A Study on the Strategy of Establishing China Maritime Performing Party System

  • Based upon the analysis of the former paper, this paper suggest that present problems existing in China's relevant laws and regulations, the difficulties in constructing China's maritime performing party system, the strategy in constructing maritime performing party in China. The writer focused on the strategies of establishing maritime performing party in China, and analyzed the problems which needed to pay attention. Finally, in the writer's view, China does not need to take part in the Convention, and can establish the maritime performing system by amending China Maritime Code.

State-of-the-art IVEF Service based on e-Navigation System

  • In this paper, the state-of-the-art IVEF Service based on e-Navigation System was represented. The unification of the data exchange format among maritime-related systems is one of vital user-needs of e-Navigation, advantageous in bringing maritime safety and security. This paper propose the method to exchange marine information in IVEF, as recommended by the IALA, between VTS centers and Korea's GICOMS as well as the government-related agencies. To achieve this, a system data flow was designed which it acts as client and server. It enables the sending and receiving of Radar and CCTV images in accordance with the IVEF recommendation document of IALA.

각국 해기교육과정의 비교분석 및 한국해양대학교 해사대학의 교육과정 및 교과과정 개선의 기본 방향에 관한 연구 (On the Comparison of the Maritime Education System of the Advance Countries and the Development of the Educational Model for the College of Maritime Science of the KMU)

  • In this paper, the maritime educational and training systems in different countries were compared and analyzed. The sample countries have been divided into two large groups, one of which comprising the countries adopting European maritime educational system and the other of which consisting of countries adopting American maritime educational system. From the comparison of the two educational systems, the merits and demerits of each system has been analysed. The results of the analyses show that the maritime educational institutes of the countries such as U.S.A., Japan, Korea, Taiwan, which have American maritime educational system, have more adaptability to the rapidly changing, shipping environment. In addition, it has been concluded that the college of the Maritime Science of the Korea Maritime University is required to set up a new educational model which is similar to the of the SUNY Maritime College in the U.S.A to meet the recent changes in Korean shipping industry.

수산·해운계 고등학교 학생의 직업기초능력 요소 개발 (A Development of the Elements on Occupational Basic Competencies of Fisheries and Maritime High School Students)

  • The aims of this study are to analysis the elements associated with a occupational basic competencies of fisheries and maritime high school students. Fisheries & maritime key competencies were defined as the abilities that include the essential knowledge, skills, attitude, and experiences required for the workforce on the fisheries and maritime job condition. This research collected preliminary data from 177 fisheries & maritime high school teachers. Data were analyzed to obtain item quality, reliability and validity analysis. The results of the study were as follows; First, largely, fisheris & maritime key competencies were divided into two parts; basic vocational skills and fisheries-maritime job skills. Second, fisheries & maritime key competencies were consisted of communicative competence, numeracy skills, thinking skills, English communication skills, self-management skills, interpersonal competency, selection & application of alternative, marine technology & information skills, marine consciousness and maritime professional ethics. Third, each key competency consisted of 2-9 sub-competencies.

필리핀 vs. 중국 간 남중국해 사건 중재판정의 동아시아 역내 함의 (PCA Ruling on South China Sea : Implications for Region)

  • On 12 July 2016, China's maritime claim to most of the South China Sea (SCS) based on the so-called nine-dash line was rejected by the Arbitral Tribunal, constituted under Annex VII to the UN Convention on the Law of the Sea (UNCLOS) concerning issues in the South China Sea including the legality of the so-called "nine-dashed line", the status of certain maritime features and their corresponding maritime entitlements, together with the lawfulness of certain actions by China which the Philppines, in a case brought in 2013, alleged were violations. As having the Tribunal determined that China's claim had no legal grounds in UNCLOS, thus undermining China's claims, and establishing that China has no exclusive legal rights to control the area roughly the size of India. There are some major implications from the Tribunal's ruling in the Arbitration award. These include implications on: how to delimit the maritime boundary in disputed waters, how to promote maritime confidence-building measures, how to safeguard maritime safety and security, and how to promote the rule of law in the SCS. Since its application of UNCLOS in East Asia, it has been obvious that the only way to resolve maritime disputes in the region is to build strong maritime cooperative partnerships under the auspices of the rule of law.

  • Kenya is a sovereign country with a vast potential in maritime industry. Though Kenya is known to have made it in IMO white list on $14^{TH}$ May 2010, she is making huge investments in maritime industry in an effort to have a share of booming world maritime industry and sea trade. Statistics has it that 90% of trade volume is carried on the sea, which is strong indication that for any country inspiring to be an economic powerhouse it has to have a lion share of sea trade volume, and one of the proven ways in gaining economic success is by investing heavily in maritime infrastructure. The purpose of this paper is to give a brief description of marine traffic status in port of Mombasa which is the largest port in Kenya, highlight vital features of multi-billion Lamu port investment under taken by the Kenyan government and finally discuss the future of maritime industry and Kenyan seafarer.

  • 스마트 자율운항선박(MASS)은 해사안전 및 해양환경 보호를 위한 안전성, 신뢰성, 효율성 기반의 친환경 스마트 해상운항 서비스의 제공을 목표로 추진하고 있으며, 향후 해운 해사 항만 물류, 조선 및 기자재산업 등 해양과 관련된 산업 전반에 걸쳐 급격한 변화를 가져올 것으로 예상된다. 이에 본 연구에서는 자율운항선박 도입과 관련한 정책 우선순위를 파악하여 산업별 대응 전략을 마련하고, 해운 항만 조선 분야를 포괄하는 스마트 해상물류체계 구축을 위한 정책방안을 제시하였다.

Risk Assessment for Marine Pilot Occupational Accidents using Fault Tree and Event Tree Analysis

  • Maritime transportation is one of the most complicated and hazardous business fileds. Maritime accidents still occur despite several precautions since maritime is exposed to natural factors more than any other industries. In this harsh environment as a part of their job, marine pilots often embark/disembark to/ from vessels and confront life-endangering personal accidents. In the maritime field, several risk assessments are applied. However, all of them could not evaluate occupational accident risk for maritime pilot specifically. This paper performs specific risk analysis using the bow-tie method based on past accident records. This paper aims to qualify root causes and quantify root causes by importance level according to occurrence probability. As a result of analysis, occupational accident occurrence probability is found to be 14%, indicating that accident occurrence rate is significantly high. Hence, the probability of root causes triggering accidents and accident occurrence probability can be ascertained so that preventive measurements can be implemented. Besides theoretical achievement, this paper provides safety awareness to marine pilots, Marine Pilot Organizations, and ship crew who play a key role during marine pilots' transfer.

  • 목포항 접근 항행구역은 30마일 구간의 협수로로 이루어져 있으며 항로가 여러 지점에서 교차하고 있어 교통이 혼잡한 수역이다. 특히 목포구를 제외한 외측수역은 항로지정이 되어 있지 않으며 어망 및 광업권이 산재하여 선박의 안전운항을 위협하고 있다. 따라서 본 연구에서는 주변환경 및 항행 위해요소 분석, 교통실태 관측조사 및 해양사고 분석을 통한 해상교통환경 평가를 실시하여 항행안전을 위한 대안을 제시하였다.

  • 우리나라에서 해상에서 발생하는 살인, 강도, 마약밀매, 불법조업 등 해양범죄에 관한 일반적 수사관할권은 해양경찰에게 있다. 해양범죄는 육지에서 발생하는 일반범죄에 비해 희소성, 피해의 대형화, 증거물의 오염가능성을 띄고 있기 때문에 이러한 범죄를 다루는 수사관들이 평소 담당사건에 대한 고도의 전문성을 보유하고 있어야 한다. 그런데 현재 해양경찰은 범죄수사전문가가 부족하고, 경찰수사연수원 등 일반경찰의 교육기관에 수사교육을 위탁하는 등 자체적인 수사교육 역량이 부족한 실정이다. 이에 해양범죄에 관한 정보와 자료를 축적하고 수사전문가를 양성한 후, 해양범죄에 관한 전문교육기관을 설치하여 해양범죄 특유의 교육과정을 통해 해양범죄 수사역량을 강화할 것을 제안한다.
