이러닝을 이용한 항공정비 교육 훈련 품질 향상방안 연구 (The Study in Improving Quality of Aircraft Maintenance Recurrent Training using e-Learning)

  • Ten AOC(Air Operation Certificate) holders certified by MOLIT of Korea are operating their own maintenance training program. Though the maintenance training program is approved by the same authority, the contents of the program are different even in the mandatory training courses among AOC holders. The survey interview showed that the maintenance training in mandatory training should have the same contents and requirements. Throughout the survey and focus group discussion, this paper suggests the list and contents of the initial mandatory training and the list, contents and interval for the recurrent mandatory training. This paper also suggests how to implement the on-line training program for recurrent mandatory training to keep the quality of the airline maintenance training program.

  • As all flight training institutions in Korea were approved by the Ministry of Land, Infrastructure and Transport (MOLIT) as aviation training organizations (ATO), safety management based on the Aviation Safety Management System (SMS) became mandatory. However, even though safety management using SMS has become mandatory, the performance of aviation safety voluntary report, which is the core of the system, remains low compared to other countries. The current address of SMS, a ATO, is like a watermill without water. The present study is to find out why voluntary aviation safety reports, which is equivalent to water from waterwheel, is underperforming and to suggest ways to revitalize it.

의료기사 등에 관한 법률 개정으로 방사선(학)과 현장실습 의무화에 따른 인식 조사 (Investigation on the Perception of Mandatory Clinical Practice in the Department of Radiology Following the Amendment of the Medical Technologists Act)

  • 2023년 10월 31일 의료기사 등에 관한 법률의 개정에 따라 방사선사 면허를 취득하기 위해서는 현장실습과목을 필수로 이수하여야 한다. 이에 따라 의료기관 현장실습의 실태를 조사하여 개정된 의료기사법을 알리고, 현장실습의 실효성을 높이기 위한 개선방안을 제안하고자 한다. 2023년 3월부터 4월까지 의료기관에 종사하는 방사선사를 대상으로 설문을 시행하였다. 설문지는 국내 포털사이트인 N사의 폼을 통해 받았으며, 응답자는 120명이었다. 현장실습 학생의 교육을 담당한 경험이 있는 응답자는 68.3%인 82명이었다. 의료기사 등에 관한 법률 개정으로 방사선사면허를 취득하기 위해 현장실습이 의무화된 사실을 알고 있는 응답자는 58%로 나타났다. 의료기사 등에 관한 법률 제9조 무면허자의 업무 금지 등에 따라 대학 등에서 취득하려는 면허에 상응하는 교육과정을 이수하기 위하여 실습 중에 있는 사람의 실습에 필요한 경우는 해당 의료기사 등의 업무를 수행할 수 있다는 사실을 알고 있는 응답자는 50%로 나타났다. 현재 현장 실습 시 어떤 교육을 하는지 묻는 질문에 참관, 환자 안내 및 환자 자세 유지와 이동 외에 방사선을 발생시키는 행위를 하게 한다는 응답자는 6%로 나타났다. 면허 취득을 위한 현장실습이 의무화됨에 따라 앞으로의 교육 방향에 묻는 질문에 77%의 응답자가 현행보다 더 많은 것을 교육할 것이라고 응답하였다. 현장실습의 적절한 전체 시간을 묻는 질문에는 12주 480시간이 35%, 8주 320시간이 33%, 16주 640시간이 27%로 나타났다. 현행 현장실습은 각종 규제에 따라 부실한 교육여건이며, 학생들의 만족도 또한 낮음을 알 수 있다. 그러나 의료기사 등에 관한 법률이 개정됨에 따라 방사선사 면허를 취득하기 위해 현장실습이 의무화되었으며, 현장실습의 교육여건을 개선할 필요가 있다. 이에 따라 원자력안전법과 진단용방사선발생장치의 안전관리에 관한 규칙을 준수하며, 표준화된 실습 목표와 평가 시스템 도입, 수련 병원 지정과 교육 전담 방사선사 지정, 확대된 실습 기간과 모의실습을 도입하여 현장실습 교육의 내실화가 필요하다.

Optical Magnification Should Be Mandatory for Microsurgery: Scientific Basis and Clinical Data Contributing to Quality Assurance

  • Background Microsurgical techniques are considered standard procedures in reconstructive surgery. Although microsurgery by itself is defined as surgery aided by optical magnification, there are no guidelines for determining in which clinical situations a microscope or loupe should be used. Therefore, we conducted standardized experiments to objectively assess the impact of optical magnification in microsurgery. Methods Sixteen participants of microsurgical training courses had to complete 2 sets of experiments. Each set had to be performed with an unaided eye, surgical loupes, and a regular operating microscope. The first set of experiments included coaptation of a chicken femoral nerve, and the second set consisted of anastomosing porcine coronary arteries. Evaluation of the sutured nerves and vessels were performed by 2 experienced microsurgeons using an operating microscope. Results The 16 participants of the study completed all of the experiments. The nerve coaptation and vascular anastomoses exercises showed a direct relationship of error frequency and lower optical magnification, meaning that the highest number of microsurgical errors occurred with the unaided eye. For nerve coaptation, there was a strong relationship (P<0.05) between the number of mistakes and magnification, and this relationship was very strong (P<0.01) for vascular anastomoses. Conclusions We were able to prove that microsurgical success is directly related to optical magnification. The human eye's ability to discriminate potentially important anatomical structures is limited, which might be detrimental for clinical results. Although not legally mandatory, surgeries such as reparative surgery after hand trauma should be conducted with magnifying devices for achieving optimal patient outcomes.

A Study on FSA Application for Human Errors of Dynamic Positioning Vessels Incidents

  • Formal Safety Assessment (FSA) has been mostly implemented on the hardware aspects of vessels. Although there are guidelines regarding human error FSAs, there have not been many assessments in such areas. To this end, this study seeks to use precedent studies for the safe operation of DP vessels, conducting an FSA regarding human error of DP LOP (Loss of Position) incidents. For this, the study referred to precedent studies for the frequency of DP LOP incidents caused by human errors, adding the severity of LOP incidents, and then applying them to the Bayesian network. As a result, the study was able to confirm that among DP LOP incidents caused by human errors, the drive-off from skill-based errors was 74.3% and the drive-off from unsafe supervision was 50.5%. Based on such results, RCOs (Risk Control Options) were devised through a brainstorming session with experts coming up with proposals including providing mandatory DPO training, installing DP simulator on the vessels, drawing up measures to understanding the procedures for safe operation of DP vessels. Moreover, it was found that mandatory DPO training is reasonable in terms of cost benefits and that while installing a DP simulator is not suitable in terms of cost benefits, it can significantly reduce risks when operating DP vessels.

  • Proper pre-safety training is one of core mandatory in order to reduce injuries at the construction fields. In this study, we investigate the employee's opinions of safety training, safety recognition, the actual conditions of safety through survey. As a result of study, incident factors are roughly divided into technical factor, managerial factor, and educational factor. We confirmed that the educational factor led by deficiency of safety awareness and knowledge was the major factor. It needs to be resettled or revised properly to match with the incident trends and the safety training curriculum should also be improved and drastically revised with special quality. The managerial workers' safety recognition is lower than the site ones regarding the correct understanding of the importance of the training.. It suggest that the education method and system in construction fields might have fundamental problems.

산업안전교육이 건설현장에 미치는 영향에 관한 실증적 연구

  • In terms of deregulation requests from business, incidents at construction sites are rapidly increasing after reducing the regular safety training hours. Especially, to prevent incidents through safety trainings for construction site workers, who have lots of hazardous tasks than general manufacturing, is not only to protect property of both the companies and the country but also to increase their profits. That is why there are loud voices regarding that the safety training is a core mandatory to prevent industrial incidents. But, most companies, as soon as the deregulation for safety training is implemented, mitigated conducting safety trainings to prevent incidents. With this, theincidents are currently to be increased and caught in a vicious circle of many incidents at the smaller companies because of their absentmindedness regarding safety training due to their poorness as subcontractors of major companies, comparing to major companies. This study explains that incident factors are roughly divided into technical factor, managerial factor, and educational factor. And, we confirmed that the educational factor led by deficiency safety awareness and knowledge was the major factor.

  • When a fire breaks out in a distribution center, it causes a lot of damage. And the most casualties are caused by Fire accidents. Therefore, training for fire prevention should be mandatory at the distribution center. Also, the contents of education should be different in room temperature warehouses and low temperature warehouses. Fire education in low-temperature warehouses should be more emphasized. This is because many fires occur in low-temperature warehouses. In this study, a study was conducted to determine the important order of training hours and contents for fire prevention education according to the type of distribution center. The importance of time and content for safety education in all types of warehouses did not differ significantly.
