THE POTENTIAL OF SATELLITE REMOTE SENSING ON REDUCTION OF TSUNAMI DISASTER

  • It's used to be said that tsunami is a rare event. The recurrence time of tsunami in Sumatra area is approximately 230 years as CalTech Research Group‘s study from paleocoral. However, the tsunami occurred in Indian Ocean on 26 December 2004, 28 March 2005 and 17 July 2006, because the earthquakes still release the energy. To cope with the tsunami disaster, we have to put the much effort on better disaster preparedness. The Tsunami Reduction Of Impacts through three Key Actions (TROIKA) was suggested by Eddie N. Bernard, the director of NOAA/PMEL (Pacific Marine Environmental Laboratory). They are Hazard Assessment, Mitigation and Warning Guidance. The satellite remote sensing has potential on these actions. The medium and high resolution satellite data were used to assess the degree of damage at the six-damaged provinces on the Andaman seacoast of Thailand. Fast and reliable interpretation of the damage by remote sensing method can be used for inundation mapping, rehabilitation and housing plans for the victims. For tsunami mitigation, the satellite data can be used with GIS to construct the evacuation map (evacuation route and refuge site) and coastal zone management. It is also helpful for educational program for local residents and school systems. Tsunami is a kind of ocean wave, therefore any satellite sensors such as SAR, Altimeter, MODIS, Landsat, SPOT, IKONOS can detect the tsunami wave in 2004. The satellite images have shown the characteristics of tsunami wave approaching the coast. For warning, satellite data has potential for early warning to detect the tsunami wave in deep ocean, if there are enough satellite constellation to monitor and detect the first tsunami wave like the pressure gauge, seismograph and tide gauge with the DART buoy can do. Moreover, the new methods should be developed to analyse the satellite data more faster for early warning procedure.

  • In order to improve navigational safety of ships, an ocean wave prediction model of high precision within a short time, dealing with multi-directional random waves from the information of the sea surface winds encountered at the planned ship's course, was introduced for construction of ocean wave forecasting system on the ship. In this paper, we investigated a sea disaster occurred by a stormy weather in the past. We analyzed the sea surface wind first and then carried out ocean wave hindercasting simulations according to the routes the sunken vessel. From the result of this study, we concluded that the sea disaster was caused by rapidly developed iou pressure system Okhotsk Sea and the predicted values by the third generation wave prediction model(WAM) was agreed well with the observed significant wave height, wave period, and directional wave spectrum. It gives a good applicability for construction of a practical on-board calculation system.

  • The purpose of this study is to clarify the problems and causes of OSC system of the KCG. In the disaster of sea, the possibility that could expect a reasonable decision making is low. The study has carried out for the different point of view of the problems. The problems have been revealed through the theory and analysis of structural and non-structural aspects for the OSC system, such as inefficient organization system, failure of reasonable decision making, lack of communication with the field. The conclusions of the study have been proposed such as an advanced On-Scene Command system, efficient organization, the training of professional staff, the creating of open organizational culture.

  • There have been a lot of marine accident due to the increasing transportation by sea in accordance with economic growth. Accordingly, we are fully aware of the importance of the development of safety control system so that many prevent the sacrifice of life and disasters on the sea. The objective·e of this research in to investigate the more effective system by establishing the prevention of safety accident and marine information system as a national project.

  • Ships on the sea are exposed to the danger such as collision, stranding, sinking, capsizing and disaster and so on. So, we discuss the factors and the countermeasures for prevention a lot of marine casualty caused on the ship navigation. It is necessary to construct of cooperation system among all organizations relating to salvage on the sea. In order to prevent the marine casualty. it is important to reinforce the crew with safety education and to improve on navigation aids for ships in fairway.

  • The aim of Port State Control(PSC) system is recognized as a proficient mechanism in preventing coastal traffic accident and protecting marine environment. Recently, PSC system is focused on human factor of International Maritime Convention, especially ILO and STCW Convention by considering many accidents resulted from human factor. Therefore, we have to understand of Consolidated Maritime Labour Convention which describes employment conditions and social welfare policy, the rights about the lowest wages, the overdue wages, the unemployment protection. a disaster reward, etc and STCW Convention which describes standards of training, certification and watchkeeping for seafarers. The aim of this study is to recognize inspection points about human factor of these Conventions. .

  • Offshore observation of tsunami and storm surge before arriving to the coast is very important fur coastal disaster prevention. But up to ten years ago, coastal tide stations had been supposed to be the only means to observe tsunami and storm surge profile, fir difficulty of offshore observation (Goda.et.al., 2002). Recently seabed installed coastal wave gauges have been repeatedly reported to successfully observe various tsunami profiles by conducting continuous data acquisition (Goda.et.al., 2001 : Nagai, 2002a; Nagai.et.al, 1996, 2000, 2002b).   • According to the climate change scenarios, the intensity of typhoons, a major factor in Korea's natural disaster, is expected to increase. The increase in typhoon intensity leads to a rise in wave heights, which is likely to cause large-scale disasters in coastal regions with high populations and building density for dwelling, industry, and tourism. This study, therefore, analyzed observation data of the Donghae ocean data buoy and conducted a numerical model simulation for wave estimations for the typhoon MAYSAK (202009) period, which showed the maximum significant wave height. The boundary conditions for wave simulations were a JMA-MSM wind field and a wind field applying the typhoon central pressure reduction rate in the SSP5-8.5 climate change scenario. As a result of the wave simulations, the wave height in front of the breakwater at Sokcho port was increased by 15.27% from 4.06 m to 4.68 m in the SSP5-8.5 scenario. Furthermore, the return period at the location of 147-2 grid point of deep-sea design wave was calculated to increase at least twice, it is necessary to improve the deep-sea design wave of return period of 50-year, which is prescriptively applied when designing coastal structures.

A Comparative Study on Marine Rescue Volunteer Organizations (해상 구조 봉사단체의 비교 연구)

  • Maritime safety management needs active public participations because the sea is too wide for a government to respond to all unexpected accidents with limited resources. Marine rescue volunteer organizations of US, UK, Japan and Korea were compared one another on the base of disaster management governance theory, and recommendations for the development of marine rescue volunteer organization of Korea were proposed. The advanced organizations commonly have tradition of marine rescue voluntaryism in the advanced maritime countries. They have nation-wide networks and self-governing structures. Their main activities include public maritime safety education and fundraising programs as well as marine rescue operations. They have cooperative relationships with government agencies in charge of national maritime safety management, which are usually guaranteed by legislations or institutional systems. Donations from the public are major source of their finances. Members mainly consist of civil volunteers, and get basic compensations for their expenses. For the advancement of marine rescue volunteer organization of Korea, efforts are needed to strengthen the membership of civil rescue fleet, to activate public education and fundraising programs, and to amend the related law for institutional support.
