The maritime mobile communication system has been changing to the new system that is facilitated by the radio telex, digital selective calling and maritime satellite communications from the old system by the radio telegraphy and telephone according to the GMDSS. The NBDP using the ITA No.2 code is a useful media in the maritime communications and provides the procedures of telex. Also it can provide the efficient and more useful functions and the solutions for the incremental traffic requirements by adopting the Hangul code. So, in this paper, we proposed the new Korean NBDP code for the ITA No.2 code, designed and implemented the algorithm which is the processing of the Hangul NBDP code using the microprocessor.

해기사의 해사영어 사용에 대한 체계적 교육의 필요성이 증가되는 가운데, 국제해사기구(IMO)는 이에 발맞추어 해사영어모델코스 3.17을 일반해사영어(General Maritime English, 즉 GME)와 특수해사영어(Specialized Maritime English, 즉 SME)로 나누어 재편하고, STCW에서 요구하는 지식, 이해 및 기술사항들을 영어교육의 다양한 요소들과 접합함으로써, 해사영어교육의 새로운 틀을 만들고자 시도하고 있다. 국내 해기교육 관련대학 및 기관이 향후 해사영어 커리큘럼을 재편성하기 위해서는, 개정될 해사영어모델코스의 주요 내용을 이해하고, 이를 국내 실정에 맞게 적용할 수 있도록 다양한 방안을 모색하는 것이 선행되어야 한다. 따라서 본 연구에서는, 국제해사기구가 제시한 해사영어모델코스 3.17의 개정 목적 및 변화된 해사영어모델코스의 틀과 방향을 살펴보고, 향후 국내교육기관에서의 해사영어교육 커리큘럼을 재편성한 후, 성공적인 언어교육서비스 제공을 하기 위해 고려해야 할 현실적인 제한 요소들을 살펴보고, 이에 대한 해결책을 모색하고자 한다.

통신기술과 의료장비의 발달은 환자에 대한 의료혜택의 기회를 확대하고, 최상의 의료서비스를 제공하려는 병원들에 있어서 전산 시스템은 빼놓을 수 없는 병원내 주요 기반시설로서 등장하게 되었다. 멀티미디어 기술과 정보통신의 발달은 의료분야의 정보화 및 자동화 기술 발전에 커다란 영향을 주어 의료 영상 및 각종 의료정보를 고속의 네트워킹 올 통해 전송할 수 있는 PACS(Picture Archiving and Communications System)의 개발을 가능하게 하였다. 본 논문에서는 무선네트워크의 발달과 PDA(Personal Digital Assistants)의 보편화에 따라 PDA를 이용하여 HIS(Hospital Information System)/RIS(Radiology Information System)/PACS의 자료를 검색 및 갱신할 수 있도록 설계하고, 현재 병원의 데이터베이스와 PDA의 연동이 가능하도록 병원관리 에이전트를 분석 및 설계하였다.

Recently, unmanned aircrafts for safe measurement in hazardous locations have been developed. In a method of operation of unmanned aircraft vehicles (UAV), there are two methods of manual control and automatic control. Small UAVs are used for low altitude surveillance flights where unknown obstacles can be encountered. Obstacle avoidance is one of the most challenging tasks which the UAV has to perform with high level of accuracy. In this study, we used a laser range finder as an obstacle detector in automatic navigation of unmanned aircraft to patrol the destination automatically. We proposed a system to avoid obstacles automatically by measuring the angle and distance of the obstacle using the laser range finder.

The use of Japanese stylish terms in the Korean fishing vessels has been overdoing. It becomes a reason of preventing the communications between crews who have been working for many years and the beginners who newly work for the ships. Also the experienced crews cannot easily understand the contents of the texts and manuals for marine ship's machinery because the terms explained in the books are very different from those they always speak in the ships. It is reasonable to expel Japanese stylish terms from the vessel if possible to enable free communications to each other. I inspected and examined about 122 Japanese stylish terms that is spoken in the engineering part of the fishing vessels. So, I expect this paper is a basic research for the eradication of the Japanese stylish terms in the Korean fishing vessels.

In this paper, a remote submersion warning system based on multi-mode optical fiber(MMF) sensors and a wireless sensor network(WSN) are proposed. To improve the reliability and stability of the sensors, the dual optical fiber sensors combined to the optical coupler are demonstrated. A slave zigbee as a wireless sensor module was used as a platform to monitor and record the signal from the MMF sensors and then transmits these information to a master zigbee wirelessly. The monitoring system running the $LabVIEW^{(R)}$ software was connected to the internet to support the short message service(SMS) through extensible markup language(XML) web service. No matter where the managers are, they can always receive the real-time remote-monitoring data for safety check.

Demand for spectrum resources is increasing with the development of mobile telecommunications and so is their economic value. As a way to enhance the economic efficiency of use of spectrum resources, many countries have focused on the management of public and broadcasting spectrums which have traditionally been undercharged compared to their economic values. In this paper, we discuss the economic value valuation of the frequencies for the fisheries communications. The estimated value is the average value of the total equipment cost of the mobile communication services that their service coverage is nation-wide, and the value that adjusted the auction price for the LTE service frequencies in 2011 to the characteristics of fisheries communications.

Recently, the development and application of unmaned robots are increasing in various fields including surveillance and reconnaissance, planet exploration and disaster relief. Unmaned robots are usually controlled from distance using radio communications but they should be equipped with autonomous travelling function to cope with unexpected terrains and obstacles. This means that unmanned robots should be able to evaluate terrain's characteristics quantitatively using mounted sensors so as to traverse harsh natural terrains autonomously. For this purpose, this paper presents an algorithm for extracting terrain information from elevation maps as an early step of traversability analysis. Slope and roughness information are extracted from a world terrain map based on least squares method and fractal theory, respectively. The effectiveness of the proposed algorithm is verified on both fractal and real terrain maps.

In this paper, wish to improve reception performance of general receiver manufacturing broadband reception amplifier that can thread easily in VHF transmit-receive equipment into downsize, light weight, low-cost. Manufactured reception amplifier expressed Characteristic that improve reception sensitive 3dBm in 140MHz ${\cdot}$ 170MHz frequency band. Therefore, may use communications equipment that utilize VHF wide-band more efficiently. Also, practical use degree is considered to be very high because telecommunication of good quality is available.
