Development of the Electrolysis Ballast Water Treatment System and Test (직접 전기분해식 선박평형수 처리장치 개발과 시험에 관한 연구)

  • Ballast water filled into and discharged from the ballast tank of a ship has a negative impact on local marine environment due to various aquatic organisms contained therein. The IMO developed and adopted "The International Convention for the Control and Management of Ships Ballast Water and Sediments, 2004" with the purpose of protecting the marine environment from transfer of harmful aquatic organisms in ballast water carried by ships. The IMO BWM Convention was approved in September 2016 and ships must be equipped with ballast water management system after September 2017. Ships' ballast water treatment methods are divided into using active substances as electrolytic type, ozone type, chemical dosing type and using physical treatment type as filter type, ultraviolet type. It is also used with a combination of two methods. Electrolysis is superior in terms of cost and efficiency. In this study, basic principles, components, and land base test contents of electrolysis ballast water treatment system, a direct electrolyzed ballast water treatment system, were examined. Land base test was conducted with 300m3/h capacity device at the KIOST Geoje plant where the government test facility was installed. This test validated that the system meets IMO standards.

Eutrophication in the Namhae Coastal Sea 2. The Aspects of Eutrophication of Bottom Mud and Surface Seawater in the Namhae Coastal Seas (남해 연안해역의 부영양화 2. 남해 연안해역의 저질 및 수질의 부영양화 실태)

  • The aim of this paper is to grasp eutrophication aspects in Namhae coastal seas, statistically analyzing existing data for their surface seawater and bottom mud. A pollution level(ignition loess) of bottom mud, on the whole, trended to increase as moving the coastal sea around Mokpo-Wando toward the east(Gyeongnam Namhae coastal seas). Especially, the pollution level(ignition loss=10.5%) of bottom mud for the coastal sea around Tongyeong-Keoje-Gosung was similar to that(10.3%) for the coastal sea around Masan-Jinhae, whose coastal marine pollution was the severest in Namhae coastal seas. It indicates that large amounts of pollutant from aqualculture facilities have been, thus far, accumulated on the coastal sea around Tongyeong-Keoje-Gosung, considering there was no significant inflow of sewage and industrial wastewater into this coastal sea. A COD, T-N, and T-P level of surface seawater, on the whole trended to increase as moving the coastal sea around Mokpo-Wando toward the east(Gyeongnam Namhae coastal seas). A COD level appeared to be the second grade of coastal water quality over the entire year throughout all Namhae coastal seas A T-N level exceeded the third grade of coastal water quality throughout all Namhae coastal seas except the coastal sea around Mokpo-Wando. Especially, a T-N level exceeded as many as three and six times over the third grade of coastal water quality in the coastal sea around Tongyeong-Keoje-Gosung and Masan-Jinhae, respectively. A T-P level appeared to be the second grade of coastal water quality in the coastal sea around Mokpo-Wando and the third grade of coastal water quality in the coastal sea around Yosu-Narnhae and Tongyeong-Keoje-Gosung, while it exceeded as many as two times over the third grade of coastal water quality. A degree of eutrophication of the surface seawater was 1.5 in the coastal sea around Mokpo-Wando and 11.9 In the coastal sea around Tongyeong-Keoje-Gosung, gradually increasing as moving toward the east(Gyeongnam Narnhae coastal seas). It sharply increased to 146.1 in the coastal sea around Masan-Jinhae. Because the degree of eutrophication throughout all Namhae coastal seas exceeded 1, a red tide organism could pose a possibility of proliferation at any place of Namhae coastal seas if other requirements were satisfied. It indicates that a red tide may move to another place once a red tide breaks out at a place of Namhae coastal seas.

The Examination and Development Plan of Maritime Policing Act ("해양경비법" 검토와 발전방안)

  • The ocean in the 21st century is getting emphasized as a treasury of natural resources and a growth engine for the nation. And nations around the world have entered into the hyper-competition to take the initiative for those marine resources. Under the situation, the Korea Coast Guard is devoting itself with full force to protecting maritime sovereignty, ensuring maritime safety and security and preserving the marine environment. Purpose of this study is to analyze Maritime Policing Act of 2012 and their problems and to suggest improvement measures. Objectives of Maritime Policing Act of 2012 is national Defence, policing for maritime security, protection of marine natural resources and marine facility in territorial waters and exclusive economic zone(EEZ) of Korea. Limits of Maritime Policing Act of 2012 are as follows. First, As organization related rules in Maritime Policing Act of 2012 are not enough, Maritime police agency Act should be revised and enacted in order to cope with future administrative demands and legal ground. Second, Article 22 penal regulation is more severe than regulations of another Act. Third, Article 14 should be made improvement for pre-prevention through the pre-report and the establishment of prohibition boundary in maritime demonstration.

Characteristics of Water Quality In the Shihwa Lake and Outer Sea (시화호 및 주변해역의 수질 특성)

  • The operation of tidal power facility may induce severe changes of water quality in Shihwa Lake. Current water quality data are quite important to water quality management policy of Shihwa Lake. Thus, the water quality data of Shihwa Lake and its adjacent sea in 2010 were presented to characterize the temporal and spatial changes of water parameters such as pH, SS, DO, COD, dissolved nutrients, chlorophyll-a, TN and TP. Highest levels of water quality parameters were observed near the Shihwa and Banweol industrial complexes and the levels of water quality parameters were on a decreasing trend to those near the water gate. It suggests that the horizontal distributions of water quality levels are mainly controlled by the supply of fresh water from streams and the inflow of outer seawater by operation of water gate. Although the higher concentrations of TN and TP were observed in the location being affected by Sorae port, the levels of water quality parameters in outer sea of Shihwa Lake were lower than those in Lake. In summer season, hypoxic condition was well developed in bottom water by strong stratification and active decomposition of organic matter. Thus, the vertical distributions of dissolved nutrient, TN and TP concentrations showed the concentrations to be higher in bottom seawater than those in surface seawater whereas the vertical distributions of chlorophyll-a, COD and POC concentrations showed the concentrations to be higher in surface seawater than those in bottom water. Results of Pearson's correlation matrix for surface seawater demonstrated that salinity showed negatively good correlation with not only dissolved nutrients except for ammonium but chlorophyll-a, COD and POC This result indicates that the supply of dissolved nutrients through several streams might significantly affect phytoplankton bloom and increase of COD concentration in surface seawater.

A Study on Safety Management Efficiency for Coastal Accident Prevention (연안사고 예방을 위한 효율적 안전관리 방안 연구)

  • This study examines the efficiency of safety management measures taken in coastal waters to prevent coastal accidents. Recent years have witnessed about 800 cases of large and small coastal accidents in coastal waters annually. On average, these accidents have been responsible for 129 deaths annually, Thus, there is a need for effective preventive measures. Accordingly, the Korea Coast Guard enacted the Coastal Accident Prevention Act in 2014 and has cooperated with related organizations, such as local governments and the Ministry of Oceans and Fisheries, to safely manage coastal waters. However, compared to the rapid increase in human coastal activities, coastal accidents continue to occur due to the lack of a safety mindset among the Korea Coast Guard, a lack of public safety awareness, a lack of safety management facilities, and poor interest from related organizations, among others. This study examines the conditions and problems faced with regard to safety management in coastal waters based on recent coastal accident data, and analyzes foreign coastal waters safety management cases. Various methods to improve the safety management efficiency in coastal waters are proposed, such as enhancing the safety mindset and capabilities of the Korea Coast Guard, strengthening cooperation among related organizations, increasing the role of local governments, expanding and strengthening safety management facilities by applying new technologies, inculcating a culture of maritime safety, and activating private-public collaborative governance.

Characteristics of boil-off-gas partial re-liquefaction systems in LNG ships (LNG선박용 BOG 부분재액화 시스템 특성 연구)

  • To protect the ocean environment, the use of liquefied natural gas (LNG) carriers, bunkering ships, and fueled ships is increasing. Recently, Korean shipbuilders have developed and supplied a partial reliquefaction facility for boil-off-gas (BOG). Despite reasonable insulation, heat leakage in vessel storage tanks causes LNG to be continuously evaporated as BOG. This research analyzed the maximum liquid yield rate for various partial reliquefaction systems (PRS) and considered related factors affecting yields. The results showed a liquid yield of 48.7% from an indirect PRS system (heat exchanges between cold flash gas and compressed natural gas), and 41% from a direct PRS system (BOG is mixed with flash gas and discharged from a liquid-vapor separator). The primary factor affecting liquid yield was heat exchanger effectiveness; the exchanger's efficiency and insulation characteristics directly affect the performance of BOG reliquefaction systems.

A Study on the Estimation of the Deformation of Object under Hydrostatic Pressure Test Using Image Processing (영상처리기법을 이용한 내압시험체의 변형도 추정에 관한 연구)

  • To evaluate the pressure-resistant performance of underwater equipment, hyperbaric chamber test facility which can make the hydrostatic pressure is used. In this test, strain gage is generally applied to measure the strain of object under test is suitable for measuring a tiny deformation, but it can not measure a large deformation. Thus this paper suggests a method to estimate the over -order deformation of object under test by the image processing with the image acquired from underwater camera in the hydrostatic test. The main procedure of suggested method comprises the first step to find significant points by processing the image two dimensionally and the second step to estimate a deformation of object under test by tracking the motion of these points. If completing the remained research which is estimating the deformation and comparing it with a real one, it can be a method to measure the over -order deformation of object under test.

  • SHS(Ship-Handling Simulator) is virtual generation of vessel traffic situation under various environmental conditions. Recent, with the introduction of MSA(Maritime Safety Audit), SHS is being used as a key facility to determine the safety of navigation. However, the current audit techniques specified in the implementation guidance of MSA have been prepared by generalizing common procedures and evaluation methods used by institutions operating simulator systems. Therefore, they need to be reviewed and supplemented. This study analyzed the adequacy of current audit techniques based on the limitations and problems, then suggested the advanced scheme of SHS such as standardization of ship models, standard manoeuvring and evaluation method. The results of this research will contribute to improving the quantification and reliability of audit techniques used in the MSA as well as upgrading of the simulator system.

A Study on the New Trend of The Consumption District Cold Storage Warehouse Industry in Japan - Focused on Japan Capital region - (일본 소비지 냉동냉장창고의 새로운 움직임 -수도권 냉동냉장창고를 중심으로 -)

  • Cold storage warehouse industry in Japan has been extended in its scale in terms of both the number of storages and cold storage capacity in order to meet the extended reproduction of the marine products industry. However, increasing total amount of the stored goods since mid 80s led to relative decrease of marine products while the number of storages was remained the same or decreased, though cold storage capacity was gradually increased and is maintained the increase of the average cold storage capacity. As structural change in the cold storage warehouse industry emerges, cold storage warehouses require new approach to individual storage management with 1)diversity of the stored goods; 2) more competition due to increase of the cold storage capacity; and 3) sizing of the average cold storage capacity. Therefore, this study analyzed how cold storage warehouse management activity with individual storage sizing changes; and significance of sizing and functional change in cold storage warehouses experiencing sizing, by observing leading cold storage warehouse industry of the metropolitan area in Japan. In conclusion, reorganization of cold storage warehouse industry in the metropolitan area in Japan can be summarized as follows: First, competition among cold storage warehouses in the metropolitan area in Japan is not simply limited to storage industry but extended to establishment and securing physical distribution function. Second, since cold storage warehouse industry is in Scrap & Build phase, decision of management executives on whether taking direction to maintain/continue enhancement of physical distribution function may cause drastic reorganization in the cold storage warehouse industry, Third, since profit of physical distribution management based on cold storage warehouses is insignificant, it is not easy to accomplish expected management outcome, Fourth, today's cold storage warehouse industry mainly characterized by diversity of the stored goods needs facility reorganization with comprehensive and functional integration covering from F class cold storage capacity to F&C class.

Investigation of Dice Artificial Reef Stability Installed (1981-2004 years) on Pohang Coast of the East Sea (경상북도 포항시 해역에 시설된(1981-2004년) 사각형 어초의 상태조사)

  • Sediment transport around artificial habitat which is induced by the change of flow due to installation of the structure plays a role not only as a defect function of subsidence and burial but also bottom-environment control function. Using Side Scan Sonar (SSS), Differential Global Positioning System (DGPS) and Scuba diving equipment, we investigated a facility condition of a dice reef installed on Pohang coast of the East Sea. Investigation result, at total 139 place, 10,526 dice reef was discovered. As the level which affects function of the above 0.5m, the case 4 place of burial (0.5~1.2m, 2.9%), scour appeared with 3 place (0.5m, 2.2%) and broken was appeared with 183 artificial reefs (1.74%). As a result, dice reef installed Pohang coast appeared to mostly stable.
