ISO 9001:2000 QMS Practices Analysis of Machinery and Metal Manufacturing Companies (기계금속 제조업체의 ISO 9001:2000 품질경영시스템 운용분석)

  • The organizations that adopted ISO 9000:1994 have upgraded to ISO 9001:2000 family through transition period by December, 2003. This paper focuses on the implementation of ISO 9001:2000 QMS in Busan and Kyungnam provinces where most machinery and metal manufacturing companies are located. Based on the questionnaire survey, we calculate ordinal association measures of requirements questions, perform factor analysis, and test three hypotheses to ascertain if there is any difference in implementing ISO 9001:2000 QMS. Results show that a professional manager-CEO maintains QMS general requirements(4.1), work environment(6.4), measurement analysis and improvement general(8.1), and monitoring and measurement(8.2) better than an owner-CEO. In addition, it has been found that customer focus(5.2) and improvement(8.5) are well maintained in companies by internal developmental reasons, and infrastructure(6.3) and purchasing(7.4) are well maintained by companies with long term implementation.

  • Purpose: The purpose of this paper is to design an integrated informatization system that can manage quality & KPI by integrating management systems in the aerospace and defense industry, and study the effect on KPI when applied to related companies. Methods: The 7 management systems required for integration in the AS&D industry were studied, and an empirical analysis was conducted for H company in South Korea for the application of e-QMS integrated informatization & KPI system based on security environment and open quality. Results: The results of this study were analyzed to have an effect on the improvement of customer satisfaction and the positive improvement of quality failure cost in the aerospace and defense industry. And it was analyzed that it works to continuously comply with ethical management and environmental laws and prevent safety accidents. Conclusion: The greatest significance of this study is that it attempted to build an e-QMS integrated system in the aerospace and defense industry. Considering that the case of integrated management system and integrated operation of KPI in related industries has not been introduced in the existing literature, the results of this study will be shared as a meaningful preceding study in the era of digital quality information. In addition, the fact that the open-quality quality innovation methodology emphasizing measurement(M), tracking(T), and connection(C) was actually applied in an AS&D company and its effectiveness was objectively proven. It is expected that it will be a good paper for follow-up research.

A Study of Etch Characteristics of ITO Thin Film using the Plasma Diagnostic Tools

  • In this study, high-density plasma etching characteristics of ITO(indium tin oxide) films used for transparent electrodes in display devices have been investigated. The etch characteristics of ITO as a function of $Ar/CH_4$ gas mixtures were analyzed using QMS(quadrupole mass spectrometry), OES(optical emission spectroscopy), and ESP(electrostatic probe). ITO etch rates were increased with the addition of moderate amount of $CH_4$ to Ar due to the increased chemical reaction between $CH_3$ or H and ITO in addition to the physical sputtering of ITO by Ar ion bombardment. However, the addition of excess amount of $CH_4$ decreased the ITO etch rates possibly due to the increased polymer formation on the ITO surface. Also, the measurement data obtained by QMS and OES suggested that $CH_3$ radicals are more activity involved in the etching of ITO compared to H radicals.

A Delphi Approach to the Development of an Integrated Performance Measurement and Management Model for a Car Assembler

  • Today's dynamic competitiveness requires an organization to improve its performance measurement and management. Quality Management Systems (QMS) abound, the main ones being: ISO series, Malcolm Baldridge National Quality Award (MBNQA), European Forum for Quality Management (EFQM), Six Sigma Business Scorecard and the Balanced Scorecard. Based on the literature, the IPMMM (Integrated Performance Measurement and Management Model) identified 7 key synthesized factors: leadership, strategy management and policy, customer and market, learning and growth, partnership and resources, internal processes and business results that are employed to investigate the key performance indicators of a car assembler using the Delphi methodology. In the 2 rounds of Delphi panels consisting of 20 senior management personnel, the $1^{st}$ round of 198 indicators in the IPMMM yielded 90 indicators. The $2^{nd}$ round yielded 43 performance indicators with 18 rated as critical based on the % assigned in the $1^{st}$ and $2^{nd}$ priority rating of "very important factor" and "key performance indicator" that must be ranked high on both of the priorities. The very critical indicators appeared to be: defect percentage and first time capability (tie in $1^{st}$ place) and revenue, goal setting, customer satisfaction index, on-time delivery, brand image, return on investment, Claim Occurrence Ratio, and debt being ranked from $3^{rd}$ to $10^{th}$. It can be surmised that an organization can identify and develop an appropriate set of performance indicators through the Delphi methodology and implement and manage them based on the Balanced Scorecard.

  • In domestic, the Quality Management system of construction work has been compounded of the association of regulation which is ground for relevant law and operation of Quality Management system by ISO/KS A 9001(QMS) established by the contractor. Two quality guaranteed systems must be operated with complementary and integrated system, but we can not make full use of QMS of contractor and only run routinized quality management system in all construction project by the standard, methods, process provided in the law. These problems were demanded better condition in the past ten years, since the ISO standards have been introduced. Establishing preventive consideration of quality management by setting a goal of drastic quality guarantee is an urgent problem of construction industry. This study is quick to fellow, which should do three things. 1. The attitude survey related quality management of staff in charge in construction site has run. 2. Base on these results, we adjust satisfaction measurement about operation of construction quality management system. 3. Subsequently, we want to offer our thesis about advanced opinion for the next.

  • The performance measurement of construction firms is considered as a competitive advantage to develop and improve their performance to have place in the market and stay able to face the continuous challenge. Egyptian construction firms (ECF) started recently to adopt quality management system (QMS) as a way to develop and improve their performance as previous studies showed. However, measuring that performance to include all the firm's aspects in a competitive way is a crucial process for the ECF's culture. The research is trying to indicate the role of the QMS implementation in measuring performance (MP) through developing a model for measuring performance on the organization level, and explore its impact on the organization that adopt quality management system. This model is based on specific elements and their related indicators which have been derived from national approaches and models of measuring performance (benchmarking, quality awards and six sigma).Elements determination and the status of their real practice has been investigated through a questionnaire to a representative sample of ECF. This model determines the performance level (PL) of the organization that measured by a mean of a point system. Weights of the elements in the point system considered both the elements' importance in the international models and its real practice in the Egyptian construction firms. So, the final outcome of the model reveals the level of firm performance that helps the firm to identify the weak points against the strong ones, Confirm the priorities and identify new opportunities for developing, and Check the position of the company in the market among the others. Another questionnaire has been developed to be distributed on a group of Experts on measuring performance for the purpose of model validation. The majority of surveyed experts agreed that the proposed model can be applied effectively.

Outgassing and thermal desorption measurement system for parts of CRT (CRT 부품용 탈가스 및 Thermal Desorption 측정장치 개발)

  • TDS(Thermal Desorption Spectroscopy)system, for diagnosis of CRT manufacturing process, was designed and constructed. Outgassings and thermal desorptions from the part or materials of CRT can be measured and analysed with this system at various temperatures. The system is consisted of 3 parts, vacuum chamber and pumping system with variable conductance, sample heating stages & their controller, and outgassing measurement devices, like as ion gauge or quadrupole mass spectrometer. The ultimate pressure of the system was under $1{\times}10^{-7}$ Pa. With the variable conductance system, the effective pumping speed of the chamber could be controlled from sub l/s to 100 l/s. The effective pumping speed values were determined by dynamic flow measurement principle. The temperatures and ramp rate of sample were controlled by tungsten heater and PID controller up to 600℃ within ±1℃ difference to setting value. Ion gauge & QMS were calibrated for quantitative measurements. Some examples of TDS measurement data and application on the CRT process analysis were shown.

The Effect of Contamination of Ion Source on Ionic Current of Quadrupole Mass Spectrometer (사중극 질량 분석기의 이온소스 오염이 이온전류에 미치는 영향)

  • The long term stability of ion current of QMS has been one of key parameters for monitoring gas process in vacuum. The time dependence of ionic current was monitored while the pressure of nitrogen gas was kept at a fixed pressure by introducing the gas into vacuum chamber. The chamber was evacuated to ${\sim}3{\times}10^{-9}\;Torr$ to reduce background signals before the measurement. Two ion sources were tested; one had brownish or black color due to gas contamination and the other one was new, i.e. cleaner. At a nitrogen pressure of $1{\times}10^{-5}\;Torr$, the ionic currents measured by the contaminated ion source decreased faster with time. The decrease rate was respectively ${\sim}46%$ for cleaner one and ${\sim}84%$ for contaminated one after ${\sim}5.5%$ hours. In order to test the effect of filament material on the ion current decrease, we fabricated a tungsten(W) filament which consisted of two parts; one half was made of W and the other was coated with yttria. The similar decrease of ionic currents were shown for the two types of filaments, indicating that slight change of temperature of filament due to material difference i.e. baking effect could not improve the origin of ionic current decrease. Overall the decreasing rate of ionic current is more closely associated with contaminated ion source of QMS rather than its filament materials.
