On the many coasts of South Korea, including the eastern side, it has been recently increasing the coastal disaster such as the severe coastal erosion and road damage swept away by the wave. As one of the alternatives to prevent the coastal disaster, it has been widely studied the coastal disaster reduction method by the Low-Crested Structure (LCS) in the many countries including several European countries. In this study, the olaFLow model is used to simulate the permeable LCS and wave field of the LCS through the three-dimensional irregular waves numerical analysis on the basis of the previous research. From the numerical analysis, it is evaluated the Hrms, nearshore current and time-averaged turbulent kinetic energy. In addition, the pattern of nearshore current and spatial distribution of time-averaged turbulent kinetic energy are compared with the case of submerged breakwater under the irregular wave fields. As one of significant results, it is confirmed that the pattern of nearshore current is different with the case of submerged breakwater.
As three sides of Korea are surrounded by the sea and it is geographically located at an intersect point for continental and maritime climate, the climate crisis and global warming factors that lead to large-scale natural disasters such as typhoons, floods, and tsunami as well as disasters and damage to humans are increasing due to rapid urbanization and industrialization. Therefore, this study measured the ability of people to cope with disaster in students studying emergency rescue who will play a central role in safety and casualty control in disaster areas in order to figure out the factors that will influence their overall ability. As a result, the following things were discovered: Those who had the experience of listening to information on how to cope in a disaster scored significantly higher in disaster coping scores than those who did not. In comparison with subjects who responded that they were not satisfied with their emergency rescue training at school, those who responded that they were satisfied with their education scored significantly higher in their disaster coping scores. In comparison with subjects who responded negatively to the questions on experience in emergency rescue training as an extracurricular program, those who responded affirmatively to the questions were evaluated as significantly higher in their disaster coping scores. This study suggests that specific strategies can be taken and are needed to improve the ability to cope with disasters in students who are studying emergency rescue.

After the Sewol ferry disaster, the maritime safety supervisor system was introduced to strengthen maritime safety control for coastal vessels. If any critical defect is found in vessel facilities during periodical or occasional guidance and supervision on a vessel, a maritime safety supervisor takes an administrative measure: detention of the vessel until it has been completely corrected. The detention order is one of the most powerful regulations exercised by a maritime safety supervisor. It would not be an overstatement to say that the guidance and supervision conducted by a maritime safety supervisor is very important for the safety of a vessel and protection of the maritime environment. However, the regulatory level of each Regional Office of Oceans and Fisheries toward vessels may vary with the enforcers, and an individual's intentional act or negligence might occur during the execution process. Detention of a coastal vessel by the Regional Office of Ocean and Fisheries can easily lead to delayed navigation, and a vessel owner may suffer economic loss from suspension of a charter party. Nevertheless, the Maritime Safety Act does not prescribe filing a petition for objection to the measure of detention order by a maritime safety supervisor. To overcome this problem, therefore, the objection procedure under the Maritime Safety Act has to be reformed to reclaim a right against an inappropriate detention order measure caused by an individual's intentional act or negligence through a formal objection.

It is very important to fully understand the concepts, causes and corrections of ship's transverse inclination which is classified into Heel, List and Loll. Particularly, it is presumed that some recent disaster at sea is related to negative GM developed by the loss of stability during sailing. In this study, actual 'Angle of Loll' is simulated by model-ship experiment and the result is compared with calculated value under same condition. Furthermore, how to distinguish Loll from List and the way to correct the 'Angle of Loll' for officers are described.
The Asia-Pacific Region has emerged as a arena of geopolitical competition between the U.S. and China. The Obama administration of the U.S. had laid out the concept of rebalancing strategy toward the region, concentrating its 60 percent of Naval Forces to the region till 2020 and consolidating its network of allies and partners. Whereas Chinese leader Xi Jinping also put forward the concept of new type of major power relations concerning its relations with the U.S. and a concept of 'the Asian Community of Common Destiny' aiming at a more intensified mutual relation among countries in the region. In doing so, Asia-Pacific region gradually became the arena where mutual competition and cooperation between the U.S. and China has crossfired. As a close ally to the U.S. and a partner to Japan, South Korea should develop trilateral naval cooperation by holding joint naval drill with the aim of humanitarian support and disaster relief. At the same time, Seoul also should make efforts to proceed mutual confidence building with Beijing by deepening military-to-military cooperation. These policy options will be helpful to enhance Seoul's security posture in the region.

Maritime safety management needs active public participations because the sea is too wide for a government to respond to all unexpected accidents with limited resources. Marine rescue volunteer organizations of US, UK, Japan and Korea were compared one another on the base of disaster management governance theory, and recommendations for the development of marine rescue volunteer organization of Korea were proposed. The advanced organizations commonly have tradition of marine rescue voluntaryism in the advanced maritime countries. They have nation-wide networks and self-governing structures. Their main activities include public maritime safety education and fundraising programs as well as marine rescue operations. They have cooperative relationships with government agencies in charge of national maritime safety management, which are usually guaranteed by legislations or institutional systems. Donations from the public are major source of their finances. Members mainly consist of civil volunteers, and get basic compensations for their expenses. For the advancement of marine rescue volunteer organization of Korea, efforts are needed to strengthen the membership of civil rescue fleet, to activate public education and fundraising programs, and to amend the related law for institutional support.
Logistics movement using ships has been used for many centuries, but maritime accidents are still difficult to predict and they occur on a large scale. The International Maritime Organization (IMO) made it mandatory to install Electronic Chart Display and Information System (ECDIS) for safe seas, but S-57 standards applied to equipment were not updated over 30 years. In addition, it is difficult to keep the equipment up-to-date and revise standards as ships move around the world. In consideration of the limitations of S-57, the IHO developed the new standard as S-100 rather than an update of the S-57. In this study, the previously developed S-100 tool and S/W were configured as one platform and applied to the S-100 ECDIS. The platform conducts as the S-100 cycle and ecosystem from the creation of standards to release and practical use in ships. The hydrographic information standard is machine-readable as defined in S-100, and it has been validated that the latest standard can be applied using the Plug and Play (PnP) function without software system updates. It is expected that international organization such as the International Hydrographic Office (IHO) and the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) shall develop and release standards and mariners can easily apply the latest standards to equipment through the machine-readable platform.
China, Japan and Korea are the world's top 10 energy consumers, and so very interested in the development of seabed hydrocarbon resources in order to meet their energy demands. The East China Sea is the tri-junction area where three countries' entitlements on the maritime boundaries are overlapped. There are abundant oil reserves in the East China Sea, and therefore competitions among countries are growing to get control of them. Although these countries have concluded the bilateral agreements to jointly develop resources in the East China Sea, they do not function as well. Because joint development and management of seabed petroleum resources can lead to stable development system, and to lower possibility of legal and political disputes, the needs for joint development agreement among three countries are urgent. Meanwhile, Northeast Asian seas are semi-closed seas, which are geographically closed and vulnerable to marine pollution. Moreover there are a lot of nuclear power plants in coastal area, and seabed petroleum resources are being developed. So it is likely to occur nuclear and oil spill accidents. Fukushima nuclear disaster and Bohai Bay oil spill accident in 2011 are the cases to exhibit the potential of major marine pollution accidents in this area. It is anticipated that the risks become higher because power plants and offshore oil platforms are extending gradually. Therefore, the ways to seek the joint marine environmental protection agreement focused on regulation of nuclear power plant and offshore oil platform have to be considered. In this paper, we try to find the way to make joint development and joint environmental protection agreement in Northeast Asian seas. We concentrate on the measure to drive joint development of seabed petroleum deposits in East China Sea's overlap area, despite of maritime delimitation and territorial disputes, and we try to drive joint marine environmental protection system to respond to marine pollution and accidents due to offshore oil platform and nuclear power plants. Through these consideration, we seek solutions to deal with lack of energy, disputes of maritime territorial and boundary delimitation, and marine pollution in Northeast Asia.

When we design coastal and harbol facilities deepwater design wave and wind speed are the important design parameters. Especially, the analysis of these informations is a vital step for the point of disaster prevention. In this study, we made and an extreme value analysis using a series of deep water significant wave data arranged in the 16 direction and supplied by KORDI real-time wave information system ,and the wind data gained from Wan-Do whether Station 1978-2003. The probability distributions considered in this characteristic analysis were the Weibull, the Gumbel, the Log-Pearson Type III, the Normal, the Lognormal, and the Gamma distribution. The parameter for each distribution was estimated by three methods, i.e. the method of moments, the maximum likelihood, and the method of probability weight moments. Furthermore, probability distributions for the extreme data had been selected by using Chi-square and Kolmogorov-Smirnov test within significant level of 5%, i,e. 95% reliance level. From this study we found that Gumbel distribution is the most proper model for the deep water design wave height off the southwest coast of Korea. However the result shows that the proper distribution made for the selected site is varied in each extreme data set.
