Recently, it has been emphasized that 'marine special economic zone' need to be designated and developed. Therefore, the purpose of this paper is to analyse on successful growth factors of 'marine special economic zone'. This study deals with the terms of three connection success factors which are a firm's subjective factors, a industrial environment factors, and a governmental policy factors. According to analysis results of the three successful growth factors, a firm's subjective factors(4.11 score) are scored at the most ones of the three successful growth factors, to be compared with a industrial environment factors(3.89 score). with a government policy factors(3.72 score). Therefore, first of all, it is important to enhance competitiveness of 'marine special economic zone' through as follows, a firm's subjective factors : (1) to procure concentrated market strategy and real market capacity, (2) to promote customer service, (3) to procure speedy satisfaction of customer needs and confidence, (4) to enhance competitiveness through standing in a trio of connection growth model. And, the next, we have to enhance competitiveness of 'marine special economic zone' through considering a industrial environment factors, that is, sustainable growth of marine industry, clustering of marine industry, expansion of infrastructure, etc., and a government policy factors, that is, leading law improvement and policy of leading 'marine special economic zone' designation and development, etc.,

This study seeks to analyze trends in Korean government support for marine biotechnology R&D investment. The quantitative analysis proposed in this paper provides useful data to inform government policy making decisions in relation to R&D investment in the marine biotechnology. Data used in this study is from NTIS (National Science & Technology Information Service) DB. Empirical results indicate that national R&D investment in the area of marine biotechnology has recently been increased in terms of the number of R&D programs and the amount of R&D investment. The results also show that the R&D programs in the area of marine biotechnology involve various Ministries of the government of Korea, although the Ministry of Oceans and Fisheries (MOF) performed a key role in the R&D investment in the marine biotechnology. Finally, the results of social network analysis in this study reveals that most of the R&D programs in the area of marine biotechnology seeks the development of new materials using unique features of marine bioresources.

Noise externalities are a ubiquitous problem in modern societies. Research to estimate damages and potential efficient solutions therefore is important for addressing such problems. The results of a hedonic property model show that noise has a statistically significant and quantitatively important negative effect on property values. The key results for the best model show that damages (in year 2000 dollars) are - $5000 ${\ast}$ (ln dB), where dB is noise measured in decibels, allowing for the influence of other factors. Because ln(dB) is a strictly concave funaion, the "noise damage function"exhibits diminishing marginal effects with noise.

While the current share of marine energy in South Korea is less than 1%, it is globally recognized as a resource approximately four times the annual electricity production. Considering the diverse geographical features of the East Sea, South Sea, and West Sea, marine energy development is crucial for South Korea and essential for achieving the 2050 carbon neutrality goal. Policy efforts for marine energy deployment focus on establishing an innovative, open, and integrated R&D system to respond flexibly. The construction of a scientific, economic, and social valid site selection system, along with a maritime spatial planning regime that considers environmental and socio-economic impacts, is emphasized. To expedite the early activation of marine energy, comprehensive policy endeavors, including discriminatory support policies and participation in international standardization, are anticipated to contribute to the sustainable development and dissemination of marine energy. Marine renewable energy plays a significant role in sustainability and addressing climate change, considered an essential component of South Korea's efforts toward carbon neutrality.

The purpose of this study is to investigate the necessity of policy approach in terms of complex combination of tourists and fishing villages. In order to achieve the purpose of this study, the policies related to the marine tourism industry were investigated and the laws related to the development of the coastal area and fishing port area were investigated. As a convergence approach to marine tourism policy, First, the development of marine tourism resources should be based on the increase of hydrophilic activities and the characteristics of the four seasons. In particular, the need to dig through support of projects such as the successful model that made aquarium associations etc. that are currently in progress, such as "fishing village experience".

This study analyzes patent trends regarding farming-related technologies such as breeding or nursery technology, production systems, and new cultivation methods in order to provide objective patent information about the trends of R&D on marine products' proliferation or farming. Presently, in Korea, we try to secure marine living resources through the formation of artificial resources instead of environmental improvement policy or resource management policy. However, this is not about eliminating the causes of marine environment destruction but just the policy for improvement, so it is needed to revise the related policy with more ultimate measures. And it is necessary to develop technology that can secure the rights by integrating patent application strategies from the stage of R&D for medicine that can be utilized in chief farming countries and provide intensive support for the research centering around strategic varieties for farming in each region as well as strategic national farming varieties afterwards. Also, the analysis shows that it is urgent to make applications overseas based on domestic applications in order to develop technology that can be commercialized in not just Korean but overseas market as well.

An analysis on the marine accident is very important to prepare countermeasures which will ensure the safe navigation This paper aims to build a model of the rouses and improved policy for marine accident using SD(System Dynamics) approach and to measure a effect which is risk control countermeasures of marine accident The methodology of this paper is to perform the causes and improved policy for marine accident using Brainstorming method, and was to changed by quantitutive, qualitative factors and their feedback loops in casual map. This model was performed over 23 years($1997\~2020$) in a standard simulation model and 4 policy simulation models.

This study has been made to see how much the execution results of the promotion policy for middle school teaching staffs succeeded for education development. The objects of the study are 70 physical education teachers in middle school in Busan, 2005, and the method is through questionnaires. The aim of the study is to grasp the propriety, the suitability, the effectiveness, the efficiency and the correspondence on the execution results of the promotion policy of middle schools' educational officials, and to refer to them at the policy. The conclusions are as follows:1. As to the propriety of promotion policy, it shows to have 65.8% support, so the aim selection proves not to be much unreasonable. 2. As to the suitability, it shows to have 52.5% support, so the selection of the policy ways for practicing the policy aim proves to be a little unsuitable. 3. As to the effectiveness, it shows to have 70.7% support, and the rate of support is the highest of the change factors of evaluation, so it proves to be very successful in the achievement of policy aim. 4. As to the efficiency, it shows to have 63.8% support, so the policy drive activity proves to be inefficient. 5. As to the correspondence, it shows to have 46.2% support, and it is the lowest mark of the change factors of evaluation. Therefore it proves that the favor-receiver, the physical education teachers have very low degree of good feeling.
