해양경찰의 총체적 품질경영제 도입가능성평가 (A Feasibility Assessment on Adopting Total Quality Management in Korea Maritime Police Agency)

  • Korea Maritime Police Agency(KMPA) has been pressed by some environmental factors. The changes in the international maritime legal system, such as the entry into force of the UNCLOS in 1994 and the promulgation of the Korea 200-mile EEZ, have radically expanded the mission of the KMPA. In addition, there is, among other nations, no such large size maritime agency, equivalent to the KMPA, except in the cases of USA, Canada, and Japan. And what is more, critics outside the KMPA, including some other government agencies and stakeholders may propose to dismantle the KMPA. In this paper, the author highlights the internal and external issues facing KMPL, and he urges KMPA to change the organizational culture for maintaining its identity and characteristics by adopting the Total Quality Management. And he tries to assess the adoption of TQM on KMPA, by using the Feasibility Assessment Technique.

수소에너지 정부 정책 동향 및 R&D 역할

  • New and renewable energy has attracted a significant attention since the Paris Agreement in 2015. Especially hydrogen energy is important for reducing greenhouse gas produced during transportation. The new government suggested that the eco-friendly vehicles, hydrogen infrastructure and the development of new and renewable energy are the major growth engines in the future. Hydrogen energy is also concerned as the main part of our economy in the national affairs. In the policy of Mission Innovation Strategy and the third Eco-Friendly Vehicle Master Plan, government presents the status, future direction, technical road map and distribution road map of hydrogen energy. With this trend, investments in the research and development on hydrogen and fuel cells have expanded and will continue to expand for the implementation of the policy. The cost reduction, technical innovation and the increase in the localization rate are required for the new and renewable energy, including hydrogen energy, to become the future growth engine.

  • 오늘날 무인기는 기술 발전을 통해 육해상의 다양한 분야에서 이용되고 있다. 한국항공우주연구원(KARI)에서는 육상용 수직이착륙기로 개발된 틸트로터 무인기를 해상에서 운용할 수 있도록 임무영역 확장을 고려하고 있다. 틸트로터 무인기의 효과적인 해상운용을 위해서는 함상이착륙이 필요하지만 해상은 지상에 비해 염분, 연무, 바람등 기상영향을 많이 받는다. 또한 지상과는 달리 선박 운동으로 인한 착륙지점의 운동이 발생하며, 자동 함상착륙을 어렵게 만든다. 이러한 무인기 함상이착륙을 위하여 본 논문에서는 파고에 따른 선박 운동을 모델링 하고, 무인기 시뮬레이터를 통해 시험평가한 결과를 제시하고 있다.

Multi-constellation Local-area Differential GNSS for Unmanned Explorations in the Polar Regions

  • The mission tasks of polar exploration utilizing unmanned systems such as glacier monitoring, ecosystem research, and inland exploration have been expanded. To facilitate unmanned exploration mission tasks, precise and robust navigation systems are required. However, limitations on the utilization of satellite navigation system are present due to satellite orbital characteristics at the polar region located in a high latitude. The orbital inclination of global positioning system (GPS), which was developed to be utilized in mid-latitude sites, was designed at $55^{\circ}$. This means that as the user is located in higher latitudes, the satellite visibility and vertical precision become worse. In addition, the use of satellite-based wide-area augmentation system (SBAS) is also limited in higher latitude regions than the maximum latitude of signal reception by stationary satellites, which is $70^{\circ}$. This study proposes a local-area augmentation system that additionally utilizes Global Navigation Satellite System (GLONASS) considering satellite navigation system environment in Polar Regions. The orbital inclination of GLONASS is $64.8^{\circ}$, which is suitable in order to ensure satellite visibility in high-latitude regions. In contrast, GLONASS has different system operation elements such as configuration elements of navigation message and update cycle and has a statistically different signal error level around 4 m, which is larger than that of GPS. Thus, such system characteristics must be taken into consideration to ensure data integrity and monitor GLONASS signal fault. This study took GLONASS system characteristics and performance into consideration to improve previously developed fault detection algorithm in the local-area augmentation system based on GPS. In addition, real GNSS observation data were acquired from the receivers installed at the Antarctic King Sejong Station to analyze positioning accuracy and calculate test statistics of the fault monitors. Finally, this study analyzed the satellite visibility of GPS/GLONASS-based local-area augmentation system in Polar Regions and conducted performance evaluations through simulations.

모노파일 해상풍력발전의 이송과 설치를 위한 일정계획 및 비용분석 시뮬레이션 (Scheduling and Cost Estimation Simulation for Transportation and Installation of the Offshore Monopile Wind Turbines)

  • For reasons such as global warming, depletion of fossil fuels and the danger of nuclear energy the research and development of renewable energy is actively underway. Wind energy has advantages over another renewable energy in terms of location requirements, energy efficiency and reliability. Nowadays the research and development area is expanded to offshore because it can supply more wind reliability and free from noise pollution. In this study, the monopile offshore wind turbine transportation and installation (T&I) process are investigated. In addition, the schedule and cost for the process are estimated by discrete event simulation. For the simulation, simulation models for various means of T&I are developed. The optimum T&I execution plan with shortest duration and lowest cost can be found by using different mission start day and T&I means.

  • An airborne radar is an essential aviation electronic system of the helicopter to perform various missions in all-weather environments. This paper presents the conceptual design results of the multi-mode pulsed Doppler radar system testbed model for helicopter. Due to the inherent flight nature of the hovering vehicle which is flying in low-altitude and low speed, as well as rapid maneuvering, the moving clutters from the platform should be suppressed by using a special MTD (Moving Target Detector) processing. For the multi-mode radar system model design, the flight parameters of the moving helicopter platform were assumed: altitude of 3 Km, average cruising velocity of 150knots. The multi-mode operation capability was applied such as short-range, medium-range, and long-range depending on the mission of the vehicle. The nominal detection ranges is 30 Km for the testbed experimental model, but can be expanded up to 75 Km for the long range weather mode. The detection probability of each mode is also compared in terms of the signal-to noise ratio of each mode, and the designed radar system specifications ate provided as a design results.

외국의 건강증진기금 운영실태 고찰 및 시사점 (The Review of the Health Promotion Foundation and Implication for Korea)

  • Objectives: The study aimed at reviewing the organizational values, structures, and activities of the health promotion foundation model as a recently recommended by the World Health Organization, and exploring adequate suggestions to administer the funds in Korea. Methods: The study materials were collected from web-sites and visiting, the ThaiHealth, VicHealth, Healthway, and Health Promotion Switzerland were reviewed as the representative cases of health promotion foundation model. Results: According to the review, the health promotion foundation established based on relevant legal acts had the comprehensive and professional organizational structure with boards and committees as governing and supporting bodies. The foundations had clearly defined vision, mission, and purpose, and pursuit health promotion purpose, independent and professional decision making process, strategies and priorities to initiate broad health promotion activities, balanced funds distribution to various areas and sectors, and networking and collaborating with partners. Conclusions: Health promotion foundation is a recommendable model to lead more effective and efficient health promotion activities and to collaborate with other sectors or other countries. Expanded usages of health promotion fund into the diverse health promotion settings such as communities, work places and schools and health activities including sponsorships as well as health promotion programs need to be considered.

국제우주정거장 화재안전 연구개괄: 마이크로중력화염의 특성(점화/형상/전파/소멸특성) (Overview of Fire Safety onboard International Space Station(ISS): Characteristics of Flame Ignition, Shape, Spread, and Extinction in Microgravity)

  • Due to a significant leap in the science and technology, the manned space exploration that has started with suborbital flights is now being expanded into the deep space. The space superpowers such as the U.S. and Russia have been making an effort to further develop the manned space technology. Among such technologies, the fire safety technology in microgravity has recolonized as one of the most critical factors that must be considered for the manned space mission design since the realistic fire broke out onboard the Mir station in 1997. In the present study, the flame characteristics such as flame ignition, shape, spread, and extinction that are critical to understand the fire behavior under microgravity conditions are described and discussed. The absence of buoyancy in microgravity dominates the mass transport driven by diffusiophoretic and thermophorectic fluxes (that are negligible in normal gravity) and influences the overall flame characteristics-flame ignition, shape, spread, and extinction. In addition, the cabin environments of the pressurized module (PM) including the oxygen concentration, ambient pressure, and ventilation flow(which are always coupled with microgravity condition during the ISS operation) are found to be the most important aspects in characterizing the fire behavior in microgravity.

하이테크 소셜벤처의 사회적·경제적성과에 미치는 영향요인 (Factors Influencing the Social and Economic Performance of High-Tech Social Ventures)

  • 본 연구의 목적은 하이테크 소셜벤처의 사회적·경제적성과에 영향을 미치는 요인을 실증적으로 규명하여, 하이테크 소셜벤처와 관련 생태계 이해관계자에게 필요한 성공 요인과 통찰력을 제시하는 데 있다. 선행연구에 근거하여 핵심기술역량, 핵심비즈니스역량, 소셜미션지향의 세 가지 성과요인 차원을 구성하였고, 각 하위요인으로 기술혁신지향성, R&D역량, 비즈니스모델, 고객지향성, 소셜네트워크, 소셜미션추구를 도출하였다. 실증분석을 위해 국내 하이테크 소셜벤처를 대상으로 설문조사를 진행하였고, 회수된 243부의 유효한 자료는 PLS-구조 방정식 분석을 통해 가설의 유의성을 검정하였다. 분석 결과, R&D역량, 고객지향성, 소셜네트워크, 소셜미션추구는 모두 사회적·경제적 이중성과에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 기술혁신지향성은 사회적·경제적성과에 모두 유의한 영향을 미치지 못하는 것으로 나타났는데, 이는 표본기업들의 기술혁신지향성이 추상적인 조직문화적 특성으로만 내재되었기 때문에 발생한 것으로 추정한다. 비즈니스모델은 사회적성과에만 유의한 영향을 미쳤는데, 이는 사회적기업을 위해 개발된 측정도구의 한계로 추정되며, 원인 파악을 위한 추가 다집단분석 결과도 이와같은 추정의 근거를 뒷받침해 주었다. 본 연구는 사회적경제 생태계에 새롭게 등장하고 있는 하이테크 소셜벤처를 식별하고 선제적으로 실증 연구를 진행함으로써 관련 연구분야의 토대를 마련하였으며, 사회적기업 및 소셜벤처의 성과요인 연구와 실증적 연구모형을 확장시키는 계기가 되었다고 판단한다. 그러나 연구 방법이나 과정에 있어서, 사회적·경제적 이중성과의 균형을 위한 요인 도출이나 검증, 주관적 측정 방법, 표본의 대표성 등의 한계가 있었다. 향후 한계를 보완하고 개선된 연구모형을 설계하여, 더욱 심도 있는 후속 연구가 이어지기를 기대한다.

낙동강 유역의 연안 해저지하수 유출특성에 관한 연구 (The Characteristics of Submarine Groundwater Discharge in the Coastal Area of Nakdong River Basin)

  • 연안지역의 해저지하수 유출(SGD)은 하천과 함께 영양염류와 미량금속 등을 해양으로 유입시키는 주요 수송로 역할로써 중요성이 대두되고 있다. 이에 우리나라 육상의 연안지역인 낙동강 대권역 유역에 대해 1986년부터 2020년까지 35개년의 월별 SGD를 추정하고 계절적 변화와 시공간적 특성을 분석하였다. SGD 산출지점인 낙동강 연안유역은 SRTM(Shuttle Radar Topography Mission) DEM(Digital Elevation Model) 자료를 이용하여 210개의 유역을 추출하였으며, 우리나라에 적용가능한 가장 높은 해상도의 전지구 모델인 FLDAS(Famine Early Warning Systems Network Land Data Assimilation System) 10 km recharge를 통해 추정한 낙동강 연안유역의 연평균 SGD는 466.7 m2/yr 로 나타났다. 낙동강 연안유역 SGD는 시계열적으로 큰 변동성은 없었으나 여름에 집중되던 SGD유출이 가을철로 주요유출 시기가 확대되는 경향을 보였다. 또한 공간적으로는 큰 수계와 인접한 연안지역에서 계절에 관계없이 SGD 유출이 많고 1980년대 이후로 시간적 변화에 따라 다소 증가하고 있는 경향을 확인하였다. 이러한 결과는 낙동강 지역의 강수패턴의 시기가 확대되며, 기저유량이 많은 지역의 집수량이 높은 데에 따른 것으로 사료된다. 본 연구는 우리나라의 SGD 특성을 탐구하기 위한 모델링 기법을 제시한 선행적 연구이며 우리나라 해저지하수 유출이 해양에 미치는 영향과 연안관리를 위한 기초자료로 활용성이 기대된다.
