The purpose of this study was to identify the gap between need-level and demonstration-level in nursing managerial competencies. In addition, the study proposes solutions to narrow this gap. The results of this study are as follows : 1) The mean score for need-level of each item was 4.0, and for demonstration-level, 3.5. This indicates that military hospital head nurses demonstrate a higher level of managerial competencies than the moderate level on all items. But items which were related to resource/ cost/ information managament, staff development management and professionalism management got relatively low ratings in the need-level. 2) The mean score for need-level of each category was 4.14, and for demonstration-level, 3.53. Categories on the individual dimension got a higher rating than categories on the group or organization dimension in both need-level and demonstration level. 3) The gap between need-level and demonstration-level appeared in all items(p<.05) and categories(p<.001). Although the gap was relatively low, it indicates that it is essential to plan a developmemt program for all nursing management competencies for military hospital head nurses. 4) There were significant differences in the gap between need-level and demonstration-level according to specific characteristics of the subjects. The gap did not appear in many categories on the individual dimension where the number of nursing staff was more than 10, a major grade, ICU head nurse or for head nurses having a long career. 5) Need-level and demonstration-level showed a difference according to specific characteristics of the subjects, because need-level and demonstration-level were higher where the number of nursing staff was more than 10, a major grade, and for ICU or Medical ward head nurses. The categories which showed need-level difference and demonstration-level differences according to specific characteristics of the subjects existed almostly completely in the group and organization dimension. Gap-level differences according to the number of hospital bed existed in only two categories. 6) The general causes of the gap were indicated to be 'Knowledge/ skill/ experience deficit', 'Limitation of rules and systems/ Inappropriate organizational environment' for most items, categories, and dimensions. The results of this study indicate that extensive competency developing strategies must be developed, because a gap was found in all items and categories. Specially, there is a need to concentrate attention on competencies in the group and organizational dimension which had a wider gap level. And it is important to take an individual approach according to the cause for each gap. In order to produce effective competency developing strategies, top managers must have sinsights into the importance of nursing staff development and nursing officer's efforts to develop themselves must be achieved. Further multi-dimensional(education, personnel-policy, nursing/ organizational environment) solutions to the gap must be developed and utilized.
This research is on the relationship among organizational communication and organizational citizenship behavior focused on the moderating effect of transformational leadership. The objective of this research is to conduct positive verification of organizational communication impacting on organizational citizenship behavior. Also, to perform positive verification on moderating effect of transformational leadership. The variables are downward communication, upward communication, unofficial communication, organizational citizenship behavior including participatory actions, altruistic behavior, mindful behaviors, and transformational leadership. It was verified on survey of 232 peoples. The verification and analysis results will be provided to impact of organizational communication on organizational citizenship behavior, the downward communication impacts all elements of citizens' behaviors, and upward communication impacts of participatory actions. On the other hand, the unofficial communication did not impact at all. Moreover the results of moderating effect of transformational leadership. The transformational leadership act as moderator in downward, upward communications. but did not act as a moderator on the unofficial communication. The research suggests to use transformational leaderships to commanders and leaderships at military organizations to put efforts on active communication in order to manage unit more effectively and efficiently and to make members of organization to voluntarily. It is assessed that this paper will serve as a reference to whoever in military reform group or organization working for military developments working for creating elite forces.

Environmental tests are used to verify an equipment that can withstand the rigors of harsh environments. In general, military products have lots of experiences with extreme environment compared to commercial products. Therefore, the military products used in mountains require a tailoring process about temperature drop for the environmental test. The International Organization for Standardization publishes that the coefficient of temperature drop is $-6.5^{\circ}C/1000m$ from all around the world. However, there is no the criteria in the South Korea. In this paper, we calculate the coefficient of temperature drop. Also, an equation used as a tailoring process for a low temperature test of the products has been suggested.
Currently if we are to make a thought to depend on our fast developing information technology, a future war is necessarily to be made a situation of a cyber information warfare. The basic stance of the Republic of Korea Ministry of Foreign Affairs was 'quiet diplomacy'. However, there had been demands for specific plans for practical protection of Dokdo. In 2011, Prime Minister Kim Hwang Sik mentioned that they are reviewing measures of stationing marines on Dokdo, while on August 10th, 2012, former president Lee Myung Bak visited Dokdo. The visit itself was meaningful as he was the first supreme commander to visit Dokdo. This paper studies on the necessity of naval power on Dokdo to maintain its effective control. The effective control must be done by a national organization in a peaceful and unimpaired method. If so, can stationing naval power, whether directly or indirectly, on Dokdo be considered a violation of 'peaceful' method? A 'peaceful' effective of control meas the right of sovereignty over a territory without other country's protest. In such terms, protecting a territory falls under practicing the right of sovereignty, and therefore does not violate 'peaceful'. In addition, looking at international cases such as Ligitan/Sipadan Case and Pedra Blanca Case, evidences such as 'navy activity', 'flyng ensign', and 'military communication facility installation' was used. In ter case of Yemen-Eritrea dispute over Hanish, methods on effective control over island and sea was also ruled by the installation of military posts and military surveillance activities. Thus, stationing naval power on Dokdo can be a way of maintaining effective control per international law. To station naval poer on Dokdo, Presidential Instruction 24 integrated Defense Guideline Enforcement Ordinance, which is domestic law, must be revised. Reason being, the Enforcement Ordinance states that the navy area of responsibility excluded Ullundo, where Dokdo is under jurisdiction of Ullungdim thus excluding navy control. In addition, considering the diplomatic situation, it is more fut to install navy radar site on Dokdo rather than 'stationing marines'. In other words, enforcing surveillance in the vicinity of Dokdo and installing radar site instead of stationing direct combatants is one way of practicing effective control without stimulating diplomatic disputes.

The Korean military is aware that EA(Enterprise Architecture) is an important tool for transforming national defense and building Korean NCW, being developing the Ministry of National Defense Enterprise Architecture(MND-EA). However, unlike the importance of MND-EA, they are building MND-EA without the explicit EA governance system Many researchers have emphasized that it is difficult to develop the useful EA without EA governance. In this study, we present the EA governance framework for implementing the effective MND-EA. Through the investigation of the state of EA development and EA governance of home and abroad public institutions, we recognize the importance of EA governance, identifying the EA governance components. We set up the basic governance model consisted of principle, organization and process, designing the MND-EA governance framework by mapping the model to governance scope and target. The proposed governance framework provides direction for explicit and formal MND-EA governance system.
Korean military is propelling the M&S on new warfare concept, such as NCW(Network Centric Warfare) which is the aspect of future war. IPv6 is the essential element of next generation defense network which is supporting the future battlefield. There have been many studies on allocating the IPv6 address for next generation defense network. However, they assigned the address by level on the basis of the military organization or assigned it from the service network, so it had the defect, the big size routing table. This study reviews the topology of next generation defense network and adjusts the position of service network ID on the basis of the network topology. Finally, it improved the efficiency of route aggregation and minimized the routing table size in comparison with the previous studies and it was proved by OPNET simulator.

This study focused on finding out how transformational leadership, emotional leadership, and servant leadership in military organizations affected organizational effectiveness (commission satisfaction, immersion, and organizational citizen behavior) by special forces, standing forces, GTO, independent units on the coast, and educational institutions and training units. Therefore, in order to achieve this research objective, we intend to utilize two studies, the literature and the empirical studies, in this paper. Through the literature study, we also set up a critical consideration of the major leadership theory so far, understand the soldiers of the new generation, set up the background and characteristics of the new leadership theory, transformative leadership and emotional leadership, and set up and study the hypothesis for the organizational effectiveness in the main contents (concepts, components, measurement data) and variables. Empirical research is aimed at empirically analyzing the impact of transformative leadership, emotional leadership, and servant leadership on sub-type and organizational effectiveness, and whether sub-type controls leadership type and organizational effectiveness. organizational effectiveness.

Recent aggressive threats by North Korea using small drones have heavily impacted on ROK(Republic of Korea) society and it seems to be agreed that counter-drone systems are required to protect our properties. ROK government has been investigating current counter-drone systems for national important facilities. However, there is no consensus standard to evaluate the systems. This paper is to propose a counter-drone system evaluation framework which is the outcome through RMA(Revolution in Military Affairs) thinking process. The RMA thinking process is currently well-implemented in ROK army to develop future military strategy. The proposed framework has 4 categories - threat analysis of North Korea small drones, convergence of detection, tracking and neutralizing systems, integrated operations and available experts and organization - which have corresponding criteria.

Electronic educational environments in the conditions of quarantine restrictions of COVID-19 have become a common phenomenon for the organization of distance educational activities. Under the conditions of Russian aggression, Ukrainian proof of their use is unique. The purpose of the article is to analyze the role of electronic educational environments in the process of training applicants for higher education in Ukraine in the realities of a large-scale war. General scientific methods (analysis, synthesis, deduction, and induction) and special pedagogical prognostic methods, modeling, and SWOT analysis methods were used. In the results, the general properties of the Internet educational platforms common in Ukraine, the peculiarities of using the Moodle and Prometheus platforms, and an approximate model of the electronic learning environment were discussed. The reasons for the popularity of Moodle among Ukrainian universities are analyzed, but vulnerable elements related to security are emphasized. It was also determined that the high cost of Prometheus software and less functionality made this learning environment less relevant. The conclusions state that the military actions drew the attention of universities in Ukraine to the formation of their own educational platforms. This is especially relevant for technical and military institutions of higher education.
