This study has been intended to design an optimum meteorological information system appropriate for Korea as a part of 5 year development plan. The 5 year plan was that to set up new direction in order to modernize meteorological data acquisition, processing and information distribution. The detailed research has been led to presentation of optimum meteorological information system of Korea eventually, selecting the computerization of communication as the primary object of modernization. In the study, research concerning effective equipment configuration, data communications internal as wall as external, and the related implementations has been carried out with the approach of system component consideration under system application design. As tile results of the study, integrated network of meterorological data communication was presented including earth quakes, radar, aerologic, marine weather observations and so on.
Representative meteorological data of the rural water district, which is the spatial unit of the study, was produced using the grid-based national standard RCP scenario rainfall data provided by the Korea Meteorological Administration. The retrospective reproducibility of the climate model scenario data was analyzed, and the change in climate characteristics in the water district unit for the future period was presented. Finally the data characteristics and differences of each meteorological element according to various spatial resolution conversion and post-processing methods were examined. As a main result, overall, the distribution of average precipitation and R95p of the grid data, has reasonable reproducibility compared to the ASOS observation, but the maximum daily rainfall tends to be distributed low nationwide. The number of rainfall days tends to be higher than the station-based observation, and this is because the grid data is generally calculated using the area average concept of representative rainfall data for each grid. In addition, in the case of coastal regions, there is a problem that administrative districts of islands and rural water districts do not match. and In the case of water districts that include mountainous areas, such as Jeju, there was a large difference in the results depending on whether or not high rainfall in the mountainous areas was reflected. The results of this study are expected to be used as foundation for selecting data processing methods when constructing future meteorological data for rural water districts for future agricutural water management plans and climate change vulnerability assessments.
농촌진흥청 농업기상재해 조기경보시스템은 기상청으로부터 제공되는 기상정보를 활용하여 농장 단위로 상세 추정하고, 추정된 상세 기상정보를 바탕으로 작물의 생육 추정 및 생육이 진행됨에 따라 발생할 수 있는 기상 재해를 예측하여 사용자에게 미리 전달한다. 이들 예측 정보를 검증하기 위한 무인기상관측망을 연구 지역 내에 구축하였으며, 관측망으로부터 수집되는 기상 실황 자료의 실시간 웹 표출 시스템을 구축하였다. 기상관측장비로부터 수집되는 기상요소로는 기온, 습도, 일사량, 강우량, 토양수분, 일조시간, 풍속, 풍향 등이며, 1분단위로 수집 및 10분 간격으로 서버로 전송된다. 자료 표출 시스템은 기상관측장비로 부터 수집되는 1분 단위의 기상자료를 DB로 구축하는 1단계, 수집된 기상자료를 10분, 1시간, 1일 단위로 통계 분석하는 2단계, 수집 및 분석한 기상자료를 웹으로 표출하는 3단계로 구성된다. DB에 수집된 기상자료는 웹 페이지를 통해, 전체 지점 또는 1개 지점의 1분단위, 10분단위, 1시간 단위, 1일 단위로 조회할 수 있으며, CSV 포맷으로 다운로드 할 수 있다. 자료 표출 시스템 접속 URL은 http://aws.agmet.kr 이다.
The purpose of this study is to develop snow and sea ice detection algorithm in Communication, Ocean and Meteorological Satellite (COMS) meteorological data processing system. Since COMS has only five channels, it is not affordable to use microwave or shortwave infrared data which are effective and generally used for snow detection. In order to estimate snow and sea ice coverage, combinations between available channel data(mostly visible and 3.7 ${\mu}m$) are applied to the algorithm based on threshold method. As a result, the COMS snow and sea ice detection algorithm shows reliable performance compared to MODIS products with channel limitation. Specifically, there is partial underestimation over the complicated vegetation area and overestimation over the area of high level clouds such as cirrus. Some corrections are performed by using water vapor and infrared channels to remove cloud contamination and by applying NDVI to detect more snow pixels for the underestimated area.
In this study, we propose Radial basis function Neural Network(RBFNN) using Recursive Weighted Least Square Estimation(RWLSE) to effectively deal with big data class meteorological radar data. In the condition part of the RBFNN, Fuzzy C-Means(FCM) clustering is used to obtain fitness values taking into account characteristics of input data, and connection weights are defined as linear polynomial function in the conclusion part. The coefficients of the polynomial function are estimated by using RWLSE in order to cope with big data. As recursive learning technique, RWLSE which is based on WLSE is carried out to efficiently process big data. This study is experimented with both widely used some Machine Learning (ML) dataset and big data obtained from meteorological radar to evaluate the performance of the proposed classifier. The meteorological radar data as big data consists of precipitation echo and non-precipitation echo, and the proposed classifier is used to efficiently classify these echoes.
The purpose of this study is to build and evaluate a high-resolution (50 m) KMAPP (Korea Meteorological Administration Post Processing) reflecting building data. KMAPP uses LDAPS (Local Data Assimilation and Prediction System) data to detail ground wind speed through surface roughness and elevation corrections. During the detailing process, we improved the vegetation roughness data to reflect the impact of city buildings. AWS (Automatic Weather Station) data from a total of 48 locations in the metropolitan area including Seoul in 2019 were used as the observation data used for verification. Sensitivity analysis was conducted by dividing the experiment according to the method of improving the vegetation roughness length. KMAPP has been shown to improve the tendency of LDAPS to over simulate surface wind speeds. Compared to LDAPS, Root Mean Square Error (RMSE) is improved by approximately 23% and Mean Bias Error (MBE) by about 47%. However, there is an error in the roughness length around the Han River or the coastline. Accordingly, the surface roughness length was improved in KMAPP and the building information was reflected. In the sensitivity experiment of improved KMAPP, RMSE was further improved to 6% and MBE to 3%. This study shows that high-resolution KMAPP reflecting building information can improve wind speed accuracy in urban areas.

KARI is developing Image Data Acquisition and Control System (IDACS) for pre-processing meteorological and ocean data acquired on geostationary orbit. This paper describes the functions and architecture of IDACS and gives its operation policy including backup operation to overcome limitation of single-configured antenna system. The COMS IDACS provides the capability to receive the raw sensor data and disseminate processed MI data to users via a satellite. From the processed image data, users can produce a set of meteorological and ocean products for a wide range of applications. Most of IDACS subsystems are being developed by Korean technologies and experience acquired from previous projects. In case of COMS geometric correction software module, as it is closely dependent on the characteristics of imagers and spacecraft bus system, it is being co-developed with overseas prime contractor who develops spacecraft bus system.
The positioning accuracy of the Global Positioning System (GPS) has been improved considerably during the past two decades. The main error sources such as ionospheric refraction, orbital uncertainty, antenna phase center variation, signal multipath, and tropospheric delay have been reduced substantially, if not eliminated. In this study, the GPS data collected by the GPS receivers that were established as continuously operating reference stations by International GNSS Service (IGS), Ministry of the Interior (MOl), Central Weather Bureau (CWB), and Industrial Technology Research Institute (ITRI) Of Taiwan are utilized to investigate the impact of atmospheric water vapor on GPS positioning determination. The surface meteorological measurements that were concurrently acquired by instruments co-located with the GPS receivers include temperature, pressure and humidity data. To obtain the influence of the GPS height on the proposed impact study. A hydrodynamic ocean tide model (GOTOO.2 model) and solid earth tide were used to improve the GPS height. The surface meteorological data (pressure, temperature and humidity) were introduced to the data processing with 24 troposphere parameters. The results from the studies associated with different GPS height were compared for the cases with and without a priori knowledge of surface meteorological measurements. The finding based on the measurements in 2003 is that the surface meteorological measurements have an impact on the GPS height. The associated daily maximum of the differences is 1.07 cm for the KDNM station. The impact is reduced due to smoothing when the average of the GPS height for the whole year is considered.
High-resolution wind resources maps (maps, here after) with spatial and temporal resolutions of 100 m and 3-hours, respectively, over South Korea have been produced and evaluated for the period from July 2016 to June 2017 using Korea Meteorological Administration (KMA) Post Processing (KMAPP). Evaluation of the 10 m- and 80 m-level wind speed in the new maps (KMAPP-Wind) and the 1.5 km-resolution KMA NWP model, Local Data Assimilation and Prediction System (LDAPS), shows that the new high-resolution maps improves of the LDAPS winds in estimating the 10m wind speed as the new data reduces the mean bias (MBE) and root-mean-square error (RMSE) by 33.3% and 14.3%, respectively. In particular, the result of evaluation of the wind at 80 m which is directly related with power turbine shows that the new maps has significantly smaller error compared to the LDAPS wind. Analyses of the new maps for the seasonal average, maximum wind speed, and the prevailing wind direction shows that the wind resources over South Korea are most abundant during winter, and that the prevailing wind direction is strongly affected by synoptic weather systems except over mountainous regions. Wind speed generally increases with altitude and the proximity to the coast. In conclusion, the evaluation results show that the new maps provides significantly more accurate wind speeds than the lower resolution NWP model output, especially over complex terrains, coastal areas, and the Jeju island where wind-energy resources are most abundant.
The objective of this study was to assess the meteorological capability of Korea by comparing with that of the U.S. and Japan as of 2010. The research was conducted based on various indices and surveys, and quantified the results using the Gordon's scoring model. The index assessment used 11 items derived from 9 segments - surface observation, advanced observation and observations quality in the observation field; data assimilation, numerical model and infrastructure in the data processing field; forecast accuracy in the forecast field; climate prediction and climate change in the climate field - in this research, we classified the meteorological technology into four fields. In the survey assessment, another 10 items in addition to the above 11 ones (total 21 items) were used. In the field of climate, Korea was found to lag far behind the U.S. (96.5p) and Japan (90.5p) with 77.6 points out of 100, which is 18.9 and 12.9 points lower than them respectively. On the other hand, Korea showed the narrowest gap with Japan (95.3p) and the U.S. (94.2) in the forecasting field, recording 90.3 points. Particularly, in surface observation, infrastructure and forecast accuracy segment, Korea was on a par with the U.S. and Japan, boasting 100.5 percent compared to their counterparts. However, in advanced observation, data quality and climate change segment, Korea was only at the level of 81.5 percent compared to that of the U.S. and Japan. All in all, the technological prowess of Korea, scoring 84.6 points, stood at 89.7 percent of that of the U.S. (94.3p) and 91.9 percent of Japan (92.1p).
