SARMAP을 이용한 해상표류물체 위치예측 시뮬레이션 (Simulation for Forecasting the Location of Drifting Objects at Sea Using SARMAP)

  • 목포 부근 해상에서 표류물체의 위치를 예측하기 위하여, 해상에서의 수색구조를 위한 유용한 시뮬레이션 도구들 중의 하나인 SARMAP에 풍향풍속 및 조류와 같은 자연 요소의 입력 자료를 적용하여 시뮬레이션을 수행하였다. SARMAP 에서 이용된 조류의 계산자료와 관측자료를 비교하면 SARMAP 의 계산 조류는 관측 조류와 잘 일치하였다. 2006년 7월 대흑산도 주변 해상에서 일어난 해양사고의 사례와 관련하여, 목포해양경찰서의 SAR 모델로써 시뮬레이션한 표류물체의 위치와 SARMAP로써 시뮬레이션한 위치간의 차이는 약 20 마일로 나타났다.

감항 능력 부족과 보험자의 면책 특권에 관한 해석론적 고찰 (A Study on Unseaworthiness and Exclusive Right of Insurer on It)

  • One of the fundamental duty of the assured in a marine insurance contract is maintaining seaworthiness of the ship insured. Since duty of the seaworthiness of ship is a shipowners implied warranty in the marine insurance, the breach of the duty of seaworthiness by assured is recognized as immunity for the underwriter. This is a measure to protect the underwriter through prevention of unexpected casualties which may be occurred from the unseaworthiness. In the Korean Marine Insurance Act the legal character of the assured's duty of seaworthiness is not clear whether it is a legal duty or contracted one. Accordingly, in this paper the author pointed out that the duty of seaworthiness of the ship should be interpreted according to the English Law. As a conclusion, the hull insurance does not require even implied warranty concerning seaworthiness, since it is recognized as one of implied fundamental warranty of the English Marine Insurance Act. Especially, this issue pointed out is very meaningful and advisable under the consideration of the existing conditions of the marine insurance regime for the distant-water fishing vessels and the catch carriers in Korea.

Development of Risk Rating and Index for Coastal Activity Locations

  • This paper develops a risk index based on an indicator of risk assessment in terms of coastal activity location and accident type. The risk index is derived from a formula which adds the consequence of failure to a vulnerability value, then subtracts the mitigation value. Specifically, the consequence of failure is the number of casualties in coastal activity locations. An indicator of vulnerability refers to coastal environment elements and social elements. A pointer of mitigation includes managerial and organizational elements that indicate the capabilities of coastal activities. A risk rating of coastal activity location is found from a risk matrix consisting of the accident location and type. The purpose of this study is to prevent accidents at coastal activity locations by allowing the Coastal police guard to monitor effectively and inform visitors of potential risks.

선수 충돌 상황별 손상거동에 관한 연구 (A Study on the Extents of Damage of a Bow Structure According to Collision Scenario)

  • The rescue methods for the marine casualties are limited due to the characteristics of operation environment of the vessel. Especially the most of marine accidents have been occurred at the bow structure of ship. Moreover the failure of bow structure may lead to catastrophic mishaps. In this paper, the extents of damage of a bow structure fracture subject to collision accident was investigated by using numerical method. The computer simulation approach by using Finite Element Method was employed to accomplish this goal. A finite element model, a 3D model of ship, has been utilized to evaluate damage of bow structure according to collision scenario. In conclusion, we have demonstrated that the plastic deformation occurred at the bow structure. Also it was shown that the collision angle clearly plays a role in determining amount of damage of ship structures.

  • 3면이 바다로 덮여있는 해양국가인 우리나라에서 해난 사고는 다양한 원인과 결과를 보여준다. 매년 600-700건씩 발생하는 해난 사고는 소형선박인 어선이 대부분을 차지하고 있으며, 연안에서 발생하는 선박과 조업하는 어선과의 충돌, 유조선의 침몰등으로 인한 인명손실과 대규모의 환경오염에 대한 책임, 실종선박에 대한 수색 등은 반복되는 해난 사고의 유형이다. 21세기가 시작되면서 대형화된 선박과 선원들의 감소로 인하여 디지털 선박이 등장하게 되었고, 선박에 설치된 장비들에 대하여 디지털 데이터가 저장되고, 저장된 데이터 속에서 필요한 정보를 추출하고 분석하는 해상 디지털 포렌식이 필요하게 되었다. 해난 사고에 대한 원인 규명과 책임, 손해 배상 등을 다투기 위한 증거를 수집하는 방안으로 해상 디지털 포렌식을 제안하며 이를 이용하여 디지털 증거를 수집하는 방안을 제시한다.

우리나라 어선 해양사고 제어 요소에 관한 기초 연구 (A basic study on control factor for the marine casualties of fishing vessel in Korea)

  • This study is aimed to find a control factor for the marine casualty of fishing vessel by using the risk quantitative method of marine casualty, and sequentially timed event analysis for the reason finding. The result is that collision, sinking, and capsizing took high risk need to be strongly controlled. And the accident reason and control factors distinguished are as follows. The 82.2% of collided fishing vessels have negligence of look out as a immediate cause, while it was judged that underlying causes were the characteristics of vessels and fishing method, lack of suitable complement, fatigue, the prejudice or ignorance on steering and sailing rules. So the control factors are; firstly needs educational control measures and in terms of systemic control approach expand the range of the certificate of competency more smaller tonnage.

  • Marine casualties and environmental pollution have increased recently. Especially, the rate of incident of Coastal tankers is higher, but the assessment tool for safety management system is lack in this fields. However Oil Major Vetting System being professional assessment tool for tanker is widely applied in ocean going tanker by the worldwide Oil Majors. According to the analysis of the marine tankers' incidents which applied Oil Major Vetting System, the incidents were reduced rapidly for recent about 5 years. Using Oil Major Vetting System is helped to improve safety management and to prevent marine incidents. Therefore if applying a parts of the Oil Major Vetting Systems to the coastal tankers' Safety Management System, the Coastal tankers incidents would be reduced and improved gradually.

  • The marine industry is rapidly developing as a result of the increase in various needs in the marine environment. In addition, accidents involving ship fires and explosions and the resulting casualties are increasing. Generally, manpower and safety problems exist in fire fighting. A fire fighter in the form of an autonomous surface robot would be ideal for marine fire safety, because it has no manpower and safety problems. Therefore, an autonomous surface robot with the abilities of fire recognition and tracking, nozzle selection, position and attitude control, and fire fighting was developed and is discussed in this paper. The test and evaluation results of this robot showed the possibility of real-size applications and the need for additional studies.

  • 1980년부터 1985년까지 6년 간의 우리나라 해난사고 중 기관손상사고를 발췌하여 주성분분석법에 의하여 분석한 결과는 다음과 같다. 1. 여러 가지의 기관손상사고 중 축계, 실린더 계통 및 추진기의 손상사고율이 매우 높은 비중을 차지하고 있다. 2. 치차, 실린더 계통의 손상은 재질불량, 노후마모 등의 기계적 원인에 의한 사고율이 높으며 추진기, 각종 관계통의 사고는 취급 부주의, 불완전 수리 등 soft적인 원인에 의한 경우가 많다. 3. 치차, 축계 등의 사고는 매우 중손이며 관계통이나 추진기 사고는 비교적 경손이다. 4. 대부분의 사고는 인간의 실수, 부주의 등 soft적인 원인에 의하여 발생한다.

  • Marine Casualties cause the loss of hmm lives, properties and marine pollution. The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures have been developed, applied to the industries. The coastal VTS and navigational aids are considered as one of the effective methods to promote marine safety but they need relatively huge amount of budgets to build. Thus prior to establishing these coastal VTS and navigational aids, it should be evaluated the navigational safety level in the coastal waterways in concern. So far as human beings are concerned, there are many types of fuzziness in the evaluation of navigational safety level. In order to reflect these fuzziness on this evaluation, this paper introduces the fuzzy measure and integral to represent the fuzziness in the evaluation process. Therefore this paper aims to develop the method for this evaluation using the fuzzy measure and integral. In this paper, Korean coastal area is divided into 8 sectors and evaluated the priority for the needs of coastal VTS and navigational aids. The results are found as order as Mokpo, Yosu, Pohang, Busan, Inchon, Geoje, Gunsan, Donghae coastal area.
