  • 사이버 공격은 통신기능을 수행하는 모든 장비에서 야기될 수 있으며, 통신기술의 발달로 인한 선박과 육상간 연계는 육상부문과 마찬가지로 선박부문 또한 사이버 위협 취약성에 쉽게 노출될 수 있음을 의미한다. 본 논문에서는 해상분야에서의 사이버보안 취약성을 파악하기 위하여 사이버 위협 트렌드 변화를 분석하고 타 산업 사례연구를 통한 해상 사이버보안 강화방안을 제시하였다.

  • 선박을 효율적으로 운항하면 화물을 항구까지 더 안전하고 빠르게 운송할 수 있으며, 연료비용을 절감할 수 있다. 따라서 본 연구에서는 우리나라의 대표적인 항만인 부산항 인근을 통항한 선박의 AIS 데이터를 활용하여 그 패턴을 분석하였다. 선박통항패턴 분석은 그리드 기반의 노드 생성 방식으로 접근하였으며, 이를 통해 최적항로 및 경로 예측 등의 연구로 활용할 수 있다.

중국의 방공식별구역(ADIZ) 선포와 역내 안보적 함의 (China's recent establishment of its ADIZ and its implications for regional security)

  • The regional security and stability in Northeast Asia has become more complicated because of a sudden establishment of China's Air Defense Identification Zone (ADIZ) on 23 November 2013. One dimensional conflicts on the territorial sovereignty over the islands between the regional States has developed into the two dimensional conflicts like maritime delimitations among the States concerned since they have all ratified the 1982 United Nations Convention on the Law of the Sea which adopts the 200 nautical mile Exclusive Economic Zone regime. Moreover, due to the notion of the outer limit of the continental shelf, the conflicts have developed into three dimensional ones in order to acquire more natural resources even in the seabed. To make matters worse, such three dimensional conflicts have expanded to the airspace as well. The paper will analyze what implications the sudden declaration of China's ADIZ have for the regional security in Northeast Asia from the perspectives of public international law. To this end, the paper 1) starts with the debates on the legal nature of the ADIZ, 2) identifies the Chinese government's political motives for the establishment of the ADIZ over the East China Sea, 3) assesses the responses of the regional States and the USA to the China's establishment of the ADIZ, and then 4) discuss what implications the overlapped ADIZ of the three key States in the region have for the regional security and stability.

  • In the article, an analysis of the factors was carried out, which injected into the efficiency of the function of navigation systems in the minds of unimportance. Carrying out analyzes allowing for the visibility of relevant direct adjustments to the effectiveness of the function Inertial navigation systems in the minds of non-value. The designation of the navigation system was assigned to a complex of navigation systems on ships processing of the vector of navigation parameters, so that they can be victorious in the control systems of the ship's collapse, and the safety of floating is safe.

  • 오늘날 해양은 세계경제를 견인하는 무역의 통로일 뿐만 아니라, 국가를 부강하게 하는 각종 자원의 보고이기도 하다. 최신과학기술의 발전으로 인류의 활동역시 육지에서 해양으로 점점 확대되고 있다. 근래 동아시아 국가들 역시 이러한 해양의 가치를 인식하고 해양에서의 자국의 권익을 경쟁적으로 추구하고 있다. 이로 인해 아시아 해역에 국가 간 분쟁이 고조되고 있다. 반면에 이러한 해양안보문제를 해결할 국제 안보조직이나 수단은 해결해야할 문제의 크기나 복잡성에 비해 대단히 부족하다. 이를 해결하기 위해서는 아시아 국가들이 냉정하게 현실을 직시하고 지혜를 모아 역내 해양안보문제의 범위와 의제들을 재점검해야 한다. 또한 그동안 시행되었던 제반 안보협력의 과정이나 결과도 재평가하여 현재의 해양안보문제를 효율적으로 관리하고 해결해 나가야 한다. 만약 우리가 이러한 문제들을 성공적으로 해결해 낸다면, 현재와 같이 불안한 아시아의 바다는 '평화와 번영의 바다'로 변화될 것이다.

해양안보위협의 확산에 따른 한국해군의 역할 확대방안 (Extending Plans of the Role of ROK Navy vis-'a-vis the Expansion of Maritime Security Threats)

  • Northeast Asia has a multi-layered security structure within which major economic and military powers both confront one another and cooperate at the same time. Major regional powers maintain mutually cooperative activities in the economic sphere while competing one another in order to secure a dominant position in the politico-military arena. The multifarious threats, posed by the North Korea's nuclear development, territorial disputes, and maritime demarcation line issues demonstrate that Northeast Asia suffers more from military conflicts and strifes than any other region in the world. Specifically, major maritime security threats include North Korea's nuclear proliferation and missile launching problems as well as military provocations nearby the Northern Limit Line(NLL) as witnessed in the Cheonan naval ship and Yeonpyong incidents. The ROK Navy has been supplementing its firm military readiness posture in consideration of North Korea's threats on the NLL. It has performed superb roles in defending the nation and establishing the Navy advanced and best picked. It also has been conducive to defend the nation from external military threats and invasion, secure the sea lanes of communications, and establish regional stability and world peace. In order to effectively cope with the strategic environment and future warfares, the ROK Navy needs to shift its military structure to one that is more information and technology intensive. In addition, it should consolidate the ROK-US alliance and extend military cooperative measures with neighboring countries in the Asia-Pacific region. Evolved steadily for the last 60 years, the ROK-US alliance format has contributed to peace and security on the Korean peninsula and in the Northeast Asian region. In conclusion, this manuscript contends that the ROK Navy should strive for the establishment of the following: (1) Construction of Jeju Naval Base; (2) Strategic Navy Equipped with War Deterrence Capabilities; (3) Korean-type of System of Systems; (4) Structure, Budget and Human Resources of the Naval Forces Similar to the Advanced Countries; and (5) Strategic Maritime Alliance and Alignment System as well as Domestic Governance Network for the Naval Families.

  • The article assesses the level of navigation safety, in theoretical terms, defines the complexity of managing navigational risks in practice. The issues of assessing the navigational safety have been studied due to the importance and relevance of the issue in question, however, due to the great complexity of the problem under consideration, the article considers and indicates the directions for the development of the solution of the given direction, where, first of all, it became necessary to analyze the issue of assessing the levels of navigation risks when navigating vessels of various types in difficult navigation conditions.

  • Recently, the Japanese government revised the three guidelines of its security policy, the National Security Strategy(NSS), the National Defense Program Outline and Midterm Defense Buildup Plan, exceptionally at one time. This means Japan has been seeking the new strategy and strengthening military power considering changing regional security environment. Moreover, Japan revised the security laws for the right to collective self-defense, which authorized the use of force even when Japan is not under attack. Also, Japan renewed the Guidelines for Japan-U.S. Defense Cooperation in twenty years, and has expanded JSDF's scope of activity to a worldwide level. These changes imply Japan would constantly seek to build military forces focusing on naval forces. Because Japan's naval forces, the JMSDF is the means that allow Japan to use its force at anywhere overseas and expand its roles and missions in international society by the basis of the right to collective self-defense. This research will analyze Japan's new maritime strategy and trend of force development and eventually look for the implication on our maritime security These days, Japan has perceived Chinese rapid increase of naval power and pursuing of maritime hegemony as a grave threat. In response to this, Japan is designing new maritime strategy, which are "remote islands defense and recapture" and proactively develop a new type of naval forces to accomplish this new strategy. The Japan's "remote island defense and recapture strategy" is to harden its defensive posture in Nansei islands which correspond to China's 1st island chain for chinese A2/AD strategy and directly encounter with China and to protect its own dominium and maritime interest while supporting US national strategy in East Asia. Japan continues to build compact, multi-functional ship to accomplish "remote island defense and recapture strategy" and keep strengthening its maritime power projection capability to include build of new amphibious ship, and large, multi-functional ship which can provide effective C2. These changes imply that Japan is shifting its strategy from passive and defensive to proactive and aggressive way and continues to pursue naval buildup.The implication of Japan's new maritime strategy and naval buildup needs to be observed carefully and we need to keep developing naval power required to protect our maritime sovereignty and interest.

안전한 해사클라우드 환경을 위한 SH-Tree 기반의 데이터 동기화 기법 제안 (A Proposal of SH-Tree Based Data Synchronization Method for Secure Maritime Cloud)

  • 국제해사기구(IMO)의 e-Navigation 전략에 따라, 선박 및 육지간 안전하고 정확한 정보 전달을 지원하는 통신 인프라가 필요한 상태이다. 해사클라우드는 이러한 필요성에 따른 해양 통신 인프라의 개념으로 사용되고 있으며, e-Navigation 도메인 지원에 필요한 여러 요소들을 지원하고 있다. 안전한 해양 환경을 위해서는 해사 클라우드에 대한 연구와 함께 보안의 고려가 반드시 필요하나, 아직까지 해사 클라우드 보안에 대한 연구는 초기 단계이다. 본 논문에서는 해사 클라우드 서비스의 원활한 제공에 필요한 데이터의 안전한 동기화 기법을 제안하였다. 제안한 방식은 본 논문에서 제안한 SH-Tree 기반으로 선박간 동기화가 가능하며, 동기화 과정에서 정보 노출이 없다는 장점이 있다.
