Central American Region Maritime Organization and their Role in the occurrence of maritime casualties

  • Since many years ago and in spite of the existence of national regulations and international conventions ratified by the countries that are conformed the Central American Region (CAR), the seagoing maritime sector of this Region, has developed its activity without any type of safety measures. Therefore, a large number of people are known to die, disappear and suffer from serious injuries each year. These maritime casualties devastate the families affected by these events, and severely impact the local social and economic well-being. While all these accidents occurred in this Region, non government or any other official records are available recording these casualties Due to the lack of any historical written reports about maritime casualties occurred in this Region, the compilation of this type of accidents information and data was carried out directly by the researchers in the field. Also, all the information about the CAR Maritime Organization Components was too compiled by the authors from the respective National Maritimes Authorities. From the compiled information was elaborated the CAR maritime casualties data base and from the analysis of the above data base were determined the main causes of the maritime accidents occurred in the CAR. The lack of safety measures onboard and the ignorance of the presence and influence of atmospheric phenomena were among main factors that had been caused the maritime casualties in this Region. By other hand, from the analysis of the CAR maritime organization components, the existence of one level of organization very similar among them was determinate. The objective of this research was to analyze the role of the CAR maritime organization in the prevention of the occurrence of maritime casualties. The results of this study provides general understanding of the causes of this type of accidents in the CAR and basis for support in improving safety navigation system and measures so that the number of fatalities and maritime accidents may be reduced in the future.

Risk assessment of gillnet fishing vessels in South Korea: a statistical analysis of occupational accidents 2016-2020

  • Fishing is considered one of the most dangerous industries alongside mining that needs further efforts to improve safety. In this study, we have investigated safety management of the gillnet fishing industry in South Korea through identifying safety level and classifying common accident types from the statements of accident com-pensation insurance payments for the last 5 years (2016-2020). There were in total 3,895 accidents and 159 fatalities with an average accident frequency of 5.34 × 10-2 per year per fisher and an average fatality of 2.18 × 10-3 fishers per year. We have also identified that 62.4% of the accidents occurred during Fishing (FS), and the most common and the most severe accident type is Slips and Trips (ST) and Other (OT) marine accidents such as collision and capsizing, respectively. The hand was most frequently injured. Finally, the risk assessment indicated that most of the accident types of gillnet fishing in South Korea have unacceptable levels of risks, and it is urgent to implement improved safety measures to reduce accidents during gillnet fishing operation. The findings of this study are expected to provide valuable data to create a safer working environment for fishers working on gillnet fishing vessels.

  • Elevator is very important transportation facility of modern society. But there have been frequent elevator accidents recently. In the view of safety management of elevator, the corresponding study must be done since accidents related elevator include not only actual accident but also possible accident in order to protect user from danger. A 3D design was developed using SolidWorks and behavior analysis using FEM Code.

  • Vessel collision accidents have been investigated by means of questioning the persons involved and plotting manually the stated situation. But the repetitive plotting by hand can cause the investigator to make some errors, and it can be connected to a wrong judgement. In this paper, we proposed a simulator for reconstructing and analyzing vessel collision accidents at sea, where the given situation is plotted automatically on it. We verified validity of the system by applying it to some collision accidents.

Analysis of marine accident probability in Mokpo waterways

  • The maritime risk assessment is important not only to evaluate the safety level of the ports and waterways but also to reduce potential maritime accidents at sea in terms of the proactive measures of the maritime accidents. In this paper, the collision risk assessment in Mokpo waterways has been carried out based on the IALA recommended model, IWRAP. To evaluate the accident probabilities in Mokpo waterways, all data of vessels were collected from AIS and Radar observations data and the computer simulations were carried out. To assess the risk on the traffic, the scenario-base approach has been applied to the Mokpo waterway by using the maritime accident statics over the past 5 years.

  • As the numbers cf vessels in and out cf korean ports and passing ships through korean waters are increasing, possibilities of marine accidents grow higher and damages caused by such accidents would be expected larger. The author accordingly try to seek for the appropriate measures to enhance the present korean Search and Rescue(SAR) systems and future plans comparing korean system with international movement and relevant systems of maritime advanced countries.

  • The ocean has settled down in human mind as a territory and a leisure space from which anyone enjoys and takes a benefit under the national sovereignty, as the new era of Sea comes. In addition, because the population engaged in marine activities has rapidly increased, the number of marine accidents consequently has grown up as well. In this reason, currently it has been highlighted to devise safety measures to prevent large scale accidents or disasters on the oceans. Therefore, this thesis firstly points out issues and problems of current search and rescue operations, and secondly studies three primary factors of the search and rescue operations, which are decision of search range, decision of search asset, and decision of search duration. Finally, the thesis suggests a theoretical foundation of the search and rescue operations by applying the result of studies and the marine search theory through a theoretical approach to reasonable standards.

  • Marine casuality causes not only loss of lives and ships, but also severs damages to marine environment and related economic activities such as fishing industry, sea farming, and tourist industry. Basically, the great effort should be made to prevent the occurrence of maritime accidents by any means. However, once accident has occurred, the salvage works should be done rapidly and properly based on theoretical and technical informations, which could minimize the risk during salvage operation and the overall damage from the maritime accidents. Generally, to calculate accurate hydrostatics of a stranded ship, a large amount of input data is needed. But, an availability and a reliability of input data cannot be guaranteed in most situations, and the adequate time required for preparing all input data is not allowed to perform the timely operations of salvage. In this paper, the development process of simple computer program for salvage operation using limited input data is introduced and its application example is presented. This program was developed to provide technical support for planning salvage operations in the grounding accident.

A Study on the Correlation between Maritime Safety and Safety Factors

  • Maritime safety is influenced by several factors, for example, technical factors, human factors and operational factors. To improve maritime safety, each country should identify which factors will bring about a marine accident. This case study approached statistical method to find out correlations between marine accidents and safety records in Korean merchant fleet. There were no statistical significance between marine accident rate and PSC detention rate and human factor rate. But there was statistically significant relationship between marine accident rate and PSC inspection rate. It is possible to presume that in the developing country the stronger the government shows its will, the less such accidents occur.

Risk Analysis of Container Ship Accidents and Risk Mitigation Measures

  • The study performs a risk analysis on container ship accidents using accident data collected over the six years from 2006 to 2011, presents the resulting risk level, and suggests three risk mitigation measures to reduce the overall risk, for the safer operation of container ships. More specifically, starting from the initial accident of collision, we developed 13 different accident scenarios using event tree analysis based on which the overall risk level was obtained and presented as a FN curve. Since diverse human factors are the main cause of most of the ship accidents, our study focuses on the effect of reducing human causes on the resulting risk level. For the research we considered the injuries for the calculation of fatality with the help of MAIS. The results show that collision was the main type of accident, accounting for 62 % of all accidents, and the measures employed were proven to be effective in the sense that the risk level was much lowered and the average number of fatalities was also reduced. With more data accumulated, more precise risk level will be calculated with which the practical risk mitigating measures will be also developed. For future study, economic loss and environmental damage as consequences need to be considered.
