A Study on the Non-market Economic Value of Marine ranches and Marine Forests Using Contingent Valuation Method (조건부가치측정법(CVM)을 이용한 바다목장과 바다숲의 비시장 경제가치 연구)

  • The Korean government has been carrying out the marine ranch development project since 1998 with the purpose of responding to the decrease in coastal fishery resources and fishery income, preparing a systematic management system for the sustainable use of fishery resources and realizing advanced fisheries power by expanding and upgrading fisheries resource development projects. In addition, the government established the Korea Fisheries Resources Agency and promoted projects for the protection and management of fishery resources by increasing basic productivity by artificially creating marine forests in areas where whitening events occur. Since the project of building marine ranches and marine forests requires immense government financial support, it is important to estimate the economic value and thoroughly evaluate the feasibility of the project. In this paper, the project of non-market economic value of the development of marine ranches and the development of marine forests was estimated. CVM (Contingent Valuation Method) was applied as a methodology for benefits estimation. Prior to the analysis, a one-on-one interview survey was conducted with participation of 512 residents and 514 residents respectively for the project of creating a marine ranch and developing a marine forest. A DBDC (Double-Bounded Dichotumous Choice) model was applied in the WTP (Willingness To Pay) analysis model and the socioeconomic variables of the surveyor, such as sex, age, education and income, were reflected in the model. The economic benefits from the two projects, namely, building of marine ranches and developing marine forests were estimated to be equal to 4,608 won and 7,772 won per household per year, respectively. According to the results of the survey, it seems that respondents think that marine forests are more valuable than marine ranches. This is as a result of ordinary citizens' thought that the marine ranches are more cost-effective than the marine forests. The benefits estimated through this study can be used for analysis of economic feasibility prior to carrying out the project of building marine ranches and developing marine forests, and are considered to be the valuable for policy-making purposes and finding social and economic consensus.

Engineering Performance and Applicability of Environmental Friendly Porous Concrete for a Marine Ranch Using Steel Industry By-products (철강산업 부산물을 활용한 해양목장 조성용 친환경 다공질 콘크리트의 공학적 성능 및 적용성)

  • The steel industry, a representative industry that significantly consumes raw materials and energy, produces steel as well as a large amount of by-product steel slag through the production process. The vast habitat foundation of marine life has been destroyed due to recent reckless marine development and environment pollution, resulting in intensification of the decline of marine resources, and a solution to this issue is imperative. In order to propose a method to recycle large amounts of by-product slag into a material that can serve as an alternative to natural aggregate, the engineering properties and applicability for each mixing factor of environment friendly porous concrete as a material for the composition of marine ranches were evaluated in this study. The test results for percentage of voids per mixing ratio revealed that the margin of error for all conditions was within 2.5%. The compressive strength test results showed that the most outstanding environmental friendly porous concrete can be manufactured when mixing 30% slag aggregate and 10% specially treated granular fertilizer for the optimum volume fraction. As concrete for marine applications, the best seawater resistance was obtained with mixing conditions for high compression strength. An assessment of the ability to provide a marine life habitat foundation of environmentally friendly porous concrete showed that a greater percentage of voids facilitated implantation and inhabitation of marine life, and the mixing of specially treated granular fertilizer led to active initial implantation and activation of inhabitation. The evaluation of harmfulness to marine life depending on the mixture of slag aggregate and specially treated granular fertilizer revealed that the stability of fish is secured.

A Field Survey on Facility Management and Anglers' Requirements at Recreational Sea-fishing Parks (바다낚시공원 시설운영 및 낚시인 요구사항 조사 연구)

  • This paper was intended to empirically identify problems with recreational sea fishing park facilities installed to help reinvigorate local economy of fishing villages in order to mitigate shortage of fishing facilities amid an increase in sea fishers and spur evolution of sea fishing into a marine leisure activity, on which basis this researcher presented direction for facility planning which is deemed necessary to map out the plan for sea fishing parks, along with measures designed to improve sea fishing park facilities. To analyze the problems related to sea fishing park facilities, we conducted a survey on facility operations involving 9 sea fishing parks and 2 sea ranches and had an investigative interview with facility manager. Moreover, a survey was conducted of fishers in 25 sea fishing places, including sea fishing park, fishing experience village, etc., in order to investigate their demand for facilities. The results of survey suggested that there was a significant demand for expansion of amenities such as safety facilities, toilets, lounge facilities, etc., which can accommodate the increase in the number of people fishing with family. Furthermore, the results showed that there was a huge demand for introduction of facilities aiding leisure activities in addition to facilities for fishing activities including education facilities such as fishing site at the corner exclusive for beginners, experiential facilities, camping site, seaside park, promenade, etc. Thus, sea fishing park should be the complex leisure space with a focus on fishing activities and requires facility configuration and facility planning suited to activity requirements within fishing park.
