  • As the size of construction projects has become larger in recent years, the nature of the disaster safety factors along with the progress of construction is also becoming more complex and diversified. Accordingly, the introduction of computerized construction, new technologies, and new construction methods has resulted in a variety of risk factors in the process and operations, and many new safety construction methods are being tried. Since the construction industry has variable working environments and constantly changes working methods and components depending on the rate of progress, workers at construction sites are always exposed to risk depending on the specific circumstances of the construction industry. This study attempts to collect and analyze major accident cases generated by major accident construction projects as a result of progress in construction work, and to derive the major causes and causes for each safety management activity that affect safety accidents.

Random Parameter를 이용한 4지 신호교차로에서의 교통사고 예측모형 개발 : 부산광역시를 대상으로 (A Development of Traffic Accident Models at 4-legged Signalized Intersections using Random Parameter : A Case of Busan Metropolitan City)

  • PURPOSES : This study tries to develop the accident models of 4-legged signalized intersections in Busan Metropolitan city with random parameter in count model to understanding the factors mainly influencing on accident frequencies. METHODS : To develop the traffic accidents modeling, this study uses RP(random parameter) negative binomial model which enables to take account of heterogeneity in data. By using RP model, each intersection's specific geometry characteristics were considered. RESULTS : By comparing the both FP(fixed parameter) and RP modeling, it was confirmed the RP model has a little higher explanation power than the FP model. Out of 17 statistically significant variables, 4 variables including traffic volumes on minor roads, pedestrian crossing on major roads, and distance of pedestrian crossing on major/minor roads are derived as having random parameters. In addition, the marginal effect and elasticity of variables are analyzed to understand the variables'impact on the likelihood of accident occurrences. CONCLUSIONS : This study shows that the uses of RP is better fitted to the accident data since each observations'specific characteristics could be considered. Thus, the methods which could consider the heterogeneity of data is recommended to analyze the relationship between accidents and affecting factors(for example, traffic safety facilities or geometrics in signalized 4-legged intersections).

데이터 마이닝을 이용한 차량 사고자 사망확률 모형 (Development of Car Accidents Person Fatality Model using Data Mining)

  • 본 논문에서는 데이터 마이닝을 이용한 차량 사고 사망확률 모형을 제안하였다. 본 논문의 목표는 제안된 모델을 이용하여 기술적, 환경적 개선을 통해 교통사고를 줄이는 것으로 교통사고 데이터를 수집하여 데이터 마이닝 알고리즘을 적용하여 사망 원인에 대한 분석을 통해 사망확률 모형을 개발하였다. 이를 위해서 훈련 데이터와 테스트 데이터를 이용하여 최적의 모형을 개발하였다. 이모형을 통해 교통 사망사고에 대한 사망확률을 구할 수 있고 사망 사고의 원인이 되는 중요한 요인을 알아낼 수 있다. 교통사고의 원인이 되는 요인을 기술 개발과 교통 환경 개선에 활용한다면 향후 교통사고를 줄이는데 기여할 것이다.

시계열 자료 분석을 통한 4대 사회안전지표 변화 추이 (Transition of Four Major Social Safety Indexes by Time Series Data Analysis)

  • 해마다 반복적으로 인적 물적 피해를 유발하여 사회 안전에 큰 영향을 미치는 산업재해, 교통사고, 화재, 범죄 등의 항목을 4대 사회안전지표로 선정하여 2003년 이후 시계열에 따른 변화 추이를 분석하였다. 2003년을 기준으로 산업재해가 27.8% 감소하여 가장 두드러지게 개선된 것으로 확인되었으며, 교통사고와 범죄자표는 12% 정도 저감된 것으로 나타났다. 그러나 화재의 경우 2006년 이후 국가화재분류체계가 바뀌면서 경미한 생활 화재도 발생건수에 포함되도록 변경되어 기준년도 대비 40% 화재안전지수가 증가한 것으로 나타났다.

  • The LPG station's explosion at Bucheon city was a major accident which with rare frequency of occurrence but large damage effect. Therefore, to prevent similar accident in the future from LPG chargings stations which located at inner urban area, it needs to identify the damage effects of such facilities by comparing theoretically quantities risks-PHAST. The BLEVE effects from the accident showed similar level in case of heat flux, however, the over pressure level reflected at reduced distance. The structure damage to the nearby area showed comparatively large reduction of concrete strength and shape changes through by heat effect while the overpressure effect was small.

  • Many long railway tunnels without emergency evacuation system or ventilation system are under construction or in-use in Korea. In the case of tunnel-fire, many fatalities are occur in current condition. Current safety level is estimated in this study, for the efficient investment on safety. But so many uncertainties in major input parameters make the safety estimation difficult. In this study, probabilistic techniques are applied for the consideration of uncertainties in major input parameters. As results of this study, accident scenarios and survival ratio under tunnel fire accident are determined for various conditions.

Fault Tree Analysis에 의한 Press 안전사고의 체계적 분석 (A Systems Approach to Press Injuries Using Fault Tree Analysis)

  • The purpose of this study is to attempt a systems approach to press injuries using Fault Tree Analysis. Three major techniques were used: Industrial Accident Dynamics (IAD) by which accident analysis can be made, Fault Tree Analysis (FTA) by which quantification of accident analysis can be made, Computerized Algorithm by which minimal cut set to accident can be identified. A survey has been made of ninety two cases of press injuries from seven industrial firms. All cases of the accident are analyzed using the three techniques. According to the analysis, lack of safety knowledge and improper scaffold seem to be the primal cause of accident. Comparisons of the accident causes to actual accident reports (National Institute of Labor Science) demonstrates that the FTA is a powerful tool for industrial accident prevention. On the basis of this result, some countermeasures are discussed.

주요 산업단지의 화학물질 배출량 특성에 관한 연구 (A Study on the Characteristics of Chemicals in Major Industrial Complexes)

  • Objectives: Based on the results of a chemical substance emissions survey, we investigated characteristics of chemical emissions in industrial complexes and used them as basic data for chemical management. Methods: The emissions and characteristics of chemicals by major industrial complexes from 2011 to 2015 were analyzed using the Pollutant Release and Transfer Register homepage. To understand the status of chemical accidents for major chemicals emitted from the industrial complexes, the Chemistry Safety Clearing-house system of the National Institute of Chemical Safety was used. Results: Emissions from the top five industrial complexes accounted for about 30% of total chemical emissions. The chemical emission was the highest in the order of Ulsan Mipo Industrial Complex and Okpo Industrial Complex. The main chemicals emitted were xylene, ethylbenzene, ethyl acetate, toluene, dichloromethane, and others. Carcinogen emissions differed by industrial complex, but ethylbenzene and dichloromethane were the major chemicals for this type of emissions. Conclusion: Recently, the use and emission of chemicals have been continuously increasing. A chemical management plan should be prepared considering the characteristics of industrial complexes and chemical substance emissions.

Countermeasures for Management of Off-site Radioactive Wastes in the Event of a Major Accident at Nuclear Power Plants

  • Major accidents at nuclear power plants generate huge amounts of radioactive waste in a short period of time over a wide area outside the plant boundary. Therefore, extraordinary efforts are required for safe management of the waste. A well-established remediation plan including radioactive waste management that is prepared in advance will minimize the impact on the public and environment. In Korea, however, only limited plans exist to systematically manage this type of off-site radioactive waste generating event. In this study, we developed basic strategies for off-site radioactive waste management based on recommendations from the IAEA (International Atomic Energy Agency) and NCRP (National Council on Radiation Protection and Measurements), experiences from the Fukushima Daiichi accident in Japan, and a review of the national radioactive waste management system in Korea. These strategies included the assignment of roles and responsibilities, development of management methodologies, securement of storage capacities, preparation for the use of existing infrastructure, assurance of information transparency, and establishment of cooperative measures with international organizations.

Severe Accident Management Using PSA Event Tree Technology

  • There are a lot of uncertainties in the severe accident phenomena and scenarios in nuclear power plants (NPPs) and one of the major issues for severe accident management is the reduction of these uncertainties. The severe accident management aid system using Probabilistic Safety Assessments (PSA) technology is developed for the management staff in order to reduce the uncertainties. The developed system includes the graphical display for plant and equipment status, previous research results by a knowledge-base technique, and the expected plant behavior using PSA. The plant model used in this paper is oriented to identify plant response and vulnerabilities via analyzing the quantified results, and to set up a framework for an accident management program based on these analysis results. Therefore the developed system may playa central role of information source for decision-making for severe accident management, and will be used as a training tool for severe accident management.
