The Effect of Military Leader's Behavioral Integrity on the Subordinate's Change-Oriented OCB : Focusing on the Moderating Effect of LMX (군 조직 리더의 언행일치가 구성원의 변화지향적 조직시민행동에 미치는 영향 : LMX의 조절효과를 중심으로)

  • This study aims to examine the effect of leader' behavioral integrity on subordinate's change-oriented OCB via their team commitment along with the moderating effect of LMX. For this, 395 soldiers from military organizations where external factors were relatively well controlled besides their personal characteristics were selected and surveyed using hierarchical regression methods. First, the results showed that leader' behavioral integrity was positively related to subordinate's change-oriented OCB. Second, the positive relationship between leader' behavioral integrity and subordinate's change-oriented OCB was mediated by team commitment. Third, the aforementioned mediated relationship was moderated by LMX. Although this study targeted members of military organizations with more restrictions on behavior than private organizations, such as corporations, it could be meaningful in that it confirmed that the leader's behavioral integrity lead to subordinate's voluntary behavior of change-oriented OCB, which should be followed by efforts to make it more general by comparing a variety of public and business organizations.

  • DEA method has been widely applied on civilian and defense side for efficiency analysis of organizations and programs(project). For many years Defense Industry, military hospital and military construction parts have been analyzed by using DEA method. In this paper we review and propose a method of warship evaluation through DEA method. The evaluation method proposed above can provide plenty of proper information for ROC decision, AOA and source selection on weapon acquisition.

  • The sowing campaign is taking place with great difficulty as a result of active military actions in the eastern and southern parts of the country, specializing in the cultivation of grain crops. Seaports are blocked, which creates new threats to global food security. The generalization of analytical data is aimed at characterizing the food security of Ukraine before and during military actions, followed by the designation of possible consequences, including on global food security. The generalizations made prove the need to consolidate the efforts of Ukraine, as one of the world's largest food producers, and international organizations in order to avoid the greatest catastrophe of mankind in its modern history, which will be caused by famine.

  • Currently, the nation's military is facing a real threat due to a reduction in military service resources and shorter service periods. Based on the military view that puts security first, the military tried to draw its impact and implications on the future army by reflecting the general objective content that the Ministry of National Defense and other government agencies and international agencies share. In other words, this study looks at the direction of the perception of mainstream perspectives (realism, liberalism) on international order, and presents the direction and framework for establishing future security strategies for the Korean Peninsula on the basis of military relevance that reflects the essential characteristics of military organizations contributing to national security on the theory and prospects of international order.

  • To preserve competitiveness in rapidly changing world military market and to adapt themselves to newly-developed warfare, many developed counties have been readjusting their military organizations and technical procedures. In a private sector, business reengineering and other innovative efforts were made to respond to this change, using structural approaches. In the military sector, the United States is the one leading this move. She has been trying to reorganize her military structure to hold her hegemony in world politics for the coming 21st century. The purpose of this paper, is, (1) to analyze the information technology on the military revolution, (2) to deduce what to be changed, and (3) to infer how to change. The comparison between Korea and U.S. in terms of the real military situation was made to analyze these three research questions. The study was based on the structural contingency theory, one of the environmental analysis models, being introduced to explore the Revolution in Military Affairs(RMA) case in United States and Korea. The conclusion may be summarized as follows; First, information-based society which is characterized by the development of information technology and environmental, complexity and weakness in security affairs will affect the military factors such as the issue of holding information superiority, changing warfare in proportion to the military-scientific development and weakness in military security. This trend will be more deep-rooted and multiple in its influence on the military affairs.

  • Breaking away from the blind faith of internal military security network, current military security demands strengthening measure on the H/W, controlling measure against information communications within the military, strengthening measure on the linkage point of the military and universal internal networks, legal supplementation, sucurity management ofn the military facilities from outsourcing services supporting the military. By analyzing the danger of military organizations hacking and real hacking cases, policy establishment for strengthening the security on military network hacking, legal supplementation and controlling measure for the outsourcing services are the pragmatic counter measures against military security hacking considering the peculiarities of military rather than the application of physical containment linked with information communications technology on the H/W safety measures.

  • Bring this analysis down to people-centered development perspective and looking through democratization in the Philippines, Thailand and Indonesia, we find similarities and differences among them related with the intensity of conflicts between development and human rights in the process of democratization in line with global transformation. Civil society in the Philippines criticized the developmental path in the Philippines which failed to implement land reform and eradication of poverty under the transition from 'patrimonial oligarchy' to democracy. In Thailand the coalition of military and the royalists had consolidated its power since Sarit military regime, which later paved the way 'hybrid oligarchy' era. Most Thai civil society organizations has regarded their developmental experience rather as 'maldevelopment' which disregarded economic and social rights. It has been especially believed by Thai localists that the stimulation of local markets and the building of autonomic community society will form the alternative economy without going against the conservative banner of nation, religion and king. Thaksin as a populist successfully took advantage of Thai localist ethos in favour of taking the seat of power. He projected himself as a modernizer focused on economic growth and cleaner politics. However Thaksin's procedural legitimacy was overthrown by counterattacking from military-royalist alliance, pretexting that Thaksin caused internal conflicts and lacked morality. Soeharto's New Order regime which can be called 'administrative oligarchy' had an antipathy towards notions of economic and social rights as well as civil and political rights. In spite of the fact that the fall of Soeharto opened the political space for democratic civil society organizations which had long struggled with development aggression and human rights abuses, there have been continuously a strong political and military reaction against human rights activists, NGOs and ethnic minorities such as Aceh and Papua. Nevertheless, Indonesian democracy is more promising than Philippine's and Thai democracy in terms of comparatively less pre-modern legacies.

  • In today's military, significant efforts are being made to achieve organizational effectiveness by adapting to the changing characteristics of its members. Currently, South Korea's military organizations, including division-level and below, are primarily composed of the MZ generation, which places great importance on personal satisfaction and values. They believe it is unfair if others do not acknowledge their preferences and opinions. Therefore, there is a need for the military to improve various command methods and organizational culture in line with the characteristics of these organizational members. This study analyzed the characteristics and key elements of mission command in the German military, a militarily advanced country. By examining the case of the German military, we should consider and adopt the adoption of a 'mission command' system that suits the reality of the South Korean military organization, with a focus on the MZ generation, which constitutes the core of our military organization.

Suggestion for Proper Quality Assurance Type Classification Criteria of Military Supplies (군수품의 적정 품질보증형태 분류를 위한 제언)

  • Currently, the Defense Agency for Technology and Quality (DTaQ), which is responsible for the quality assurance of military supplies, divides munitions into four categories, in order to conduct its governmental quality assurance activities, including product examination, process review and system audit. However, these 4 categories may differ depending on the related organizations' (e.g. Defense Acquisition Program Administration, munitions manufacturing) military requirements. Therefore, in this study, appropriate classification criteria for munitions are suggested for the sake of the efficient procurement, production and quality assurance of military supplies. We investigated the item classification system of the Public Procurement Service, which is a similar organization to the DTaQ. We also compared the appropriate classification criteria with those of related organizations and identified the current status of munitions classification data according to the current standard. In addition, application samples are presented using the proposed quality assurance classification criteria. Finally, the classification criteria of military supplies proposed in this paper will contribute to improving the efficiency of government quality assurance activities.

The Evaluation of the Information Service and Community Factors in Korean Public Websites (공공 웹사이트의 정보서비스 및 커뮤니티 요소 평가 -한국 관공서, 군, 경찰 홈페이지를 중심으로-)

  • This paper proposes that we need a simpler method for developing the Website strategy for public institutions. The research objectives are threefold: (1) A model that relates to the monitoring of Website strategy in the public sector is proposed. The model includes basic dimensions and a $2{\times}3$ matrix that is a simplified version of the Mohammed et dl.s Marketspace Matrix. (2) The model is tested empirically with a sample of 56 Websites selected from govemment agencies, military organizations and police stations in Korea. (3) The effect of dimension/factors on the innovation level is tested. A special attention is paid to online attracting that is important for public institutions which usually do not use offline advertising aggressively. Results from regression analyses show that main dimensions (Marketing Drivers and relationship Stages) and three factors (Basic Information, Support Information, and Participation) in the matrix are all significantly influential on the innovation level, but the Attracting is not. Colorful designs and attracting features of a homepage have not necessarily anything to do with innovation. This message can offer a good piece of advice for managers of Websites.
