. Therefore several site mitigation plans were developed to reduce different types of construction noises such as breaker work, gang form and asphalt saw. They were applied in site and evaluated noise reduction performance. The test result of site insertion loss was between 4~8 dB depends on the equipment and type of work.
