  • 국제해상기구는 국제해상인명안전협약을 통해 국제항해 선박에 대하여 AIS와 VHF를 의무화하고, 국내 또한 선박안전법과 선박설비기술기준을 통해 특정 선박에 의무화 하고 있다. 그러나 다양한 통신장비 및 복잡한 사용법으로 인해 오동작이 발생하고 실제 구조신호에 대한 응답지연으로 인하여 인명사고가 발생하는 경우가 많다. 그래서 최근 해상통신장치는 국제해상안전조난시스템 현대화의 일환으로 차세대 해상통신시스템 구축을 위해 여러 종류의 해상통신시스템을 연동 및 통합하려는 시도가 이루어지고 있다. 본 논문에서는 AIS와 VHF의 연동 및 통합을 통한 DSC 기능을 구현하는 기법에 대하여 기술하였다. AIS에서 선박의 정보를 추출하고 VHF의 DSC 기능에 활용할 수 있는 데이터의 연동 알고리즘을 통해 향 후 국내기술기준 및 표준화를 달성하기위한 근거를 제시하고자 한다.

  • 양방향차도선(CAR-FERRY)은 육지와 도서, 도서와 도서 간을 연결하는 교통수단 기능과 지속적인 해양관광객의 수요증가에 따른 해양관광 연계 연안여객 운송수단 역할을 하고 있다. 이에 따른 양방향 차도선은 이용의 편리성이 증대 되고 접안으로 인한 해양 사고를 줄일 수 있다. 양방향차도선은 등흘수(even) 상태로 프로펠러가 양쪽에 있기 때문에 프로펠러가 소직경 저회전으로 인하여 전진 운항 시에 반력에 의한 축계 및 프로펠러 파손 등이 발생할 수 있다. 이에 따른 엔진 출력, 선형, 비틀림 진동 등에 따른 감속기, 탄성커플링 선정, 횡진동 및 축계정렬(Shaft alignment)을 고려한 축계설계(베어링 수량, 폭, 간격)를 하여 선체의 추진축 1차 지지부의 구조에 대한 건전성을 평가하였다.

MTSAT 적외채널과 AMSR 마이크로웨이브채널의 결합을 이용한 한반도 주변의 해무 탐지 (Detection of Sea Fog by Combining MTSAT Infrared and AMSR Microwave Measurements around the Korean peninsula)

  • Brightness temperature (BT) difference between sea fog and sea surface is small, because the top height of fog is low. Therefore, it is very difficult to detect sea fog with infrared (IR) channels in the nighttime. To overcome this difficulty, we have developed a new algorithm for detection of sea fog that consists in three tests. Firstly, both stratus and sea fog were discriminated from the other clouds by using the difference between BTs $3.7{\mu}m$ and $11{\mu}m$. Secondly, stratus occurring at a level higher than sea fog was removed when the difference between cloud top temperature and sea surface temperature (SST) is smaller than 3 K. In this process, we used daily SST data from AMSR-E microwave measurements that is available even in the presence of cloud. Then, the SST was converted to $11{\mu}m$ BT based on the regressed relationship between AMSR-E SST and MTSAT-1R $11{\mu}m$ BT at 1733 UTC over clear sky regions. Finally, stratus was further removed by using the homogeneity test based on the difference in cloud top texture between sea fog and stratus. Comparison between the retrievals from our algorithm and that from Korea Meteorological Administration (KMA) algorithm, shows that the KMA algorithm often misconceived sea fog as stratus, resulting in underestimating the occurrence of sea fog. Monthly distribution of sea fog over northeast Asia in 2008 was derived from the proposed algorithm. The frequency of sea fog is lowest in winter, and highest in summer especially in June. The seasonality of the sea fog occurrence between East and West Sea was comparable, while it is not clearly identified over South Sea. These results would serve to prevent the possible occurrence of marine accidents associated with sea fog.

해상누유의 초기확산 예측모델 및 수치추정 (Prediction Model and Numerical Simulation of the Initial Diffusion of Spilled Oil on the Sea Surface)

  • 연안해역에서의 해상 운송량이 늘어남과 함께 유조선의 충돌 및 좌초 등의 해난사고에 의해 해양환경에 막대한 피해를 끼치는 원유 유출사고도 대폭 증가하고 있다. 누유의 효율적인 수거와 환경피해를 최소화 하기 위해서는 oil map 즉, 누유오염지역의 시간영역에서 정확한 예측이 매우 중요하다. 이러한 예측은 정수면위 누유의 초기확산과 조류, 바람 파도에 기인한 표층류에 의한 이동이라는 중요한 두가지 과정을 고려하여 이루어진다. 본 논문에서는 초기확산만을 고려하였다. 누유의 초기확산 추정을 위해 새로운 수치모델과 기법이 제안되었다. 본 모델의 타당성을 검증하기 위해 간단한 실험이 이루어졌다. 또한, 가상누유사고에 대해 수치 시뮬레이션을 수행하였는데 본 모델로 부터 기름층두께를 포함하는 매우 현실적인 oil map을 얻을 수 있었다.

수협 어선원 재해보상보험 자료를 이용한 연안선망어업 위험요인 분석 (Analysis of risk factors of the fisherman's in coastal purse seine fishery using the accident compensation insurance proceeds payment data of NFFC)

  • In this study, the risk factors of coastal purse seine fisherman were analyzed through a survey of fishery workers of coastal purse seine fishery and the accident compensation insurance data of the fisheries workers of the National Federation of Fisheries Cooperatives (NFFC). The classified fishing operation accident data was analyzed through 4M (Man, Machine, Media, Management) model of the National Transportation Safety Board (NTSB) and the accident prevention measures were presented using Harvey's 3E (Engineering, Education, Enforcement) model. The rate of accidents on coastal purse seinens each year was 75.8‰, 36.7‰ and 74.8‰ from 2015 to 2017. The accident frequency resulting from slipping was the highest, and the risk of a contact with gear was low. When comparing each insurance data, the average value of the contact with gear accident was the highest. This research result is expected to be important data in identifying and preventing safety hazards of coastal purse seiner fisherman in the future.

다수선박의 충돌회피를 위한 자동제어에 관한 연구 (A Study on Automatic Control for Collision Avoidance of a Ship under Appearance of Multi-vessels)

  • 많은 선박사고유형 중 하나인 선박의 충돌은 운항자의 조선실수가 그 원인의 큰 비중을 차지한다. 이는 점차 대형 고속화, 교통의 폭주화가 이루어지고 있는데도 오히려 항해사의 자질 저하에서 오는 것이라 할 수 있으며 이를 보완하기 위해 나날이 발전하는 첨단기술을 바탕으로 충돌회피에 관한 자동회피제어 시스템의 개발의 필요성이 점차 대두되고 있다. 그러한 취지에서 본 연구도 충돌회피를 위한 자동제어에 관하여 연구되었다. 본 연구는 MMG 수학모델에 기반 하여, Surge-Sway-Yaw-Roll 운동방정식을 사용하였고, 충돌위험도 설정을 위하여 퍼지이론을 사용하였으며 다수선박과 연속적으로 조우하는 상황에서도 충분한 회피가 가능하게 하였다.

Rolling Motion Spectrum 에 의한 해난 발생의 원인분석에 관한 연구 (A Study about Analysis of Cause of several Capsized Sea Accidents by Rolling Motion Spectrum)

  • Marine casualities in the high sea are mainly classified into the breakage of hull and capsize , of which the latter occurs frequently to a small craft and container vessels by extreme rolling. The aim of this study is to develop shiphandling techniques for the prevention of ship's large rolling by way of evaluating dangerous degree of rolling in heavy weather. In this study, rolling motion is analized by using statistical method as follow : (1) 8 sample ships is presented for calculation. (2) Analized sea state are Beaufort scale 7 and 10 (wind velocity 30kts and 50kts respectively) and significant wave height is put as 5.2m and 11.2m. (3) The formula recommended by International Towing Tank Conference (ITTC) is used to calculated the wave spectrum. The results of this study are as follow : The results of this study are as follow : (1) Most of the vessels with beam of 20 meters or less was found to be capized in the waves abeam under the sea condition of Bearfort scale7(30kts). (2) For the vessels range 20m to 30m was found safe under the sea conditions of Bearfort scale 7(30kts) and imminent danger under the sea condition of Beaufort scale 11(50kts). (3) It is proved that any vessel could be capsized by heavy rolling regardless of vessel's size whenever the motion is synchronized with waves abeam. This study concludes that the navigator, especially at night , must anticipate the exact wave direction, referring to the wether report and coastaline, not to lay the vessel in the serial wave abeam.

A Basic Study on Implementing Optimal Function of Motion Sensor for Bridge Navigational Watch Alarm System

  • A Bridge Navigational Watch Alarm System (hereafter 'BNWAS') is to monitor and detect if an officer of watch(hereafter 'OOW') keeps a sharp lookout on the bridge. The careless lookout of an OOW could lead to marine accidents. For this reason on June 5th, 2009, IMO decided that a ship is equipped with a BNWAS. However, an existing BNWAS gives the OOW a lot of inconvenience and stress in its operation. It requires that the OOW should press reset buttons to confirm their alert watch on the bridge at every three to twelve minute. Many OOWs have complained that at some circumstances they cannot focus on their bridge activities including watch-keeping due to a lots of resetting inputs of BNWAS. Accordingly, IMO has allowed the use of a motion sensor as a resetting device. The motion sensor detects the movements of human body on the bridge and subsequently sends reset signals directly to BNWAS automatically. As a result, OOWs can work uninterrupted. However, some of classification societies and flag authorities have a slightly different stance on the use of motion sensor as a resetting method for BNWAS. The reason is that the motion sensor may trigger false reset signals caused by the motion of objects on the bridge, especially a slight movement such as toss and turn of human body which can extend the period of careless watch. As a basic study to minimize the false reset signals, this paper proposes a simple configuration of BNWAS, which consists of only three motion sensors associated with 'AND' and 'OR' logic gates. Additionally, several considerations are also proposed for the implementation of motion sensors. This study found that the proposed configuration which consists of three motion sensors is better than an existing one by reducing false reset signals caused by a slight movement of human body in one's sleep. The proposed configuration in this paper filters false reset signals and is simple to be implemented on existing vessels. In addition, it can be easily installed just by a basic electrical knowledge.

항로 내 혼잡상황 감소를 위한 최저속력 제한에 관한 기초 연구 (A Basic Study on the Minimum Speed Limit for Reducing Congestion in Waterways)

  • VTS(Vessel Traffic Service)는 해양사고의 감소와 항만 시설의 효율적인 이용 측면에서 해상교통의 효율성을 증대한다. 이는 항만 및 수로는 각 수용능력이 있으며, VTS의 적절한 교통 관리를 통해 안전하게 그 수용능력에 맞출 수 있다는 것을 의미한다. 적절한 교통 관리는 선박의 수로 및 항만 내 불필요한 대기를 줄일 수 있으며, 이는 곧 선사나 항만터미널의 경제적 이익으로 이어질 수 있다. 한편, 우리나라 항만이나 수로는 안전을 위한 최고속력의 제한이 있으나 최저속력에 대한 규제는 없다. 그러나 항만 및 수로에서 저속으로 운항하는 선박은 운항 가능한 항로를 장시간 점용할 수 있는 가능성이 있어 효율적인 항만 운영에 방해의 요소가 될 수도 있다. 그러므로 본 연구는 효율적인 항만 및 수로 이용을 위해 선박의 최저속력을 제안하는 것을 목적으로 한다. 이를 위해 현행 법률 및 제도를 검토하고 대기행렬 이론을 이용해 항로 내 적정 최저속력을 제안했다.

Basic Architecture of Navigation Safety Module in S2 Service of Korean e-Navigation System

  • IMO introduced the concept of e-Navigation and proposed MSPs(Maritime Service Portfolios) concept to reduce marine accidents, to improve efficiency of ship operation, port operation, and ship operation technology. Korean e-Navigation defines S1 ~ S5 services, as the service concept focused on domestic e-Navigation service corresponding to IMO MSPs, and is constructing a system as an ongoing project. S2 service (onboard system remote monitoring service) among the concepts of Korean e-Navigation services, is a service concept that judges the emergency level according to risk if an abnormal condition occurs during navigation, and provides corresponding guidance to accident ships based on emergency level. The purpose of this paper is to provide a basic architecture proposal of Korean e-Navigation S2 service navigation safety module, based on the S2 service operation concept. To do this, we conducted a questionnaire survey to ask experts with experience with sailors, to respond to the subjective risk experienced by sailors considering effects of anomalies, including equipment failure relative to sailing and navigational safety. Risk level for each abnormal condition was classified. The basic algorithm design of the navigation safety module is composed of safety index (SI) calculation module based on results of questionnaire and expert opinions, safety level (SL) determination module according to safety index, and corresponding guidance generation module according to safety level. To conduct basic validation of basic architecture of the navigation safety module, simulation of the ship anomaly monitoring was performed, and results have been revealed.
