A Study on the Productivity Measurement and Effect Factors of Management Evaluation in Public Firms with a Focus on the Port Authorities

  • In this study, we first measured the malmquist productivity index by DEA among the Korean public firms. Second, there are 12 public corporations whose productivity (MPI) has decreased compared to 2014. This is mainly because of a decrease in productivity, as well as a decrease in the technical efficiency change index (TECI), impacted by the internal environment, and the increase in productivity because of an increase in the technology change index (TCI) impacted by the external environment. Finally, the analysis of the impact on the management assessment scores showed that the productivity (MPI), scale efficiency (CRS), size of sales, operating profitability, and total capital investment efficiency are significantly related (+), except for the asset turnover, which is a static financial ratio. Meanwhile, the management evaluation scores between the high-productivity public corporations and low-performing public corporations were significantly discriminating. Thus, it is confirmed that the nation's state-run companies must manage their MPIs in a time series to score high in management evaluation.

  • To increase the productivity and efficiency of public enterprises, privatization has been carried out in a number of different ways. However, the change in productivity and efficiency of privatization have not been validated. Therefore, it is important to investigate the change in productivity and efficiency of privatization. In this study, the impact of privatization was analyzed using the indices of Malmquist analysis and DEA. According to the case studies in Korean privatization, there is no change in efficiency due to privatization. On the other hand, privatization influences the productivity of privatization. These results suggest that the purpose of privatization should be clarified before privatization

A Study on the Productivity Trends of Regional Health Care Resource Uses in South Korea (지역 의료자원 이용의 생산성 변화 분석)

  • Objectives : This study purposed to analyze the productivity trends of regional health care resource uses in South Korea. Methods : Data was provided from the regional health care statistics by the National Health Insurance Service(NHIS) and collected from 2011 to 2014 at the 226 administrative regions such as Si(city in Korean), Gun(county in Korean), Gu(district in Korean). Productivity trend was analyzed with Malmquist Productivity Index(MPI). Input variables were the number of medical personnels, facilities, and major medical equipments. Output variables were the number of inpatient and outpatients in model A, and the amount of inpatient and outpatient reimbursements in model B. Results : In model A, the productivity of 62 regions were increased but it was decreased in 164 regions. In model B, the productivity of 123 regions were increased but it was decreased in 123 regions. Conclusions : If these trends were continued, there will be problems with the efficiency of national regional healthcare resource utilization. Health policy makers will require to focus in solving this phenomenon.

Study on the Influencing Factors of TFP of Low-carbon Tourism Distribution

  • Purpose - Performance appraisal has a significant influence on the development of low-carbon tourism distribution. Research design, data, and methodology - Data of this study are collected from 27 provinces (cities) of China. SBM-Malmquist model is used to measure the TFP and its dynamic changes of low-carbon tourism distribution; TOBIT model is used to discuss the factors of TFP of low-carbon tourism distribution. Results - The results show that, there are obvious differences among regional TFP of low-carbon tourism distribution, the average change tends to grow positively in general, and the western region grows fastest on average due to the improvement of technical efficiency and technical progress, while there are technical efficiency improvement but technical regresses in eastern and central regions. The economic scale, economic strength, structure of energy consumption, location quotient and government regulation have a significant positive effect on the TFP of low-carbon tourism; energy intensity, industrial structure and opening degree have a negative effect; investments in fixed assets, intensity of R&D fund and urbanization rate have no significant influence on the TFP of low-carbon tourism. Conclusions - Improving the productivity of low-carbon tourism and reducing regional differences are effective ways to develop low-carbon tourism and enhance tourism competitiveness.

The path analysis of carbon emission reduction: A case study of the Silk Road Economic Belt

  • This paper uses super-efficiency DEA model and Malmquist index to evaluate the carbon emission efficiency (CEE) values of the nine western provinces along the "Silk Road Economic Belt" for the period from 2000 to 2015, and analyses the influencing factors of the CEE. The major findings of this study are the following: (1) the overall CEE of the nine western provinces is not high, and there are significant inter-provincial differences in the CEE. Meanwhile, the provinces with higher levels of economic development generally have higher CEE. (2) The annual total factor productivity (TFP) of the nine western provinces, which is mainly determined by technological change, is greater than 1. Moreover, the total average growth rate of the TFP is 15.5%. (3) The CEE of the nine western provinces is not spatially dependent. In addition, the urbanization, openness, use of energy-saving technologies and research and development (R&D) investment have a significant positive impact on the CEE values, while the industrial structure, foreign direct investment, fixed asset investment, government expenditure levels and energy structure have a significant negative impact on the CEE. Among them, R&D investment is the primary factor in promoting the development of CEE, and the government expenditure has the greatest negative impact on the CEE.

An Efficiency Analysis of Fishery Output in Coastal Areas of China

  • The purpose of this study is to measure the productivity of fisheries in China's coastal areas (including inland and marine fisheries) and to analyze the factors influencing the development of fishery economy in each province by comparing regional differences. The input indicators used for efficiency analysis are fish farms, ships and staff numbers, and the output indicators are fish catch and net income. In this paper, we used six years of data from 2013-2018 and DEA-Malmquist index was used to analyze the efficiency of coastal fisheries production in 11 areas of China's coast. According to the analysis from 2013 to 2018, the fishery output efficiency in China's coastal areas has improved to some extent, but most provinces and regions are characterized by technological progress, and the technological efficiency still needs to be further improved. The conclusion can provide reference for the development planning and policy measures of regional fishery industry in China's coastal areas.

  • This paper uses MPI (Malmquist Production Index) method to provide basic information and policy direction derived to improve the productivity. This can identify whether or not the railroad service have excellent services, if there are structural problem, in which sector is experiencing a degree of productivity, in which sector should be set targets to some degree. According to the result, the productivity of Korea railway lines is measured 1.1 both publicity and profitability aspects. Changes in production technology were the most important causes. Strategic planning should consider to increase the productivity such as modernization of facilities and equipment, cost savings, and increase in productivity of employee and rail cars.

A Study on Change of the Productivity of Global Shipping Companies (글로벌 해운기업의 생산성 변화에 관한 연구)

  • This study has analyzed the efficiency of 10 leading global shipping companies listed in the New York Stock Exchange from2010 to 2014 in order to find the changes of the productivity of shipping industry. The paper observed the Malmquist Productivity Index by using Efficiency and Productivity Analysis System Version 1.0. The data used in this study is the Guggenheim Shipping ETF mainly including the companies of shipping, management, and shipbuilding areas. The results from this statistical analysis indicate that the 10 selected companies have experienced a severely negative growth in 2010. Nevertheless, these companies have accomplished a significant growth of productivity. In particular, the energy transport companies operating Tanker and LNG ships carried out remarkable growth. The reason why the productivity of liner shipping companies did not show the improvement of productivity for five years was attributed to the fact that the P3(Project 3) or M2(Maersk-MSC) including Maersk, MSC, and CMA-CGM were excluded in this research because of the difficulty of attaining reliable source data. The method of this study could be extended to Korean shipping corporations and other global airlines to investigate a changes of certain industries.

Evaluating Production Efficiency in a Fisheries Wholesale Sector (수산물 도매업의 생산 효율성 평가에 관한 연구)

  • The paper estimates changes in total factor productivity and technical efficiency change index and technical change index using Malmquist productivity index(MPI) in fisheries wholesale products over the time period of 2006 through 2008. The model considers a number of employees and operating costs as input factors, and sales and EBIT(earnings before tax and interest) as output factors. The results indicate that, between 2006 and 2007, there is in general technical progress in which TCI(Technical Change Index) indicates 2.7994 in the sale scale of 50 million won through 100 million won, while there are no efficiency in TECI(Technical Efficiency Change Index), PECI(Pure Efficiency Change Index) and SECI(Scale Efficiency Change Index) which are estimated to be around 1. Between 2007 and 2008 technical efficiency and technical progress are generally declined, compared to those of 2006 and 2007. Wilcoxon's rank-sum test shows that there are statistically significant difference of TCI and MPI between two periods at the level of 5%, while there are statistically significant difference of TECI, PECI and SECI between two periods at the level of 5%.

Management Evaluation on the Regional Fisheries Cooperatives using Data Envelopment Analysis Model (DEA모형에 의한 지역수협의 경영평가)

  • This study is designed to measure the relative efficiency of regional fishery cooperatives based on Data Envelopment Analysis(DEA) methods. Selecting 40 regional fishery cooperatives in Busan as Decision Making Units (DMUs), the study uses their panel data from 2007 to 2008 to rank the relative efficiency of the DMUs. First, the efficiency score of the DMUs are calculated using CCR, SBM, and super-SMB model. Within the model, input variables are the number of employees and area of fishery cooperatives. Output variables are the amount of deposit money, loan and profit. Based on the efficiency scores calculated from super-SMB model, the efficiency ranking of the DMUs is determined. Second, the differences in average efficiency calculated from the three DEA models are tested using a pair-wise mean comparison test. The results based on the efficiency scores evaluated from super-SMB model show that seven out of the forty DMUs are efficient; among the efficient DMUs, the DMUs that can be benchmarked for inefficient DMUs through the frequency analysis of reference set being identified. Third, the differences in average efficiency of the three DEA models between 2007 and 2008 are tested using pair-wise mean comparison test and the study estimates the efficiency change of the DMUs between 2007 and 2008 using Malmquist productivity index(MPI). Finally, the paper suggests an improved composite DMU superior to the inefficient DMUs evaluated by Super-SBM model.
