This paper discusses cases of infrastructure asset management in the U.S., Canada, and Australia and investigates infrastructure management in Korea in order to set the direction for the asset management improvement. The definitions of infrastructure asset management from various entities are introduced and implementation framework and organizational structures are described. The investigation on Korean public asset management practices finds the strong and weak points and defines the requirements and considerations to further improve the current practices. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.

The construction environment is dynamic in nature and is characterized by various degrees of uncertainties. The uncertainties such as lack of coordination, non availability of resources, condition of temporary structures and varying weather conditions have a significant impact on estimating the duration of activities. These are subjective, vague and imprecisely defined and are expressed in subjective measures rather than mathematical terms. Conventionally, various quantitative techniques such as CPM and PERT have emerged in construction industry. These techniques cannot solve the above problems and rely on human experts which may not always be possible. In such situations Artificial Intelligence tools such as fuzzy sets and neural networks handle such variables and provide global strategies. The present paper evaluates the effect of qualitative factors to identify the activity duration using new intelligent approach. The results are compared with conventional methods for effective project management. A case study is considered to demonstrate the applicability of fuzzy logic for project scheduling.

Program management is a concept to deal with huge and complex business activities from social, economical, cultural and environmental points of view and increase their value for client and society. The aim of this study is to establish a framework of program management process and develop a supporting system for program management. In this paper we propose a framework and a proto type supporting system based on case studies and report the result of application to an urban redevelopment using partially implemented software.

In 2006, Korean Government decided to relocate the several Government bodies and public institutes. They include total of 49 central Government agencies, semi-government agencies, and 17 national research institutes. The completion of the relocation program has been set to be final in 2030. The target population for the city plan is set to be 500,000. The goal of MAC is first to complete the first phase of the program by 2014 within the budget. In order to achieve the goal, considerable time has been spent to properly establish the program management system. The success of MAC's Multi-function Program Administration System is too early to determine as it is still in progressive. The success depends on the operations not the development.
