The aims of this study are to analysis the elements associated with a occupational basic competencies of fisheries and maritime high school students. Fisheries & maritime key competencies were defined as the abilities that include the essential knowledge, skills, attitude, and experiences required for the workforce on the fisheries and maritime job condition. This research collected preliminary data from 177 fisheries & maritime high school teachers. Data were analyzed to obtain item quality, reliability and validity analysis. The results of the study were as follows; First, largely, fisheris & maritime key competencies were divided into two parts; basic vocational skills and fisheries-maritime job skills. Second, fisheries & maritime key competencies were consisted of communicative competence, numeracy skills, thinking skills, English communication skills, self-management skills, interpersonal competency, selection & application of alternative, marine technology & information skills, marine consciousness and maritime professional ethics. Third, each key competency consisted of 2-9 sub-competencies.

영국 해사법상 S&P 브로커"로 널리 알려진 선박매매 브로커는 선박매매를 원하는 의뢰인인 본인을 대신하여 협상을 행사하는 독립적 계약자이다. 또한 S&P 브로커는 선박매매시 본인을 대리하는 대리인으로 그 법적지위를 갖는다. S&P 브로커들은 로이드 선급, 미국 선급 및 한국 선급 등에서 선박의 중요한 명세 자료와 정보들을 수집하여 선박매매를 원하는 매도인과 매수인에게 상호 이익이 되도록 조력한다. S&P 브로커의 책임은 선박매매계약서의 합의 내용에 반하지 않고 선량한 관리자로서 주의의무를 다하며, 의뢰인인 본인의 요청에 전문적으로 업무수행 함을 의미한다. 그러나 선박매매계약에 의하여 당사자와의 관계 범위, 주된 조건, 계약 위반 및 면책내용에 있어서 분쟁이 발생할 경우, S&P 브로커에게도 책임문제가 발생한다. 이 S&P 브로커의 책임은 직접계약당사자의 원칙에 의하거나 제3자의 권리에 관한 계약법에 근거한다. 그러므로 S&P 브로커가 의무를 불이행한 경우 또는 계약 내용에 반하거나 과실에 기인하여 불법행위가 야기된 경우, 분쟁과 소송이 발생하게 된다. 이에 이 논문에서는 S&P 브로커의 특징 중 대리인으로서의 법적 책임, 수수료 문제, 이익의 충돌과 비밀 수수료, 등에 대하여 영국 해사법과 영국 판례를 중심으로 검토하여 논함을 이 연구의 목적으로 삼고자 한다.

국내 과학기술분야 학회는 발행 학술지가 세계적인 학술지로 거듭나고자, 국제 색인 DB에 등재하고자 하는 노력이 점차 증가하고 있다. 학회 학술지를 국제 색인 DB에 등재하기 위해서는 해당 색인 DB를 주관하는 단체의 평가요소에 따라 학술지를 체계적으로 운영하고 관리해야 하며, 투명한 상호심사(Peer Review) 과정을 포함하는 학술지 전자 출판과정을 온라인으로 효율적으로 운영해야 한다. KISTI는 국내 학술지가 국제색인 DB에 등재 평가를 받기 위해 시스템적으로 필요한 요소들을 연구하여, 2010년도에 해당 요소들이 반영된 학술지 홈페이지를 포함하는 영문ACOMS(ACOMS Ver. 4.0)를 개발하였다. 영문 ACOMS는 2012년 현재에도 국제적인 시스템으로 거듭나기 위해 지속적인 기능개선을 추진하고 있으며, 현재 JICCE 학술지를 포함한 49종의 학술지에 대해 운영되고 있다. 이 논문에서는 국제색인 DB 등재를 위해 시스템적으로 갖추어야 할 요소들을 기술하고, 영문 ACOMS 활용을 통한 JICCE 학술지의 국제색인 DB 등재 지원 방안을 제시한다.

The purpose of this study is to find out a significant influence of continental strategy theories on the development of maritime strategy theories. For this purpose, I examined similar and different parts of each theories and their implications when applied to different environment. In details, Chapter 2 deals with how continental strategy and maritime strategy theories are similar and different in general. In Chapter 3, I look into how Karl Clausewitz's theory that has been quoted the most by military strategy theorists had influenced over the theory of Julian Corbett, one of the representative English maritime strategy theorists. In Chapter 4, I study how the theory of Alfred Mahan that has also been quoted the most among the theories of maritime strategy had been influenced by Antoine-Henri Jomini's theory. And in Chapter 5, their contemporary implications and conclusions are drawn. According to my findings, unbelievably, the theories of maritime strategy had been influenced by existing continental strategy theories very much. Many similarities are found between them. However, at the same time, a large part of them is found significantly different from original ones especially when used to reflect the maritime distinctiveness. This means that the past maritime strategy theories and stored experience also wield influence, in many ways, yielding out much better ones in terms of applicability to changing environment. Therefore, devising new strategies with creative attitude using knowledges and experiences from both other fields and past ones is the virtue required for maritime strategists.

In this paper, I explain why local obviation (Condition B of Chomskys binding theory) should be viewed as a relative phenomenon, and establish a correlation between Local Obviation (henceforth LO) effects and the Referential Hierarchy of Korean anaphors proposed in Lee (1997): ku (he) > caki (self) > casin (self) > cakicasin (selfself) = selo (each other). I show that LO characterized as a relative phenomenon may enable us to view Conditions B and C of the binding theory simply as an instantiation of varying degrees of (long distance) disjoint reference effects on the same continuum.

In English, whether or not wh-movement creates weak crossover effects depends upon the type of wh-phrases that cross over. A bare interrogative like who shows a typical weak crossover effect whereas which N type (e.g. which girl) and partitive type (e.g. which of these girls) wh-phrases would show mere weaker and weakest crossover effects, respectively. Previous approaches to English crossover phenomena that resort to a binary notion of specificity or D-linking cannot account for the three-way contrast the three different types of wh-phrases show. To overcome this problem, I argue in this paper that specificity should be a non-binary set-theoretic notion and propose the following subset principle and optimal binding relation: Between two lexical nominal expressions A and B, A is regarded as more specific than B iff the denotation of A comes from a more narrowly defined non-singleton set than B. Between two lexical nominal expressions A and B, if A locally binds B, then the non-singleton set from which the denotation of A comes should be a subset of the set from which the denotation of B comes (i.e. B cannot be more specific than A). The smaller the subset (i.e. the wider the specificity gap between binder and binder), the more optimal the local binding relation is. A locally binds B iff A is coindexed with B, and A c-commands B, and there is no such C that does not bind A but binds B. Finally, I show that partitivity functions to carve out a smaller subset and thus make partitive wh-phrases more specific than simple which N type wh-phrases.

한국어 부분 구문분석의 단위인 말덩이(chunk)는 하나의 의미적 중심어를 가지며, 그 구문구조가 선형인 구를 말하며, 말덩이를 분석하는 과정을 구묶음(chunking)이라고 한다. 한국어 말덩이에는 여러 종류가 있으며 보조용언도 말덩이의 한 종류이다. 이 논문은 (한국해양대학교, 2005)의 연구를 바탕으로 오류를 자주 발생시킨 의존명사를 포함하는 보조용언에 대한 명확한 기준을 제시하여 구축된 말뭉치의 신뢰성을 더욱 높이고자 한다. 이 논문에서는 모든 의존명사를 포함하는 보조용언을 다루기에는 더 많은 연구가 필요하므로 "것", "바", "때문", "데" 등의 의존명사를 포함하는 보조용언을 구성하는 말덩이를 중심으로 명확한 기준을 언어학적인 방법으로 제시하고 말뭉치 구축 오류를 방지할 수 있는 해결방안을 모색한다.

인터넷이 발전하면서 웹에는 같은 내용을 다양한 언어로 표현한 문서들이 많이 존재한다. 이와 같은 웹 문서의 성질을 이용하여, 이 논문은 웹으로부터 수집된 병렬문서(parallel document)를 이용하여 한영 병렬말뭉치 구축 시스템을 설계하고 구현한다. 이 논문에서 구축과정을 요약하면 다음과 같다. 첫째, 웹 문서수집기를 이용해서 웹으로부터 한영 웹문서(html 문서)를 각각 수집한다. 둘째, 수집된 각 언어의 웹 문서에서 불필요한 내용(태그와 광고 문구 등)을 제거하여 문장을 추출하고, 추출된 문장을 단락단위로 정렬한다. 셋째, 단락단위로 정렬된 문서를 문장정렬(sentence alignment) 방법을 이용해서 문장을 정렬한다. 끝으로 정렬된 병렬문장을 단어 단위로 분리하여 병렬말뭉치를 구축한다. 이와 같은 방법으로 이 논문에서는 약 42만 5천 문장의 한영 병렬말뭉치를 구축하였다.

This paper examines the types and trends of North Korea's military provocations and regional maritime threats against South Korea, and is focusing on the Republic of Korea's naval development and modernizations by the Republic of Korea Navy (ROKN) on future actions, what directions of the ROKN has taken thus far in response, as well as an examination of how the ROKN might respond to vulnerabilities identified throughout modern history. Importantly, this paper does not consider the domestic, bilateral, multilateral, regional and global political dimensions of the situation on the Korean Peninsula; nor does it consider the North Korea's transitional power politics, but including North Korea's nuclear program and submarine-launched ballistic missile developments, as a caveat, this paper is based on open sources in Korean and English language, and thus information concerning provocations is indicative only.
