Social media is being increasingly utilized in disaster relief work to identify safety issues, locate displaced-victims, and seek or provide support for those who need help. The presence of social media in disaster management has changed significantly in recent years, as it was not prevalent in the 2008 Wenchuan earthquake, but had become a powerful force in the 2013 Ya'an earthquake. This paper discusses the development of social media in disaster management via making a comparison between how it functioned in the two earthquakes. It examines the following aspects: who are the stakeholders that use social media in the earthquake management; how do they adopt this means in response to the earthquakes; and what are the outcomes of adopting social media with regards to public engagement and collaboration in an emergency event. As Sina Weibo acts as the equivalent of China's Twitter, the methodology relies on an analysis of posts in Weibo. The outcomes primarily show that: (1) authorities, celebrities and the public actively adopted social media for the purpose of information dissemination and resource mobilization; and (2) social media users are both content consumers and content generators in the times of earthquakes. The study concludes that social media as a backchannel communication tool is helpful for government institutions, corporations, and nonprofit organizations to build relationships with their stakeholders in the disaster management cycle. The result will interest academics and emergency management practitioners who are concerned with improving disaster communication.

In recent years, several studies have proposed making use of the Twitter micro-blogging service to track various trends in online media and discussion. In this study, we specifically examine the use of Twitter to track discussions of food safety in the Korean language. Given the irregularity of keyword use in most tweets, we focus on optimistic machine-learning and feature set selection to classify collected tweets. We build the classifier model using Naive Bayes & Naive Bayes Multinomial, Support Vector Machine, and Decision Tree Algorithms, all of which show good performance. To select an optimum feature set, we construct a basic feature set as a standard for performance comparison, so that further test feature sets can be evaluated. Experiments show that precision and F-measure performance are best when using a Naive Bayes Multinomial classifier model with a test feature set defined by extracting Substantive, Predicate, Modifier, and Interjection parts of speech.
본 연구에서는 소셜 네트워크 서비스의 대표적인 도구인 트위터를 활용한 토의 수업의 교육전략을 제안하고, 이를 적용한 실험을 실시하였다. 초등학생들의 일부가 패널토의에 참여하고 나머지는 방청객이 되어 트위터를 사용하여 토의에 참여하였다. 기술수용모형을 적용하여 효과성을 분석하고 설문조사로 만족도 및 협력학습의 효과성을 검증하였다. 실험 결과 용이성이 유용성에 영향을 미치며, 유용성이 태도에, 태도가 사용의도에 긍정적인 영향을 미치는 것으로 나타났다. 또한 트위터를 사용한 토의학습에 대한 만족도 및 협력학습의 효과면에도 매우 긍정적인 반응을 보였고, 회귀분석 결과 협력에 대한 인식이 유용성에 영향을 미치는 것으로 나타났다. 따라서 본 연구에서 제안한 트위터를 활용한 토의학습 전략이 효과적이었음을 알 수 있다.
월드와이드 웹, 특히 web 2.0의 출현과 함께 뉴스 기사들의 양이 엄청나게 증가하면서 독자들이 그들의 요건에 맞춰 뉴스기사를 선택하는데 어려움이 있다. 이러한 문제를 해결하기 위해서 여러 클러스터링 메커니즘이 뉴스기사들을 분별하도록 제안되었다. 하지만, 이러한 기법들은 완전히 기계 지향적 기법들이고, 클러스터링의 멤버쉽을 결정하는 과정에 사용자의 참여가 제외되어 있다. 본 논문에서는 뉴스 기사 클러스터링 처리과정에서 참여문제를 해결하기 위해서, 객체들을 클러스터링하는 뉴스 기사와 트위터에 포스트하려는 사용자의 결정을 조합하므로써 뉴스 기사를 클러스터링하는 프레임워크를 제안한다. 우리는 이를 위해 트위터 해쉬-태그를 이용할 수 있도록 했다. 더욱이, 트윗된 글에 대한 리트윗 빈번도에 기반하여 사용자의 신용도를 계산하므로써, 클러스터링 멤버쉽 함수의 정확도를 개선시키려 한다. 제안된 방법에 대한 성능을 보이기 위해, 2013년도에 파키스탄에서 있었던 선거동안에 발생한 메시지를 이용했다. 우리의 결과를 통해 사용자의 결과를 이용하므로써, 일반 클러스터링보다 더 나은 결과물이 달성될 수 있음을 보였다.
