A Study on the Establishment of Minimum Housing Standards for the Socially Underprivileged (사회적 약자를 위한 주거규모의 최소기준 설정에 관한 연구)

  • Providing an adequate housing to the socially underprivileged with a weak economic base is the most difficult task of housing policies. Korea established minimum housing standards and has used them for housing policies. However, the level of Korean minimum housing standards is far lower than that of foreign minimum housing standards. Thus, this study made a comparative analysis of Korean minimum housing standards with foreign housing standards in various aspects in order to guarantee housing quality of the socially underprivileged in Korea. In particular, the floor area and ratio of small lease homes are minutely examined to present the actual housing standard of the socially underprivileged. The level of Korean minimum housing standards suggested in this paper is very close to that of Japanese minimum housing standard, which is 37.95 $m^2$ for a 3 member family and just above Chombard de Lauw's pathological limit (36.03 $m^2$). As this research is specifically focused on the establishment of minimum floor area standards for the socially underprivileged, further research should be made in consideration of more specific requirements of various groups for the socially underprivileged.

Comparison of Residential Environment by Public Rental Housing Type: Focusing on Failing to Meet the Minimum Housing Standard (공공임대주택의 유형별 주거환경 비교 분석: 최저주거기준 미달을 중심으로)

  • This study examined the residential environment of public rental housing by type at a microscale, using ANOVA and multinominal logistic models, based on the minimum and specific housing standards. The key findings are as follows. First, it was confirmed that each type of public rental housing, as well as resident characteristics, varied in meeting the minimum and specific housing standards. Second, Happy House turned out to have the worst residential environments, as a high proportion of this type did not meet the minimum housing standard and the remaining specific standards, excluding facility standards. Third, among permanent rental, national rental, and purchase/jeonse rental housing types, permanent rental housing was poor by the minimum housing standards, and area and room standards, while purchase and jeonse rental housing types showed a high proportion of failure to meet structural, performance, and environmental standards. Fourth, it was confirmed that purchase/jeonse rentals had higher rental anxiety than other types of public rental housing. In particular, anxiety about rent increases and the loss of deposits was high. These findings suggest that public efforts are called for to improve the residential environment through tailored support, depending on the type of public rental housing.

The Policy Effect of Minimum Housing Standards: Differences-in-Differences Estimation (최저주거기준 설정의 정책 효과: 이중차분법 추정)

  • This paper analyses the policy effect of minimum housing standards, using the fact that Seoul set the minimum housing standards in 1998. Because the whole country except Seoul did not set the minimum housing standards in 1998, we could find this situation as a quasi-experiment. In order to identify the policy effect of minimum housing standards, I compare decreasing amounts in the number of households below the threshold between Seoul and comparison regions from 1995 to 2000, using Differences-in-Differences method. I draw estimate of one-to-one comparison, using Gyeonggi province as a comparison region, and OLS estimate, utilizing the whole nation except Seoul as a comparison region, respectively, and compare two estimates. The former and the latter suggest that the setting of Seoul minimum housing standard in 1998 account for decreasing the number of households under the minimum housing standard, by about 216,638 and 325,149, respectively. The latter is statistically significant at the 0.001 level and the former is in the 95% confidence level of the latter. Therefore we could conclude that the setting of minimum housing standards contributes significantly to achieve the policy objectives, a decrease in the number of households, which are below the threshold.

Research and Development of Achievement and Assessment Standards for School Mathematics Based on the 7th National Curriculum (수학과 성취기준과 평가기준 및 예시 평가도구 개발 연구 -국민공통교육기간을 중심으로-)

  • In this study, on the basis of the seventh national mathematics curriculum, the achievement standards were developed to specify the objectives and contents of teaching-learning and the assessment standards were also developed to differentiate students' levels of achievement at school mathematics. The achievement standards were developed on the following guidelines; 1) to present the minimum standards based on the national curriculum, 2) to develop the standards based on the order of curriculum, 3) to suggest the minimum but ultimate achievement target, 4) to comprise not only of the intellectual but also of psychological spheres such as knowledge, function, attitude, aptitude, etc., and 5) to suggest the standards comprehensively and concretely. The standards were developed on the basis of the middle areas of contents of the curriculum in order not to be too comprehensive, nor to be too detailed. Learning activities, on the other hand, were provided for the assistance of instructions with emphasis on creativity rather than on the routine instruction. The assessment standards were established based on the following principles; 1) to establish the assessment methods, contents, and situations which are to be used for assessment, 2) to establish the criteria of classifying the assessed into the upper, intermediate and lower levels, 3) to develop the assessment standards in a proportionate balance to achievement standards, 4) to establish the intermediate level as a standard, and 5) to establish the minimum level in the contents, concepts, values and attitudes of basic learning. This study also suggested the exemplary test items including short-answer and open-ended questions while putting emphasis on students' real performance to increase their ability in solving problems rather than in calculating. In addition to the test items, it introduced the grading system developed to grade the items with concrete guidelines and to report students' achievement on doing mathematics.

A Analysis on the Previous Research Trend of 'Minimum Housing Standard' ('최저주거기준'에 관한 국내 선행 연구경향 분석)

  • The appropriate area for human's most basic living space is an important factor. Therefore, the 'minimum housing standard' is a very important factor to ensure a minimum quality of living space for human life. In Korea, however, the importance of the 'minimum housing standard' has been neglected for about 20 years. Even in Korea, the 'minimum housing standard' has become an nominal existence. In other countries, studies have long been conducted on the minimum housing standards, but studies have shown that studies on the minimum housing standard are not actively occurring in Korea. The purpose of this study is to diagnose the current status of the 'minimum housing standard' in Korea and to explore the direction of future research. The study included a total of 29 researches commissioned by the Korea Academic Research Institute (KCI). To ensure the objectivity and reliability of the analysis, analyzed year of research, field of research, method of research, contents of research. Through this study, it is possible to grasp the tendency of previous studies on 'minimum housing standard' in Korea and it is meaningful to increase the usability of 'minimum housing standard' in residential planning. It is also expected that future research on 'minimum housing standards' will be able to present the direction of the field to be developed.

Review of ISO Standards on Human-System Interaction Published during 2008-2013

  • Objective: The aim of this study is to give ergonomists the brief summary of the recently published ISO standards on human-system interaction and tips for application of the standards. Background: Standard developers did hard work on developing a standard in a concise manner. But most of standards are often bulky in volume. Readers of the standards are difficult to catch key points from the voluminous contents of standards and intermingle among them. Method: Focused on newly developed display/control technology, this study reviewed the 14 ISO standards on human-system interaction published during 2008-2013 and summarized key points from them. Results: Schematic diagrams and tables concisely illustrated the processes, procedures, dimensions, or best practices recommended by the standards concerning conception, design, and usability testing for consumer products. Conclusion: The standards provided the minimum level of requirements on design and evaluation on the physical input devices, electronic displays, and control interfaces based on the current state of technology. But the minimum requirements specified in the standards nowadays become mandatory ergonomic requirements in global trade world. Application: Ergonomists can take a quick and broad view on international standardization activities on newly developed display/control technology from this summary study.

A Study on Areal & Dimensional Characteristics of 21C Apartment Typical Unit Plans in Seoul and its Metropolitan Vicinity (아파트 전형적 평면의 실 크기와 치수 특성에 관한 연구 - 21세기 강남권, 강북권, 수도권 아파트를 중심으로 -)

  • The purpose of this research is firstly to derive regular sizes of average dwellings in Korea and to examine minimum living standards in light of those regular dwellings in order to meet future housing requirements of low income households. Two plan types of unit floor area 60 $m^2$ and 85 $m^2$ have become prevalent and ubiquitous so as to reflect the basic requirements of ordinary living standards. Thus, dimensional characteristics of each space in those two plan types is thoroughly investigated in this research. The background of regular plans and their popularized process is first reviewed and the 120 cases of apartment units which were constructed between 2000 and 2007, are selected from those three regional groups and surveyed in detail. The area, depth, width and proportion of each space of unit plans are compared and analyzed in various aspects. As a result, proper space sizes and standards for low income households are reviewed and compared. The regional difference of space dimensions is not significant as expected but area and size characteristics of each space is very much regularized and obvious. And it is argued that those dimensional characteristics should convey the social and cultural values of Korean housing. The average dimensions of each spaces of surveyed apartment unit turns out to be much closer to guidable living standards rather than minimum living standards. Thus, it is very probable that the present guidable living standards could be upgraded to become the future minimum living standards soon.

Evaluation of Minimum Extensibility Standard Requirements for Steel Reinforcement (철근 최소 연신율 규격에 대한 평가)

  • Recently, many researches on high strength reinforcing steel have been conducted to construct optimum reinforced concrete structures. However, the studies have shown that high strength steel shows less elongation capacity than normal strength steel. Therefore, high strength reinforcing steel may not satisfy the minimum elongation requirement of current standards. Moreover, elongation measurements may be not standardized ones since each standard has its own requirements for minimum elongation and gage length. Therefore, the standards for reinforcing steel testing must be investigated to verify the validity of Korean Standard D 3504. This research aimed to compare the requirements for minimum elongation and gage length of the Korean, American, Japanese, European, and ISO Standards. Then, the study further investigated accuracy of the standards by tensile test of reinforcing steel. The study results showed that the Korean Standard has the strictest requirement. Based on the study results, the authors proposed modified minimum elongation requirements for general reinforcing steel and new requirements for seismic reinforcing steel.

A Intelligent Diagnostic Model that base on Case-Based Reasoning according to Korea - International Financial Reporting Standards (K-IFRS에 따른 사례기반추론에 기반한 지능형 기업 진단 모형)

  • The adoption of International Financial Reporting Standards (IFRS) is the one of important issues in the recent accounting research because the change from local GAAP (Generally Accepted Accounting Principles) to IFRS has a substantial effect on accounting information. Over 100 countries including Australia, China, Canada and the European Union member countries adopt IFRS (International Financial Reporting Standards) for financial reporting purposes, and several more including the United States and Japan are considering the adoption of IFRS (International Financial Reporting Standards). In Korea, 61 firms voluntarily adopted Korean International Financial Reporting Standard (K-IFRS) in 2009 and 2010 and all listed firms mandatorily adopted K-IFRS (Korea-International Financial Reporting Standards) in 2011. The adoption of IFRS is expected to increase financial statement comparability, improve corporate transparency, increase the quality of financial reporting, and hence, provide benefits to investors This study investigates whether recognized accounts receivable discounting (AR discounting) under Korean International Financial Reporting Standard (K-IFRS) is more value relevant than disclosed AR discounting under Korean Generally Accepted Accounting Principles (K-GAAP). Because more rigorous standards are applied to the derecognition of AR discounting under K-IFRS(Korea-International Financial Reporting Standards), most AR discounting is recognized as a short term debt instead of being disclosed as a contingent liability unless all risks and rewards are transferred. In this research, I try to figure out industrial responses to the changes in accounting rules for the treatment of accounts receivable toward more strict standards in the recognition of sales which occurs with the adoption of Korea International Financial Reporting Standard. This study examines whether accounting information is more value-relevant, especially information on accounts receivable discounting (hereinafter, AR discounting) is value-relevant under K-IFRS (Korea-International Financial Reporting Standards). First, note that AR discounting involves the transfer of financial assets. Under Korean Generally Accepted Accounting Principles (K-GAAP), when firms discount AR to banks before the AR maturity, firms conventionally remove AR from the balance-sheet and report losses from AR discounting and disclose and explain the transactions in the footnotes. Under K-IFRS (Korea-International Financial Reporting Standards), however, most firms keep AR and add a short-term debt as same as discounted AR. This process increases the firms' leverage ratio and raises the concern to the firms about investors' reactions to worsening capital structures. Investors may experience the change in perceived risk of the firm. In the study sample, the average of AR discounting is 75.3 billion won (maximum 3.6 trillion won and minimum 18 million won), which is, on average 7.0% of assets (maximum 38.6% and minimum 0.002%), 26.2% of firms' accounts receivable (maximum 92.5% and minimum 0.003%) and 13.5% of total liabilities (maximum 69.5% and minimum 0.004%). After the adoption of K-IFRS (Korea-International Financial Reporting Standards), total liabilities increase by 13%p on average (maximum 103%p and minimum 0.004%p) attributable to AR discounting. The leverage ratio (total liabilities/total assets) increases by an average 2.4%p (maximum 16%p and minimum 0.001%p) and debt-to-equity ratio increases by average 14.6%p (maximum 134%p and minimum 0.006%) attributable to the recognition of AR discounting as a short-term debt. The structure of debts and equities of the companies engaging in factoring transactions are likely to be affected in the changes of accounting rule. I suggest that the changes in accounting provisions subsequent to Korea International Financial Reporting Standard adoption caused significant influence on the structure of firm's asset and liabilities. Due to this changes, the treatment of account receivable discounting have become critical. This paper proposes an intelligent diagnostic system for estimating negative impact on stock value with self-organizing maps and case based reasoning. To validate the usefulness of this proposed model, real data was analyzed. In order to get the significance of this proposed model, several models were compared to the research model. I found out that this proposed model provides satisfactory results with compared models.

Analysis of Facility Standard for Elderly Welfare Facility by Universal Design Principle and Guideline: Focusing on Legal Regulations (유니버설 디자인의 원리와 지침에 의한 노인복지시설 기준 분석: 법률 규정을 중심으로)

  • The purpose of this study is to analyze the facility standards of the elderly welfare facilities applying the seven principles of the universal design. The facility standards of the elderly welfare facilities were limited to the provisions of the "Enforcement Regulation of the Elderly Welfare Act". There are few legal regulations applying the universal design in the construction of the elderly welfare facilities. The facility standards are set only with the minimum requirements such as securing the safety of the user, securing the space area, functional convenience, and risk prevention. However, the contents of the regulations are limited to the minimum standards for functional convenience and safety required for living. In conclusion, in the elderly welfare facilities, the notion of universal design, which considers not only the elderly, but also service providers, employees, and general visitors, should be considered.
