볼록 껍질 알고리즘을 이용한 등부표 위치패턴 최적화 기간 연구 (A Study on the Optimization Period of Light Buoy Location Patterns Using the Convex Hull Algorithm)

  • 등부표는 해상에 부유하는 구조물로, 해양 기상 등 외력에 의해 표류하여 위치가 고정되어 있지 않고 이동하므로 등부표의 유실 또는 위치 이탈을 감시하는 것이 필요하다. 이에 해양수산부는 등부표의 과거 위치 데이터를 기반으로 등부표별 위치패턴을 분석하여 등부표의 위치 이탈에 대한 경보를 제공하고자 한다. 하지만, 매 2년 주기로 실시되는 인양점검에 의해 등부표의 위치패턴이 변화하므로, 인양점검 후 새로운 위치패턴을 분석하여 위치를 감시하는 것이 필요하다. 본 연구에서는 볼록 껍질 알고리즘과 거리 기반 군집 알고리즘을 사용하여 다양한 기간 동안의 등부표 위치 데이터를 분석하였다. 또한, 등부표의 정확한 위치패턴 인식을 위한 최적의 데이터 수집 기간을 식별하였다. 연구 결과, 안정적인 위치패턴을 확립하는 최적의 데이터 수집기간은 9주이며, 위치 데이터의 약 89.8%를 설명할 수 있는 것으로 나타났다. 본 연구 결과는 위치패턴 기반 등부표 관리 기능을 향상하는 데 활용될 수 있으며, 효과적인 모니터링과 등부표 위치 이탈 여부의 조기 감지에 기여할 것으로 기대한다.

수협 재해 보험급여를 이용한 근해 트롤선 어선원의 안전 위험 요소 분석 (Hazard analysis for the fishermen's safety in offshore trawler using insurance proceeds payment of NFFC)

  • The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7‱ in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.

  • According to the Intergovernmental Panel on Climate Change (IPCC), ocean warming and acidification are accelerating as a result of the continuous increase in atmospheric $CO_2$. This may affect the function and structure of marine ecosystems. Recently, changes in marine environments/ecosystems have been observed (increase in SST, decrease in the pH of seawater, northward expansion of subtropical species, etc.) in Korean waters. However, we still don't understand well how climate change affects these changes and what can be expected in the future. In order to answer these questions with regard to Korean waters, the project named 'Assessment of the impact of climate change on marine ecosystems in the South Sea of Korea' has been supported for 5 years by the Ministry of Oceans and Fisheries and is scheduled to end in 2013. This project should provide valuable information on the current status of marine environments/ecosystems in the South Sea of Korea and help establish the methodology and observation/prediction systems to better understand and predict the impact of climate/marine environment changes on the structure and function of marine ecosystems. This special issue contains 5 research and a review articles that highlight the studies carried out during 2012-2013 through this project.

An Analysis of Future Ship Operation System under the e-navigation Environment

  • It is clearly understood that e-navigation is beneficial to prevent collision and grounding of ships. The purpose of this study is to define and present a future ship operation system under the e-navigation environment in order to provide clear direction for the design of Korean e-navigation system. The future ship operation system consists of shipboard navigational system, shore supporting system and maritime communication system. To achieve the objectives of this study, the ship operation system was discussed separately into SOLAS ships and non-SOLAS ships in this study. In SOLAS ships, mariners become a system manager, choosing system presets, interpreting system output, and monitoring vessel response. In small ships and fishing vessels, mariners may enjoy their navigation by using the automatic tracking of ship's position on the portable electronic chart display. The improved bridge design, integrated and harmonized navigational system and single window reporting will reduce significantly the administrative and physical workload of mariners. Mariners can concentrate their attention more on navigational duty under the e-navigation environment. To build an effective Korean e-navigation system, the essential navigational functions and e-navigation services for small ships and fishing vessels must be identified and developed taking into account user needs.

  • The Korean government has promoted rural development projects aimed at bridging the gap between cities and rural areas. However, prior research in assessing available rural projects was mainly focused on only part of the agricultural area, evaluation of project types and improvement measures, analysis of operating management policies, and measuring levels of importance by sub-project categories, and yet the study found a little study on residents' satisfaction of the project who is the direct and fundamental beneficiary. In particular, comparative studies on rural and fishing village residents were insufficient. Thus, the present study chose village residents from Chodo-ri where the Ministry of Oceans and Fisheries held the Customized Capacity Empowerment Project from the Gangwon Fishing Village Specialized Support Center and Songgye-ri where was the project area for rural revitalization project to navigate changes on both perception and satisfaction of the village residents before and after the education.

비디오 영상 기반의 해운대 해빈 변동특성 (Variation Characteristics of Haeundae Beach using Video Image)

  • In this study, we analyzed the real time video image obtained from the video monitoring system to grasp the shoreline, beach width, and area change of Haeundae beach. The video monitoring techniques enabled continuous monitoring for a long period at a much lower cost than general survey methods. It was possible to grasp quantitative beach variation characteristics of Haeundae beach through image acquisition, rectification, and image processing of video images. According to the monitoring results, the erosion rate of Haeundae beach in spring and summer was -19.8% in 2014 and -6.7% in 2015. The erosion rate in 2016 was -6.4%, which showed that the erosion rate in spring and summer continued to decrease. In particular, the influence of the erosion at the time of typhoon CHABA was revealed to be smaller than in the past. It can be concluded that these variations were due to beach width expansion by beach nourishment and the installation of submerged breakwaters.

A New Species of Farranula (Copepoda: Cyclopoida: Corycaeidae) from the West Central Pacific, with a Key to Species of the Genus

  • A new species of the genus Farranula Wilson, 1942 (Cyclopoida, Corycaeidae) is described based on both sexes collected off Chuuk Island in Micronesia (West Central Pacific). The new species F. dahlae differs from its close congener F. gibbula (Giesbrecht, 1891) in the following combination of characters in both sexes: body length is longer, length to width ratio of caudal rami is larger, basal element of maxilliped is distinctly longer, and terminal spine to distal segment ratio of P4 is smaller; while in females, lateral margins of fourth pedigerous somite are extended to mid-region of second urosomal somite, maximum width of the second urosomal somite is located at middle region in dorsal and lateral views, and length ratio of caudal seta III to seta V is much larger; and in males, sharply contracted portion of second somite is located at two-thirds distance from anterior margin. Some additional morphological details of F. gibbula are given and a key to species of the genus Farranula is provided.

사고선박 예인력 계산을 위한 바지선의 선체 저항 성능 추정법 연구 (A Study on the Hull Resistance Prediction Methods of Barge Ship for Towing Force Calculation of Disabled Ships)

  • 대부분의 사고선박 예인력 계산을 위한 선체저항 성능 추정은 매우 간단하고 오래된 방법을 사용하고 있는데, 특히 바지선의 경우는 미국 해군 예인 매뉴얼에서 사용하는 방법과 유사한 방법을 사용하고 있다. 본 논문에서는 미국 해군 예인 매뉴얼 방법과 국내 해양수산부 고시 방법을 검토한 결과, 이는 비합리적이고 부정확한 추정 방법임을 밝혔다. 나아가, 바지선에 적용할 수 있는 합리적이고도 정확한 저항 성능 추정 방법으로 새로운 Modified-Yamagata-Barge 방법을 도출하였다.

우리나라 비상사태시 소요물동량 및 선종별 소요선대 추정 연구 (A Study on the Estimation of Required Seaborne Trade Volume and Carrier Volume of Each Vessel Type in Case of Emergency)

  • The maritime industry is important for Korean international trade, as more than 99 percent of its imports and exports are moved by maritime transportation. However, if maritime transportation is stopped in the event of an emergency, such as war or natural disaster, there is a danger that imports and exports may cease abruptly. Coping with this risk is why the Ministry of Oceans and Fisheries, manages the 'National Necessary Shipping System.' This system requires that the government estimates the size of ships necessary in the case of an emergency, and the ships designated as National Necessary Vessels should transport goods in the case of actual emergencies. This study seeks to estimate the appropriate size of ships required in an emergency using the latest data and applying a quantitative methodology. This study provides useful reference materials for policy authorities. In particular, it is meaningful that this study estimates the required number of ships of each vessel type, reflecting the recent trend of large-scale ships and expanding global trade.

  • The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1‰ in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.
