Data is an important resource to expect new value as 21st-century crude oil. In the shipping industry, despite the existence of numerous maritime data accumulated through ship operations, it was negligent in developing a business model with the data. This paper identified major demand sources and demand types based on the type and availability of maritime data surveyed through interviews with experts in the shipping industry and academia. Considering the characteristics and demands of these maritime data, this paper presented a private-type and public-interest business model. In the case of the private-type model, it creates additional added value by using maritime data and uses mainly ship internal data. The public-type model is to seek public safety and social benefits and mainly uses external data. A great synergy effect can be expected when combined with public services such as maritime survey, vessel traffic service, maritime environment management, and meteorological service. This study is expected to contribute greatly to the spread of the proposed business models throughout the shipping industry.
It is discussed how to assign delivery tasks to automated guided vehicles (AGVs) for multiple container cranes in automated container terminals. The primary goal of dispatching AGVs is to complete all the lading and discharging operations as early as possible, and the secondary goal is to minimize the total travel distance of AGVs. It is assumed that AGVs are not dedicated to a specific container crane but shared among multiple cranes. A mathematical formulation is developed and a heuristic algorithm is suggested to obtain a near optimal solution with a reasonable amount of computational time. The single-cycle and the dual-cycle operations in both the seaside and the landside operations are analyzed. The effects of pooling AGVs for multiple container cranes on the performance of an entire AGV system are also analyze through a numerical experiment.

Since marine accidents cause large-scale damage to human lives and the marine environment, prompt response measures are crucial including salvage operations for ships and cargoes along with lifesaving operations. In Korea, marine salvage operations are mainly dependent on global salvage companies in case of large-scale marine accidents due to lack of national capacity for marine salvage. The purpose of this study was to suggest public measures for the promotion of the private salvage industry by identifying the current situation and problems in the domestic marine salvage industry. As a result of the study, the measures of setting up a dedicated agency to support the domestic salvage industry and the function of the dedicated agency were identified and presented. In addition, the main points of the bill of "Law on the Promotion of the Domestic Salvage Industry" were presented to support and promote the salvage industry. To prepare the draft bill of law, relevant domestic laws and international conventions were examined to define the terms and regulations. Based on the legislation enacted as a result of this study, relevant ministries should focus on the legislative process. Legislation can be pursued by competent ministries in cooperation with the private sector and academia. It is expected that this study will help in the development of the domestic marine salvage industry and enhance the national response capacity for marine accidents in Korea.

The Korea Maritime Police Agency(KMPA) is the national maritime Search and Rescue (SAR) authority with the responsibility to promote an efficient organization of SAR services and to coordinate the conduct of SAR operations within the Korean Search and Rescue Region(SRR). The maritime SAR operations shall provide an adequate and effective search and rescue services to minimize the loss of life, injury property damage or loss by rendering aid to persons in distress and property in the marine environment. The essence of a successful search and rescue operation is the speed with which it is planned and carried out because survivors who need assistance and whose chances of survival diminish rapidly with time. This paper aims to propose an optimal allocation model of maritime SAR fleet in view of minimizing the search and rescue time. When maritime accidents occur, rescue units have to reach to the distress scene within the specified time. For this. SAR units must be redeployed to an advanced base so that Rescue Units(RU) can reach to the scene of distress in the shortest possible time. The Korean maritime SRR is divided into 180 sub-areas in consideration of an operational and technical ability of SAR units The suggested model is verified through an empirical application to the Korean maritime SRR. And also the Rescue Vessels(RV) required is estimated for each Rescue Co-ordination Center(RCC).

Today, all the countries of the world newly recognize importance of sea, which are focused on efforts for security of marine territory and fishes resources. Many of the coastal state, to strengthen the rights of their own country EEZ, marine survey and continental shelf development, travels through such maritime jurisdiction in the territorial sovereignty and the EEZ overlaps, deepening complex interests between neighboring countries cooperation activities of the fierce competition, the domestic and foreign been has been carried out. Under such circumstances, is devastated coastal of China, our territorial waters and EEZ has been violated more and more, in spite of the powerful crackdown maritime public power, illegal fishing more resistance intensified. They tend to be gradually organization, collectivization and atrocities. Currently, illegal fishing of Chinese fishing boats in the West Sea of Korea, including the waters near Yeonpyeong Island is prevalent as operating in the coast of the country. Furthermore regrettable one is illegal on a scale and the situation where South Korea of scale of damage caused by it have not been accurately grasp of the operation, but that there is damage of Korea official duty enforcement to crack down the increase to illegal operations year after year have occurred. Violent, illegal fishing of Chinese fishing boats, in order to eradicate the operations of insane at our sea, we investigated to the infringement situations of fisheries resources by multiple fields. each of problems presenting a specific preservation plan in accordance with the function and role of the maritime enforcement organization and other government organization the point. at the same time we will try to seek measures such as a scheme that it is possible to increase the capacity.

In wireless sensor networks, we propose an optimization algorithm in order to minimize the consumed energy of nodes for maritime search and rescue. In the marine environment, search and rescue operations are mainly performed on the surveillance side and passively on the rescued side. A self-configurable wireless sensor network can build a system that can send rescue signals in the operations. A simulated annealing algorithm is proposed to minimize the consumed energy of nodes in the networks with many nodes. As the density of nodes becomes higher, the algorithmic computation will increase highly. To search the good result in a proper execution time, the proposed algorithm proposes a new neighborhood generating operation and improves the efficiency of the algorithm. The proposed algorithm was evaluated in terms of the consumed energy of the nodes and algorithm execution time, and the proposed algorithm performed better than other optimization algorithms in the performance results.

We have studied on the maritime navigation with functions of navigation route search and maritime safety information for small-size fishery ships, fishing boats, yachts, and boats in coastal seas. We have designed a smart phone application which is more exact information on marine obstacles of islands, aquafarms, and rocks by using land navigation techniques. Our navigation system is relatively easy to be used for costal navigation and may be a substitute for expensive ECDIS(Electronic Chart Display and Information System). Our system consists of maritime navigation databases to manage necessary maritime data and a mobile application to support maritime navigation for operators. We believe that our research findings can improve safety navigation in coastal seas by supporting lower cost, no time-consuming installation and maintenance, and easy-to-use operations.
Samuel Eliot Morison (1887-1976) was one of the pre-eminent historians of his generation. He was not only a famous historian at that time, but also was promoted to the rank of Admiral in U.S. Navy Reserve. Fifteen volume History of United States Naval Operations in World War II was published between 1947 and 1962, was not only a comprehensive report on the Navy's projection of power over two oceans, but a classic of historical literature that stands as the definitive treatment of it subject. Although he was fifty-five when war come to America in December 1941. Samuel Eliot Morison was determined to play a role. A professor at Harvard at the time, he joined volunteering for duty in the Navy. An experienced sailor, Professor Morison had earlier sailed that same routes taken by Christopher Columbus while researching his biography, Admiral of the Ocean Sea, which appeared in January 1942 th much acclaim and later got a Pulitzer Prize. Thus Morison plunged into the war, crossing the Atlantic aboard a destroyer. He assumed himself as "Parkman on the sea", tried to follow Parkman's historiographic method, not only participatory history but also literary style. And during writing History of United States Naval Operations in World War II, He emphasized two principles, publicity and objectivity. In terms of publicity, he always worried about who read history and why. In his pamphlet, "History as a Literary Art", he asserted it is useless if readers do not read a history which historians wrote. So he thought historians have forgotten that there is an art of writing of history. Therefore, he built his narratives around brightly rendered visuals and used the present tense to describe actions he witnessed firsthand, he wrote of the U.S. combat in very vividly. But strongly driven by publicity, he sometimes lost his balance in writing the naval history. For instance, the naval history became the focus of criticism for its prejudiced comments about the commanders. Also some reviewers asserted he did not secure the objectivity on writing the naval history. Although he sometimes deliberately torpedoed the objectivity of his work for strengthening publicity, by writing an extensive U.S. naval history, he introduced maritime history and naval history to the public widely. Until in early twentieth century, U.S. historians usually had been focusing their effort to the traditional areas, for example politic, economy, and etc. His intensive effort on the operations of U.S. Navy in World War II aroused a public interest in maritime and naval history. In conclusion, through using literary style and realistic narratives, historian Morison wrote a naval history for all the people which could appealed to the public.

Since the adoption of GMDSS, the band 495-505 kHz has no longer been globally used for maritime calling and distress and the designation of this band for calling and distress was suppressed at WRC-07. In accordance with provision RR, maritime mobile operations are presently limited to radiotelegraphy. Accordingly, use of the band has diminished. This frequency band 415 kHz to 526.5 kHz and high frequencies is ideally suited to broadcast from shore to ship. The surface wave propagation of a coast station using this band can provide a coverage area from the coast to 400 nautical miles off shore.
The purpose of this study was to create a cyber-training & education program in response to the needs of skippers and crews operating tug-barges within Korean coastal waters and the rapid changers in this industry. Skippers and crews are inclined to operate tug-barges on the basis of experience rather than information. It is not easy to provide useful information whenever they want or to drill them in safety management skills, because of their passive attitude toward education and the few opportunities that exist. In order to increase educational opportunities, efficiency and motivation, the authors have developed this program which consists of a 'tug bridge resource management module, risk perception training module, accident case module, operating module and navigation module', and are hoping that this program will enhance and strengthen all tug-barge operations. We are also putting all our energies into designing up to date animation programs and developing new scenarios concerning the method of evaluation and certification distribution.
