군 COOP전략 지침 수립을 위한 연구 (A study on the guidelines for the Military Continuity of Operations Plan)

  • 대규모 재난이 전 세계적으로 발생하여 막대한 사회·경제적 피해가 발생하고 있다. 군은 오래전부터 위기·재난관리를 위한 법령제정, 조직정비, 시스템 구축 등을 수행하였으나, 대규모 재난으로 군 핵심기능 중단 상황은 고려하지 않았다. 미군은 9.11 테러를 계기로 모든 위기상황에서 군의 핵심기능 지속을 목적으로 하는 기능연속성전략을 발전시켰으며, 중단없는 안보기능을 보장하여 국가연속성에 이바지하고 있다. 우리 군은 위기 및 재난관리시스템을 구축하였으나, 재난과 위기상황을 관리하고 통제하는데 중점을 두고 있다. 군의 관리능력을 벗어난 대규모 위기상황에서도 군 핵심기능 보장을 위한 제도가 필요하다. 본 연구에서는 ISO22301 국제표준, 미국 정부 및 군, 일본 정부COOP 지침을 비교·검토하였다. 그리고 ISO22301을 기준으로 미군 연속성 지침을 참고하여 군사분야 COOP전략지침안(案)을 개발하였다. 본 연구에서 개발한 지침은 미(美) 육·해·공군 지침의 장점을 취합하여 군사적 특성을 기존 표준에 적용·발전시킨 국내 최초 COOP계획 관련 지침이다. 기존 위기 / 재난관리매뉴얼과 정책으로 대응이 제한되는 위기상황에서 군 핵심기능 유지를 위한 제도도입 및 계획수립의 참고자료로 활용될 수 있을 것으로 기대한다.

근거이론을 적용한 군 조직의 보안수준 변화요인 연구 (A Study on the Change of Security Level of Military Organizations Applying Grounded Theory)

  • 군 조직의 보안수준 변화요인을 확인하기 위해 시작된 본 연구는 현역 간부들이 군의 보안수준 향상을 바라며 국방일보에 투고한 기고문으로부터 수집된 데이터를 근거이론(Grounded Theory)이라는 질적연구 방법에 의해 분석 후 조직구성원들이 내부자 보안위협에 대해 어떻게 대응하는지에 관한 인과적 관계를 도출하였다. 분석 결과, 인과적 조건은 '내부자의 보안위협', 맥락적 조건은 '군 조직의 특수성', 중심현상은 '군인으로서 가치관의 충돌', 중재적 조건은 '보안의식', 전략은 '보안위협에 대응', 결과는 '보안수준 변화'로 나타났다. 핵심범주는 '내부자 보안위협에 대한 가치관의 충돌 정도'로 제시할 수 있으며, 두 가지의 가설이 도출되었다. 첫째, 군 조직의 구성원은 안보를 중시하는 성향이 강할수록 보안위협에 대한 가치관의 충돌을 강하게 느끼며 이에 강경하게 대응하여 조직의 보안수준을 발전시키는데 일조하고 있었다. 둘째, 동료를 중시하는 성향이 강할수록 보안위협에 대한 가치관의 충돌 정도가 약하며 이에 미온적으로 대응하여 조직의 보안수준을 퇴보시키고 있었다. 최종적으로 조직의 보안수준 향상을 위해서는 조직구성원들의 확고한 안보의식 확립을 위한 방안과 더불어 이를 뒷받침할 수 있는 제도적 발전이 필요함을 나타낸다.

Development and strengthening of the nuclear and radiation safety infrastructure for nuclear power program of Bangladesh

  • Bangladesh, as a newcomer country, is expecting to start her nuclear power journey by 2022. Due to evident reasons, newcomer nuclear countries face several key challenges concerning the development of national nuclear safety infrastructure. The paper investigates the status of the 7 key safety infrastructure issues out of the 19 and readiness of the supportive organizations, laboratories, and workforces following the International Atomic energy Agency's status evaluation guide at milestone 3 and foreign countries' practice. Much progress has been achieved at phase 3 regarding the establishments of a few Acts, a regulator, and an operator. However, comprehensive regulatory frameworks, skilled workforces, establishments of a few supportive organizations, and laboratories for managing environmental radioactivity, radiological accidents, and radioactive wastes are yet to ready. Several suggestions are made for establishing and expediting radiation monitoring laboratories, a radiological emergency management center, a radioactive waste management company, and technical support organizations for the safety infrastructure. To avoid perceived risks, policymakers and competent authorities need to emphasize creating an optimized safety infrastructure before commissioning and operating the 1st nuclear power plant safely, securely, and cost-sustainably.

Myanmar Traditional View on Civil Society

  • A widely shared view identifies civil society with the set of nonprofit or nongovernmental organizations. This tradition reflects a long history of social theory viewed in institutional terms. Myanmar society has developed, mainly based on Buddhist culture and tradition. Buddhist practice necessitates public validation within an economy of merit in which moral action earns future rewards. Myanmar private voluntary associations have, since ancient times, played a vital role in achieving social purposes. Buddhist monasteries were the main education institutions in Myanmar. Until today, monastic schools, or monastic education centers as they are often called, have been the most important civil-society institutions bridging the accessibility gap in the state-run education system in government-controlled areas. Apart from social or community based that serve for public health in Myanmar there has been a number of religious organizations serving for the same. Moreover there appeared an association to very differently help those who need much urgent help. Since military coup in 1962, however, successive regimes have sought to stamp out civil society and permit only state-controlled organizations. Civil society re-emerged during the nation-wide pro-democracy demonstrations in 1988. After 1988 civil societies are allowed as like a political party to form. Now a day some civil societies have worked to start small-scale projects addressing local problems, but they must stay clear of politics.

  • The study of leadership has been an important and central part of various organizations. The purpose of this study is to provide an overview of the literature on organizational leadership, with an emphasis on recent trends and developments likely to dominate the field through the turn of the century. Leadership has been studied in different ways, depending on the researcher's conception of leadership and methodological preferences. Most of the studies divide naturally into distinct lines of research and can be classified according to whether the primacy focus is on leader traits, behavior, influence, or situational factors. Charismatic and transformational, and self leadership, a subject that became popular in recent years, can be viewed as a hybrid approach that involves elements from each of the other approaches. Finally, it discussed implication of the present study and the research required in the future.

대규모 조직에서의 패스워드 관리에 관한 권고 고찰 (A Study On Enterprise Password Management Recommendations)

  • Passwords are used in many ways to protect data, systems, and networks. Passwords are also used to protect files and other stored information. In addition, passwords are often used in less visible ways for authentication. In this article, We provides recommendations for password management, which is the process of defining, implementing, and maintaining password policies throughout an enterprise. Effective password management reduces the risk of compromise of password-based authentication systems. Organizations need to protect the confidentiality, integrity, and availability of passwords so that all authorized users - and no unauthorized users - can use passwords successfully as needed. Integrity and availability should be ensured by typical data security controls, such as using access control lists to prevent attackers from overwriting passwords and having secured backups of password files. Ensuring the confidentiality of passwords is considerably more challenging and involves a number of security controls along with decisions involving the characteristics of the passwords themselves.

  • As the size and complexity of software increases, it is important to ensure the quality of software through testing. Many organizations refer to international standards or test process models to improve the quality of software through establishing a systematic test process. However, these standards and process models provide general processes that do not reflect the characteristics of the domain or the organization's test policies and strategies. To establish a test process that reflects the characteristics of the organization, test policies and strategies based on the organization's quality objectives and the organizational and domain characteristics should be reflected. This study proposes specific methods for eliciting activities and information to establish organizational software test policies and strategies that are essential to establishing a test process that reflects the characteristics of the organization and the system.

간호장교 리더십 유형과 지식이전의 관계 - 직무특성의 조절효과를 중심으로 - (A Study on the Relationship between Nursing Officer's Leadership Style and Knowledge Transfer - Focused on Moderating Effect of Job Characteristics -)

  • Purpose : This study attempted to find out the relationship between leadership style, knowledge transfer in nursing officers' job, considering the task characteristics. Methods : The data were collected from the military hospital during November 1st to November 17th, 2008 using a structured questionnaire and analyzed with the statistical method of frequency, correlation, and regression analysis, in SPSS 12.0 program package. Results/Conclusion : The results of empirical analysis shows that the levels of job tension and job focused task domain affect the job characteristics of the nursing officers' organization. The job characteristics have a moderating effect on the relationship between leadership style and knowledge transfer. The research is very useful in finding out the job characteristics which well depict military nursing organizations. This research suggests that a desirable leadership styles affect the knowledge transfer in the job characteristics type.

The Effect of Intrinsic Motivation on Individuals' Performance and the Mediating Role of Job Stress in the Republic of Korea Army

  • This study examines the relationship between intrinsic motivation and individuals' performance in the Republic of Korea armed forces and explores whether job stress mediates the relationship between intrinsic motivation and individuals' performance. The research questions are: (1) Does intrinsic motivation influence individual performance in military organizations? (2) Does job stress impact individual performance? and (3) Does job stress mediate the relationship between intrinsic motivation and individual performance? The study utilizes data collected from a 350 soldiers survey in the Special Forces Brigade and Special Assault Commando Regiment of the Republic of Korea's Army. We use structural equation modeling (SEM) to explore the mediation role among intrinsic motivation, job stress, and individuals' performance. Research findings suggest that intrinsic motivation negatively impacts job stress. We also find that job stress has a positive effect on firearm skills. Moreover, the study reveals that the relationship between intrinsic motivation and firearm skills is partially mediated by job stress.

치과병원 근무 치과위생사의 직급체계와 직무유형 조사 (Survey on Grade System and Job Types of Dental Hygienists in Dental Hospital)

  • Purpose: This study is to provide basic data for establishing successful organization management strategies of organizations by understanding rank systems and duty types of dental hygienists who work in dental hospitals. Methodology/Approach: The study conducted a survey and an interview survey two times targeting the entire dental hospitals. The first survey secured the response results of 113 hospitals in the result that conducted the survey targeting 190 dental hospitals in the whole country except 24 ones including dental college hospitals, dental hospitals affiliated with medical colleges or general hospitals, military dental hospitals, and dental hospitals for the disabled among the 214 ones which were registered in the Health Insurance Review & Assessment Service as of December 2015. The second survey conducted the interview survey targeting persons in charge of personnel management by selecting 34 dental hospitals with rank systems of 4 rank systems and above. Finding: The dental hospital has found that dental hygienists-centered human resources were composed. The number of ranks has found that 1 to 6 levels are shown and level 3 is highest. Titles of staff levels have found that 32 places are highest in order of 'employees
