Process and Prospect of Marine Ranching Project in Korea

  • General aspect of marine ranching programme in Korea was introduced. It contains the status of Korean fisheries industry, background and the scope of ranching project being conducted by KORDI since 1996. Long term plan for the marine ranching programme as a national project is also introduced including socio-economic analysis of project as well as economic impact of investment.

Estimating the Economic Value of Recreational Fishing in the Jeonnam Marine Ranching Area (여행비용모형을 이용한 전남 바다목장 해역 유어활동의 경제적 가치 추정)

  • This study aimed to estimate the economic value of the recreational fishing in the Jeonnam marine ranching area as a part of the total socioeconomic evaluation of the Jeonnam marine ranching program. A travel cost method was applied to the estimation of economic value of the recreational fishing in the Jeonnam marine ranching area and input variables included annual fishing trip days, average travel cost per trip, average catch amount, monthly income, marriage, age, and personal perception on the marine ranching program. In the analysis, due to its characteristic of count data, both poisson model and negative binomial model were used. Model results indicated that a negative binomial model was statistically more suitable than the poisson model as the overdispersion problem occurred in the poisson model. All signs of the estimated parameters were estimated as previous studies showed. Based on the results, the economic value per trip of the recreational fishing in the Jeonnam marine ranching area was estimated to be 145,000 won and the annual total economic value of the recreational fishing in the Jeonnam marine ranching area was analyzed to be 2,514,000 won. In addition, the change of total value by catch rate showed that the economic value could be increased by 180,900 won as the catch increased by one kilogram.

  • This paper aims at overviewing Korean fisheries profile with a view on why Korean fisheries need marine ranching program as a new fisheries paradigm - a community-based co-management approach and drawing some policy implications from the advanced experience in fisheries. The aims of community-based co-management approach as a planned approach can be set out under the planning objectives of efficiency and equity. In this context Tongyeong marine ranching program is an important government-sponsored pilot enterprise. Experiences in the advanced fisheries such as Canadian Snow-Crab case suggest that in order to be successful for marine ranching be successful it is necessary that (i) there should be high-value species, (ii) property right should be established, (iii) there should be the reasonable number of participants involved, (iv) the participants and the government should be able to share resource enhancement/management/utilization responsibilities and associated fisheries management expenses. Among these, management cost sharing based on the practical partnership between fishing communities and government is of particular importance because the government must have a full responsibility for all ranching program expenditure unless revenues sufficient to guarantee reasonable income and to share management cost are generated from the ranching business.

Monthly Changes of Fish Fauna at Experimental Artificial Reef in Tongyeong Marine Ranching Area, Korea

  • Eighteen species of fish were identified by SCUBA diving observations around experimental artificial reefs at Tongyeong marine ranching area between November 1998 and November 1999. The highest species number of 14 was observed in September while the lowest number of 2 was observed in November. Fishes showed three typical behavioral patterns against the experimental artificial reef.

A Study on the Economic Effectiveness of the Artificial Fish Reef Project in the Tae-an Marine Ranching (태안시범바다목장해역내 인공어초사업의 경제적 효과에 대한 연구)

  • This paper analyzed that the economic effectiveness of the artificial fish reef project in the Tae-an Marine Ranching. Benefit-cost(B/C) model used to indicate the effects of economic valuation. B/C model is based on the sub-models which are Benefit Cost Ratio(BCR), Net Present Value(NPV) and Internal Ration of Return(IRR). First, the Sum of Incremental Benefit and Cost for total vessel by year in Artificial Fish Reef Area(AFRA) estimated 2,381 million won. And then, using 5.5% discounting rates and the survey data, the sub-models showed economically feasible in the all of analysis and analyzed the results as follows. BCR is 2.66, NPV is 28,014million won, and IRR is 22.78%. In conclusion, these results indicated that the artificial fish reef project in Tae-an Marine Ranching would be increase the income of fishermen as well as fish biomass.

Basic Design of Multipurpose Fisheries Base for Marine Ranching Program (바다목장화를 위한 다목적 수산기지의 기초설계)

  • Multipurpose fisheries base was conceptually designed to establish marine ranching system in the coastal waters around Tongyoung, southern sea of Korea. Fisheries base for marine ranching system has integrated various facilities which were required for the process of spawning, rearing, training, releasing, monitoring and catching functions. This base has five steel piles for supporting upper structure and systems. Four steel piles are surrounded by circular net pen made by steel wire, they have the function of the protection against fouling for pile and scouring for bottom soil as well as secondary rearing and short stocking. We can use the last pile to moor a ship and access to the base. Principal structure with steel piles is designed by optimization technique considering design external forces in the coastal waters of return period of 50 years. Design optimization Problem is formulated for this base. Optimal design of multipurpose fisheries base is numerically investigated by sequential quadratic programming method.

Biomass estimation of fish in Samcheok marine ranching area (MRA) of Korea using the scientific echosounder (과학어군탐지기를 이용한 삼척 바다목장 해역의 어류 자원량 추정)

  • In this study, we aimed to determine the seasonal distribution and biomass of fish in Samcheok marine ranching area (MRA) of Republic of Korea using the scientific echosounder. Fish trap and gillnets were used to identify fish species in the survey area, and dB-difference method was used to estimation the spatio-temporal distribution and density of fish. The results showed that the dominant species in Samcheok marine ranching area were Chelidonichthys spinosus, Sebastes inermis, Hexagrammos otakii and Tribolodon hakonensis. The spatio-temporal distribution of fish showed that fish had a relatively higher distribution at night than during the day. In addition, the density of fish by season was highest at night in July at 34.22 g/m2 and lowest in April at 0.42 g/m2.

  • This study was analyzed and assessed the environmental factors on small marine ranching sites around Gunsan Coast, West Sea of Korea. Standards of assessment are followed in the reports on the choice of marine ranching sites and regulation factors of proper site on marine artificial reefs of MOMAF. Max. current speed around Gunsan were ranged between 25.52 ~ 57.49cm/sec. These values were satisfied by comparing assessment factor such as current speed.. Factors of temperature, salinity, transparency and pH were evaluated as the proper extent. DO was not distributed as the proper extent due to different criterion. between the same assessment factor. COD, SS and nutrients were partly suited to the criteria. Especially, SS was almost higher than that of criterion. So, we are proposed to be reflected in environment characteristics of West Coast such as SS. Moreover, the extent of pollution load factors have to be specified clearly in the regulations of assessment criteria.

Hydro-acoustic survey on fish distribution and aggregated fish at artificial reefs in marine ranching area (음향조사기법을 이용한 수산자원 관리수면의 어류분포 및 인공어초지역의 어군위집조사)

  • Hydro-acoustic survey was carried out to estimate a fish distribution at marine ranching area and aggregated fish schools at artificial reef area in Oeyeondo, Korea. The survey system was set up with DGPS system, scientific echo sounder (EK60, Simrad Co.), and ECDIS (Mecys. Co. LTD). A track survey and a random survey was respectively applied to the marine ranching area (474.4ha) and to the artificial reef area (within a radius of 300m). As the result, fish distribution and MVBS values in marine ranching area showed that created fisheries resources didn't come to be abundant yet as to appear fish distribution in all of the area. In the artificial reef area, it was, however, able to detect many fish school signals on the top of and around artificial reefs and to confirm the luring effect of artificial reefs.
