The purpose of this research is to introduce the best practice of the Japanese national dementia strategy and explore implications to the Korean national dementia strategy. Interview was conducted among professions those who is in charge of Kumamoto dementia care practice in Kumamoto province, upon review of related literature and public documents. The Kumamoto model is implemented by the department of neuropsychiatry in public university hospitals, which can offer dementia-specialized medical services. Medical centers for dementia in public university hospitals play a leading role for managing practice and training local dementia centers specialist, coordinating medical services among medical institutions and community welfare facilities. In reference to the Kumamoto model, the Korean national dementia strategy can find implications in the direction of current system, specifically its approaches toward policy governance.
Objectives: The purpose of this study is to comprehensively compare the trends of health administration and health policy in the field of health care using the semantic network analysis in the inaugural address of the Ministry of Health and Welfare of each regime in Korea. Methods: This study used a language network analysis method that uses Korean Key Words In Context (KrKwic) program and NetMiner program in sequence. The analysis was conducted by Minister Hwa-joong Kim during the Moo-hyun Roh government, Minister Jae-hee Jeon during the Myung-bak Lee government, Minister Young Jin of Geun-hye Park government and Government Jae-in Moon's inaugural address of Neung-Hoo Park Minister, respectively. Results: The key words differentiated by each regime are that the Moo-hyun Roh Government's Minister Hwa-joong Kim had high connection centrality values in the words 'balanced development', 'comprehensive' and 'reform'. Minister Jae-Hee Jeon of Myung-bak Lee Government had high connection centrality values in the words 'poverty' and 'return'. In the case of Minister Young Jin of Geun-hye Park Government had high connection centrality values in the words 'demand', 'Customized' and 'Life cycle'. In the case of Minister Neung-Hoo Park of Jae In Moon Government had high connection centrality values in the words 'Welfare state', 'Embracing' and 'Soundness'. Conclusions: If the role of health administration in the health care field and the health care policies are constantly changed according to the policies of each regime, it is inconsistent and it is difficult to approach from the long term perspective for public health promotion. In the future, health policy should be developed and implemented with a long-term perspective and consistency based on the consensus and participation of the people with less influence on the change and direction of each government's policies.

This study focused on social connection apps and support among various measures to prevent 'killing and abandonment of infants', which has recently become a social issue. The research method attempted to show the necessity of a social-linked app by analyzing the contents of 12 cases with peculiarities in the infant murder process in the judgment after 2021. Infanticide mothers were found to be economically and socially vulnerable, and they killed infants to continue their lives. Focusing on the mind of human respect rather than the judicial meaning of punishing crime, the development of social connection apps and support services that allow both mothers and infants to be healthy and socially protected were proposed. The first is a great transformation of economic support and awareness for pregnancy, childbirth, and parenting. Second, it is necessary to develop a confidentiality counseling and information app that can comprehensively support medical directions and social welfare in consideration of the health status of the fetus and women and the socio-economic situation. Third, it is proposed to promote the use of the Internet such as joint childcare facilities of social communities, child protection institutions, and adoption systems. The government should investigate the reasons for not being able to register birth, the root causes of killing and abandonment of infants, and come up with practical plans and policies for them.

In this study, some methods for the organization of space in the welfare center for the disabled are suggested corresponding to the change of welfare paradigm for the disabled, by means of investigating and analyzing the existing organization of space, division of the areas and relevant programs. The results of the study are as follows. 1) The method of the spatial organization in the welfare center for the disabled is divided largely into an area of the welfare complex center used as a facility of uses and an area of the controlling center that manages and makes use of domiciliary welfare. 2) The division of counselling and management is the center for the aforementioned two areas. This division occupying the minimum space in the welfare center has to be expanded. Besides, the space for the volunteers for 'domiciliary welfare' is necessary. This can be administered synthetically along with the room for volunteers in the division of social rehabilitation. 3) It is necessary for the division of medical rehabilitation to have a common waiting area due to its close connection with other treatment rooms. It should be recommended to have it in the water treatment room. It is required to have a parents' waiting area in the treatment room for child rehabilitation. 4) In case of the division of educational rehabilitation, the daytime care center should be closely related to the division of medical rehabilitation. Meanwhile, the classrooms after school have a limited use so that they can be shared with the room for female rehabilitation in the division of social rehabilitation. 5) It is in reality for the division of social rehabilitation to have an expanded area of domiciliary welfare. The room for volunteers for domiciliary welfare should be arranged, too.
Considering the characteristics of the Korean family which maintain a close connection with their patients from the moment of their falling sick to hospitalization to discharge, the family is the most important environmental factor of the social supporting system, and is the important object of the client as well as activity system. The medical social work intends to meet the practical needs of aged chronic patients, providing them and their family with a professional human service. The end of this study is to find out the hardships of both the aged chronic patients and their family as well as their needs for the social welfare service, and to search out the way of comprehensive social work service. The summary of the analysis of the survey is as follows: 1. The needs of aged chronic patients are divided into those of the solution of the problems of falling ill, social welfare program and discharge. Those needs arc affected by the various factors of the types of hospitals, the patients' age, the kinds of insurance, and the supporting systems, etc. Accordingly, the assessment of the needs of the patients are asked to be done comprehensively in accordance with the kinds of diseases and social environments. 2. The importance of the family to the aged chronic patients is evident. The family plays a decisive role in the patients' hospitalization and discharge, the family being an important supporting system and making it necessary to take an approach to client system. The family has difficulty in getting connection of community resources, in adapting to social life after the patient's discharge, and in paying the treatment. The family suffers the secondary hardships more than the burden of the treatment expenses. 3. For this reason various interventions are needed to reduce the stress caused by supporting and nursing patients. Thus the social welfare service for the aged chronic patients and their family needs the following prepositions: 1. It is the characteristics of the aged chronic patients that they need continuous care and that the strengths of the patients and their family cannot be too much emphasized, and that comprehensive assessment based on the connection 'with the community and the mutual interchange 'with the environment, is much emphasized. 2. The family of the aged chronic patient is a resources system as well as a client one. 3. Another characteristic of the aged chronic patients is that with the resources connection in mind, it needs an active intervention of social workers in the community. With these prepositions considered, the development of practical social work service for the aged chronic patients is thought urgently needed.
The percentage of senior citizens is increasing in Korea and it is expected to become an "aging society". Problems with the elderly are becoming a big concern, such as physical and mental illness, losing their jobs and having difficulties at home. But, the silver generation, as they are being known, has changed a lot these days. With the aid of medical developments, the elderly's lifespan has become longer, making them more independent and active. Senior Welfare Center's are places where the elderly can spend their golden years in comfort, meaningfully. Senior Welfare Center's these days provide many different programs, which naturally lead to an increase in elderly users. With the rise in welfare centers and users, research on the subject also grew. As this topic has only recently become an issue, there were not many spatial structure studies considering elderly movement. Therefore, there should be spatial structure research that considers older users space awareness and how it can be managed effectively. The goal of this study is to present basic resources for providing a comfortable senior welfare center for elders. This will be based on quantitative analysis derived from spatial structure research along with special construction characteristics based on the institution's general plan. As a research method, Senior Welfare Center's will be categorized into corridor type, hall type, and hybrid types which then be reproduced into a j-graph. Based on this, special structure characteristics and connection links will be comprehended. Then the connection link will be analyzed based on the space syntax result calculated from each type's integration, connectivity, control value, and intelligibility. The analysis result shows that Senior Welfare Center j-graph's average arrangement is hybrid>corridor>hall types. Those elders lacking awareness need easily perceivable spatial structure's and hall type's would be the best choice to increase their awareness as it has high articulation. However, hall type's would be difficult to construct with the size increase, so hybrid type would be the next logical solution. Space with relatively high articulation will need to be planned in hybrid type's where rest areas can be created within the halls in the Welfare Center in connection to its corridors.

Article 10 of the Constitution All citizens have dignity and values as humans and have the right to pursue happiness. There is a need for support measures such as a means to realize the respect of dignity and values as humans, and how to efficiently maintain policies on welfare for the elderly classified as the socially disadvantaged. It was considered necessary to develop an elderly-friendly city for economic, physical, and social life. Dasan Jeong Yak-yong's respect for adults was to practice the ideology of Confucianism, so this was the most important thing in the past Joseon Dynasty. In particular, it was considered important to think of adults first in practicing filial piety.This study focuses on the long-term care insurance system for the elderly, one of the welfare policy measures for the elderly. The significance of implementing the long-term care insurance system for the elderly is to benefit not only the elderly, but also all generations, including the middle-aged and children who were in charge of long-term care. To this end, the government should properly manage the factors of the social insurance financial crisis caused by the low birth rate and aging population.In addition, concerns about health insurance are high, so it is necessary to secure an appropriate level of government budget for health insurance financial management and minimize unnecessary non-benefit. In addition, it is necessary to induce appropriate medical use through connection with construction medical insurance.

This is the study on the current status and system of the elderly medical and welfare facilities with the subjects in Busan. I investigated the problems related to those by analysing the current status and implementing a survey and then suggested a new facility system as a salvation. At present, the elderly medical and welfare facilities can not receive variety of inmates and also they are operated separatedly so the elderly is not able to receive special treatment and nursing at the same time in one facility. Some nursing facilities can give special treatment by connecting specific hospital when it is necessary, but the connection is not activated than our expectancy at the present. On the base of these problems, this study suggested 'one-stop service system' that can afford to give nursing and special treatment in a place ranging wider areas as the solution. The five types of facility system by integrating the results of survey are as followings. 1) Free special nursing facility + The geriatric hospital. 2) The profit special nursing facility + The geriatric hospital. 3) The geriatric hospital + The hospital rooms with silver town residence type. 4) The actual expense special nursing facility + The geriatric hospital + The hospital rooms with silver town residence type. 5) The geriatric hospital + The residential welfare service. It seems that the preparation for the elderly is urgent when considering the facilities related to those are not special any more because every one is supposed to use them some day. The kinds and the degree of elderly's diseases will be more duplicated and significant afterwards. Therefore it is expected that more various and specialized facilities are to be required.
This study was attempted to grasp the push-pull factors of urban to rural migrants in relation to services and infrastructure of rural welfare and culture. Online and offline survey were conducted for urban residents who were willing to return to the rural area and those who were already returning to the rural area. In the fields of health care, social welfare, and education, it was found that the satisfaction level of urban-to-rural migrants was relatively higher than those of latent urban-to-rural migrants. In the field of culture, leisure and sports, the level of satisfaction and concern were similar, so it was found that the expectations for the field were relatively high before returning rural area. As for the agreement degree to expand support, the demand for emergency medical facilities and dementia care program was the highest, and the demand for health care was found to be relatively high. The results of the survey on the top priority items indicate that latent urban-to-rural migrants require support of facility and space item and expansion of program item, and urban-to-rural migrants have high demand for expansion of program item in all field except healthcare field. The results of this study are expected to provide useful information for establishing the direction of the rural area development project in connection with the revitalization of policy of people return to rural area.
Korea is expected to become an 'aged society' with more than 14 percent of the public aged 65 years or more by 2018. The rapid aging is giving rise to various problems within the society along with falling birthrate in a short period of time. In this context, the role and function of laws on welfare for the aged must be particularly emphasized. Also the Senior Citizens Welfare Act is of great importance as it provides social welfare service on the basis of functional connection with social insurance and public assistance. First, this paper looks into the history of laws related to welfare for the elderly such as the Senior Welfare Act, the Act on Long-term Care Insurance for Senior Citizens and the Basic Old Age Pension Act as well as the findings of earlier studies. In the second place, it will break down such laws by main components aiming to examine details of the laws and questions raised regarding them and to seek ways to achieve improvement with an emphasis on health care, old age income security, housing welfare(assisted living facilities), job security for the aged. The Senior Welfare Act offers substance of social welfare service for the elderly. Income security, health and medical care, welfare measures through long-term care and assisted living facilities, social participation by working are the key elements and all of them should be closely associated to ensure citizens get sufficient public support in their old age. For this purpose, the Senior Welfare Act is under a normative network with laws such as Act on Long-term Care Insurance for Senior Citizens and Basic Old Age Pension Act. Current laws on welfare for the aged including Senior Welfare Act are not sufficiently responsive to the aged society of the 21st century. Income security combined with decent social participation, health and medical care closely connected with long-term care system, efficient expense sharing between government and local government, enhancement of effectiveness of welfare measures can be considered as means to improve current welfare system so that the elderly can enjoy their old age with dignity and respect.
