Localization trends in Korea and trade liberalization in the world are the important challenges to agricultural extension services in Korea, and strategic directions in terms of system, organization, programs and conciousness would be necessary for adapting to the new circunstances. Some of the measures to improve and activate agricultural extension services in Korea should include the following: 1) Modification of extension personnel appointment regulations to secure specialized extension agents by the provincial administrators and county directors at the provincial and county level rural extension services. 2) Flexible organization and operation of county level rural guidance offices to meet the specific needs of local areas. 3) Strenghening the central government's financial support for effective local extension services in terms of facility and manpower. 4) Expansion of agricultural extension programs for women and urban people and quality inservice training for extension personnel.

The Korean people are all the beneficiaries of medical insurance or medical aid. It is important and needful to develop the preventive health program such as health examination and health education for disease prevention and health promotion of the beneficiaries. This paper diagnoses the status and problems of the current preventive health services to the beneficiaries and recommends how to develop the preventive health program in the medical insurance. This paper suggests that the government should strengthen the political support and supervision in order to develop the preventive health program in the medical insurance. In addition to the above suggestion, the following are recommended ; 1) to designate the large number of qualified hospitals for health examination. 2) to use the supplementary methods such as the health questionnaires in order to give the accurate health examination services. 3) to combine the health examinations by both laws of medical insurance and industrial health. 4) to arrange the manpower in charge of health education and to establish the health promotion centers. 5) to develop the effective mass media and materials for health education by use of TV, radio, VTR and slide projector.

In the current era of low-birth rate in Korea, it is important to improve our neonatal intensive care and to establish an integrative system including a regional care network adequate for both high-risk pregnancies and high-risk newborn infants. Therefore, official discussion for nation-wide augmentation, proper leveling, networking, and regionalization of neonatal and perinatal care is urgently needed. In this report, I describe the status of neonatal intensive care in Korea, as well as nationwide flow of transfer of high-risk newborn infants and pregnant women, and present a short review of the regionalization of neonatal and perinatal care in the Unites States and Japan. It is necessary not only to increase the number of neonatal intensive care unit (NICU) beds, medical resources and manpower, but also to create a strong network system with appropriate leveling of NICUs and regionalization. A systematic approach toward perinatal care, that includes both high-risk pregnancies and newborns with continuous support from the government, is also needed, which can be spearheaded through the establishment of an integrative advisory board to propel systematic care forward.

The domestic medical device industry compared by advanced nations continues a quick growth, also the level of technique is gradually improving. However, the high import percentage, low investment, shortage of professional manpower and etc. are remained as weaknesses in the competitive circumstance. In this paper I researched world medical device market and industry, and tried to find the development plan of the domestic medical device. The approach could be in mid-long term rather than short-term, The institutional improvement and support of the government, the production complex, the market segmentation and overseas marketing reinforcement and etc. are necessary for export expansion plan.

Purpose: The purpose of this study was to suggest new directions for public health programs in rural and remote areas. Method: For this purpose, a literature review was done including articles, research reports, and master theses and doctoral dissertations. Results: Public health programs in rural remote areas were found to be very insufficient in terms of professional personnel and program diversity. Especially, there is a lack of adequate manpower and infra-structure in the public health sub-centers at the township and sub county level. Although community health practitioners at the village level are providing public health service beyond medical care, their coverage rate is very low. Conclusion: The results suggest a need to strengthen the function of public health sub-centers to provide comprehensive public health service based on the life-cycle approach. For this new change, legal and political support must be developed.

Several algorithmic models have been proposed to estimate software cost and other management parameters. In particular, early prediction of completion time is absolutely essential for proper advance planning and a version of the possible ruin of a project. However, estimation is difficult because of its similarity to export judgment approaches and for its potential as an expert assistant in support of human judgment. Especially, the nature of the Norden/Rayleigh curve used by Putnam, renders it unreliable during the initial phases of the project, in projects involving a fast manpower buildup, as is the case with most software projects. Estimating software development effort is more complexity, because of infrastructure software related to target-machines hardware and process characteristics should be considered in software development for DCS (Distributed Control System). In this paper, we propose software development effort estimation technique using adaptive neural fuzzy inference system. The methods is applied to case-based projects and discussed.

This paper includes an example of applying Six Sigma to Non-function test process to improve the efficiency and reliability of the Ammunition Stockpile Reliability Program (ASRP). By applying the DMAIC which is one of the Six sigma methods. we found out the vital few and as an improved version : effective redesign of check-sheets, pre-examination of technology, on-the-scene support system. As a result, we could enhance the reliability and reduce manpower and additional expenses.

It is urgent to introduce home visiting physical therapy in order to prevent the unnecessary increase of demand and extravagance for the nation-wide execution of medical insurance and for the medical demand and supply of medical delivery system. We think that it is very important for us, as a physical therapist preparing 21 centry, to clearly undersand the necessity of home visiting physical therapy, which will be needed as the new therapeutic field in the future. When the terms for a new health and medical system, that is, useful trained-manpower, well-equipped facilities, financial and legal support, well-prepared design for this project, positive cooperation between people involved in this project and rational development of the project is held and this project is settled by sieving tile expected problems, this project will give a contribution to the promotion of national health and social welfare

This study focuses on the growth and development of small and medium industries of Korea, orienting to the development of up-to-date technology from now on and bolstering their competitive ability in the rapidly changing international markets. For this purpose, the small and medium industries should 1) develop high-level manpower of up-to-date technology, 2) make constant efforts to categorize and divide the fields of technology with big business groups to boost their competitiveness, 3) raise automation rate by turning all facilities into mechatronics, 4) positively develop software know-how, 5) jointly conduct researches in cooperation with venture capital and Governmental research institute, 6) categorize an systematize the industries. On the Governmental level, there should be 1) wide-ranging support and assistance in technology, finance, and the facilities, 2) positive opening of consumer market, 3) assistance in technical cooperation with other nations, 4) and such indirect assistance as fostering the fields of related technology.

In this paper, an unmanned automation system for harvesting chili peppers through image recognition in the color space is proposed. We developed a cutting-edge technology in terms of convergence between information and communication technology (ICT) and agriculture. Agriculture requires a lot of manpower and entails hard work by the laborers. In this study, we developed an autonomous application that can obtain the head coordinates of a chili pepper using image recognition based on the OpenCV library. As an alternative solution to labor shortages in rural areas, a robot-based chili pepper harvester is proposed as a convergence technology between ICT and agriculture requiring hard labor. Although agriculture is currently a very important industry for human workers, in the future, we expect robots to have the capability of harvesting chili peppers autonomously.
