A Microeconomic Analysis on Terrorism and Anti-terror Policies (테러와 테러정책에 대한 미시경제학적 분석)

  • This paper provides a simple microeconomic model of terrorist attcks and anti-terrorism policies. The terrorists can be characterised as rational actors, choosing between legal activities and terrorist activities to promote their political goals. Since their resources are limited, one can think of anti-terrorist policies by examining how such policies affect the objectives and constraints of terrorists. Deterrence policy seeks to reduce terrorist attacks by raising the cost of undertaking terrorist acts. Proactive policy aims at preventing attacks by destroying terrorists' resources (fund, personnel, leadership). This paper suggests another type of anti-terrorist policy which is to reduce the benefits of (or in other words, raising the opportunity costs of) terrorist acts. Such a policy is based on decentralisation in political decision-making and economic power.

A Study on the Stationary State of Military Pension using Markov Chains (마코프 체인을 이용한 군인연금 안정상태에 관한 연구)

  • The military pension deficit is increasing due to an increase in the average life expectancy and pension option rate, and a significant reason for this is estimated to be a continued increase in the number of military pension recipients. In terms of the soundness of military pension finances, this paper uses the Markov chain model to validate the stability of the military group, suggesting the direction of future military pension system in terms of the ratio of pension receipts to employees, and verifying the feasibility of the method applied through verification. Through this paper, we have confirmed that the initial 45,270 military personnel converge to 43,141 after a certain period of time and reach a stable state, which is expected to help us to estimate the long term size of military pension recipients to confirm the direction of national financial support. Military man who are eligible for pensions for more than 20 years have a relatively low rate of turnover or retirement compared to ordinary private groups, making it easier to define their status and simplify state transition probabilities. Therefore, it is expected that the sustainability of the military pension will be confirmed from a long term perspective by viewing the military group as a system and applying it to the Markov chain model by checking the probability of transfer of status such as promotion, maintaining the current grade, and retirement during the period.

Knowledge regarding Cervical Cancer, Human Papillomavirus (HPV) and Intention for Vaccination among the Personnel in Korean Military Service (병사들의 자궁경부암, 인유두종 바이러스(HPV)에 대한 지식 및 백신 접종 의향)

  • Purpose: The purpose of this study was to investigate knowledge of cervical cancer, HPV and intention for vaccination in Korean soldiers on active duty. Methods: Participants were 494 army men aged 18 to 26 serving in D area. Knowledge of cervical cancer was measured using the 8 item scale developed by Han et al. (2007) and knowledge of HPV was measured using the 13 item scale developed by Pitts et al. (2009). Collected data were analyzed with t-test, $x^2$-test, and ANOVA. Results: Mean scores for cervical cancer and HPV knowledge were $6.03{\pm}1.52$ and $8.15{\pm}1.75$ respectively and vaccination intention was 75.6%. HPV vaccination intention had significant differences depending on knowledge about cervical cancer (${\chi}^2=12.76$, p=.001), and HPV (${\chi}^2=9.00$, p=.003), education (${\chi}^2=12.24$, p=.002), sexual intercourse after first meeting (${\chi}^2=11.79$, p=.003), and sexual education in the military service (${\chi}^2=12.27$, p=.001). Conclusion: When planning education program for men in military service, it is necessary to consider include content to increase knowledge of cervical cancer and HPV.

Army mobilization system for the direction of research and development study period (군 동원제도의 시대적 고찰과 발전방안에 대한 연구)

  • Mobilization is defined as a use of national authority to effectively control, manage and utilize all personnel and material resources of a nation in a national emergency situation. Therefore, the complete posture of mobilization many deter war and secure victory as well as serve as a driving force for national economy during peacetime The future of military mobilization policies will need to be developed in relation to other government and administrative departments. Also mobilization of reserve forces can increase its swiftness and effectiveness by integrating the civilian, governmental and military departments. Additionally, the mobilization of military reserve forces policy after the unification in this Peninsula will need to be developed through active researches.

  • Korea Ministry of National Defense has directed the state-of-the-art technology Forces troops structures that can respond to security threats in all directions through the Defense Innovation 2.0, which aims to reorganize the personnel and organizations in response to population decline. An implement of effective analysis to maintain combat power is necessary due to possible restrictions on combat power, especially in division of mobilization where reserve manpower is operated frequently. In this study, the normal operations of the reserve officers were investigated, the direct effects of the combat forces of the reserve officers was analyzed using ARENA modeling, and the budget required to operate the innovation and indirect effects of employment of veterans were studied. The result of the simulation proved to be effective in demonstrating unit combat power when the reserve officer was in full-time operations and economic benefits were also significant in terms of efficiency of defense budget management.

  • The improvement of the reliability of weapon systems and the reduction of the total life-cycle cost based on the improving of the DT&E system for Company Organized weapon systems research and development are urgently required. The major advanced countries operate test and evaluation centers for military (U.S.), manage a large scale organization of IPT personnel (England) or conduct management of DT&E through a third party organization (France). Based on a survey of experts, an improvement of the DT&E policy in terms of reliability and objectiveness is needed, and management through a third party national defense agency and civilian agency such as the Surion development case is required. In addition, although it appears that efficiency improves when management of DT&E is performed by national defence agencies rather than civilian agencies, it is necessary to proceed by selecting a civilian agency based on competition in the case that it is difficult to select a national defence agency.

  • Korean informationization technology development speed is growing fastly and IT technology become world-class. Especially, by grafting IT technology to war commanding system, built an network center operational environment. However, conscription administration and the barracks informationization have inadequate points, to provide the people who have a duty of military service and parents with benefits and develop conscription administration and the barracks informationization base system conformed to IT age include using online system to guarantee military personnel's studying environment, writer proposed an improvement plan.

A P2P Based Tactical Information Sharing System for Mobile Nodes (P2P 기반의 모바일 노드간의 전술 정보 공유 시스템)

  • In NCW(Network Centric Warfare) environment, mobile nodes communicate through wireless link. But wireless link provides limited networking performance due to signal interferences or mobility of nodes. So it is quite challenge to acquire enough networking resources and use the resources efficiently. In this paper, we have proposed a P2P based tactical information sharing system which provides satisfactory visual information playout for mobile nodes(i.e., military personnel, vehicle,..) in NCW environment. Our proposed system consists of two components. One is caching-enabled switch which stores tactical information segments at its internal storage and then transports them to mobile nodes when require. Another is centralized scheduling algorithm which exploits networking resources more efficiently. To validate performance of proposed system, we performed series of experiments in wireless network testbed. Results show improved performance in terms of segment-missing ratio, networking resources usage, sharing time, and number of simultaneous playout mobile nodes with acceptable playout continuity(i.e., over 95%).

A Model of Military Helicopter Pilot Scheduling (군용 헬리콥터 조종사 스케줄링 모형)

  • In this paper, we introduce a pilot's scheduling model which is able to maintain and balance their capabilities for each relevant skill level in military helicopter squadron. Flight scheduler has to consider many factors related pilot's flight information and spends a lot of times and efforts for flight planning without scientific process depending on his/her own capability and experience. This model reflected overall characteristics that include pilot's progression by basis monthly and cumulative flight hours, operational recent flight data and quickly find out a pinpoint areas of concern with respect to their mission subjects etc. There also include essential several constraints, such as personnel qualifications, and Army helicopter training policy's constraints such as regulations and guidelines. We presented binary Integer Programming (IP) mathematical formulation for optimization and demonstrated its effectiveness by comparisons of real schedule versus model's solution to several cases experimental scenarios and greedy random simulation model. The model made the schedule in less than 30 minutes, including the data preprocessing process, and the results of the allocation were more equal than the actual one. This makes it possible to reduce the workload of the scheduler and effectively manages the pilot's skills. We expect to set up and improve better flight planning and combat readiness in Korea Army aviation.

A Study on Securing Mid-level Military Officer in ROKA Reserve (육군 예비역 중견간부 확보에 대한 연구)

  • Although the importance of reserve forces has been emphasized again since the outbreak of the Ukraine War, there is a serious shortage of so-called mid-level officers such as field officers, non-commissioned officers, sergeants, and sergeant s in the Army. This is because, according to related laws such as the Military Personnel Mannagement Act, mid-level executives who have served for more than 20 years can choose to retire. To solve this problem, we studied recent papers spanning 10 years from April to July 2023. As a result of the study, first, mid-level executives must serve in the reserve forces for at least 5 years after expiration of active duty service. Second, the reserve force promotion system must be reorganized to eliminate restrictions on number and rank. In addition, the significance and implications of the study and future directions were discussed.
