The necessity of improving manning standards in the Ship Officer's Act has recently been strongly advocated by the fisheries industry. The fisheries industry maintained the position of the relaxation cf current manning standards. However, the Labor unions, Marine Officers Association, and Radio Officers' Association persisted to strengthen the standards or to keep the current standards. This paper studies the appropriateness of current manning standards and proposes its improvement scheme to secure the safe operation of vessels.

In this study, an improvement plan was derived by statistically analyzing the system and current status of tests in Korea and survey of seafarers perception in order to improve the expertise of the Korean fishing vessel officer examination. Recently, about 70% of marine accident occurs from fishing vessels. Therefore, it's necessary to improve the examination to reduce marine accidents. As a result, it was identified that an average of 29,265 applicants have applied over the past four years, and among them, 1,833 people have applied for fishing vessel licenses, accounting for 6.3% of the total. According to the result of explanation and response of 115 people, they responded that practical utilization was low, each operation waters has different requirements and it's necessary to improve the contents of the questions for the specialty subject. In addition, inappropriate questions were found in previous exams. To reduce marine accidents caused by human error and to improve the professionalism of fishing vessel officers, it is necessary to adjust the test criteria and ratio with characteristics of fishing vessels and in the long run, institutional improvements such as the distinction between test subjects and licenses are needed.

In order to facilitate the private maritime security system with high quality guard services, the status of private security companies and the security instructor system which has been operated in land side, are analyzed. Through screening the spectrums of private maritime security and analyzing the status of maritime security guard, the characteristics and expertise of maritime guard service, and it's system need are elicited. we propose the system of marine civil guard officer who will play a major role in private maritime security domain, and design the job requirements, the subjects of qualification test and the education program to enhance his professionalism and practicality. Moreover, the enactment of a provision on marine guard company in Marine guard law will be the platform to develop a private maritime security industry and to strengthen international competitiveness through supervising and piloting private guard service at sea by Korea coast guard.

Traditionally, in the education for the trainees of marine officier, the emphasis is laid on the practical training on board to prepare them for the future position on board and to fit them for the shipboard life. Though the education has been carried out in various ways according to each country's social tradition, culture and educational system, in these days it is done normally by the combined way of school education and training on board to get the competence for the marine officer. Thus the shipboard training course is compulsively required to the candidates for certification as merchant marine officers by the IMO STCW convention 1978 and also it is believed that the education for the dacet officers is to be completed through the shipboard training. In spite of the various earlier studies to improve the training education system, there are few studies for the matters and problems form the standing point of cadet.

The primary purpose of this study was to develop a college adjustment program for freshmen through admission officer system that relies less on test scores and on the various talents evaluated by admissions officers. To help these talented students adjust the new life of the university and enhance their gifts, a college adjustment program was developed with their special needs and characteristics. For that, the survey with 57 students and in-depth interviews with 12 students were conducted. The results revealed that the students wanted to learn study skills, self-management, global mind setting, and life vision and goals setting. Most of the students were worried about their grades because they entered the school with their talents and experience in diverse activities not SAT scores. To promote their academic performance, this program consisted of an academic readiness program which complements students' abilities in primary subjects like math, English, and science, and a potential progress program which is peer-group learning communities based on their own interests like global learning communities, creative learning communities, and service-learning communities. This program was suggested in the context of Comprehensive Development Model. To carry out the program systematically, related organizations and colleges should collaborate with each other.

The proportion of collision in the total marine accidents is high. The main causes of collisions are navigation rule violation, safety speed violation, neglected watch-keeping and improper collision avoidance action. There are two main ways of avoiding collision situations during maritime navigation: the method of altering course and reducing ship's speed. The purpose of this study is to analyze the result of the collision avoidance action of the reserve officer in case of encountering a multiple number of ships using the ship handling simulator. Full-mission ship handling simulator was used to experiment the situation scenarios that encountered multiple ships. After the experiment, the questionnaire about the experiment was investigated. A total of 50 subjects were participated in the experiment. Experimental results showed that the number of the experimenters who used the engine was 11 and the number of the experimenters who did not use the engine was 39. In the case of using the engine, there were 0 collision accident, 1 grounding accident, and 10 no accidents. However, when the engine was not used, there were 28 collision accidents, 2 grounding accidents, and 9 no accidents. The causes of these results can be found in the survey results. 74 % of the non used engine participants said they were hesitate to use the engine. As can be seen from these results, the reserve officer are hesitant to use the engine and need a way to get correct of it. Maritime course subject can emphasize the importance of using ship's engines and case study also can be it. So, It is considered that various case study scenario will need to developed by various tools in the future.

In spite of advanced navigational devices and reinforced mandatory standards of officers' education, the number of ship's accidents are increasing. The accidents caused by minor license officers are more than the number of accidents caused by superior license officers. There are many cases of collisions in the past 5 years released on Marine Accidents Inquiry Agency. Especially, officer's negligence from the consequences of the neglect of any precaution which may be required by the ordinary practice of seamen is the main reason behind ship's collisions. For reducing ship's accidents caused by human error, this paper suggests to develop effective training program using analysis date of domestic and foreign education system as a reference.
