A Big Data Analysis of Public Interest in Defense Reform 2.0 and Suggestions for Policy Completion

  • This study conducted a big data analysis study through text mining and semantic network analysis to explore the perception of defense reform 2.0. The collected data were analyzed with the top 70 keywords as the appropriate range for network visualization. Through word frequency analysis, connection centrality analysis, and an N-gram analysis, we identified issues that received much attention such as troop reduction, shortening of military service period, dismantling of the border area unit, and returning wartime operational control. In particular, the results of clustering words through CONCOR analysis showed that there was a great interest in pursuing the technical group, concerns about military capacity reduction, and reorganization of manpower structure. The results of the analysis through text mining techniques are as follows. First, it was found that there was a lack of awareness about measures to reinforce the reduced troops while receiving much attention to the reduction of troops in Defense Reform 2.0. Second, it was found that it is necessary to actively communicate with the local community due to the deconstruction and movement of the border area units, such as the decrease of the population of the region and the collapse of the local commercial area. Third, it was judged that it is necessary to show substantial results through the promotion of barracks culture and the defense industry, which showed that there was less interest than military structure and defense operation from the people and the introduction of active policies. Through this study, we analyzed the public's interest in defense reform 2.0, which is a representative defense policy, and suggested a plan to draw support for national policy.

A Study on Service Quality Factors of Logistic Catalog Management System Affecting the Service Trust (군수목록관리시스템의 서비스 품질 요인이 서비스 신뢰에 미치는 영향에 관한 연구)

  • This study focused on service quality, service value, service satisfaction and service trust of system being used in DAPA(Defence Aquisition Program Adminstration) to manage logistic items. DAPA in operating a few systems to manage efficiently logistic items. This study focused on the catalog management system service quality. Because catalog management system has been the most requested service system of being used in DAPA by defense firms since DAPA was founded, it would be the most fitted system in this study. Through this study, we drew a direction in establishing service. This study also could be applied to business practice so defence industry firms would trust DAPA and DAPA could offer a better service quality. Quick and exact service offered by logistic catalog management system would lead delivery of military supplies and export. Consequently, the best quality service would contribute to profit increase for defence industry firms, independent defence and nation economy development.

The Development and Rehabilitation Services for Children with Disabilities The Effect of Parents' Service Satisfaction (장애 아동의 발달재활서비스가 부모의 이용만족도에 미치는 영향)

  • The purpose of this study is to identify the usability of parents of developmental rehabilitation services for disabled children. To that end, 120 disabled children and 120 parents were surveyed in 17 cities, including nine cities in Gangwon Province, welfare centers and private institutions in the military. Data analysis used SPSS Statistics 18 and the main findings are as follows. First, there was a significant difference in the type of supply and demand in the general characteristics of parents using the developmental rehabilitation service. Second, the service use characteristics of the developmental rehabilitation service showed a statistically significant difference in the service satisfaction of the private care institution, and third, the process and effect of the service provision of the developmental rehabilitation service were shown to be significant in the service satisfaction level. Fourth, the effect of choice on service satisfaction was significantly shown in the accessibility of developmental rehabilitation services. The significance of the research results is to confirm that the service provision and access to the services of developmental rehabilitation services increases the satisfaction level of disabled children's parents. Accordingly, the discussion and implications for improving the satisfaction level of the use of parents using the developmental rehabilitation service were presented.

Th e Effect of Sexuality Course on Sex - Role Stereotypes and Sexual Attitude in University Students (성 관련 강좌 이수 전후 대학생들의 성 고정관념과 성 태도의 변화)

  • Purpose : The purpose of this study was 1) to classify university student's attitudes toward sex, 2) to confirm the effects of sexuality course on sex-role stereotypes and sexual attitude in university student s. Method : The subjects in this study were 212 K university students in Kangwon Province between 3/7/2001 $\sim$ 6/13/2001. The instruments used for this study were the general characteristics, sexual attitude and sex-role stereotypes. The data was analyzed by frequency, percentage, mean, standard deviation, paired t-test, ANOVA, Pearson correlation coefficients, Factor analysis and Cronbach's $\alpha$ using the SPSS program. Result : 1. University students' attitude toward sex are divided into three types. Type I are called open mined : 16, 33, 28, 10, 18, 2, 30, 25, 26, 27, 22, 19, 29, 21, 9, 5 items. Type II are supporters of virginal purity : 8, 6, 31, 17, 14, 33 items. Type III express love through sexual intercourse : 20, 24, 7, 3, 15, 32 items. 2. There was a significant difference in the appearance and occupational characteristics of sex-role stereotypes before and after the sexuality course (t=2.562, p<.05). 3. In Type III, there was a significant difference in sexual attitude before and after the sexuality course (t=3.576, p<.0001). 4. The data showed the relationships between type III of sexual attitude and sex-role stereotypes (r=-.3 15, p<.0001). 5. Sex-role stereotypes according to the demographic characteristics before sexuality course were significantly different by age, gender, experience of military service, experience of sex edu cat ion an d experience of sexual intercourse. Sex-role stereotypes according to the demographic characteristics after sexuality course were significantly different by gender and experience of sexual intercourse. 6. Sexual attitude according to the demographic characteristics before sexuality course were significantly different by maj or (type I), age, grade, experience of military service and experience of sexual intercourse (type II), age, grade, gender, experience of military service, experience of sex education and experience of sexual intercourse. Sexual attitude according to the demographic characteristics after sexuality course were significantly different by religion and major(type I), age and grade(type II), age, grade, gender, religion and experience of sexual intercourse. Conclusion : This study showed that a sexuality course was effect ive in changing the sex-role stereotypes and sexual attitude of university students.

  • The purpose of this study is to investigate the impact of members' perception of unit change management efforts on their emotional-organizational commitment during the military restructuring. The mediating effect of change acceptance of the members in this relationship is also studied. Currently, the military is seeking to restructure its military construct in order to actively cope with the rapidly changing security situation and the decrease in military service resources. If an organization fails to effectively manage its changes when undergoing restructuring, it is difficult to expect the success of organizational change due to its members' resistance to change. Therefore, this study suggested the effect of members' perception of personnel fairness and transformational leadership on their emotional-organizational commitment and the mediating role of the members' change acceptance in the relationship between them as the hypotheses. Survey results show that personnel justice and transformational leadership has a positive impact on the emotional-organizational commitment of the members, and that the change acceptance of the members partially mediates the relationship between them. By presenting the mediating effect of change acceptance with theoretical implications, the theory has been expanded. In practice, the change management activities for the restructuring of the military structure have been identified, and the effort for enhancing the change acceptance of the members is required to success on the organizational restructuring.

Social Readjustment Experience of Military Widows as Single Mothers (순직군인 배우자의 여성한부모로서 사회 재적응 경험)

  • This study is to understand, in the view of resilience, the experience of military widows, whose husbands died while on active military duty and have lived as single mothers for a long time. This study using a qualitative research method based on Phenomenology, especially using Colaizzi's process of data analysis. 99 meaningful sentences, 26 themes, and 10 theme clusters has been categorized from the interview of 9 military widows, who has been participated a self-help group for them. The 10 theme clusters are 'denial and grief over the death of spouse', 'ambivalence over the duty of their husbands', 'acceptance of the helpless fate and arduous fight to live', 'sorrow in the social and historical context', 'responsibility and endeavoring of parenting', 'self-existential challenge', 'immanent belief system as a military widow'. 'effort to find self-identity in the outer systems', 'wish to reassure their existence', and 'to find the meaning of life after husband's dead'. These their self respect and feeling of honor have become their belief system in their life, which they have raised their children and take their responsibilities with their best effort. The self-help group has helped them to find their self-identity and has sustained emotionally healthy. This group has been also empowering them through their voices being heard to the outside society. They have made an effort which their existence is recognized by the country and the military system. The findings of this study can be used as a system to gather opinions and to provide information and program which may be accepted politically and then applicable and integrated social work service through the social support system and networking.

The Legal Status of Military Aircraft in the High Seas

  • The main subject of this article focused on the legal status of the military aircraft in the high seas. For this the legal status of the military aircraft, the freedom of overflight, the right of hot pursuit, the right of visit and Air Defense Identification Zone (ADIZ) were dealt. The 1944 Chicago Convention neither explicitly nor implicitly negated the customary norms affecting the legal status of military aircraft as initially codified within the 1919 Paris Convention. So the status of military aircraft was not redefined with the Chicago Convention and remains, as stated in the 1919 Paris Convention, as a norm of customary international law. The analyses on the legal status of the military aircraft in the high seas are found as follows; According to the Article 95 of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military aircraft in the high seas have also complete immunity from the jurisdiction of any State other than the flag State. According to the Article 111 (5) of the UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. We can conclude that the right of hot pursuit may be exercised by military aircraft. According to the Article 110 of the UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an unauthorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. As for Air Defence Identification Zone (ADIZ) it is established and declared unilaterally by the air force of a state for the national security. However, there are no articles dealing with it in the 1944 Chicago Convention and there are no international standards to recognize or prohibit the establishment of ADIZs. ADIZ is not interpreted as the expansion of territorial airspace.

End-to-End Telecom Billing (완전한 통신사용 정보체계)

  • This thesis defines an end-to-end billing process model. The processes in the model can be mapped to the TMN(Telecommunications Management Network) model which is based on an international telecommunications management standard. We have identified two interfaces in this billing process model. Part 1 of this thesis provides a protocol-independent design of the UAI(Usage Accounting interface) between the service provider and the network provider. Part 2 of this thesis provides information modeling of the UMI(Usage Metering Interface) between the network provider and the equipment provider. This interface is applied to the B-ICI(Broadband ISDN Inter-Carrier Interface) environment.
