Performance measurement systems based on the principle that "if you can't measure it, you can't manage it" reinforce a short-term culture by focussing on tangible outputs. Instead, the focus of organisations should be on sustainable long-term performance through continuous systemic improvement. To establish and reinforce behaviours that drive systemic improvement, measurement and reporting systems need to be de designed to re-enforce work to role behaviour by managers. This paper discusses this concept and how it is being applied in practice through an ongoing action research project.

지난 10년 동안 SCM(Supply Chain Management)에 대한 많은 연구가 되어 왔으며, 그 중 성공적인 SCM 실행을 위한 파트너간의 협력과 성과요인에 대한 연구가 많았다. 그럼에도 불구하고 SCM의 특징상 그 범위가 광대하고 명확하지 않아 SCM 성공에 관한 포괄적인 연구에는 어려움이 있는 것이 사실이다. 본 연구에서는 기존에 부분적으로 이루어 졌던 선행연구를 토대로 SCM 성공을 구성하는 통합된 5가지 요소로 분류 및 정리하였다. 이를 통해 SCM 성공의 포괄적인 관점을 제공함으로써 SCM 성공을 위해 관리해야 할 영역과 지표를 명확히 하였다.

In competitive society, performance management is an essential element of business success. Despite the importance of performance management, it has not been widely implemented in construction companies. In the recent years, construction companies have become more aware of its need to identify, implement, and sustain performance improvements more systematically. Thus, the objective of this paper is to develop performance management system (PMS) for construction companies. The roles of performance management system is not only measuring performance but also offering guidance to improve performance. Therefore, PMS needs benchmarking process that provides Best Practice and new knowledge. This paper investigates the case of PMSs in UK, USA, Brazil, and Chile and discusses the lessons learned. To overcome the limitations of existing PMSs, new performance measurement framework, in form of 'Construction' BSC, is proposed. Based on the 'Construction' BSC, key performance indicators are derived and methodology of performance management is suggested. This paper concludes by developing PMS for benchmarking in construction companies and recommending some further directions on this research topic.

This study was undertaken to develop performance measurement indicators in S Hospital, which is the largest component of Y Medical Center which implemented the Responsible Management System in 1993. To begin, strategic initiatives for S Hospital were reestablished based on Y Medical Center's goals and objectives. The BSC(Balanced Scorecard) was used to develop performance measurement indicators after validity checks by specialists. The results were that total 16 indicators were developed to measure performance for strategic initiatives. Those included the growth rate of patient revenues, operating profit to gross revenues, reduction rate in administrative expenses from a financial perspective; average medical expenses per adjusted patient, patient satisfaction survey for inpatients and outpatients and emergency room patients, return rate for treatment results from the customer's perspective; reduction rate in average length of hospital stay, expenses for lost cases of medical disputes, rate for contracted employees, the number of published reports per faculty member from an internal perspective; educational expenses for training medical staff and full time employees, adjusted patient per medical staff, and the number of cases implemented which were proposed by employees. Any organization needs to have its own explicit objectives to grow and develop and it is absolutely necessary to measure performance to accomplish them. The performance measurement indicators developed by this study are expected to be used as a tool to attain the objectives of S Hospital.

성과측정은 체계적인 관리와 개선을 위한 중요한 활동이다. 건설산업에서도 성과측정을 위한 지표 개발 등의 다양한 연구가 꾸준히 진행되어왔다. 하지만 성과측정을 위한 데이터 수집에 큰 노력이 필요하여 실제로 성과측정이 수행되는 경우는 적었다. 특히 제도를 통해 건설 프로젝트 데이터를 수집해 온 우리나라 공공부문과 달리 민간부문에서는 프로젝트의 성과를 파악할 수 있는 데이터가 전무한 실정이다. 한편, 우리나라는 건설공사 감리를 통해 건축현장 시공단계에서의 품질, 안전 등을 총체적으로 확인하는 제도를 갖추고 있다. 감리 과정에서 건축현장의 성과를 파악할 수 있는 중요 데이터가 생성되고 감리보고서는 「건축법」에 따라 제출이 의무화되어 있다. 본 연구는 민간 건축현장의 성과측정을 위해 감리보고서의 데이터를 활용하고자 한다. 선행연구와 감리보고서를 분석하여 예비성과지표를 선별하고 전문가 인터뷰를 통해 건축현장의 6가지 성과영역과 15개 성과지표를 도출하였다. 다음으로 전문가 설문조사를 실시하여 성과지표의 데이터 수집 가능성을 검증하였고, 성과영역 및 성과지표의 중요도를 도출하였다. 감리보고서 데이터를 기반으로 도출된 본 연구의 성과지표는 앞으로 민간 건축부문의 성과측정의 실효성을 높일 것으로 기대된다.

최근 국내외에서 도시재생사업이 활발히 진행되고 있다. 이러한 도시재생사업은 사업주체 및 이해관계자가 다양하고, 복잡하며, 대규모의 긴 생애주기를 가지고 있다. 또한 대부분 입체 복합공간 개발 형태의 메가프로젝트라는 특징을 나타내고 있다. 이러한 대규모의 도시재생사업은 사업수행과정에서 많은 위험요인들이 존재하며, 그와 더불어 효율적이고 지속적인 성과관리가 필요하다. 그러나 국내의 성과관리는 건설업의 특성을 반영하지 못하고 있으며, 위험과 연계된 연구는 미비하다. 그래서 본 연구는 효율적인 성과관리를 위한 위험과 연계된 성과측정지표를 도출하기 위한 기초연구로 맵핑(mapping)을 통해 성과측정을 위한 성과지표와 위험요인을 연계하는 방법을 제시하고자 한다.

본 논문의 연구목적은 의료기관에서의 경영성과측정에 사용하는데 사용되는 성과 요인들의 우선순위를 연구하고자 하는데 있다. 이를 위하여 계층분석기법을 사용하였다. 또한 의료기관의 경영성과를 측정하는 성과측정요인과 그에 따른 핵심성과 요인(Key Performance Indicator : KPI)은 Kaplan과 Norton의 균형성과표(BSC) 측정방식을 응용하였다. 이를 위해서 연구자는 실험적이고 확정적인 요인 분석을 실시하여 성과측정요인을 생성하였고, 이들 측정요인들의 신뢰성과 타당성을 조사하였다. 92개 종합병원급 의료기관 중에서 56개의 병원으로부터 유효한 설문지에 대한 답을 얻었다. 요인분석으로 성과측정지표를 개발한 후에는 이들 요인들 사이의 우선순위를 결정하기 위하여 계층분석기법(AHP)을 사용하였다. AHP 분석의 결과로 우리는 성과측정요인과 그의 핵심성과지표들의 중요도에 따라 정렬된 리스트를 볼 수 있었다. 본 연구의 결과는 급변하는 의료환경에서 각 의료기관들이 경쟁력을 확보하기 위한 경영전략의 하나로 채택하고 있는 경영성과분석 전략의 방향과 기준을 제시할 수 있다.

There has been the migration to a performance-based approach in many areas which include transition planning at global, regional and local levels, performance-based navigation and safety management. Achieving continuous success of Air Traffic Management (ATM) systems would require a performance-based approach to raise productivity and efficiency of it through performance measurements and reviews. This paper considers establishment planning of performance measurement and evaluation system for ATM. Related to key performance areas proposed by International Civil Aviation Organization, performance indicators and metrics which could be used to measure and evaluate ATM performance are presented. Also, organizational system and operational planning for efficient operation of ATM are presented.

The purposes of this study were: a) to develop the a quality measurement tool for the contract-managed hospital foodservice, and b) to evaluate their performance with the developed quality measurement tool, and c) to verify the reliability and validity of the quality measurement tool. The developed quality measurement tool comprised two parts, which were foodservice management and medical nutrition care service. The foodservice management part was classified into six functional categories which were Menu, Procurement and Storage, Production and Distribution, Facility and Utility, Sanitation and Safety, and Management and Evaluation. The medical nutrition care service part indicated the medical nutrition care provided. Quality measurement tool had 91 standards and 324 indicators. The quality measurement tools were distributed to the hospital foodservice manager employed by the foodservice company. The 324 indicators were measured by foodservice manager on the 5-Likert-type scales, and then adapted to a 100 point scale. The SPSS Ver. 11.0 was used for statistical analysis. The categories whose scores were evaluated as being high were Procurement', General Sanitation', Personal sanitation' and Waste' and the categories whose scores were evaluated as being low were Diet Order Manual', Standard Recipe', Appropriateness (Facility and Utility)', Check (Facility and Utility)'and Information Management'. All the categories of medical nutrition service were evaluated as having seriously low scores. Therefore, it was necessary for the contract-managed hospital foodservice to improve its performance in the area of medical nutrition care service. For the verification of the developed quality measurement tool, the reliability obtained by calculating Cronbach's α was 0.8747, and the content validity was also proved by scrutiny of the modification of the Professional group's techniques. 건설프로젝트는 많은 불확정 요소로 인해 다양한 리스크를 가지고 있기 때문에 프로젝트 진행 과정에서 반복적인 성과측정은 중요하다. 그러나 현재 건설프로젝트에서 성과측정은 시공사 중심의 성과측정 및 성과관리가 이루어 져서 프로젝트의 진행상황에 따른 발주자의 능동적인 프로젝트 관리가 어렵다. 이에 본 연구에서는 실제 실행된 공공 아파트 건설공사의 공기 비용 데이터를 타입별로 분류하여 회귀분석을 실시하고 타입별 회귀식을 도출, 발주자 중심의 작업분류체계를 설정하고 이를 활용하여 이를 발주자 중심의 성과측정기준선을 제안방안을 제시하고자 한다.
