Improve the Quality of Public Medical Centers for the Static, Dynamic Efficiency Analysis (공공의료기관의 품질향상을 위한 정태적.동태적 분석)

  • The purpose of this study is to analysis relative efficiency and efficiency in process of time. Thus we use panel data of 34 local public medical centers between 2003 and 2005 to use DEA and Malmquist analysis. The result of our this study is as flow; first, The results of static efficiency of 34 local public medical centers show 10 CCR model and 23 BCC model which is difference of efficiency by economic of scale. Second, a cause of increased efficiency is not only change of technology but also change of efficiency to management system index show between 2003 and 2005 by Malmquist analysis and contracting-out is higher than direct management between 2004 and 2005. That means efficiency of local public medical centers is their own effort and innovation not government subsidies.

An Empirical Analysis on Technical Efficiency and Productivity Changes of Photonics Industry (광산업의 기술적 효율성과 생산성 변화에 대한 실증분석)

  • This study estimated and decomposed the productivity changes into technological change and efficiency change components for the photonics industry and examined ways of imporving the productive efficiency. Unlike most previous studies, this study employed a non-oriented Malmquist productivity index, which is a non-radial method and deals directly with the input surpluses and output shortfalls. The empirical results show that the productivity of the photonics industry has increased. The main reason for this is the increase in technical efficiency. In addition, there was a statistically significant difference in the productivity changes according to the firm's geographic location and participation in government support programs. These findings suggest that the government's regional strategic industry promotion policy has contributed to improvements in the productive efficiency of photonics industry. The approach presented in this study could be used as a practical reference guide to help enhance the competitiveness of the photonics industry.

Analyzing Regional Public Hospitals' Efficiency and Productivity Change (지방의료원의 효율성 및 생산성변화 분석)

  • The purpose of this study is to evaluate the performance efficiency and productivity change of the regional public hospital in Korea. We use DEA(Data Envelopment Analysis) for CCR, BCC model, and MPI(Malmquist Productivity Index). DEA is a useful nonparametric technique for measurement of efficiency of a DMU(Decision Making Unit) and MPI is a evaluation method to measure DMU's productivity change. We utilize 34 regional public hospital's time-series data over 6 years from 2003 to 2008.The results of this study were as follows. First, technical efficiency(TE) shows that approximately 3.6% of inefficiency exists on the regional public hospitals and it reveals that the cause for technical inefficiency is due to scale inefficiency. Second, MPI's results show that regional public hospital made effort to improve total factor productivity change to raise technical efficiency. In order to raise efficiency, the regional public hospitals should deploy internal innovation and the government should support welfare policies.

Management Evaluation on the Regional Fisheries Cooperatives using Data Envelopment Analysis Model (DEA모형에 의한 지역수협의 경영평가)

  • This study is designed to measure the relative efficiency of regional fishery cooperatives based on Data Envelopment Analysis(DEA) methods. Selecting 40 regional fishery cooperatives in Busan as Decision Making Units (DMUs), the study uses their panel data from 2007 to 2008 to rank the relative efficiency of the DMUs. First, the efficiency score of the DMUs are calculated using CCR, SBM, and super-SMB model. Within the model, input variables are the number of employees and area of fishery cooperatives. Output variables are the amount of deposit money, loan and profit. Based on the efficiency scores calculated from super-SMB model, the efficiency ranking of the DMUs is determined. Second, the differences in average efficiency calculated from the three DEA models are tested using a pair-wise mean comparison test. The results based on the efficiency scores evaluated from super-SMB model show that seven out of the forty DMUs are efficient; among the efficient DMUs, the DMUs that can be benchmarked for inefficient DMUs through the frequency analysis of reference set being identified. Third, the differences in average efficiency of the three DEA models between 2007 and 2008 are tested using pair-wise mean comparison test and the study estimates the efficiency change of the DMUs between 2007 and 2008 using Malmquist productivity index(MPI). Finally, the paper suggests an improved composite DMU superior to the inefficient DMUs evaluated by Super-SBM model.

Efficiency Evaluation of Financial Support for Rural Industry Revitalization in Eastern China

  • The purpose of this study is to evaluate the efficiency of financial support for rural industry revitalization in eastern China. Comparative analysis of the efficiency of provincial financial support for rural industrial revitalization in eastern China can provide reference for various provinces to formulate financial policies for rural revitalization. In the research process, 5 evaluation indicators were selected using the panel data of the 2016-2021 "China Financial Statistical Yearbook" and "China Statistical Yearbook", and the DEA and Malmquist index methods were used for calculation. The results show that the average efficiency of financial support for rural revitalization in the 10 eastern provinces from 2015 to 2020 was generally higher, with the efficiency values all higher than 0.8, and reached 0.908 in 2017. The comprehensive efficiency of financial support for rural industry revitalization in Tianjin, Shanghai and Hainan has reached the best. From 2015 to 2020, the total factor productivity of financial support for rural industry revitalization in the eastern region has a "V"-shaped fluctuation. Total factor productivity has the fastest growth. The provinces are Beijing, Hebei and Shandong showing negative growth. It is recommended that relevant provinces improve their strategies for financial support for the revitalization of rural industries. The scope of future research should be expanded to most areas of China and the evaluation indicators should be optimized.

  • The interest of global competitiveness for national defense industry. This study analyzes the efficiency and productivity of 45 defense companies in each continent(North America, Europe and Northeast Asia, etc.), including Korea defense companies. It is analyzed by Data Envelopment Analysis(DEA) and Malmquist Productivity Analysis over the period 2009-2013(5 years). The sample companies has been selected on the data avilability among the SIPRI Top 100 arms-producing and military services companies in the world(excluding China) in 2013. It extracts the relative efficiency and Malmquist productivity index of companies and each continent. Based on the DEA and MPI results, this paper estimates the global competitiveness and position of national defense industry and extracts implication. This study can be utilized for improvement of national defense industry and policy planning for cultivating the national defense companies.

A Study on the Relative Efficiency and Productivity Change of IT Firms received Policy Fund (정책자금 받은 IT 기업의 상대적 효율성 및 생산성 변화 연구)

  • This study measures the relative efficiency and productivity change of IT firms received policy fund using DEA model and Malmquist Index for 2006-2007. The main results of this study can by summarized as follows. First, in case of efficiency of CCR for 2006-2007, the number of efficient firms(CCR value is one) are six firms, six firms, respectively. Second, in case of efficiency of BCC for 2006-2007, the number of efficient firms(BCC value is one) are eleven firms, thirteen firms respectively. Third, In case of return to scale for 2006-2007, DRS are fifteen firms and fourteen firms respectively. IRS are two firms and one firm respectively. DRS firms can improve efficiency by the reduction of scale and IRS Firms can improve efficiency by the increase of scale. Fourth, Mean value of Malmquist Index representing productivity change for 2006-2007 are bigger than 1.00. This imply that productivity increase was achieved.

Determinants of Productivity Change in Export Manufacturing Firms : Focusing on Innovation (수출제조기업의 생산성변화에 영향을 미치는 요인 분석 : 혁신활동을 중심으로)

  • This study aims to identify the sources of productivity change in export manufacturing firms. After estimating the Malmquist productivity index, a panel regression was used to calculate the source of productivity change. Upon conducting a literature review of this field, six variables were selected as explanatory variables. The results of an analysis of 355 export manufacturing firms operating from 2009 through 2015 are as follows: First, both innovation activity and total assets had a positive impact on productivity change. However, employment cost intensity, equity ratio, and current ratio had a negative impact on productivity change in export manufacturing firms. Second, innovation activity and intangible assets had a positive impact on productivity change, but employment cost intensity, selling expense intensity, and equity ratio had a negative impact on productivity change in large export manufacturing firms. Third, innovation activity had a positive impact on productivity change, but employment cost intensity and equity ratio had a negative impact on productivity change in small and medium export manufacturing firms. Fourth, intangible assets had a positive impact on productivity change, but employment cost intensity, selling expense intensity, and current ratio had a negative impact on productivity change in export manufacturing firms listed on the Korea Composite Stock Price Index. Fifth, innovation activity and total assets had a positive impact on productivity change, but employment cost intensity and equity ratio had a negative impact on productivity change in manufacturing firms listed on the Korean Securities Dealers Automated Quotations. The managerial implications of this study are also discussed.

  • Firstly, this study is to compare two types of productivity changes in Seoul's urban bus industry by public transport reforms: one with considering accident costs (ML), the other without considering accident costs (M). The directional distance function (DDF), which is a form of data envelopment analysis, and the Malmquist (Luenberger) productivity index (ML, M) are used for the analysis. The results show that productivity increased regardless of accident costs over time, and the ML index is a little higher than the M index, which means that most firms experienced more of a reduction ratio of accident costs than a reduction ratio of inputs. Secondly, this paper is to analyze how reforms affect productivity changes. The results show that operational speed improvements or passenger increases most affect productivity increases, which means that the installment of median bus lanes or introduction of free transfers among public transport modes were effective in reducing both inputs and accident costs. However, operational system reforms including mid-public management were related with productivity changes but they were not as effective.

A Tradeoff between Customer Efficiency and Firm Productivity in Service Delivery Systems

  • The paper proposes a non-parametric methodology, data envelopment analysis, for measuring efficiency and productivity in service delivery systems with capacity constraints. The methodology provides allocation approaches for studying behaviors of firm and customers in service delivery strategy. The experimental study is carried out to investigate allocation behaviors and conduct an objective tradeoff between efficiency approach and productivity approach. The experimental result indicates that the efficiency approach allocates resource via maximizing customer efficiency rather than firm productivity as in the productivity approach. Moreover, the experiment reveals that there exists an objective tradeoff between the efficiency approach and the productivity approach. These findings provide strategic options for allocation policy in service delivery systems.
